A Hawaii Section meeting was held onSeptember 25 at the Frank Fasi MunicipalBuilding. At the start of the meeting thecommittee chairpersons provided updates fromthe committees. Student Chapter LiaisonMichelle Agustin shared details on twoupcoming student outreach events. First, aResume Review Workshop was held onSeptember 30, 2019 at University of Hawaii atManoa, which was open to all students in theCollege of Engineering. Second, a STEM event,The Mitey Rice Challenge, will be held onNovember 9, 2019 and is open to both UH andhigh school students. Michelle was followed byInternational Director Cathy Leong whoprovided new updates on the new election rulesand procedures for the Western District. Shealso reminded everyone that the next jointWestern and Mountain District Meeting will bein Honolulu June 28 – July 1, 2020 and thatabstracts are currently being accepted.
The committee reports were followed by apresentation from guest speaker Eric LeeNiemeyer, Traffic Operations Engineer for Cityof Springfield, Oregon. Eric’s presentationhighlighted the benefits of installing flashingyellow arrows (FYA) at signalized intersections.Eric began his presentation by summarizingprevious research, which found that driversunderstand the FYA better than the circulargreen. However, at that time it was believed thatthe flashing yellow arrow and static yellow arrowneeded to be in separate sections. Thus, the2009 Manual on Uniform Traffic Control Devices(MUTCD) prohibited the use of three (3) sectionFYA. Research completed in June 2014 foundthat there was no difference in drivercomprehension between a four (4) section orthree (3) section FYA arrangement. In August2014, FHWA issued Interim Approval (IA-17)that allows three (3) section FYA. Eric went onto share the feedback he received after
deploying flashing yellow arrows at signalizedintersections. There was a mix of negative andpositive comments from the community, butoverall the comments were positive. Eric listedthe over 30 intersections in Springfield, OR thathe converted to FYA. Lastly, Eric identified apotential FYA site on Oahu.

The Advantages of the Fixed PerspectiveWindow Analysis is that it meets all of theUnderlying Fundamentals and GeneralPrincipals laid out in the AACE RecommendedPractices for Forensic Scheduling,: 1) It usesCPM Calculations; 2) The concept of Data Dateis an integral part of the Analysis; 3) networkfloat is identified and accounted for; 4) Float isbased on the appropriate schedule; 5) Sub-Network Float can also be evaluated whenneeded; 6) the calculation of impacts can bedemonstrated in relation to the critical path; and,7) all available schedules are considered [1].Preparing an analysis as described herein,where Impacts of potential causes of delay areevaluated within the context of the schedules ineffect at the time when the impact or multipleimpacts happen [1], increases the accuracy inquantification. In addition, the fixed time periodsprovide the best as-built of not only projectdates and sequences, but an as-built view ofthe prospective critical path ascontemporaneously prepared.
In conclusion, guidelines for preparation ofTime Impact Analyses prescribed in manycontract specifications align with the MIP 3.7methodology. The guidelines can be vague andeasily manipulated. Therefore, a properapplication of a Time Impact Analysismethodology is essential to reach a reliableconclusion. The enclosed method formeasuring delays incorporates the strengthsand minimizes the weaknesses of commondelay analyses by combining an application ofMIP 3.3 to MIP 3.7. The combination, asdescribed in the previous paragraphs, willminimize errors and manipulations byidentifying the appropriate schedule to use asa basis for the Time Impact Analysis and areliable duration of the analyzed delay, whilemeeting the typical contract requirement forpreparing a TIA.
