敬愛的台灣鄉親們：

歡迎大家到德卅來，達拉斯台灣同鄉會很榮幸能與北美洲台灣人教授協會合辦今年的大會。

今年的 主題是 “認知歷史，重建信心，贏回台灣”。 我們選這為主題是有感生長在台灣的人，受的

卻是中國為主的教育。我們知道長江、黃河卻不認識淡水河、大安溪、和濁水溪;熟知中國五千年歷

史，卻台灣近幾十年的重大事件一知半解。我們對今年年初台灣總統與立委選舉的結果頗為失望。一個

大原因就是選民對台灣的將來沒信心、對台灣的歷史和地理不夠瞭解、沒有凝聚一份對台灣這塊土地的

命運共同體的認知。此次夏令會我們希望經由台灣請來的專 家學者的分析，以及大家共同的討論，以

這主題互相鼓勵，重建我們對台灣的信心、贏回台灣。

今年我們有洪英花法官、邁阿密大學政治系教授金德芳（Dr. June Teufel Dreyer）及台大土木系教授

蔡丁貴擔任主題演講者。此外「賴和文教基金會」、「楊逵文教協會」、「鬥鬧熱走唱隊」，Dr.

Jerome Keating， Michael Cole，顏利真女士及從本地出身的 Dr. Ketty Chen 都從台灣來達拉斯參加

此次盛會。

洪英花法官是前任士林地方法院刑事庭長，東吳大學法學研究所碩士。她出生於彰化政治世家，25 歲

就考上司法官，28 歲即卸下法袍擔任第一屆國民大會代表，至 1992年才返回法學界任職。

金德芳教授(Dr. June Teufel Dreyer) 任教於邁阿密大學政治系，曾於哈佛大學取得政治及東亞語文

學博士學位。研究領域包括亞太地區政治與經濟制度、中國政府與外交及美國國防議題，她也是「美國

外交政策研究所」研究員。她演講的題目是「Taiwan，the US，and the Pivot to Asia (台灣, 美國

和對亞洲的中樞關係)」。

蔡丁貴教授是台大土木系教授，於康乃爾大學土木系取得博士學位後在雪城大學（Syracuse

University）任教多年才返台服務。他曾任行政院環境保護署副署長，台灣教授協會會長，現任台大土

木系教授。他積極關心並參與台灣前途運動，包括公投護台灣聯盟、台灣守護聯盟、台灣民族聯盟等。

以非暴力抗爭為其特色表達台灣人之不滿。他演講的主題是 “台灣邁向主權國的挑戰與戰略”。

本年年會亦將舉辦其他討論會，其中包括楊金文博士主講「台灣的起雲劑與瘦肉精」、鄭凱文醫師主講

「上年紀的人腳和足踝的問題」、 Dr. Jerome Keating 的「論述臺灣的複雜與多元化的過去」、顏利

真女士主講「沒有泥土那有花香」、李碧娥女士的「北美洲台灣婦女協會和我」、賴和文教基金會、楊

逵文教協會的「青年人文紮根」還有 Dr. Ketty Chen 及 Michael Cole的「回臺工作經驗分享」等。

今年教授協會資助 15 位年青學者來參加年會。他們都是台灣出身，目前在美國各大學研究所攻讀

Advanced Degree 的未來專家。他們將對自已研究主題做個報告。請大家去認識並鼓勵他們。

除了演講及討論會，星期五晚上的電影欣賞將播放「牽阮的手」。這部電影曾獲 2010 年台灣國際紀錄

片雙年展台灣獎首獎及 2010 年南方影展不分類首獎、觀眾票選獎，並獲 2011 年 東京國際女性影展邀

映。影片描寫 「一生總要不顧一切愛過一次」，在自由受限且保守的 50 年代的台灣，還在讀高中的

田孟淑，與大她 16 歲田朝明醫師相戀，戀情曝光以後，因為年齡的差距與同姓的禁忌，田孟淑的父母

非常反對，父親千方百計嘗試斬斷這段戀情，於是田孟淑與田朝明毅然決定私奔。真摯的愛情讓倆人一

路相知相惜，直到後來 92 歲的田朝明醫師因長年中風病痛逝世，熱情活潑的田孟淑始終都是不離不

棄，與他一起牽手走過半世紀時代的大風大浪，以及生命的喜怒哀樂。

當然，依歷年夏令會的傳統，在星期六晚上有個輕鬆的「台灣之夜」節目，當晚將有 Austin, Houston

和 Dallas 同鄉會提供的歌唱、舞蹈、短劇等才藝表演並加上賴和文教基金會的「鬥鬧熱走唱隊」的節

目。「鬥鬧熱走唱隊」的成員均於 1975 至 1980 年間在台灣出生，因賴和文教基金會的學生營隊而結

緣，與彰化有不同程度的地緣關係，有的是醫師，有的是台灣文學的研究生。2005 年夏天以賴和發表

的第一篇白話小說「鬥鬧熱」為名，組成「鬥鬧熱走唱隊」，以「賴和文學」為概念製作音樂專輯，南

北巡迴走唱募款，催生出《河》賴和文學音樂專輯，回溯賴和的詩文與生平，的並非「詠古」，而是看

到台灣這片土地更深層的歷史圖。

星期五晚上的卡拉 OK 及宵夜，還有星期六晚上的宵夜是特地為大家「認親結緣」而設的，請參加並認

識我們從各地來，有共同意識的新朋友。

我們衷心歡迎從遠地來的同鄉也感謝各位主講者能提供他們專業的知識及見解來與大家分享。在此我也

要感謝所有工作人員的努力，讓我們可以期望有一個成功的大會。

Welcome to the NATPA 2012 Annual Meeting!

Dear NATPA Members and Conference Participants,

Welcome to the NATPA 2012 Annual Meeting in Dallas. We are glad to come to the South to have a joint

conference with the TAA-South Summer Conference. In the past few years, we have rotated to have our annual

meetings in different regions of the United States and Taiwan. By these arrangements, we can enjoy the

opportunity to meet members and friends from separate regions.

After the presidential election in Taiwan last January, most of us felt deeply frustrated and discouraged by the

result. However, we have to keep our head high and spirit up because the tide could turn to our favor sooner

than later. Ten years before the Soviet Union collapsed, it appeared even stronger than China today. We never

