TIIUKSDAY, FEB. M, 1SS0.
THE COMING ELECTIONS.
From the llilo liccord, Feb. lith.In one year from the
general election for Nobles and Representatives will be held, bix xso-bl-
are to bo elected for this Isl-
and: two for two years, two forfour years, and two for six years.Including the south part of llania-kua to, and including Kaiau Flant-atio- n,
three Representatives are tobe elected for llilo and Puna. It isnone too soon, now,jto bejawakc inthis matter. Wo do not want to becaught napping, as at the last elec-tion. Our ticket for Nobles oughtto be ready within the next sixmonths. And also our nominees for"Reps." for this district. "We hearthat already jMcasia. John Bakerand J. Nawahi are inlhe field. Theyevidently believe in being in time. But it is in the nomination for No-
bles that our greatest difliciilly lies. There are but few men who are litto send, who are willing to go andspend llnee to four months at Ho-
nolulu at their own expense. Theonly available candidates, as wenow hear, arc Dr. Wight of Kohala, and J. M. Homer of Ifamakua. We certainly believe that Hawaiimust send as Nobles, only thosewhose interests arc centered on Ha-waii. We want no Honolulu manto represent us.
Hawaii needs men who will lookout sharp for her interests, and notlet Honolulu run away with
largest share of the funds. Iflr. Townscnd can lie induced to
stand as Noble again, he wouldmake a good strongman for us. Butwhere are tho other three to comefrom.
Another thing that the peoplehave got to bo on the watch lor, isthe getting too many Plantation meninto the House.
Not but that a plantation owneror manager may not be a first-clas-s
man, but we must recollect that allthe plantations on these islands archeld in the hands of six or eightmen in Honolulu and it will not bewell to put ourselves in the powerof so few men. This may be theevil, which will run our Ship orStale.
Tho property-holder- s of a coun-try ought not to be able to controlall legislation. This is one of theevils that tho minority in tho lastLegislature endeavored to check, bythe institution of the "secret bal-
lot ;" but which was crushed out ofour new election law by a very largemajority. Why the planters shouldbo enabled, as they put'it, "to con-
trol or induce their men tovotclhcirticket," and not the man whoopenly says, "Put me in and 1 willhelp you," is a problem which wewero and nro still unable to solve
Wo believe that property shouldbe represented in such a manner, asthat no legislation candeprive it of its rights, but still webciicvo that the laboring man shouldso well be repnscntcd, that no op-
pressive legislation may cause himto distrust the Government.
Tho Chinese question will, also, certainly have a tremendous bearingupon tho next election. And it isono too, that must be met fairly andsquaiely. "Wo do not believe in"sand lot" legislation, but we dobelieve that somo legislation is ne-cessary to relievo tho country of
sonic of its present thflkulUcs, nsregards tho Chinese. Hut wc mustremember "that the Chinamen hasrights," as well ns others and womust respect those rights. IJeslrie-tiv- e
legislation as to those coming into our country scorns now lo he theonly way to roach a solution, betthose wlio leave, leave for good andno others conic in, and in n few
years there will lie a laige diminu-
tion of our Chinese population. There are other qiiuilions to be
met at our next election anil it behooves us now to be up and doingin the matter, llilo should withinthe next three months organize anKlection Caucus, and write our sis-
ter districts to do the same, on theNoble ticket.
A plan has been proposed, to calla Caucus in cacli district and getlliciu lo send delegates to a generalconvention in llilo, say m the monthof July next. The number of dele-gates lo be one for every twenty No-
ble votcrs,or parts of twenty in eachdistrict.
As follows J f the Kinus have fiO
Noble voters, on the Grand Registerthen Ivina will be entitled to sendthree delegates, or one delegate withthree votes. If llaniakua has 85Noble Voters, it would he entitledto five delegates and so on.
The delegates to be chosen at ameeting called in each district be-
fore July; of course only thoseallowed to vote for Nobles, will voteat such a Caucus. Then those dele-
gates, will be sent to the conventionwith such instructions, as their con-
stituents may give them, and at theconvention, 0 men will be chosen forElective Nobles. A committeeshould be formed in each district, toattend to the matter and communi-cate, with the other districts.
If no better plan is offered, webelieve that the above will woikwell. And we hope that ere longsteps will be taken in the matter.
MAUI NOTES.
Editok Bim.ktix: The follow-ing news items may be of interest losome of your readers:
No rain, dust and dust and dust. The roads are covered several in-
ches with red earth, ground as fineas Hour, and, raised by the wind, penetrates everywhere. At presenta kona is blowing, but so far, nosigns of rain. Rumor has it thatseveral plantations rc short ofMiitcr, and that one ot them, Paiaplantation, has had to stop grindingat nights on that account. Sugarseems to come in pretty lively, how-
ever, three to live trains arriving atKahului with our staple article everyday, the rails groaning under theheavy load. Kahului lu$or isoccupied by several vessels, andthey are kept busj' down there inunloading and loading as fast aspdssible.
