On Tuesday, Sept. 1, Seattle Police Officers Guild President Ron Smith issued this release, which states Seattle Police Officer Cynthia Whitlatch can't be disciplined for her actions against a black suspect in July 2014 due to the Office of Professional Accountability not completing its investigation within a timeframe set by a collective bargaining agreement.