know when the Chinese society would erupt from mass revolts triggered by various causes. When it happens,

we shall stand ready to seize on the opportunity!

This year is the tenth anniversary of NATPA Young Scholars Program. Ten young scholars are selected based

on the criteria of expressed interest in Taiwan related issues, background and study related to the conference

theme, and/or evidence of student activism. I encourage you to attend all presentations of various topics and

interact with the participating young scholars afterwards.

I would like to extend my most sincere gratitude to the host of the joint conference, TAA-DFW, for their

seamless coordination and logistic arrangements. In addition, I greatly appreciate the effort by Mingchi Wu,

who has tirelessly coordinated between NATPA and TAA-DFW and arranged the post conference tour. Much

gratitude is also due to CP Yeh and YSP Committee for organizing the expanded Young Scholars Program.

Furthermore, the Annual Meeting Program Committee’s contribution has certainly assured the success of our

Annual Meeting 2012.

- 檢視臺灣第 13任總統就職宣誓無效之憲政危機

臺灣大法官任期 8 年，憲法增修條文明定「大法官交錯任期制」，並自 2003 年起總統提名之大法

官，其中 8位任期 4年，其餘 7位任期 8年，開啟「大法官交錯任期制」。「大法官交錯任期制」之目

的：1、期中改任半數有利經驗傳承 2、以 4年為改任週期適時反應社會現實 3、每任總統都有提名半數

大法官之機會。

司法院組織法採取「遞補繼任制」，讓 4 年改任半數之大法官同進退，維繫「交錯任期制」之運

作。現任司法院正、副院長賴浩敏、蘇永欽係遞補出缺，任期於 2011年 9 月 30日已屆滿，卻仍在任執

行大法官兼司法院正、副院長之職務，已破壞憲法「大法官交錯任期制」設計目的及司法院組織法規

定，應即日解職，由總統儘速重新提名。

總統就職宣誓依憲法及法律規定須由司法院長監誓，若由大法官資格不備之司法院院長監誓，其宣

誓無效，就職程序不完備，焉能執行職務？終將引發憲政危機！

Dr.June Teufel Dreyer, Senior Fellow, is a professor of

political science at the University of Miami. She received a bachelor’s degree in political science from Wellesley College, a master’s in East Asian Studies from Harvard, and a joint Ph.D. in government and East Asian studies from Harvard. Prof. Dreyer has done field research in China, Taiwan, and Japan. She has served as Chief Far East Specialist for the Library of Congress and as Asia Advisor to the Chief of Naval Operations; has published numerous books and articles on such topics as ethnic minorities in China, the Chinese military, Asia-Pacific security issues; is the author of a general book on China, China’s Political System: Modernization and Tradition, now in its sixth edition. She is now preparing a book on Sino-Japanese relations.

金德芳教授任教於邁阿密大學政治系，曾於哈佛大學取得政

治及東亞語文學博士學位。研究領域包括亞太地區政治與經濟

制度、中國政府與外交及美國國防議題，她也是「美國外交政

Abstract

Taiwan-U.S.-China Relations in an Era of Amity:

Will Taiwan Survive the Peace?

When Ma Ying-jeou was elected president of Taiwan, Taiwan’s relations with the People’s Republic of China (PRC) and

with the United States were strained. Since then, Taiwan’s relations with both have improved. Underlying this amity

have been several decisions by President Ma and his Kuomintang (KMT) administration to accede to Beijing’s demands

in ways that many fear are gradually undermining the nation’s de facto independence.

