Who is the MHEC?

T he MHEC is a purchasing consortium open to all New England

public and private institutions of higher education, municipali-

ties, schools, and educational organizations. MHEC uses its

large member base and procurement expertise to negotiate

cost-savings for its members. MHEC conducts its procurement in a fair,

open and competitive manner consistent with the Mass General Law

Chapter 30B. Most MHEC contract managers have completed MCPPO

training and are designated MCPPO’s (Massachusetts Certified Public

Purchasing Officials).

The Massachusetts Library System (MLS) has collaborated with the Mas-

sachusetts Higher Education Consortium (MHEC) to provide consortium

pricing for library supplies and materials. MLS works closely with MHEC

to ensure that products libraries purchase are available at the best prices

possible.

All MLS members are eligible to use these contracts even if they are not

direct members of MHEC.
