I 've v i s i t ed two refugee camps here and t a lked t o personnel fromboth the H.K. and Thai camps. Condit ions in H.K. are by no means rosy , butThai land ' s 15 l a rge refugee camps o f Laot ians and Cambodians are a holocaus t .The dead, s ta rv ing , maimed and dying are everywhere, and the number grows hourly.On November 1 5t h, a no th er quar te r o f a mil l ion people were acc identa l ly d iscovered on the Thai border "huddled on top of each other : human r e l i c s , underf e d , s k e l e t a l and at th e l i m i t o f s u rv iv a l. "

    Rel ief organizat ions are doing t h e i r bes t to keep a l ive those who make itto refugee ceimps, bu t basic surv ival suppl ies an d medicine a re now in sho r tsupply. Any money you could contr ibute to t hem would keep people a l ive . Butan even grea te r problem i s the extreme lack o f workers to dis t r ibu te suppl ies .Almost any able-bodied person would f ind dai ly oppor tun it ie s t o save l i ve s , butwhat i s mos t needed are medical s t a f f . I f they can donate a month or two immediately, grea t! I f they can give up to two years , a l l the be t te r . I f there,i s anything your congrega t ion can do, p lease do it.

    But people c an ' t be sus ta ined in refugee camps fo r long. Phys ical condit i ons genera l ly continue t o d et er io ra te because they consume m illio ns o f doll a rs of soc ie ty ' s resources every day. .

    Camp l i f e also t r ag i ca l l y wastes human resources . Thousands o f ch i ld renwho ought to be in school exercising the i r bodies and minds and developingthe i r characters are l e f t idle nearly a l l day every day during the most format ive years of the i r l ives. Moreover, able men and women, and even some withbri l l ian t minds and highly-developed ski l l s , are thwarted from doing pract ical lyany th ing wor thwhi l e .

    Worst o f a l l , the re fugees have a l l recent ly experienced i nte n se h at re dand inhumanity, the loss of a l l family auid homeland t i es , and nearly a l l earthlybelongings. They are a fe r t i l e seedbed for Satan to sow seeds of bi t te rness ,hatred and a l l kinds of evi l . But they are jus t as ready to respond to realChristian love. I t would be the greates t tragedy of a l l i f we l e t evi l festerand blossom rather than overcoming it with good. Now l ike never bef ore th eyare responsive to God's love. In fact , thouseuids have already shown a favorab le responsed to C hr is t .

    Set t l ing these people in new countr ies i s the only l a s t ing solut ion. U.S.rese t t lement focuses on l oca l sponsors helping the refugees f ind i n i t i a l housing , employment and o ri en ta ti on t o American l i f e .

    We intended to spend $1,000 on purchasing a used car,licensing, insurance and so forth in 1979. So I asked a-round, "Did anyone know of a good used car for $1,000?"Time and again the reply was, "You jus t can't buy a usedcar in Hong Kong for $1,000." "The only cars for sale for$1,000 are those about ready to die," and "I think you'dbe better off looking at something for at least $2,000."Well, what should I do? There seemed to be no waythat I could spend more than I had intended. At our weekly prayer meeting, Helen Jew asked me i f I was s t i l llooking for a car. I sa id , ."No, not unless one reallyhits me." At home that night, Joyce sa id , "By the way,another mission has a car for sale for $100."

    "100?" I thought, "What could a car look like that isselling for $100? Well, i t wouldn't hurt to look." I twas a 1967 compact station wagon with 1200 cubic centimeter engine. I t had never been in an accident or beenused roughly, and i t only had 38,000 miles on i t . I t wasno "cream puff", but i t met all our needs. With repairs,licensing and insurance, i t sti l l cost less than $500. Iti sn ' t the best car I 've ridden in , bu t it's bet ter thanany bus! Praise the Lord!FAITH-PROMISE, 1979

    On Christmas eve, 15 Christians and I led a Christmaspragram in our chapel. 83 villagers were inside the chapelwith another 20 or so outside. This year several childrenshared in the program, and the vi l lagers learned moreabout the meaning of Christmas, even though the crowd wasnoisy and there were some hecklers.

    realized why they felt that way. Most of the nice houses in the village were bought with dishonest profits.Our lessons on goodness, God's love and salvationweren't getting through because they didn ' t believethey were sinning. From now on we'll teach about God'sstandards.     arrived. All of our Christmas presents were ini t , so we celebrated that part of Christmas exactlyone month l a t e .

    us. They started a worship service in Wing Wong'shome, so I 've been leading a children's worship service simultaneously in Ken Smyth's home next door toWing's each week.

