Dear members of the Belgian Society for Neurosurgery,
Dear friends and colleagues,
At the end of 2007, we would like to send you our warmest season’s greetings.
We wish you a happy New Year 2008, success in the practice of neurosurgery,
as well as good health and personal happiness.
In this newsletter, we propose to give you information concerning the activities
of the BSN during the second semester of 2007 and the future projects of the
Society for 2008. I will also remind you of important deadlines.

Spine Section: statutes and report of activity
EANS meeting, Antwerpen
1. Membership fee
We ask you to pay the fee as soon as possible in order to help the
treasurer. The fee is fixed at 200 €. As decided during the last BSN
annual meeting, this amount includes the fee for membership, a
contribution to the EANS, and the subscription to our official journal,
Surgical Neurology. Associated members pay a reduced fee at the
amount of 160 €. Considering this point, as you could read in a previous
issue of Surgical Neurology, the selected abstracts are all published.
Some of them have even been commented by the editor-in-chief, James
Aussman. We are convinced that the contacts developed by our past-
president, Frank Van Calenbergh, were visionary and will give a larger
visibility to our Society.
2. Annual meeting
a. Venue
The annual scientific meeting will take place in Liège on March 8,
2008, Amphithéâtres de l’Europe, Parking P11, P14, P48, Boulevard

b. Call for abstracts:
The deadline for abstracts is January 31, 2008. Abstracts have to be
sent online through the BSN Abstract Submission Site or via the
website www.bsn.be, after registration. The submission site will soon

- the abstract should be written in correct English, since all accepted
abstracts shall be published in Surgical Neurology
- the abstract should be structured in 4 sections: introduction,
material and methods, results, and conclusion
- the abstract should not contain more than 250 words, with the
exception of title and authors
The abstracts will be judged anonymously, and based on their
scientific content.
Please give this information also to assistants in training who are
not yet members. Since many e-mail addresses are either incorrect
or are missing in the member list, we kindly ask you to send your e-
mail address to both the President ([email protected]) and
the Secretary ([email protected]) in order to update the
database. Please note that is of utmost importance since from now
on, we plan to use e-mail almost exclusively for communication
with the members.

c. Bayer award:
The Bayer Company has kindly agreed to support once again a
young neurosurgeon (maximum 35 years of age) for a project that is
partly to be done in a foreign center. Candidates have to send their
application, with a CV, a description of the project in maximum 10
pages, and a description of their projected stay in a foreign center, to
prof. Van Roost before January 31st, 2008. The winning project has
to be presented again at the scientific meeting after two years.
3. Up-grading of the website
Our website has been constructed several years ago by Prof. Cl. Gilliard
and Dr M. Lévêque. It needs to be up-graded in order to provide on-line
information concerning future meetings, job opportunities, links, public
and professional information with different accesses, on-line access for
abstract submission, new design... We will ask a professional webmaster
to provide an adequate template that allows future modifications.
4. Spine section
The creation of the Belgian Neurosurgical Spine Society (BNSS) has
been proposed during the general assembly in 2007. The BNSS will be
the spine section of the Belgian Society of Neurosurgery. The major
goals of this section are to enhance the visibility of what neurosurgeons
do to treat spinal pathologies in Belgium and to represent the BSN. The
Belgian Neurosurgical Spine Society working group is composed of Bart

composed of Bart Depreitere, Patrick Fransen (president), Alphonse
Lubansu, Eric Put (secretary), Victor Scordidis and Patrick
Vanschaeybroeck. You will find attached the proposition of Statutes that
will be submitted for a vote during the annual meeting. If you have any
comment, please send them as soon as possible to Dr Patrick Fransen
([email protected]). The composition of the first BNSS board could be
the work group. Other candidatures have to be introduced for January
31st, 2008 to the BSN board. A vote concerning the composition will be
proposed during the general assembly. We wish to encourage you to
submit abstracts on spine related topics to the next meeting of the BSN.
5. EANS training course
The EANS is responsible for the European Neurosurgical Training
Courses, which consists of two separate series of courses, held annually
over a 4-year period. Each course lasts 6 days.
The EANS training course #2 the will take place in Antwerp. The topic is
“tumor”, and the local organizer is Prof. Jan Verlooy. Candidates are
selected according to EANS criteria as described on the EANS website
(www.eans.org). Applications have to be sent to Prof. Jan Verlooy
(delegate of the BSN at the EANS, and chairman of the EANS Ethico-
Legal Committee) and they will be revised by the BSN board.

