    Deny Keystone XL.

    In my 5th letter to the Department of State on the Keystone XL, I am critical of FSEIS authorsomissions, obfuscation and subterfuge.

    The FSEIS presents results of modeling sixteen combinations of market and pipeline scenariosallegedly covering the gamut. Unconscionable is that there is no mention of missing scenarioswhich must also be evaluated. One such missing scenario is US consumers just might possiblydecide to consume less fossil fuels to save the planet.

    The fundamental unstated assumption underlying the FSEIS and the EnSys World Oil RefiningLogistics & Demand (WORLD) model is that demand is a given based on International Energy

    Agency (IEA) World Energy Outlook. Another: is rail an absolute given?

    Conclusions from the myopic modeling led the authors of the FSEIS to liken U.S. consumersof gasoline (people) and heavy crude (refineries) to, in my critical analogy, heroin junkies.

    When this demand is not met by heavy Canadian supplies, it is met by heavy crude from LatinAmerica and the Middle East as quoted from Section 1.4 Market Analysis 1.4.1.3 Summary ofAnalysis (page 1.4-3).

    Keystone XL aids and abets the refineries demand for heavy crude, feeding their habit.

    Eliminating refinery demands for heavy crude will solve the climate crisis. Investments now sunkinto tarsands excavation, SAGD, and pipeline projects would shift to renewable energy projectsand infrastructure replacing refineries.

    Keystone is a cheap out-of-sight out-of-mind way to main-line a deadly drug. Keystone is not inthe National Interest.