    PERKS FOR CHARITYDoes your company give you "perks"? "Perk" isa clipped form of "perquisite" which is a privilegeor benefit additional to regular profit or pay, resulting from one's position or employment.For example, your company may provide free useof a private gym, country club, resorts or vacationspots, may lease a car for you or pick up the tabat swank restaurants and hotels. Natural ly , theyhope the "perks" will make you happy and keep youfrom joining another company.But frankly, i f your company just gave you the

    money i t cost for your "perks", would you spend i tthat way on yourself? Probably not. As Christians,we try to be more conscientious about the way wemanage the money God gives us.Well, your company surely won't give you themoney, but they might consider a different kind of"perk"; namely, contributing to your favorite

    charity. Why not suggest that to your superior?Something like:"I would much rather you give X dollars to my favo rite charity than reserve a room forme in that swank hotel." Imagine the amount of goodthat could be done with the money they burn to"keep you happy." .In fact, many companies are already tryingsomething like this. They offer worthy employees

    paid sabbaticals to further t h e i r educat ion orwork free for some benevolent cause.     Because o f the size of t h i s opportunity,we want to produce the best programs possible;so to start, we are only on the a i r twice aweek, 15 minutes each time.     This week, we compared various studio and recording equipment. Christian Education Association of theOrient (CEAO) Is considering paying the cos t of thestudio. Gospel Broadcasting Mission has o f f e r ed topay up to half of the air-t ime cost.

    The title of th e program w ill be "Compass ofTruth" l i k e th e correspondence course used in Chileand t r an s l a t ed i n to Chinese by Chuck Johnston. Wes t i l l need about two months before we are ready to goon the a i r , and I'm sure tha t the time will go fasterthan we t h ink .

    This is the biggest projec t t h a t any of us herehave ever taken on. I est imate th a t th is year the total cost of the radio ministry alone (not countingeach miss ionary ' s own ministry) wil l be at least$15,000. So we covet your prayers on this behalf.T 'a rtn e rs In Miss ions

    CEAO owns th e schoo l building in Wong Tai Sins tar ted by Shu Chen Li.     800 New People A Day"B i l l and Melba Rees w e r e t h e first m i s s i o n a r i e sof our group to begin work in Hong Kong. They arrived

    about 16 1/2 years ago. Now there are eight familieson American support and three or f o u r l o c a l l y -p a i dchurch workers. Moreover, at leas t 200 people a weeka t t e n d t h e c h u r c h s e r v i c e s c o n n e c t e d t o t h i s work .

    Yet more and more people need s a l v a t i o n . TheHong Kong government estimates that in recent months,over 800 new people a day were added to Hong Kong'spopulation.     Wai became t h e first C h i n e s e f r om our c h u r c h e s to b eordained in Hong Kong for the minis t ry . His testimonytoday reminded me of the tough road he has had to t ravel to get to th i s point . His fa ther died when he was12, so he qui t school to suppo r t h i s s ix younger brothers and s i s t e r s . His family l ived on the "wrong s ideof the t racks"in re fugee housing. He knew nothing a-bout Chr i s t i an i ty . But the preaching of Chris t throughMr. & Mr s . Shu Chen Li won h i s heart.

    He determined to a t t end any mee t i ng th e churchhad. Then one day he committed himself to serve Chris tfu l l t ime. The obs tac les were myriad. There was of tennot enough food. He sometimes only a te once a day. Hehad a family to support . He was int imidated by a protect ion r ing. At the same t ime, he had to f in ish e lementary school and high school (mostly through nightschool) and Bible college. Yet, he persevered, and aft e r about seven years he graduated f rom Hong Kong Bible In st i tu te la s t week.     I t is common among Chinese for a woman to keep hermaiden name after she marries. For example, i f a Susan

That is how she might i-dentify herself, f i l l out forms and even sign checks.Moreover, it is generally considered incest for 2people with the same las t name to marry unless i t canbe proven by means of geneologies that their ancestry

    is from entirely different regions of China. So I explained to the Chinese lady that , "No, Joyce's maidenname was no t Anderson . '

    For two people of the same las t name to marry isas abhorent to many Chinese as i f a blood brother andsister married in America. For example, some yearsago in the village of Lung 6u Taan, a young man and ayoung lady of the same clan fell in love. Exactlywhat relation one was to the other was not clear, butthe clansmen s t i l l determined to rid t h emse lv e s o fsuch evi l , so they bound the couple in bamboo basketsand ca s t them in to the ocean.

    Such harsh judgments remind me o f some of God'sprinciples for society found in the Old Testament :Israel was not to try to reform those offenders whoviolated the most sacred statutes of society, but rather to purge i t se l f of the i r evi l .     Chinese .They have no Christian background, but seem very open to the Gospel. Bible collegestudents from a nearby Christian and Missionary All iance school have been visiting thecamp all summer. They held a preparation for baptism course, and sprinkled over 90 graduates of the class the day after I spoke.When I spoke in the lower camp, about 400 people attended. I didn' t want to clashwith what the Bible college students were doing, yet I could not advocate sprinklingwith a clear conscience. Since then, we'vepurchased 1,000 notebooks and pencils, but we s t i l l need to buy many Bibles.The need to help th is many people grow in the i r faith is tremendous. The Lordwilling, I will visit the camp once a week to teach them basic helps for their Christianlives and to lead them through the Compass of Truth course. I would like to go outdaily bu t round tr ip travel takes nine hours.Please pray that these believers might be knit together and grow in the grace andknowledge of our Lord Jesus Christ .

