INLEIDING

Deze publicatie wordt in deze vorm, voor de 7de keer uitgegeven door de afdeling Verkeers- en Vervoersstatistieken. De afdeling heeft getracht om zoveel mogelijk data te presenteren over de periode 2015 – 2018. De onderwerpen die aan de orde komen zijn:

- Internationaal Personenverkeer - Wegverkeer en -Transport - Waterverkeer en -Transport - Luchtverkeer en - Communicatie

In de periode februari – mei 2019 heeft de dataverzameling en –verwerking plaatsgevonden. De afdeling is afhankelijk van secundaire databronnen, die genoemd worden bij de hoofdstukken. Het verkrijgen van data is niet bij elke bron even makkelijk gegaan. Desondanks is het de afdeling gelukt om de publicatie samen te stellen. Van het Internationaal Personenverkeer worden de volgende indicatoren en variabelen gepresenteerd: - de aantallen personen die in Suriname zijn

aangekomen onderverdeeld naar: leeftijd geslacht land van residentie.

De verschillende meetpunten zijn: - Albina in het district Marowijne - South Drain in het district Nickerie - Vliegveld Zorg en Hoop te Paramaribo en - de Johan Adolf Pengel luchthaven te Zanderij. Uit de data krijgen we een overzicht van het aantal aangekomen en vertrokken personen. Het aantal aangekomen personen wordt onderverdeeld in de categorieën “ingezetenen” en “niet- ingezetenen”. De categorie “niet – ingezetenen” kan weer onderverdeeld worden in “toeristen” en “ééndaagse bezoekers”. Helaas is het voor deze versie niet gelukt om data te presenteren naar de opsplitsing van “toeristen” en “ééndaagse bezoekers”.

INTRODUCTION

This publication is being published for the 7th time in this format, by the Traffic and Transport Statistics section. The section has tried to present as much data as possible for the period 2015 – 2018. The topics that will be discussed are: - International Passenger Traffic - Road traffic and - transport - Water traffic and - transport - Air traffic and - Communication Data collection and processing took place in the period February - May 2019. The department depends on secondary data sources, which are mentioned in the chapters. Obtaining data has not been as easy with every source. Nevertheless, the department has succeeded in compiling the publication. The following indicators and variables regarding International Passenger Traffic are presented: - the numbers of persons who arrived in Suriname

subdivided by: • Age • Sex • Country of residence.

The different measuring points are: - Albina in the district Marowijne - South Drain in the district Nickerie - Zorg en Hoop airport in Paramaribo and - the Johan Adolf Pengel airport at Zanderij.

From the data we get an overview of the number of arrived and departed persons. The number of arrivals is subdivided into the categories "residents" and "non-residents". The category "non - residents" can be subdivided into "tourists" and "one-day visitors". Sadly, for this version, we were unable to present data by the subdivision of "tourists" and "one-day visitors”.

Bij Wegverkeer is data opgenomen over o.a: - de aantallen verzekerde motorrij- en voertuigen,

na herkeuring. - de aantallen verzekerde motorrij- en voertuigen,

voor de eerste keer goedgekeurd. - de aantallen overleden personen ten gevolge van

verkeersongevallen - aantal bruggen en - lengte van het wegennet

Het hoofdstuk Waterverkeer en -Transport geeft een overzicht van het aantal binnen - en uitgevaren schepen naar nationaliteit, gewicht van in- en uitgevoerde vracht, land/regio van voorlaatste havenplaats en eerstvolgende havenplaats. Data over in – en uitgevoerde vracht werd voorheen verzameld bij de MAS. Vanaf deze publicatie zullen gegevens van een andere bron worden gebruikt, namelijk het Asycuda systeem van de Douane. De data is te vinden in hoofdstuk 3. Bij het hoofdstuk Luchtverkeer, wordt data gepresenteerd over de aantallen aangekomen en vertrokken vluchten van de JAP luchthaven. Communicatie bevat data betreffende radio- en televisie stations alsook data van het telefoonverkeer.

Road Traffic covers the following topics: - the numbers of motor vehicles insured, after re- inspection. - the numbers of motor vehicles insured, approved for the first time. - the numbers of deceased persons due to traffic accidents - number of bridges and - length of the road network The chapter Water Traffic and - Transport provides an overview of the number of ships sailing in and out by nationality, weight of imported and exported cargo, country / region of penultimate port location and next harbour. Data on imported and exported cargo was previously collected at the MAS. From this publication on data from another source will be used, namely the Asycuda system from Customs. The data can be found in chapter 3. In the chapter regarding Air Traffic, data is presented on the numbers of flights arriving and departing from the JAP airport. Communication contains data regarding radio- and television stations as well as data from telephone traffic.