Everything is pretty quiet uphere on Maui. The murder casefrom Haiku made a little stir, ofcourse, but it ias natural after all, that such a thing should happen. Why, the largest of our islands hashad two such cases, and then thenext in size mustfollow suit.
Report reached here the other daythat a luna, or head-lun- a on one ofthe plantations had been convictedof striking a contract-labo- r man.Whether it is true or not T could notsay, living so far off; but if it istrue, he ought to be severely cen-
sured. It not only gives the planta-tion, but the islands, a bad name, and that it ought to be avoided. Ru-
mor has that the same party hasdone the same tiling before.
The Japs on Ilatnaktiapoko re-
fused to work the other day, butcould give no satisfactory icason. They wero lined, of course. Sev-
eral here seem to think that turningfrom Chinese to Japs is to dropfrom the pan into the fire, and thatthey ought to be feared just as muchas the Chinese.
Very little if any intemperance isgoing on here, in fact, it is seldomwe hear of anybody being drunk ordisorderly. By the way, that bringsinc to think of the prohibition ques-tion. Mr. Horner's reply to G inyour columns ha3 opened the eyesof many here for the fallacy of hisreasoning. Do you know what it isto make a soup of shoe-peg- s, Mr.Editor? If not, please read Mr.Horner's rumblings. In my opinionMr. G's questions were short, con-
cise and to the point, and one halfof a column would have been sulll-cie- nt
to answer them, as the onlyanswer they required was yes or no.We all acknowledge that Mr. Horn-er is a master iinequalcd in sayingvery little in very many words. Ifhis cane grows as well as his writ-ings it must be line looking, but ifit docs not contain more solids Humhis words, it must be poor profit.1 suppose it will need a Lick tele-
scope to see tho end to his answer, judging by what has appeared. Many here seem lo think that itwould be better to teach people howto drink and not to attempt to givestricter laws than the Lord himself.
A drive took me up to Makawaothe other day, and 1 passed the newMakawao church. That is a linebuilding indeed, in fact, finer thanany other church, without excep-tion, on the islands. It is well andharmoniously finished inside and-out- ,
and stands as a worthy monu-ment of the Christian spirit of Ihosowho built it. The site is ono of thefinest imaginable, tho view one ofthe most imposing on Maui. Itstands right in the centre of a pros-perous community, and wherevertho eye is turned, it bees tho linocane fields in every direction. Tothe right the Hamakiiapoko mill issmoking, away down, seemingly to

wards the beach, Uio three chimneysof Paia mill belch forth their smoke, and lo the left on the plain you cansec that monster establishment,Sprcckelsvillc. Between these pointsthe camps glitter in the sunshine.ceiy house being whitewashed, andthey appear us so many villages.,Wailuku is plainly visible, and thoMauim Eka rises verdant-covere- d
back of that pleasant place. Overand above hovers the giant moun-tain llaloakaln in all its majesty, asilent witness of its former greatness as a volcano, ine place mechurch stands on is the site of theold mill, where Hon. II. P. Baldwincame near losing his life some yearsago, and it is also him we have to ,thailk for the new church.
I noticed also several new schoolhouses in Makawao. One is at Ka-lick- a,
and two new houses in upperMakawao, and people told me thata new one is to be built at Kula.That compares very favorably withWailuku district. In many places Ihear dissatisfaction with school mat-ters as they are here. 1 have heardthat several Portuguese have leftthe plantation hero and elsewhere,and gone to Sprcckelsvillc becausethere is no school! lhey can thenlet tho children work, ami that is somuch income added. Of course, itwould be absurd to force the chil-dren to attend school here in Wai-luku, as they then would have towalk 8 to 10 miles each way, butjust for that reason the Board ofEducation ought to put up a schoolat SpreckelsTilIe or near thereto. Itis of far more benefit to the countryto have schools and good schoolswherever needed, than lo buildroads to Punchbowl or to llaleakalacrater or snowsheds on Mauna Ilua-lala- i;
but then the big heads wouldhave to give up somo of their petschemes, and that they don t like.If the legislature had paid more at-
tention lo this matter, and less to-
wards making a heap of laws thatare declared unconstitutional, themembers would have deserved morethanks. As it is now they havemade themselves ridiculous. Thisschool matter here in Wailuku dis-
trict is of importance, and a littlestirring up is sorely needed.
The roads arc in fine condition, and so is the railroad. The roadboards manage their roads cvy wellbut opinion seems to be dividedabout that of the railroad, some say-ing that it seems as if the peopleare made for the lailroad and notvice versa. Oiisr.nvim.