    To China and BackWayfull and Helen Jew's account of their tr ip to Wayfull's home in China was certainly an eye-opener for us. Although rice, cooking oil and a roof over one's head arevirtually free in China, many people are just barely making i t . For example, a pair ofcheap sandals could cost th e average Chinese a week's salary; a watch, two year 's salary;a T.V., five year 's salary. If you had to pu t out a week and a half 's salary to buy aBible, would you?Many homes don't have electrici ty , to say nothing of a radio. There is l i t t lechoice in fruit and vegetables and even less meat.     ChinaThe official mouthpiece of Christianity mThina announced that 85,000 copies of th eBible and 50,000 copies of the New Testament WILL be published in the traditional text(not simplified characters) around th e end of October IN MAINLAND CHINA. They will cost$6 per Bible and $3 per New Testament. In Fukiep Province alone (where Shanghi is) over20,000 people are said to have signed the waiting l is t for copies of the Bibles.The officials also reported that 26 church buildings have been reopened for worshipservices throughout mainland China, and they expect to have 50 churches open by the endof this year. A communist paper in Hong Kong said, "All this activity would seem to indicate that China is in earnest when i t propagates to the world that religious freedomis part and parcel of i ts social i s t system."

    Hefiigees-^^^ulations-'^estnctedAfter talking for an hour on the importance of Bible study a t Chi Ma Wan refugeecamp, several Christian men from Vietnam clustered around me and f ina l ly pushed one manforward to ask me a question. The subject I feared they would ask was: "Can you helpstop the Hong Kong government from shipping us to Mainland China?"You see, the Hong Kong government put these 4,000 Vietnamese boat people in theisolated Chi Ma Wan prison compound because they do not reg ard them as re fugee s from Vietnam but i l legal immigrants from China because they passed through China on t h e i r way toHong Kong. So the government refuses to le t any refugee resett l ing organization into ChiMa Wan to help these people find foreign homes. Instead, the government insists that theymust be sent back to China, from which the i r chances of leaving are slim , eventhough manyof them have immediate family in other countries. For example, even a conce r t viol in i s t whose sons are in Canada, a mother with a university degree whose husband and sonsare in England, and a family with U.S. documents stating the name and address of theirU.S. sponsors looked l ike they were going to be sent to China, too.

    But th is is not what the Christ ian men wanted to discuss with me. Rather, they said,"We know we are going to China, and that we will be persecuted and have diff icul ty f inding jobs because we are Christiansplease teach us how to maintain our fai th." So wetalked about prayer, Bib le s tudy and Christian fellowship. Then they asked, "But whatabout baptism, communion and ordaining pastors?" So then we talked about the simplicity ofNew Testament church organization. Finally, they asked , " We know we are to give one-tenth of our income to God, but how do we give it to God inside of China?" Their fa i thwas humbling.After that , I contacted the United Nations headquarters on Refugees to f ind out i fanything could be done for those who had family abroad. They to ld me t ha t the peopleshould r ightfully join their families, but that the government was no t allowing the U.N.officials into the camp, would I get names of these people for them? So I inquired intothe possibility and everyone seemed agreeable. Then without warning, my freedom to enterthe camp ended. I have not been allowed in since.However, since then I have heard that 380 were al lowed to se t t le abroad, but another 1,500 were sent to China, and a ll the Bibles and correspondence courses we gave the80 o r so be l i eve r s were con f i s c a t e d . Gu 'TaanThat same week, villagers froniTung G.u-;Taa.n,- where we hold Sunday School, clashedwith workers a t a nearby construction s i te to; a , r io t . Four were injured and 33 arrested.We have ceased renting a premises in the village and jus t hold Sunday School under a tree.Each week this has provided us with new examples of the provision of God, and the fai tho f th e dozen o r so t h a t a t t e nd .

    Hong Kong Christian SchoolOne of my less pressing responsibilities is as unofficial manager on the board of the^"Hong Kong Christian School, with Bill Rees as Superintendent, Wayfull Jew as official

    manager and Hank Kwan as Principal.The school was established about 15 years ago by Shu Chen Li (now passed away) andthe Chri st ian Education Association of the Orient (CEAO) whose trustees are the elders ofthe Miamitown Church of Christ, Miamitown, Ohio. I t was primarily CEAO who purchased theschool's property, now valued at over $600,000 U.S. besides $15,000 in savings.The congregation meeting in the building has about 100 members. The school, whichat its peak had nearly 700 elementary students. Is now only a kindergarten with some 80children, since primary education in Hong Kong is now free. Except for Hank Kwah's salary,CEAO does not support the school anymore.