HET INTERNATIONALE PERSONENVERKEER Data over het internationale personenverkeer wordt op vier grensposten gemeten t.w.: Johan Adolf Pengel luchthaven, Nickerie, Zorg en Hoop en te Albina. Op de grenspost South Drain wordt gebruikgemaakt van de Canawaima Ferry Service Inc. Uit de data zien we dat voor alle jaren het aantal aangekomen personen hoger ligt dan het aantal vertrokken personen. Voor het jaar 2018 zien we een verschil van 40%. Als we 2018 met 2017 vergelijken, dan zien we dat er 18% minder personen via Suriname richting Guyana zijn vertrokken. In 2018 is het aantal aangekomen personen toegenomen met 7% ten opzichte van 2017. Andere bijzonderheden in dit hoofdstuk zijn o.a: - De JAP luchthaven is de grootste grenspost en

heeft het hoogste aantal binnengekomen personen

- Zorg en Hoop is de kleinste grenspost en heeft het laagste percentage aan binnengekomen personen

- Het aantal aangekomen personen via JAP luchthaven is in 2018 lichtelijk toegenomen ten opzichte van 2017.

Voorheen werd data over Toerisme indicatoren opgevraagd bij de STS, maar voor deze publicatie had de databron geen gegevens beschikbaar om te delen met het ABS.

Om toch zoveel mogelijk data te presenteren in dit hoofdstuk, is er gebruikgemaakt van gegevens uit het Border Management Systeem van de Militaire Politie.

THE INTERNATIONAL PASSENGER TRAFFIC Data regarding The International passenger traffic is measured at four borderposts, namely: Johan Adolf Pengel airport, Nickerie, Zorg en Hoop and at Albina. The Canawaima Ferry Service Inc. is used at the South Drain borderpost. From the data we see that for all years the number of persons arriving is higher than the number of persons departing. We see a 40% difference for the year 2018. If we compare 2018 with 2017, we see that 18% fewer persons have left for Guyana via Suriname. In 2018, the number of persons arriving increased by 7% compared to 2017. Other details in this chapter include: - The JAP airport is the largest borderpost and has the highest number of persons arriving. - Zorg en Hoop is the smallest borderpost and has the lowest percentage of incoming persons. - The number of arrivals at JAP airport increased slightly in 2018 compared to 2017. Previously, data about Tourism indicators were requested from the STS, but for this publication, the data source had no data available to share with the GBS.

To present as much data as possible in this chapter, data from the Border Management System of the Military Police was used.

Wegverkeer en - Transport

HET WEGVERKEER De databronnen betreffende het wegverkeer zijn:

‐ De Centrale Bank van Suriname. ‐ Het Korps Politie Suriname (KPS) m.n. de

afdeling Verkeer, de afdeling Verkeersvoorlichting Onderwijs en Statistieken en de Keuringsdienst.

‐ De Spoedeisende Hulp (SEH) van het Academisch Ziekenhuis Paramaribo (AZP)

‐ Het Mungra Medisch Centrum (MMC) ‐ Stichting Herkeuring Motorrij- en voertuigen

Suriname (SHMS) De Centrale Bank van Suriname is de bron die data verschaft over het aantal verzekerde motorrij- en voertuigen. De SHMS en de keuringsdienst van het KPS verschaffen data over de aantallen goedgekeurde motorrij- en voertuigen. De keuringsdienst voert de eerste goedkeuring uit en de SHMS focust zich op de herkeuringen. Van de afdeling Verkeersvoorlichting, Onderwijs en Statistieken van het KPS krijgen we data over het totale aantal overleden personen als gevolg van een verkeersongeval. Als we 2018 met 2017 vergelijken dan zien we een daling van 2% bij het aantal voor de eerste keer goedgekeurde voertuigen, nl van 8.029 naar 7.886. Er zijn in 2018, 4.815 personen auto’s voor de eerste keer goedgekeurd. In het voorgaande jaar waren het er 4.562 personen auto’s. Het totale aantal herkeurde en voor de eerste keer goedgekeurde personen auto’s is in 2018 toegenomen ten opzichte van het jaar 2017. Uit de cijfers van de Centrale bank zien we dat er in 2018 240.808 voertuigen verzekerd zijn en in 2017 was het aantal 233.513 voertuigen. Het aantal verzekerde personenauto’s in 2018 met 5% gestegen ten opzichte van 2017. Het KPS, afdeling Voorlichting, verstrekt de data over het aantal verkeersongevallen met dodelijke afloop. Het aantal overleden personen in het verkeer was in 2017 hoger in vergelijking met 2016 en wel met een percentage van 11. Voor 2018 zijn 76 verkeersdoden genoteerd, dat is een daling van 10% ten opzichte van 2017. De grootste groep slachtoffers ligt in de

ROAD TRAFFIC The various data sources for Road Traffic are;

the Department of Traffic, the Department of Traffic Information, Education and Statistics and the Inspection Department.

