While the World Bank acknowledged this movement as a significant shi ft, a detailed study of the ranking on various parameters gives us even more reasons to be proud. In terms of getting electricity connections, India is ranked ahead of New Zealand (which is ranked 1 st in terms of overall ease of doing business), Georgia and United States. In terms of getting credit, India is ahead of Denmark, Korea, Sweden and Norway. In terms of protection of minority interests, India is ranked 4 th in the world, way ahead of almost all economies including UK and Hongkong. Essentially this leaves Singapore and Malaysia as the only economies in the world which are ahead of India on all parameters of evaluation. While there is lot of cheer, it is still a long way to go. We rank a dismal 156 th position on the parameter of starting the business. If the ‘Make in India’ initiative has to be successful, this ranking needs to improve dramatically. We also did not rank well on parameters like obtaining construction permits, registering properties, trading across borders or enforcing contracts. While the reforms undertaken by the Central Government resulted in an overall improvement of the ranking, a further improvement will be driven by the next round of reforms, which may need to be spearheaded by the State Governments and the judiciary as well since many of the subjects mentioned above fall within their domain. The GST Council met for the 23 rd time at Guwahati and made a slew of recommendations to ease out procedural difficulties in the filing of returns and also reduced rates on many products and services. While both the key political parties would wish to take credit for this move, what is important to note is perhaps, in the process, the nation turns out to be a winner. Dear Members,

India for the first time moved into the top 100 in the World Bank’s Ease of Doing Business global rankings from the last year’s rank at 130. While the World Bank acknowledged this movement as a significant shift, a detailed study of the ranking on various parameters gives us even more reasons to be proud. In terms of getting electricity connections, India is ranked ahead of New Zealand (which is ranked 1st in terms of overall ease of doing business), Georgia and United States. Foundation operates a Right to Information (RTI) Clinic on a regular basis. The Clinic provides help and guidance to BCAS members as also to non-members, i.e., all citizens, for making applications under the RTI Act and also assists in resolving any related difficulties on the subject of RTI. The RTI Clinic operates on Saturdays from 11 am to 1 pm. The next RTI Clinic days accordingly are 18th & 25th November and 2nd, 9th , 16th , 23rd and 30th December 2017. Please call to obtain a prior appointment.

The next Charitable Trust Clinic will be held on 1st December 2017 from 5 pm to 7 pm.

meetings have been taken on the basis of consensus rather than majority vote, despite the constituents of the Council representing States with different backgrounds and aspirations and multiple political parties with conflicting ideologies. Is this not a befitting example of co-operative federalism?

After the busy compliance season, it is now time to sharpen the axe. The Society has lined up a series of programs and courses over the next couple of months. For members interested in diversifying their careers into international taxation, an intensive certification course on double tax avoidance agreements would be interesting. A hands on training workshop on data analytics for audit and business decision making shall enable participants to leverage advance Excel functionalities. The flagship Residential Refresher Course (RRC) is now in its’ 51st version and enrolments have picked up well. Those interested should enrol early to avoid disappointment. In fact, an innovative session in the form of a panel discussion on practice management – challenges and opportunities has been organised as a part of this RRC. The Sixteenth Residential

Leadership Retreat based on the Theme of “Saptapadi of Happiness in Family” will bring the non technical balance to this academically heavy period. I would urge the members to enrol in large numbers and take benefit of these events.

The fast paced lifestyle along with less human interaction has resulted in lot of stress and isolation. This at times, costs human lives even at a young age. This winter, let us pledge to bring back warmth and concern into our relationships.

After all, its’ just a cup of coffee and a listening pair of ears which a depressed colleague or a friend may need.