At the same time, Washington’s relations with Beijing, though maintaining a surface appearance of cordiality, exhibit

underlying tensions. Most recently, these manifested themselves in the Obama administration’s intention to reduce its

previous emphasis on the Middle East in favor of greater attention to the Asia-Pacific region. What part Taiwan might

play in what has been called the pivot toward Asia, and what might be the consequences for its relations with Beijing

and Washington, will be the focus of this talk.

台灣的起雲劑與瘦肉精

楊金文博士

• 1961 NTU College of Pharmacy; BS in Pharmacy. • 1964-1969 University of Iowa, College of Pharmacy. Ph.D. • 1969-1971 U. of Kentucky, Tobacco Research (post doctor research). • 1971-1972 NIH, National Cancer Institute (NIH) Formulation and preparation of Anticancer Drugs for Clinical Studies. • 1972-1976 Mallinckrodt Pharmaceutical, Human Drug development. • 1976-1987 Purina Health Industry, Animal Drug development. • 1987- present Central Life Sciences, Animal Drug development. Dr. Yang had worked on DEHP and DINP as plasticizers and also nutrient partitioning agents for lean pork; both have become boiling issues in our beloved island Taiwan. He is to offer some scientific information on both issues.

Abstract: DEHP (and DINP lesser extent) was very widely used as plasticizers for PVC. In 1980s, there were many reports on the toxicities of DEHP that we were required by US EPA to search for other plasticizers to replace esters of phthalic acid. Unfortunately for the people in Taiwan that some

greedy people would pick up those unwanted chemicals for food use as clouding agents (起雲劑) and

it may have been used for 30 years. The toxicity of DEHP and its possible effect in Taiwan will be discussed. Nutrient partitioning agents were originally developed to replace hormones in the production of leaner pork with more skeletal muscle mass and thinner fat layer. It also can be used in human for muscle

builders. How nutrient partitioning agents (瘦肉精) work will be explained. Ractopamine has been

used for pork production (Paylean) for over a decade and we may wonder why our beloved island just not able to follow his neighboring friends Japan and South Korea to deal with the US on the beef import. Scientific information will be given and the reasons why both issues just occurred in Taiwan but not anywhere else (of course, we should not forget Chinese melamine in milk scandal) will be left for audiences to discuss.

顏利真簡介： 顏利真，台灣基隆人，現為台中市新民高中國文科教師，任教十年。

畢業於靜宜大學中文所台灣文學組（第一屆），碩士論文為：《從鹿

港到北港──解嚴前後李昂小說研究(1983-1997)》（台中：

2000.06）。平素致力於本土化教學，教學之餘，偶有時評發表於《自

由時報》「自由廣場」、《臺灣時報》「頭家心聲」、「鯨魚網

站」、「日本之聲」等網站。

Bio: Jerome Keating Ph.D. came to Taiwan with Bechtel Engineering Co.

as Manager of Technology Transfer on the Taipei Mass Rapid

Transit System (MRT) in 1988 and watched the country transform

from martial law and a one-party state to its present vibrant

democracy. His subsequent books include Island in the Stream, a

Quick Case Study of Taiwan's Complex History, Taiwan the

Struggles of a Democracy, Taiwan the Search for Identity, and The

Mapping of Taiwan, Desired Economies, Coveted Geographies.

He is a 2nd Generation Taiwanese American. He speaks fluent Taiwanese and has working proficiency in Mandarin. Dr. Cheng is a Diplomate of the American Board of Podiatric Surgery and has achieved board certification in both Foot Surgery and Reconstructive Rearfoot & Ankle Surgery. He is also a Fellow of the American College of Foot & Ankle Surgeons. He founded Elite Foot & Ankle as his private practice serving the communities of North Texas. Dr. Cheng enjoys all aspects of Foot & Ankle Surgery, but his special interests include diabetic limb salvage and wound care, revisional forefoot surgery, and reconstructive flatfoot surgery. However, he will always approach treatment in a conservative manner until it is either exhausted or when surgery is determined to be the best viable option. Dr. Cheng is a dedicated doctor whose philosophy to patient care is "patients are family" and healing begins with compassion and communication. 李碧娥 Bertha Huang 簡介

彰化市人，台大園藝系畢業，1972 年 12 月來美，留學 University of Maine.