from plans furnished by "Mr.Mackintosh, architect of Honolulu. In the afternoon, after a baptismalservice in the infant Church, thebishop held a confirmation, hischarge being ably and lluently in-
terpreted by Mr. L. Aseu, andtwelve (12) Chinese members of theAnglican Communion received therite of confirmation.
In the evening the Bishop preach-ed at St. Augustine's, Kohala, to alarge congregation, the church be-
ing filled by the members of theAnglican Communion, and by themembers of the CongregationalChurch, who gave up their usualSunday evening service to attend atSt. Augustine's.
The offertories for the day at thotwo churches of St. Augustine's andSt. Paul's amounted to $ lii, whichbrings the small debt remaining onthe latter down to a little over $100.

H1L0 NEWS.
The following news items arcfrom the Jlilo JiecorJ of February5th :
The Minister of the Interior hasfurnished a lot of new street lampsand the sheriff has had them allplaced in position and our little townnow is fairly lighted ; a thing muchneeded. One we notice has beenplaced opposite Kukuau street, onVolcano street, in order lo givethose poor fellows living on thatstreet a chance to sco some of themany "pilikias" standing in thelower part of the street. Does theRoad Hoard ever intend doing any-
thing towards opening that street?Chinese New Year has passed off
very niccl, and if the "ChineseDevils" are afraid of noise, we thinkthat the incessant firing of bombsand' crakers, tho past week, niHsthave driven them all back lo the"llowery land." A line dinner wasgiven on Saturday p. in. to the"haole" and native gentlemen intown by their Chinese brethern, atAh IIo's store.

BEET SbCAR.
One of our editorial correspondents writes: " The beet picking last J
year gave employment, lo many ooysand girls at Sprockols' factory whichwns opened last year only." ThoWalsonvillo factory produced lastyear 1G10 tons of sugar, which net-ted a profit of about twentydollars per Ion. The proposedreduction in the sugar tariffamounting to $25 per ton wouldhave changed this profit into a lossand of course put a stop to the bu-siness. Tho bounty which the Se-nate offers as an equivalent to thoreduction in duty will give produc-ers S20 per ton, which is nearlyequivalent to the reduction iu thelax on foreign sugar. The possiblemagnitude of this industry may beestimated from a comparison be-tween the small native product andthe amount imported. Mr. Spreek-el- s'
small product of 1G10 tons gaveemployment to a good many boysand girls, and yet the product of hisWatsonville mill cuts no figure inthe general swpply. Our yearly im-
portations appioach 1,500,000 tons, and it is the product of this amountat home which is the prize our legis-lators arc working lor. Whateverobjections there may be to thebounty system as a rule, it seemsworth while to try it in the presentcase. The Call would have preferred to have the duty retained on su-
gar until the home industry had de-
monstrated its ability to competewith the foreign product, but thodesired end may bo attained by thebounty the Senate bill provides. There is little present probabilitythat the two Houses will agree upona tariff bill this session, aud untilthey do the old tariff rates will bein operation, S. F. Call, Jan. 21.
SEEDLINGS OF SUGAR CANE.
The sugar cane has been cultivated lor so long a periou mat its na-tive country is unknown. Benthamstates that "we have no authenticrecord of any reallv wild station forthe common sugar cane." Further, according to the Kew Bulletin forDecember, tho sugar cane so rarelyproduces mature seeds that no oneappears to have ever seen them.In botanical works the subject isoften mentioned, but apparentlyonly to rcslate the fact that observ-ers in all countries "have never seenthe seeds of Hie sugar cane." Theauthorities at Kew have been work-ing at this subject for several years. It was felt that if a sugar cane pro-ducing ripe seeds could be found, amost interesting aud important linoof enquiry would be opened for im-
proving tho baccharino qualities ofthe sugar cane iu the kame way athat so successfully adopted withregard to the beet. Hitherto thesugar cane has been reproduced un-der cultivation solely by means ofbuds and suckers. The improve-ment of the cane has therefore beenrestricted to chance variations oc-
curring at wide intervals, and prob-ably escaping altogether the observ-ation of the planter. Now all this islikely lo be changed. It appearsthat at Barbados seedlings of sugarcane have been successfully raisedby Professor Harrison, and amongthese seedlings arc several differentkinds indicating liybridity of a defi-nite sort, such as would be expect-ed to arise from the crossing of dif-
ferent varieties. It is to be hopedthis subject will he fully and clearlyfollowed up as a definite field of in-
vestigation. In any ca6C the possi-bility of improving so important andvaluable a plant as the sugar canepossesses general interest. fS. F..Mci chant, July 8.