‐ The Emergency Room (ER) of the Academic Hospital Paramaribo (AZP)

‐ The Mungra Medical Centre (MMC) ‐ Foundation for Re-approved Motor-

Vehicles Suriname (SHMS) The Central Bank of Suriname is the source, which provides data on the number of insured motor vehicles. SHMS and the Police inspection service provide data on the number of approved motor vehicles. The inspection service carries out the first approval and the SHMS focuses on the re-inspection. From the Traffic Information, Education and Statistics department of the SPF we receive data on the total number of deceased persons as result of a traffic accident. If we compare 2018 with 2017, we see a 2% decrease in the number of vehicles approved for the first time, namely from 8.029 to 7.886. In 2018, 4.815 passengers cars were approved for the first time. In the previous year there were 4.562 passenger cars. The total number of re- approved and for the first time approved passengers cars increased in 2018 compared to the year 2017. The figures from the Central Bank show that 240.808 vehicles were insured in 2018 and in 2017, the number was 233.513 vehicles. The number of insured cars in 2018 increased by 5% compared to 2017. The SPF Department of Information provides the data on the number of traffic accidents with fatalities. The number of deceased persons due to traffic accidents was 11% higher in 2017 compared to 2016. In the year 2018 there were 76 fatalities listed, which is a decrease of 10% compared to 2017. The largest group of victims is in the age group

leeftijdsklasse 21 – 30 jaar. Het aantal verkeersongevallen met dodelijke afloop voor de groep voetgangers bedroeg in 2016 en 2017 respectievelijk 11 om 22. In het jaar 2018 waren dat 21 voetgangers. Het aantal bromfietsers dat is omgekomen in het verkeer in 2018 vergeleken met 2017 is met 14% afgenomen. De SEH van het AZP en het MMC verschaffen data over het aantal personen dat ter behandeling of opname was geregistreerd in verband met een verkeersongeval. Voor 2018 hebben 3.349 personen de SEH van het AZP bezocht als gevolg van een verkeersongeval. Dit komt gemiddeld neer op ongeveer 9 personen per dag. In totaal waren er in 2018 798 ziekenhuis opnamen geregistreerd. Als we de data vergelijken naar geslacht, dan zien we over het algemeen, dat de mannen hoger in aantal zijn bij zowel ziekenhuisopnamen als aantal verkeersdoden, dan bij vrouwen. Deze statistieken zijn terug te vinden in de tabellen 2.06 en 2.15. De grootse groep verkeersslachtoffers die worden aangemeld voor behandeling of ziekenhuisopname, ligt in de leeftijdsklasse 11 – 30 jaar. De meeste ziekenhuisopnamen komen voor in de leeftijdsklasse 21 – 30 jaar. Het MMC registreerde in 2018; 382 aangemelde personen voor behandeling na een verkeersongeval en dit is een daling van 12% ten opzichte van 2017.

21 – 30year. The number of traffic accidents with fatal consequences for the pedestrian group in 2016 and 2017 was 11 to 22 respectively. In the year 2018, there were 21 pedestrians. The number of moped drivers who died in traffic in 2018 compared to 2017 has decreased by 14%. The Emergency Room of the AZP and the MMC provide data on the number of persons who have registered for treatment or whether they were admitted after a traffic accident. For 2018 3.349 persons visited the emergency room of the AZP due to traffic accidents. This is an average of 9 persons per day. A total of 798 hospital admissions took place in 2018. If we compare the data by sex, we generally see that men have higher registerations in both hospital admissions and fatalities, then women. These statistics can be found in tables 2.06 and 2.15. The majority of traffic victims registered for treatment or hospitalization, is in the age group 11 – 30 years. Most hospital admissions occur in the age group 21-30 years. For 2018 MMC registered; 382 persons for treatment after a traffic accident and this is a decrease of 12% compared to 2017.