1975 年來到加州，洛杉磯。從事旅館服務業，經營過 Best Western, Travelodge 及 Holiday Inn. 1999 年決定

改個跑道，取得股票經紀人及 ChFC (Chartered Financial Consultant) 的資格，從事理財服務至今。

台灣台北市人，台灣大學化學工程學系畢業，美國德州農工大學化學工程學

系博士班就讀中。專長為高分子阻氣薄膜、高分子複合材料研究以及奈米複

合物應用。在博士班期間擔任台灣同學會副會長並多次參與台灣同鄉會活

動。2010 年 NATPA young scholar program 成員之一，並為現任德州卡城台灣

研究社社長，致力推廣台灣意識以及認識台灣政治、歷史、文化之活動。

講題: Introduction to Taiwan Law Students Association (TLSA) at Harvard

摘要: The TLSA aims to provide an open and informative forum for

students to discuss legal, political, social, and economic issues relevant to

the unique characteristics of Taiwan, as well as learn and exchange

cultures through social and community events. Its primary goal is to provide

both people familiar with Taiwan and people unfamiliar with it the

opportunity to explore together a wide range of mutual interests and

concerns. Since its creation this year, the four TLSA board members have

worked hard to seek for the school’s official approval. Meanwhile, we have

put together one documentary screening, two academic panels, and two

social events in one month. By sharing the TLSA’s unique, albeit short,

experience, I wish to have the opportunity to learn from any inputs the

NATPA Conference participants may have.

講題: Vote-Buying and Machine Politics in Taiwan

摘要: People usually believe that the weapon of political machines is vote-

buying, but I think that the advantage of machines is their capacity to involve in voters’ local communities. I plan to demonstrate this point, and show how they exploit this advantage to mobilize voters through vote-buying or word-of-mouth.

講題: How to promote the value of Taiwan identity by documentary films

摘要: Rutgers-TSA is focusing on events of culture, economics, social

study, international relations and other civil aspects related to Taiwan. Our

activities combine documentary film screenings and follow-up discussions.

TSA wants to offer our community opportunities to understand of

Taiwanese society and also occasions to share their own opinions. A good

documentary depicting real life character and true story has enormous

power to touch peoples’ heart. There are many thoughts provoking

documentary productions in Taiwan. For example, "Dear Taiwan" records

young people's viewpoints on sovereignty consciousness and nationality

identity. "Hand in Hand" describes how people struggled to gain democracy

in Taiwan. In Taiwan, these values do not come with birth but were gained

painfully by many sacrifices of Taiwanese against early KMT administration.

These documentary films present the Taiwan history which was not been

impartially reported before and provide an opportunity for us to re-evaluate

the life we have in the present day. These documentaries remind us that

the rights of freedom and democracy we have today do not come easy. We

have to appreciate what have been done by many others to build a good

society for us and we should do our best to make it better.

講題: Inferring Strategic Voting, If There Is Any? Evidence from 2010

Taiwanese Election

摘要: Intuitively, rational agents do not turn out to vote in a large

electorate, since pivotal probabilities tend to zero as electorate grows. Even

though, driven by the civic duty, a rational agent in front of voting booth has

no reason to vote strategically, given by zero-tending pivotal probabilities

again. In this paper, following from Kawai and Wantanabe (2011), I quantify

the pivotal probabilities using the survey data for 2010 Kaohsiung Mayoral

Election. I first find voter turnout can be explained by civic duty, consistent

with the traditional literature. Furthermore, the data supports that voters

behaved strategically in the way matching the election result. That being

said, the voters’ conjectured pivotal probabilities are highest in Democratic

Progressive Party versus Independent candidate pair, but lowest in

Democratic Progressive Party versus Chinese Nationalism Party pair.

Finally, the results hold uniformly among supporters for Chinese

Nationalism Party, Democratic Progressive Party, and Independent

candidate.

摘要: 受傳統的教育，長輩細心保護之下成長的年輕族群(16-30 歲)，對於

台灣目前的政治生態仍存著冷漠、事不關己的態度、另一方面也存有無能為

力的無奈心情 而忽視它。對於台灣過去的歷史記憶，受到制式教科書的影響

仍然頗深，填鴨式的教學也使得大部分年輕人不自動去發掘真相。幸運的

是，大多數人本性對於自由民 主的堅持濃厚，儘管判斷的方向是矛盾的。對

於未來，儘管都期待更好，積極參與的態度缺乏，起因於對於表達或爭取的

行動力低落。

摘要: In this presentation, I will address how the three leading players

(scientist, government, and the public) interact, as well as how citizens

perceive the potential risks and benefits of emerging developments in the

context of science, the environment and health. For example, I will discuss

the formation of public attitudes toward scientific and environmental

controversies, and how these are influenced by individual differences such

as their value predispositions. More importantly, salient examples such as

US-imported beef and nuclear power plant building controversies in Taiwan

will be used to explain the importance of science communication.

