Kei-on-the-road MSP (Heerlen) thema krimp (English version: Shrinkage tour Heerlen)

Op 13 juli nam ik deel aan Kei-on-the-roadMSP(Heerlen) met als thema krimp.

Na energieke presentaties van wethouder Lex Smeets en stedebouwkundige Roel Meertens fietsten alle deelnemers

door de wijk. Je kon een zevental gesprekslocaties en een vijftal zichtlocaties bezoeken.

Ik bezocht eerst de moestuin. Deze is tijdelijk aangelegd, op een plek waar tot voor kort een flatgebouw van

woningstichtingWoonpuntstond. Over een kleine 5 jaar komt hier een park. Daarna bezocht ik n van de vier

pocketparken. Dit zijn kleine hoogwaardige parkjes die in samenspraak net bewoners zijn ontworpen en bevorderingen

van contacten tussen bewoners tot doel hebben.

Tijdens de presentatie heeft Roel Meertens verteld over het zonnebloem en bloemen project van afgelopen jaar. Op de

plek van een gesloopt flatgebouw zijn toen bloemen en zonnebloemen gekweekt en geoogst. Alle bewoners kregen de

oogst aangeboden in de vorm van gratis bossen bloemen. Ook vertelde hij dat er binnen nu en een jaar laagstam

fruitbomen worden gepland. Een groot aantal die voor de wijk veel fruit gaan produceren.

In de wijk ligt ook een woonzorgcomplex van een collega corporatie woningstichting DeVoorzorg. Dit kon vandaag

worden bezocht. Daar raakte ik onder de indruk van de kwaliteit van het complex en de prijskwaliteitsverhouding van de

woningen. Tegenover dit complex staan mantelzorg woningen. Achter n voordeur 2 woningen: n voor degene die

verzorgt wordt en n voor de mantelzorgende familie. Een mooi concept met veel toekomstwaarde.

De aanpak in Kerkrade-West werd door vertegenwoordigers vanBuro 5uit de doeken gedaan in het gebouw van de

scouting. Dit wilde ik vanwege mijn Kerkrade link graag even horen. Vragen van bezoekers gingen op dat moment ook

over het sociale kader rondom krimp.

Toen was het al weer bijna 3 uur en moesten we terug naar ons beginpunt. Daar stond een soort van recensie op het

programma. Aan Henk Kieft vanKAWde eer. Hij zei erg onder de indruk te zijn van de projecten en de energie. Hij

waarschuwde wel dat MSP, door de ligging, misschien wel n van de makkelijkst aan te pakken krimpgebieden is.

Daarna heeft Joop van den Brand van VD2 Advies ons nog uitgelegd waarom het zo moeilijk is om ontwikkelaars mee te

laten betalen aan de kosten van krimp. Hij gaf ook mogelijke oplossingen aan. Er liggen nu voorstellen in Den Haag en

hij riep iedereen op om hierover vooral het debat aan te gaan of aandacht te vragen.

On July 13th I took part in Kei-on-the-roadMSP(Heerlen) on the theme of shrinkage.

After energetic presentations by Alderman Lex Smeets and urbanplanner Roel Meertens all participants cycled through

the district MSP. You could visit seven locations (to talk with people) and five sight locations.I first visited the vegetable garden. A garden for small urban farming by people from the neighbourhood. This was

temporarily constructed on an area where until recently a building of housing associationWoonpuntstood. About 5

years is a small park here. Then I visited one of the four pocket parks. These are high quality small parks designed in

collaboration with the neighbourhood and aiming on promotion of contacts between residents.

During the presentation, Roel Meertens told about the flowers and sunflower project last year. At the site of a

demolished apartment building flowers and sunflowers were grown and harvested. All residents were offered the harvest

in the form of free bunches of flowers. He also told that within one year from now fruit trees are planted. A large number

for the district to produce as much fruit as possible.

In the district there is a sheltered housing complex of a house foundation, the corporation colleague DeVoorzorg. This

could now be visited. There I became impressed by the quality of the complex and the quality compared to the prices of

the apartments. At the other side of the street familycare homes are situated. Behind one door two houses: one for those

who needs familycare, and one for the family which offers care. A nice concept with a lot of future value.

The approach in Kerkrade-West is explained in detail by representatives fromBuro 5at the building of scouting. I wanted

to hear this because of my link with Kerkrade. Questions from visitors were at that time about the social context

surrounding shrinkage.

Then it was again nearly three oclock and we had to return to our point of departure. There was a sort of review on the

program. Henk Kieft ofKAWhad to do this. He said he has been very impressed by the projects and energy. He warned

however that MSP, because of the location, is perhaps one of the easiest areas to tackle shrinkage. Subsequently, Joop

van den Brand of VD2 Advice explained us why it is so difficult to let developers pay a part of the costs of shrinkage. He

also told us some possible solutions. There are now proposals in our political capitol The Hague and he called on

everyone to engage in debate and to give attention to it.
