Key megatrends and their anticipated effects
Megatrend Anticipated impacts
Digital culture More convenient use and exchange of information
Ubiquitous intelligence Better and faster public services
Increasing trend towards transparency,
accessibility and open data
New forms of public services; Interfaces with other public data
sources; ’Parallel’ cadastres should become unnecessary
Urbanization Building and planning information as part of the cadastre; True
3D; Higher volume (more real property units)

Business ecosystems New innovations; Shared processes and new forms of
collaboration
New patterns of mobility Smart transportation as part of cadastral data collection;
International standards and harmonization of cadastral data;
Fully coordinate-based cadastre
Global risk society Cybersecurity threats; Privacy protection and possible conflicts
with open data
Knowledge-based economy Crowdsourcing/ voluntary geographic information; Cadastre as
a source material for new innovations
Step forward: Scenario building exercise

Based on Zavialova, 2017
Scenario 1: Digital, ubiquitous and accessiblecadastral system
This ’probable’ future includes higher impact of technological
megatrends in respect to other PESTE factors
Peculiarity: Clear dominance of digital culture and ubiquitous
intelligence as drivers of change

”In the future, cadastre will function as a self-service tool maintained by society; its
data will be utilized in mobile ad hoc where data need arises. The authorities will
lose their functions and soon users of the cadastral system will not even know
where the information originally comes from. It will be enough to be up-to-date,
reliable, and easy to use.” (Respondent C)

Scenario 2: Antisocial and user-friendly cadastralsystem
This ’preferred’ future is built on a very low impact of
social and political phenomena
”Digitalization changes principles of all other service systems as well,
but at the same time they all are driven by customer experience.”
(Respondent H)(Respondent H)
“Augmented reality connects virtual reality and real world.”
(Respondent B)

Scenario 4: Cadastral system of new capitalism
The core driving force in this vision comes from economic
transformations, i.e. changing work world, knowledge-based economy and
new consumption patterns
“Development of the new cadastral system should be modelled together with younger
generation” (Respondent L)

Conclusions
- Most of the megatrends examined in this study were seen more as
opportunities than as threats for the Finnish cadastral system
- Finnish experts view the development of the cadastral system as a
technology-driven process
- In scenario building technological and economic drivers were in a - In scenario building technological and economic drivers were in a
central role as well
- Scenarios seem plausible but they should be further developed
into more detailed versions