講題: 由電影 KATYN(卡廷慘案，中譯：愛在波蘭戰火時)談台灣的轉型正義

摘要: 二戰期間，蘇聯與德國均占領部分波蘭國土，並虜有大量戰俘。蘇聯

內政人民委員部(NKVD，國安會 KGB 的前身)的首腦貝利亞(Lavrentiy Beria)

提出殺害戰俘並將之怪罪於德軍的意見，並經過史達林(Joseph Stalin)的簽

字核准，總共在包括卡廷森林的三個不同地點執行一共殺害了 21857 人(預

定處決人數 25700 人)，當中除了軍官，還包括波蘭的高級 知識分子(大學

生、教授)，以及牧師、作家、媒體記者、工程師、律師、貴族等。可說是有

計劃的大批剪除波蘭的社會菁英。此舉與台灣二二八事件有所相似之 處，不

同的是事後當局面對歷史的態度，台灣如果無法從歷史中得到真相並誠實的

面對之，族群跟社會的衝突就永遠無法消弭。

作家楊逵先生次子，一九三六年生，大同工專畢業，因感於楊逵受文字獄

之難而終棄文從工，於國立大甲高工電機科任教並退休，現任楊逵文學紀念館

諮詢委員、台灣抗日志士親屬協進會監事。

於任教時期編著教科書《配線設計》、《工業配電》、《電機機謝實

習》，其中《配線設計》深受各高職學校喜愛選用多年。

陳萬益

1947 年生，台南麻豆人，台灣大學中國文學博士，曾任教於淡江大

學、清華大學中國文學系，講授中國古典小說、紅樓夢、明代文學等。

1990 年與呂興昌教授開始從事台灣文學的教學與研究，定期舉辦台灣文

學研討會，1994 年與賴悅顏、林瑞明等醫界、藝文界、學術界等朋友發

起成立賴和文教基金會，得到文建會支持舉辦「賴和及其同時代作家—

—日據時代台灣文學國際學術會議」，打破學術禁忌。2000 年成功大學

成立第一個台灣文學所，為第一任所長，2002 年返清華大學台灣文學所

任教兼所長，現已退休，擔任賴和文教基金會董事長。著作有≪金聖歎

的文學批評考述≫、≪晚明小品與明季文人生活≫、≪于無聲處聽驚雷

＿台灣文學論集≫、≪台灣文學論説與記憶≫等；主編≪張文環全集

≫、≪龍瑛宗全集≫、≪呂赫若日記≫等。

楊 翠

1962 年生，台中人。輔仁大學歷史系畢業，台灣

大學歷史學研究所博士，現任國立東華大學華文系副教

授。曾任《自立晚報》副刊編輯、《自立週報》全台新

聞主編、《台灣文藝》執行主編、台中縣社區公民大學

執行委員、國家藝術基金會董事、春雨文教基金會」董

事、教育部台灣文史系所評鑑諮詢委員、成功大學台灣

文學系助理教授、靜宜大學台灣文學系副教授、中興大

學台灣文學所副教授。

專長為台灣文學、台灣史、婦女史、以及性別文化

的研究與教學。相關著作有：《日據時期臺灣婦女解放

運動》、博士論文《鄉土與記憶：七 0 年代以來台灣女

性小說的時間意識與空間語境》、二二八口述歷史《孤

寂煎熬四十五年》、與施懿琳、鍾美芳合著《台中縣文

學發展史．田野調查報告書》、與施懿琳、許俊雅合著《台中縣文學發展史》、與施懿琳合著《彰化縣文學發展

史》，研究以原住民文學、女性文學、台灣婦女史為主，相關研究論文三十餘篇。

楊翠為作家楊逵的長孫女，自幼接受文藝薰陶，創作則以散文與文化評論見長，作品散見各報，內容多有關

性別、文學、歷史、文化諸議題，富含社會關懷與文化批判，曾擔任台灣副刊「非台北觀點」、台灣副刊「理性

與感性」、勁副刊「五肆運動」、聯合副刊「幸福紀念日」等專欄作者。

周馥儀

1980 年生，台中清水人。現就讀台灣大學歷史系博士班，兼任賴和文教基金會執