Statuten van de Belgian Neurosurgical Spine Society Afdeling van de Belgische Vereniging voor Neurochirurgie
Hoofdstuk 1. Benaming, schoot en zetel van de vereniging Art. 1. De vereniging zonder winstoogmerk, genaamd de ‘Belgian Neurosurgical Spine Society’, wordt opgericht als afdeling van de Belgische Vereniging voor Neurochirurgie en is er onlosmakelijk mee verbonden. De vereniging beantwoordt aan de regels voor afdelingen van de Belgische Vereniging voor Neurochirurgie, zoals voorzien in de statuten van Belgische Vereniging voor Neurochirurgie. Art. 2. De vereniging heeft haar zetel op de plaats waar de voorzitter zijn professionele activiteiten uitoefent en verandert dus elke drie jaar bij de verkiezing van een nieuwe voorzitter. Hoofdstuk 2. Taal van de vereniging Art. 3. De voertalen van de vereniging zijn het Nederlands en het Frans. Het gebruik van het Engels in de communicatie is toegelaten. Hoofdstuk 3. Doel van de vereniging Art. 4. De vereniging heeft tot doel:
a. als vertegenwoordigend orgaan op te treden voor de neurochirurgen actief in de spinale chirurgie ten aanzien van de overheid, verzekeringsmaatschappijen, andere professionele verenigingen of andere partijen;
b. het ontwikkelen van richtlijnen met betrekking tot praktijken met toepassing op de spinale chirurgie;
c. het organiseren van minstens één symposium per jaar met een of meerdere onderwerpen die betrekking hebben op de spinale chirurgie;
d. het bevorderen van het onderricht in de spinale chirurgie ten behoeve van assistenten in de neurochirurgie;
e. het opmaken van een website die toegankelijk is voor zowel professionelen als patiënten en waarop de ontwikkelde richtlijnen en andere informatie in het domein van de spinale chirurgie ter beschikking worden gesteld.
Hoofdstuk 4. Leden van de vereniging Art. 5. De leden van de Belgische Vereniging voor Neurochirurgie zijn automatisch lid van de Belgian Neurosurgical Spine Society, tenzij zij schriftelijk meedelen aan de voorzitter van de Belgian Neurosurgical Spine Society geen lid van deze afdeling te willen zijn. Art. 6.
Leden van de Belgische Vereniging voor Neurochirurgie betalen geen lidmaatschapsbijdrage voor het lidmaatschap van de Belgian Neurosurgical Spine Society. Geneesheren die geen lid zijn van de Belgische Vereniging voor Neurochirurgie en die lid wensen te worden van de Belgian Neurosurgical Spine Society, worden eerst lid van de Belgische Vereniging voor Neurochirurgie. Art. 7. De algemene vergadering van titelvoerende leden van de Belgische Vereniging voor Neurochirurgie in de maand maart van elk jaar treedt, in een onderdeel van deze vergadering, eveneens op als algemene ledenvergadering van de Belgian Neurosurgical Spine Society. De aanvang van dit onderdeel van de algemene vergadering van de Belgische Vereniging voor Neurochirurgie wordt kenbaar gemaakt, zodat titelvoerende leden van de Belgische Vereniging voor Neurochirurgie die expliciet hebben afgekondigd geen lid te zijn van de Belgian Neurosurgical Spine Society, tijdelijk de vergadering kunnen verlaten. De algemene ledenvergadering van de Belgian Neurosurgical Spine Society is bevoegd om:
