Waarom projecten het zo moeilijk hebben
De publieke opinie is één van de faalfactoren van grote projecten. Dit is in
1992 door Harrison al geconstateerd. Hij vindt het opvallend dat in de
projectmanagementliteratuur alleen aandacht wordt geschonken aan
technieken over ‘planning & control’. Organisatie- en sociale factoren
blijven veelal onderbelicht. De gevolgen daarvan worden steeds
duidelijker: grote projecten hebben het moeilijk. Ze komen moeizaam tot
stand, kampen vaak met grote vertraging en de publieke opinie keert zich
tegen het project.
In 1994 werd door de Wetenschappelijke Raad voor het Regeringsbeleid een
rapport gepubliceerd over ‘Grote projecten in Nederland’. Het project de
Willemsspoortunnel werd daarin genoemd vanwege de innovatieve wijze waarop
met de projectomgeving was omgegaan. Vanaf die periode ontstond ook het
‘omgevingsmanagement’, waarbij een gestructureerde benadering van de
projectomgeving werd nagestreefd. Het suggereert dat de ‘omgeving’ te
‘ managen’ is, wat in veel gevallen niet zo blijkt te zijn. Daarnaast is er wat
omgevingsmanagement betreft een focus op de planologische procedures en
vergunningverlening. Hoewel een structurele aanpak van deze fase zeker nodig
is, wordt voorbij gegaan aan iets wat essentieel is voor het project. Het legaliseren
van het project in de zin van formele procedures is niet hetzelfde als het
legitimeren van het project. Juist dit laatste vereist een geheel andere benadering
van de projectomgeving en vraagt om integratie van projectcommunicatie in de
wijze waarop het project de omgeving benaderd.
Enprodes wil met Project Enabling een methode bieden die het huidige
programma- en projectmanagement overstijgt. Het gaat niet om een nieuwe
managementaanpak. Het is eerder een filosofie die het mogelijk maakt om
vanuit een andere attitude de relaties met de projectomgeving inhoud te geven.
Project Enabling erkent dat de moderne samenleving een andere benadering
vraagt. Project Enabling erkent ook dat de moderne samenleving veel meer te
bieden heeft dan weerstand. Vaak is dit laatste slechts een uiterst redmiddel
om de eigen belangen nog veilig te kunnen stellen.
Bijna vijftien jaar na de hierboven beschreven observaties pleiten drie van de vier
door de Ministers van VROM en Verkeer en Waterstaat ingestelde commissies
(Dekker, Elverding, Noordzij en Rudink) voor meer participatie van de burger. Niet

als oplossing voor alles, wel als een realistische opgave vanuit een veranderende
maatschappij. Project Enabling geeft inhoud aan een ‘ dialoog- en creatiefase’
voorafgaand aan de besluitvormingsfase. In deze fase wordt de project-
omgeving gemobiliseerd als bron voor inspiratie en creativiteit. Dialoog is de
grondhouding waarmee de projectomgeving als bondgenoot tegemoet wordt
getreden. Langs deze weg wordt gewerkt aan de legitimering van het project en
aan het verkrijgen van draagvlak.
De aanpak die Enprodes voor ogen heeft met Project Enabling is gebaseerd op
een holistische benadering van drie domeinen die essentieel zijn voor het
welslagen van het project: legitimering, legalisering en financiering. Zonder
draagvlak is het moeilijk bouwen, zonder vergunningen is het niet mogelijk en
zonder geld komt het project ook niet van de grond. Project Enabling biedt
nieuwe inzichten afkomstig uit de organisatie- en communicatie wetenschappen,
om vanuit een andere houding met de projectomgeving om te gaan.

Samenvatting
— Project Enabling legt de focus bij drie domeinen die essentieel
zijn voor het doen slagen van het project: legitimering,
legalisering en financiering.
— Project Enabling biedt de mogelijkheid om vanuit een andere
attitude de relaties met de projectomgeving inhoud te geven.
— Het ontbreekt ons niet zozeer aan informatie over het
omgaan met de projectomgeving, we zoeken nog steeds naar
de juiste attitude om tot nieuwe kennis te komen.