WATERVERKEER EN - TRANSPORT

In dit hoofdstuk is informatie opgenomen over het brutogewicht van de goederenstroom en het aantal aangemeerde en vertrokken schepen naar havenplaats. De Maritieme Autoriteit Suriname (MAS), de Douane en de Visitatie post Nieuwe Haven zijn de databronnen betreffende Waterverkeer en - transport. Zoals eerder in de publicatie vermeld, is de douane vanaf heden de bron aangaande data over in- en uitgevoerde vracht naar havenplaats1, nl uit het Asycuda systeem. De data is gepresenteerd op districtsniveau te weten: Paramaribo, Nickerie en Para. De tabellen 3.08 tot en met 3.12b zijn tot stand gekomen middels de informatie verkregen uit de “Scheepsmanifesten” van de Visitatiepost Nieuwe Haven. Vanwege minimale verschillen is de data voor consistentie “opgeblazen” naar de aantallen van de MAS. De data die gehaald wordt uit de in- en uitvoer manifesten betreft: - de nationaliteit van binnengevaren schepen - land/regio voorlaatste havenplaats - land/ regio eerstvolgende havenplaats Uit de data van de tabellen 3.01en 3.03 halen we het volgende: - Over het algemeen zien we dat het merendeel

van de exporten het land verlaat via de havenplaats Paramaribo

- In 2015 bedroeg de hoeveelheid ingevoerde vracht 1.477 en in 2018 1.998 (x1000) ton. Er is een toename van 26%.

- De hoeveelheid uitgevoerde vracht bedroeg in 2016;1.286 en in 2017;1.493 en in 2018;1.200 (x1000) ton.

Als we 2018 met 2017 vergelijken dan zien we een daling van bijkans 3% met betrekking tot het aantal aangemeerde schepen (2018, 863 schepen en 2017, 885 schepen).

WATER TRAFFIC AND - TRANSPORT

This chapter contains information regarding the gross weight of the flow of goods and the number of ships docked and departed by harbor place. The Maritime Authority Suriname (MAS), the Customs and the Visitation post Nieuwe Haven are the data sources on Water traffic and - transport. As mentioned before in the publication, from now on Customs is the source for data on imported and exported cargo by harbour place¹, namely from the Asycuda system. The data is presented at district level, namely Paramaribo, Nickerie and Para. The tables 3.08 to 3.12b have been created using the information obtained from the “Shipping manifests” of the Nieuwe Haven Visitation post. Due to minimal differences, the data is expanded to the number of the MAS for reasons of consistency. The data from the import and export manifests regards :

‐ the nationalities of the entering ships ‐ country / region for last harbour place ‐ country / region of next harbour place

The data from the tables 3.01 and 3.03 presents the following: - In general we see that the the majority of the

exported goods leave the country via harbor place Paramaribo.

- In 2015, the amount of freight was 1.477 and in 2018 it was 1.998 (x1000) tons. There is an increase of 26%. - The amount of freight exported was in 2016; 1.286, in 2017; 1.493 and in 2018; 1.200 (x1000) tons. If we compare 2018 with 2017, we see a decrease of almost 3% with regard to the number of ships docked (2018, 863 ships and 2017, 885).

Uit tabel 4.03 halen we het volgende: ‐ Het totale aantal vluchten via JAP luchthaven

vertoont in de periode 2015 – 2018 jaarlijks een afname.

‐ Als we 2018 met 2015 vergelijken, dan zien we een afname van 21%.

‐ Van 2018 ten opzichte van 2017 zien we een afname van 1%.

5 Communicatie

Communication

COMMUNICATIE De communicatie statistieken die zijn opgenomen zijn:

‐ de aantallen mobiele en vaste telefoon - aansluitingen. (bron: TAS)

- de omroep en televisiestations naar frequentie/ kanaal en district. (bron: TAS)

- de hoeveelheden verzonden en ontvangen brieven per luchtpost (bron: SURPOST)

In 2018 is het aantal mobiele telefoon aansluitingen afgenomen met 1%. In de jaren 2016, 2017 en 2018 is het aantal vaste telefoon aansluitingen onveranderd gebleven 89.030. In 2015 was dit aantal 91.916.

Uit de cijfers van het postverkeer van SURPOST zien wij dat het aantal ontvangen brieven per luchtpost in gewicht is afgenomen (zie tabel 5.02). Het aantal verzonden brieven per luchtpost is in 2018 in gewicht toegenomen en wel met 48% ten opzichte van 2017.

COMMUNICATIONS The communication statistics that are included are:

- The numbers of mobile and fixed phone connections (source: TAS)

- The broadcasting and television stations by frequency/channel and district. (source: TAS)

- The quantities of letters sent and received by airmail (source: SURPOST )

In 2018 the number of mobile phone connections decrease with 1%. In the years 2016, 2017 and 2018, the number of fixed phone connections remained unchanged at 89.030. In 2015, this number was 91.916. From the figures of the postal traffic of SURPOST we see that the number of letters received by airmail has decreased in weight (see table 5.02). The number of letters sent by airmail increased in weight in 2018 by 48% compared to 2017.