a. de statuten te wijzigen; b. de bestuursleden te benoemen of te ontslaan; c. de begroting en rekeningen goed te keuren of te verwerpen; d. over te gaan tot de ontbinding van de vereniging.
De vergadering wordt geleid door de voorzitter van de Belgian Neurosurgical Spine Society of door één van de bestuursleden bij afwezigheid van de voorzitter. Wanneer geen enkel bestuurslid aanwezig is, wordt een voorzitter van de vergadering aangeduid uit de titelvoerende leden van de Belgische Vereniging voor Neurochirurgie. De regels betreffende de aankondiging en dagorde van de vergadering, stemmingen, volmachten, meedelen van beslissingen en buitengewone algemene ledenvergaderingen zijn dezelfde regels die gelden voor de algemene vergadering van de Belgische Vereniging voor Neurochirurgie zoals beschreven in de statuten van deze laatste vereniging. Hoofdstuk 5. Bestuur van de vereniging Art. 8. Het bestuur bestaat uit zes leden, drie van elke taalgroep. Er is ten minste één vertegenwoordiger van een Nederlandstalige universiteit en ten minste één vertegenwoordiger van een Franstalige universiteit. Er zijn minstens twee vertegenwoordigers van niet-universitaire ziekenhuizen. Art. 9. De voorzitter en secretaris behoren tot een verschillende taalgroep. De taalgroep van voorzitter en secretaris alterneert bij elke verkiezing. Art. 10. De algemene ledenvergadering kiest rechtstreeks een voorzitter en secretaris. Naast hen worden vier bestuursleden aangeduid door de vergadering. Het bestuur duidt één van deze vier aan als schatbewaarder. De stemming is geheim en verkiezing gebeurt bij eenvoudige meerderheid. Art. 11.
Bestuursleden krijgen van de algemene ledenvergadering een mandaat van drie jaar. De mandaten van voorzitter en secretaris zijn niet hernieuwbaar. Een mandaat als gewoon bestuurslid is éénmaal hernieuwbaar. Voor de continuïteit van het bestuur worden de eerste maal door het lot twee bestuursleden aangeduid die geen hernieuwbaar mandaat hebben. Art. 12. De kandidaturen voor de verkiezing van het bestuur moeten bij de voorzitter van de Belgian Neurosurgical Spine Society ingediend worden voor 1 december voorafgaande aan de algemene veradering die plaats vindt in de maand maart. Deze regel geldt niet voor de allereerste verkiezing. Hoofdstuk 6. Rekening van de vereniging Art. 13. Het rekeningjaar begint op één januari en eindigt op eenendertig december van elk kalenderjaar. De jaarrekening wordt elk jaar ter goedkeuring voorgelegd aan de algemene ledenvergadering in maart. Hoofdstuk 7. Duur van de vereniging Art. 14. De vereniging wordt opgericht voor onbepaalde duur. Art. 15. Bij ontbinding van de vereniging worden door de algemene ledenvergadering één of meerdere vereffenaars aangeduid en hun bevoegdheden omschreven.

