Laat waai, Bullet!LEPHALALE - Late payments by large corporate companies and state agencies in Lephalale is placing immense pressure on small- and medium enterprises (SMEs) and in some instances leading to their downfall.

Lephalale’s business chamber chairperson, Wayne Derksen believes that many local companies stand to lose everything if something is not done about late payments by main-contractors on the Medupi Power Station project. He uses the example of local sub-contractors Lezmin 3453, TT61, Baarata and Zin Zi Construction who left the Medupi site and instituted legal action against MPSJV and Eskom last year. Derksen told Northern News this week that companies like Baarta have been waiting as long as ten months for payment from MPSJV, a joint enterprise between Concor, Grinaker-LTA and Murray & Roberts (M&R).

In an article published in Fin24 this week, Martin Nel of Baarata says that the company paid more than R19-million to its labourers, while its total income from the contract was only around R9-million.

One of the contractors, Shakes Ndou of TT61, approached the Presidential hotline and also handed a letter to the office of Brian Dames, chief executive of Eskom in a desperate attempt to secure payment.

It has since been reported that MPSJV is offering the four subcontractors R54 000 each as a settlement. Derksen agrees with Shamima Mulla, the owner of Zin-zi, who said that she is extremely disappointed by the offer. She believes that MPSJV has tried to take advantage of the subcontractors’ desperate plight.

“The offer is totally unrealistic and if I were them [the subcontractors] I would also not accept it,” Derksen said. “These contractors are being mistreated by both MPSJV and Eskom. Instead of trying to solve the dispute in a positive manner, the companies who have both the financial and influential muscle, are using this muscle to destroy our local businesses and their employees. At least 600 people lost their jobs, impacting on 3 000 people’s lives. That is 3 000 people in Lephalale who suddenly find themselves without an income and maybe even a place to stay. They [MPSJV]

MPSJV previously responded to the Fin24 article by saying that it had done what it could to help the four subcontractors. It also said that small contractors did not understand the claims process. In a written statement MPSJV claimed to have been particularly lenient, but that there was a point at which subcontractors had to accept responsibility.

Meanwhile, an independent report that Eskom requested on the issue remains secret despite several requests from these subcontractors to see it.

Northern News have since learned of many more companies who are struggling to keep head above water while waiting for payment.

POLOKWANE – Four suspects who attempted to rob a Coin Security vehicle on Monday morning met their match when members of the Police arrived on the scene and killed all of them during the subsequent shoot out.

The incident happened between 11:00 and 11:30 when Police Operational Response members on routine patrol saw a security vehicle standing next to the road with people attempting to open the back doors. The suspects spotted the Police approaching the scene and started shooting at them. The Police returned fire and in the process four suspects were shot and killed on the scene. Nobody from the Police or the security guards sustained any injuries.

The Provincial Commissioner of the South African Police Service in Limpopo, Lt. Gen. Simon Mpembe, congratulated the members on a job well done. “This is a clear indication of the hard stance we take against criminals who think they can come and commit crime in this province and in the process also turn their fire-arms on the Police,” he said.

He further stated that this incident will only motivate the Police to renew and strengthen their efforts against criminal elements who think they can commit heinous crimes and get away with it.

In some instances subcontractors had to fend off angry workers who have not been paid because of late-payment.

“It is a vicious circle that affects many people in Lephalale, because if you are not paid you cannot pay the next person, who in return cannot pay the next. Many businesses suffer because of this,” a subcontractor who wanted to remain anonymous said.

Northern News is in possession of a letter from Jodan Construction - which was responsible for building the road leading from the main road to Medupi - explaining to subcontractors that their payment will be delayed because of all the public holidays in April. Many of the subcontractors have been waiting for payment since February and is reportedly still waiting.

According to Gerrie van Biljon, executive director at Business Partners, a specialist risk finance company for SMEs, this trend is extremely worrying as it is estimated that SMEs generate half of gross domestic product (GDP) and 60% of employment locally.

Van Biljon wrote on Biz-community’s web site that larger corporations and government might not realise the negative effects that late payments can have on SMEs. “While payment delays can be easily absorbed by larger companies with access to credit, late payments could have potentially devastating consequences for small firms, which struggle with cash flows and cannot easily secure overdrafts or bridging finance.”

Van Biljon gives the following advice to SMEs:Many small businesses are afraid to negotiate

stringent payment terms upfront, for fear of losing a potentially large customer. Many large

organisations know this and put pressure on suppliers to accept their often lengthy payment terms.