行長、南方電子報主編。深受勞動階層的父母親影響，關心社會民主、台灣歷史文化

深耕，在高中創辦台灣文化研究社，選讀台灣大學政治系，就讀成功大學台灣文學

所。從高中至今，在台灣文化運動之路上，與許多前輩學習合作、土地之愛的精神，

曾於鍾理和紀念館、網路公司擔任專職。研究領域關注社會運動、農民文學。碩士論

文《開展公共領域‧擊向糖業帝國主義：日治時代台灣知識份子的農業書寫（1920、

1930 年代）》。合編有《焦土之春——2004 備忘錄》。獲 2007 K 氏台灣青年人文獎、

2007 彭明敏文教基金會台灣研究學位論文獎。

鬥鬧熱走唱隊

成員都是 1975-1980 年間出生，因賴和文教基金會的學生營隊而結緣，跟彰化有不同程度的地緣關係，有的是醫

師，有的是台灣文學的研究生。2005 年夏天以賴和發表的第一篇白話小說「鬥鬧熱」為名，組成「鬥鬧熱走唱

隊」，以「賴和文學」為概念製作音樂專輯，南北巡迴走唱募款，催生出《河》賴和文學音樂專輯，回溯賴和的

詩文與生平，並非「詠古」，而是看到這片土地更深層的歷史圖象、更具生命力的庶民性。

《河》從台灣新文學之父賴和出發，繼《楊逵：鵝媽媽要出嫁》專輯之後，為國內少見的文學發聲作品，將賴和

漢詩、新詩、小說、日記等，譜上新創的曲，期待經由音樂的穿針引線，讓賴和的靈魂走出歷史的相框，穿越時

代與階級，讓賴和精神朝向一個可能的現實邁進。台灣日治時期文學的原汁新味，草根味十足！

吳易叡

1978 年生，彰化人，當醫生前是被教科書養大的小孩，在醫院工作短短的一年卻改

變了他的人生。2003 年出版詩集《島嶼寄生》，2005 年製作出版音樂文學專輯

《河：賴和音樂專輯》，曾經為笠詩社員。研究所後，除音樂外，暫時停止文學創

作。現在轉行為歷史學徒，研究戰後跨民族精神醫學史和公共衛生史。現為英國牛

津大學衛康醫學史研究所博士生。中央研究院歷史語言研究所人文社科博士候選人

培育計畫。目前正努力撰寫博士論文中。

賴和文教基金會 楊逵文教協會 紮根台灣人文

與談人：

賴和與楊逵，皆是日本殖民時期台灣重要作家，以文學創作關切農民、婦女、勞動者的處境，參與文化運動、社

會運動改善台灣社會體質，推動台灣文化向上。經過一個世紀，閱讀賴和與楊逵的文學作品，仍能提供台灣人思

想的鑰匙，面對當下的艱困時局，與台灣當代社會對話。

戰後台灣的黨國教育強調中華文化，壓抑台灣子弟親近生長土地的文學與歷史，賴和、楊逵與日治時代台灣知識

份子開展的文學文化，湮沒在歷史洪流中。1970 年代台灣在國際外交經歷一連串挫敗、激發社會內部的危機意

識，發展出回歸土地、反映社會現實的鄉土文學，這段期間 1970 年代楊逵復出文壇、1980 年代民間為賴和平

反，本土化伴隨黨外民主運動日漸高漲，在多位學者、作家、賴和家屬努力下，賴和文教基金會於 1994 年成

立，1995 年於賴和醫館舊址成立賴和紀念館，舉辦各式台灣文學活動，影響新生代親近台灣文學，認識台灣歷

史文化的深層內涵，傳承台灣文學文化。

1984 年楊逵過世後，楊逵家屬為保存東海花園，發起成立楊逵文教協會，歷經二十六年努力，2011 年正式籌備

成立楊逵文教協會、舉辦楊逵文學音樂節暖身，傳承楊逵精神，進行草根文化實踐，呼籲台中市府保存東海花園

成立「楊逵文學紀念公園」， 從「文化公共財」概念出發，保存戰後台灣文壇搖籃地。

一起 ∙【牽阮的手】

Carol Yeh and Fu Kai Hsieh:

我們是一群在美國唸書/工作的台灣遊子。今年台灣大選結果不理想，但因為台灣是家，所以最後一哩

路還是要堅持走完。我們在想，用什麼方法可以感動年輕人，然後看了紀錄片《牽阮的手》．．．紀錄

片《牽阮的手》講述了戰後台灣教育讀不到的台灣人權史，是部笑中帶淚的台灣民主奮鬥史快讀。在

2011 年台灣有許多票房亮麗的國片發行，包括「賽德克．巴萊」及「那些年，我們一起追的女孩」。

比起「賽德克．巴萊」票房達到八億，「那些年，我們一起追的女孩」衝破四億多，《牽阮的手》在沒

有經費做宣傳以及其他強片的夾殺之下，上映僅短短三週，票房以六百多萬作收。這個票房數據不只意

味著導演與戲院拆帳後，遠不能回收成本；另個訊息則是，這部台灣的民主血淚史影片沒有獲得多數人

的重視。《牽阮的手》在戲院上映的票房慘敗，也代表台灣的歷史及民主運動故事，沒有因為此影片而

讓更多人有機會去進一步瞭解。

製片過程中導演遭到各種的困境，包括因內容部分 (鄭南榕自焚及林家血案) 無法依公視之意而刪減，

只好把拍攝經費歸還，與公視解約。因此，導演必須獨力扛下拍攝成本，拿家產去貸款，賠了幾百萬，

只為了讓觀眾看到一段不同於以往我們所被教導的台灣歷史。我們必須當有信念、有毅力、堅持不因壓

力而低頭的導演的支柱並給予更多的支持。

Rutgers Taiwan Study Association (台灣研究社 藍白拖武士) 是非營利的機構，選擇優質的紀錄片放

映，供學術研究以及探討社會重要議題之用。一直希望我們選的紀錄片，可以得到多一點年輕人的共

鳴，也希望是針對台灣的文化社會議題作討論並做公民訓練的養成。因為《牽阮的手》內容所講述的台

灣歷史及民主進程是如此重要，所以我們社團發起「一起 ∙【牽阮的手】」319 鄉鎮走透透的活動，由

社團義工們幫忙寫文宣、計畫以美國募款作為台灣免費公播的支援。義工們聯絡可以合作的單位，希望

做到的是，讓台灣沒有經費但想播放《牽阮的手》的團體可以有經費播放此紀錄片，期望讓更多人有機

會一起讀台灣的故事。Professor Chen Wen-Chen's Memorial Foundation in USA (陳文成教授紀念基

金會) 對於此活動非常的認同，也表示要一起參與合辦，因此讓社團成員更有信心能夠達到活動的目

標。

「一起 ∙【牽阮的手】」(Let's Hand In Hand) 活動從二月開始執行，本計畫終極目標訂在：讓 319 鄉

鎮的大小朋友都能看到《牽阮的手》；不過，短期的經費運用是針對台灣各大學和高中做宣傳放映。若

說台灣教育要改革，首先學校內的課本必須被重新檢視；由於年輕一輩的的台灣人自幼就享有言論自由

與投票權，並不知道在短短的二三十年前，在台灣社會中公開批判政府會有生命危險，更遑論對國民黨

這個黨國不分的集團有所認知。不認識自己國家的歷史，就不會了解今日的社會問題，也無法站在「台

灣」的角度思考問題，導致於在“國家認同”上有奇怪的現象發生。問卷顯示，雖然有高達百分之七十

以上住在台灣土地上的人自認為自己是台灣人，但是到選舉時，各種危害台灣利益的政策卻無法受到廣

泛討論，不爲台灣利益著想的國民黨還是亮贏得選票，也讓多年爲台灣建國打拼的人們感到信心一再受

挫。

我們希望，藉由在學校及各階層社會團體播映《牽阮的手》，讓學生及一般民眾能欣賞田氏夫婦的愛情

之外，也期望這部紀錄片能讓更多年輕人認識台灣歷史，了解民主自由的價值並非從天而降，而是背後

有一群努力耕耘，不顧性命而願意無私付出的人權鬥士們所爭取而來。免費播映活動走入台灣各校園及

社區，希望在了解台灣的歷史後，年輕一輩能夠重新思考台灣現在所面對的問題與挑戰， 並在往後決

定台灣未來命運的重要時刻能做出更好的選擇。從三月初在台灣大力推行免費觀賞《牽阮的手》的活動

以來，讓更多人能認識戰後台灣民主化的艱辛動人歷程，我們可以說這個活動是有相當豐碩的成果的，

尤其是許多年輕一輩的學子的影片觀後感更是讓我們覺得此活動充滿意義。

台灣人近代經歷外來政權殖民統治，社會內部與國際地位均受到不公平對待，社會普遍存在著一股強烈要求改

變處處受到宰制的現狀，並且朝向建立一個更公開、更公平、更公義之民主機制的力量。

雖然台灣人的自我認同度明顯提高，但是在全台灣的大型選舉中，本土政黨的候選人有絕對的優勢嗎？面對台

灣主權流失，台灣人有奮起捍衛的決心嗎？面對中國強勢的經濟侵入，台灣人有倖存的機會嗎？台灣人的挑戰處

處可見，大多數台灣人真的視而不見或無動於衷嗎？

台灣的反對運動是否仍然存在？體制內與體制外運動路線可以「分進合擊」嗎？戰略上，誰是「我軍」？「友

軍」？「敵軍」？「我軍」與「友軍」要如何聯合徹底摧毀外來的「敵軍」？主要的戰略是甚麼？台灣人要如何

Dr. Ketty W. Chen (陳婉宜) Bio:

Dr. Ketty W. Chen is currently a visiting research fellow at the National

Taiwan University in Taipei, Taiwan. Born in Taipei and grew up in Plano,

Texas, Dr. Chen received her doctoral degree in political science from the

University of Oklahoma, specializing in comparative politics, international

relations and political philosophy. In the field of comparative politics, Dr.

Chen’s research focuses on democratization and the control methods of

authoritarian regimes. In international relation studies, Dr. Chen examines

issues relating to regional security in the Asia Pacific and conflict resolution.

She also specializes in classical and modern political theories. Prior to her

post in Taiwan, Dr. Chen taught courses on American Politics and

International Relations as an associated faculty at Collin College in Plano,

Texas and US-China relations at Austin College in Sherman, Texas.

Dr. Chen also holds two Master’s degrees in political science and international relations from the University of Oklahoma

and dual Bachelor of Arts degrees in political science and psychology from the Southern Methodist University in Dallas,

Texas. Dr. Chen has been quoted in a number of publications and media outlets, including the Wall Street Journal, the

Associated Press, LA Times, Voice of America, Libération and Le Monde. She also appeared on Al Jazeera-English as

commentator during the 2012 presidential election in Taiwan. Dr. Chen’s research papers and articles appeared in

publications such as the Taiwan International Studies Quarterly, the Taipei Times and the Chronicle Herald. She is the

author of a number of papers including, “Disciplining Taiwan – The Kuomintang’s Methods of Control during the White

Terror Era”, “From Hegemonic Party to Catch-All Party – The Political Transformation of the KMT” and “The End of One-

Party Dominance – A Comparative study of Taiwan and Mexico”. Dr. Chen is currently authoring a book on the political

resilience of the Kuomintang and conducting fieldwork on Taiwanese voters’ choice.