CHAPITRE I – Siège et objet de l'association
Art. 1.
L'association sans but lucratif dénommée « Belgian Neurosurgical Spine Society » est constituée comme une section de la Société Belge de Neurochirurgie à laquelle elle est liée de manière inaliénable. La Belgian Neurosurgical Spine Society répond aux règlements des sections de la Société Belge de Neurochirurgie et prévues comme telles dans les statuts de ladite Société Belge de Neurochirurgie
Art. 2.
L'association a son siège dans la ville où le Président exerce son activité. Ce siège change donc automatiquement tous les 3 ans.
CHAPITRE 2. Langue de la Société
Art. 3.
Les langues officielles de l'association sont le français et le néerlandais. L’utilisation de l’anglais pour les communications scientifiques est autorisé.
CHAPITRE 3. But de l’association
Art. 4.
L’association a pour mission :
a. de représenter les neurochirurgiens belges du rachis vis-à-vis des instances officielles gouvernementales, des compagnies d’assurances, des organisations professionnelles ou d’autres instances.
b. De développer des règles de bonne pratique d’application en chirurgie rachidienne.
c. D’organiser au moins un symposium annuel consacré à un ou plusieurs sujets de chirurgie rachidienne
d. De promouvoir l’enseignement de la chirurgie rachidienne à l’intention des assistants candidats spécialistes en formation en neurochirurgie
e. De créer un site Internet accessible à la fois aux professionnels de la santé et aux patients, site sur lequel les règles de bonne pratique établies ainsi que toute information utile en rapport avec la chirurgie du rachis seront exposées.
CHAPITRE 4 – Membres de l’association
Art. 5.
Les membres de la Société Belge de Neurochirurgie sont automatiquement membres de la Belgian Neurosurgical Spine Society, à moins qu’ils ne communiquent par écrit au président de la Belgian Neurosurgical Spine Society qu’ils ne souhaitent pas être membres cette association.
Art. 6.
Les membres de la Société Belge de Neurochirurgie ne paient pas de cotisation pour devenir membre de la Belgian Neurosurgical Spine Society. Les médecins non membres de la Société Belge de Neurochirurgie souhaitant devenir membres de la Belgian Neurosurgical Spine Society doivent d’abords devenir membres de la Société Belge de Neurochirurgie.
Art. 7.
L’assemblée générale des membres de la Belgian Neurosurgical Spine Society sera tenue au cours de l’assemblée générale des membres titulaires de la Société Belge de Neurochirurgie, tenue annuellement au mois de mars. Le début l’assemblée générale des membres de la Belgian Neurosurgical Spine Society sera annoncée au cours de l’assemblée générale de la Société Belge de Neurochirurgie afin que les membres de la Société Belge de Neurochirurgie qui ont explicitement exprimé ne pas souhaiter être membre de la Belgian Neurosurgical Spine Society puisse quitter la séance. L'assemblée générale des membres titulaires a pour attribution :
a. de modifier les statuts; b. de nommer et révoquer les administrateurs; c. d'approuver ou de rejeter les budgets et les comptes; d. de prononcer la dissolution de l'association.
L’assemblée générale sera dirigée par le président de la Belgian Neurosurgical Spine Society, ou par un des membres du bureau en cas d’absence du président. Si aucun membre du bureau n’est présent, un président de séance sera choisi parmi les membres titulaires de la Société Belge de Neurochirurgie.
Les règles régissant l’annonce et l’ordre du jour de l’assemblée générale, les votes, les compétences, la communication des décisions et les assemblées générales extraordinaires sont identiques aux règles en vigueur pour l’assemblée générale de la Société Belge de Neurochirurgie telles qu’elles sont décrites tans les statuts de ladite Société Belge de Neurochirurgie.
CHAPITRE 5 : Administration de l’Association
Art. 8.
L'association est gérée par un Bureau composé de 6 administrateurs, 3 de chaque rôle linguistique.
Le Bureau doit être composé au moins d’un représentant d’une Université néérlandophone, d’au moins un représentant d’une université francophone et d’au moins deux représentants d’institutions hospitalières non universitaires.
Art. 9.
Le président et le secrétaire doivent être de régime linguistique différent. L'alternance linguistique sera respectée pour ces fonctions à chaque élection.
Art. 10.
Le président et le secrétaire sont élus par l'assemblée générale des membres. En outre, l’assemblée générale élit quatre autres administrateurs. L’un d’entre eux est désigné trésorier par le bureau. Les élections se font par un scrutin secret et à majorité simple
Art. 11. Les membres du Bureau reçoivent de l’assemblée Générale de membres un mandat de 3 ans. Les mandats de président et de secrétaire ne sont pas renouvelables. Un mandat de membre du bureau est renouvelable deux fois. Art. 12. Les candidatures à l’élection au Bureau de la Belgian Neurosurgical Spine Society doivent être introduites avant le premier décembre précédent l’assemblée générale annuelle qui aura lieu au mois de mars. Cette règle ne sera pas d’application pour la première élection. CHAPITRE 6 : Compte de l’Association Art. 13. L’année comptable débute le premier janvier et se termine le 31 décembre de chaque année calendrier. Les comptes de l’année écoulée seront chaque année présentés à l’approbation de l’assemblée générale des membres lors de l’assemblée générale de la Société Belge de Neurochirurgie tenue en mars.