“While it is not always easy to stand firm in these situations, failing to do so could result in massive dangers down the line. Make it clear to the customer what the credit terms are. If there is a difference between the two parties’ payment terms, don’t ignore the issue - discuss it and come to an agreement, otherwise it will arise later when it has become more critical to cash flow,” says Van Biljon.

Before accepting an order or brief, the supplier should fully understand the meaning of all payment terms. This includes particular requirements regarding invoicing, what references or order numbers should be quoted, what the procedures are for making payment, as well as whether the customer only accepts electronic invoicing. It is highly unlikely that the customer will pay before their standard terms, but it is advisable to discuss payment before in order to find out what flexibility they have.

Many small businesses shy away from pressing large clients for payment as they fear it could damage the relationship they have with their client contact.

“One option is to outsource invoicing and collections to an outside supplier, who is able to chase late payment on the supplier’s behalf.”

Van Biljon says that SMEs experiencing late payments of more than 30 days after doing business with the government can now call a hotline on 0860 766 3729 for assistance.

“The hotline will provide SMEs and suppliers with a single point of contact to facilitate the speedy payment for services or products provided to the government.”

MOKOPANE - Die Sentrum vir Omgewingsreg, het onlangs ‘n program van stapel gestuur om publieke deelname aan die kwessie rondom die beskerming van die Nyl/Mogalakwena Riviersisteem te bevorder.

Verskeie dorpe en landelike nedersettings in Limpopo is van die rivier en aquifer afhanklik vir watervoorsiening. Daarbenewens is die Nylvlei-vloedvlakte ‘n internasionaal erkende vleiland kragtens die Ramsar Konvensie.

Die Sentrum vir Omgewingsreg is ‘n organisasie sonder winsbejag en die nie-regeringsorganisasie WESSA het deur die Maas Maassen Fonds, wat deur die wêreld Natuurerfenisfonds administreer word, die program geborg.

Die program se doelwit was om vir gemeenskappe wat afhanklik van die riviersisteem is inligting, ondersteuning en raad te voorsien aangaande ontwikkeling wat op die rivier en vloedvlakte ‘n invloed mag hê. Werkswinkels is te Modimolle , Mookghopong, Mokopane, Mahwelereng en in die gebiede van die tradisionele owerhede van Mapela, Mokopane, Bakenberg en Zebediela gehou.

‘n Verslag wat na afloop van die program beskikbaar gemaak is, noem dat die vloedvlakte vanaf Modimolle in die suide tot Noord van Mokopane in die noorde strek. Die vloedvlakte bestaan uit alluviale neerslae ongeveer 6km wyd, 35m diep en 70km lank. Die totale vloedvlakte beslaan 450km2.

Die vloedvlakte word beskou as een van SA se belangrikste bewaringsgebiede aangesien dit groot hoeveelhede voël-, reptiel-, soogdier-, amfibeë-, vis- en insekspesies onderhou. Weens neerslae van sytakke van die Nylrivier noord van Mokopane, stoot die rivier terug in ‘n suidelike rigting wat ‘n terugvloei van water veroorsaak. Die verskynsel word as uiters raar in SA beskou. Die interaksie tussen grond en oppervlakwater skep ‘n unieke ingewikkelde sisteem wat onderling verbind is. Ondergrondse water daarin het oor ‘n periode van 230 000 jaar opgebou en word seisoenaal aangevul.

Slegs twee ander soortgelyke stelsels bestaan in SA en verskil aangesien beide in hoë reënvalstreke geleë is. Kragtens die verslag is dit belangrik dat die riviersisteem as ‘n eenheid beskou en bewaar bly. Derhalwe kan ontwikkeling op enige plek langs die vloedvlakte, wat ‘n invloed daarop

het, die sisteem in geheel bedreig.Daar is tans, behalwe vir die bestaande

myne, agt aansoeke om te prospekteer en myn langs die vloedvlakte. Dit blyk volgens die verslag, dat die waterverbruik van een myn per dag, gelykstaande is aan die gesamentlike verbruik van Mogalakwena, Mookgophong en Modimolle munisipaliteite saam.

Mynbou bedreig veral die kwaliteit en hoeveelheid van beskikbare water. Benewens die invloed van die verlies aan water op die omgewing, is die sosio-ekonomiese en kumulatiewe gevolge daarvan aspekte wat belanghebbendes bekommer. Daar behoort luidens die verslag aan gemarginaliseerde arm gemeenskappe woonagtig in die nedersettings in Mapela, Mokopane en Bakenberg tradisionele owerhede se behoeftes voorkeur verleen te word.