Abstract:

As a political scientist, especially a comparativist and an international relations specialist, conducting fieldwork is

absolutely essential. The quality of one’s work is often depending on the length of time the researcher is able to spend

at the targeted country(ies), the number and different segments of local population she interacts with, and the

geographic locations she is able to visit. When the subject of one’s study is the researcher’s ancestral root, and a

formerly authoritarian regime where her parents, relatives and family friends had escaped decades earlier, this journey

can also be powerful and even emotional.

This lecture will be two-fold. First, the speaker will discuss her journey back to and her life in Taiwan after 20+ years of growing up and living in the United States. Then, she will discuss some of her observations while living in Taiwan since September, 2011, e.g. the 2012 presidential and legislative election, being part of an election observation group, traveling around Taiwan and speaking to potential voters and politicians. The speaker will offer her opinion on Taiwan’s current political situation, the difficulties in foreign relation under the current administration and an increasingly hostile and militarized China, and lastly, presents some modest recommendations to the maintenance of Taiwan’s sovereignty and democracy.

J. Michael Cole Bio:

J. Michael Cole was born in Quebec City, Canada, in 1975, and has lived in Taiwan since 2005. He has a master’s degree in War Studies from the Royal Military College of Canada (RMC), the International Diploma in Humanitarian Assistance (IDHA) from the Centre for International Health and Cooperation at Fordham University in New York City, the CX-99 diploma in peacekeeping from the Lester B. Pearson International Peacekeeping Centre, and a bachelor of arts in English literature from Concordia University in Montreal. He served as an intelligence office at the Canadian Security Intelligence Service (CSIS) in Ottawa from 2003-2005, where he worked in the threat assessment unit and in state-sponsored terrorism and counter-proliferation. He is currently deputy news chief and a reporter at the Taipei Timesnewspaper, a correspondent on the Chinese military for Jane’s Defence Weekly and on Taiwan for Jane’s Intelligence Review. His articles have also appeared in a number of publications, including the Wall Street Journal, the Ottawa Citizen, The Diplomat and Jane’s Navy International. He is the author of Smokescreen: Canadian security intelligence after September 11, 2001, and Democracy in Peril: Taiwan’s struggle for survival from Chen Shui-bian to Ma Ying-jeou, and an upcoming chapter on cross-strait relations in the China and International Security book series to be published by Praeger in 2013.

Abstract:

In the supercharged Taiwan Strait, military affairs are more than just who’s pointing what at whom — they’re political. From the acquisition of expensive defense articles from the United States to the penetration of Taiwan’s security apparatus by Chinese intelligence officers, everything is more than it seems, and everything has the potential to sour extremely complex relationships between Taipei, Beijing and Washington.

The implication for journalists who cover military affairs — and perhaps even more so for foreign journalists who do so — is that writing on the subject is oftentimes like walking a minefield in total darkness. While the subject has always been a sensitive one, it has become doubly so under the Ma Ying-jeou administration, which must learn to balance its efforts to “improve” relations with China with the need to ensure Taiwan has the means to defend itself. As a result, the Taiwanese government has become extremely reluctant to provide information on military affairs, making the job of journalists all the more difficult.

Over the years, this reporter has covered the US-Taiwan-China defense triangle extensively, looking at the politics of arms sales, the staggering modernization and development of the People’s Liberation Army, as well as Chinese espionage against Taiwan, both from the perspective of the Taipei Times, a national, English-language newspaper in Taiwan, and international publications such as Jane’s Defence Weekly, the Wall Street Journal, and The Diplomat. While the benefits of covering such a wide-ranging topic are obvious — invitations to military exercises and interviews being only some of the highlights — so are the drawbacks. Given the stakes, oftentimes a reporter is forced to deal with sources who will only speak off-the-record, while on other occasions they will provide disinformation for the sake of political considerations, forcing the journalist to further corroborate, or sometimes to commit leaps of faith, which is always risky in this line of work. In the extreme, articles can also result in political storms, leading governments to threaten the deportation of a journalist or retaliation through the denial of access. While such scenarios do occur, Taiwan’s democracy remains robust, and the forces that would act upon such extreme impulses are more often than not held in check by traditions of freedom of expression and human rights.

Through one reporter’s foray into the Taiwanese military establishment and the formidable opponent it faces across the

Taiwan Strait, here are the ins and outs of the current and future defense challenges confronting Taiwan, and what this

author humbly presents as possible courses of action to ensure Taiwanese can continue to enjoy their democratic and

peaceful way of life.