Ander gemeenskappe insluitende besproeiingsboere en munisipaliteite ontvang water uit dieselfde bron. Belanghebbendes is uiters besorg dat verskeie mynprojekte verreikende gevolge mag hê op die natuurlike omgewing en op inwoners in die gebied.

Sylvania Platinum is tans besig met ‘n omgewingsimpakstudie vir voorgenome oopgroef mynbou op die plase Zoeteveld en Volspruit ongeveer 20km Suid van Mokopane.

Noord van Mokopane prospekteer Platreef Resources (Edms) Bpk reeds ‘n geruime tyd in die gebied van die Mokopane Tradisionele Owerheid.

Hilary Knight van die Mokopane Besigheidskamer en haar man, Wayne, sê hulle is veral bekommerd oor die feit dat Sylvania se beplande myn onder die 50-jaar vloedlyn lê. Hulle is bekommerd dat die myn die vleiland sal dreineer.

Die gebied rondom die vloedvlakte is deurspek met foutlyne wat onder meer die warmbronne naby Mookgophong voer. Die Knights meen die myn ignoreer baie van hierdie inligting in sy impakstudie en dat die myn nie wyd genoeg konsulteer om seker te maak insette word van al die geaffekteerde partye gekry nie. David and GoliathOne can only wonder whether board members of major corporates ever stop to think how the business practices they build their empires on impact on the masses beyond the walls of their ivory towers.

Do they bother to think that the water they may contaminate or the boreholes that may dry up as a result of their actions actually sustain flesh and blood people just like themselves? Would they take the same calculated risks in their own backyards if their own families could potentially suffer the consequences?

The same goes for the way payments are made. Do big cash-flush corporates realise how tight margins are for small companies on the 'platteland' competing for that once-in-a-lifetime tender? Is it possible to imagine how a late payment impacts on the cash-flow of a company that has pooled all its resources into the bit of work it carries out on one of your many projects all over the world?

In Lephalale, we have seen companies that have survived almost two decades of lean pickings on the once stagnant rural economy, but closed their doors due to cash-flow problems shortly after they won some major supply contract on one of the major projects in town. These small businesses often have to borrow money to buy the equipment or material they need to be considered for bigger tenders. Their financiers have little sympathy for the fact that they are waiting for some big corporate to pay them for work or material they have delivered months ago.

Yes, we know, the wheels of big industry turns slowly and small contractors have to be patient. But its a bit like telling someone who’s dying of thirst to just wait – water is on the way. Sometimes the water comes too late. Maybe its time for the captains of industry to rethink the way they do business.

Apologies can be hard to make because it takes a spirit of humility to admit our mistake, which may not come naturally for us. But taking responsibility for how we were wrong in a situation can bring healing and restoration to a relationship.

Sondag sal 14 atlete van Mokopane aan die 2012 Comrades deel-neem. Hulle spring Sondagoggend 05h30 vanuit Pietermaritzburg weg en eindig na 89km in Durban. Noordelike Nuus wens al sy lesers wat aan dié ultra-marathon gaan deelneem baie sterkte toe. Mokopane se atlete is van links agter: Walter van Wyk, Gert Preto-rius, Stephan Smit, Werner Krafft, Cas Badenhorst, Elmarie Baden-horst en voor: Jerry Kgole, Pieter Botha, Sarie Coetzee, Ina Le Roux, Hennie Smit en Lizette Gorden. Afwesig: Johannes Molokomme.

MOKOPANE- Studente van Z’s Dance Studio het onlangs baie goed gevaar toe hulle hul Disco-eksamen afgelê het. Dié fondsinsamelingsdag is nou al ‘n instelling op die dorp se kalender waar die Gholfklub se lede uitgedaag word om te kompeteer teen die rolbalklub. Hierdie jaar het 22 spanne deelgeneem. In die tweede plek was Cherise Kemp se span wat ook ‘n naweek weg gewen het by Malapati wildsplaas en die derde plek het gegaan aan Tony Hawken se span wat ‘n vleispakkie van Rainbow Slaghuis gewen het. Die dag was moontlik gemaak deur die hoofborg as Piet en Tilla van Zyl van Primo mieliemeel – Immerpan Milling. Rainbow het al die vleis geborg wat na afloop van die kompetisie gebraai

“Potties se hokkie is iets om te beleef!” merk een ouer van Ellisras Hoërskool op. “Hulle eerste span is sekerlik bo aan die liga met sulke fikse spelers wat allerlei 'maneuvers' met die bal aanvang!”
