Workshop on Rural Development and Poverty Alleviation.

investment policy sector-wise to

make amendments to the laws,

The world is facing many challenges such

as financial crisis, climate change, food security

and rise in demand for energy. For Myanmar,

an agro-based country, development of the

agricultural and livestock breeding sector of

rural areas, climate change, food security,

higher incomes of rural people and poverty

alleviation are the issues we have to address

with all seriousness.

We also have to keep in touch with the pros

and cons and challenges in the agricultural and

livestock breeding sector and work harder for

sustainable development. The sound foundations

the State Peace and Development Council has

laid are a stepping stone on what we will work

today. It constructed a large number of dams,

roads, bridges, designated 24 regions for special

development and adopted the five rural devel-

opment programmes, which are fundamental

for rural development and alleviation of

poverty.

As a result, peasants can boost production

of not only rice but also cash crops such as

beans and pulses are enjoying higher incomes.

programmes which are likely to be more

effective than previous ones.

(1) To widely encourage choice of better

strains as vertical extension is more

effective than horizontal extension,

(2) To encourage all farmers to use

marketable and high-yield strains of

paddy as they can get handsome profits

if they can double their outputs and

their produce is highly saleable,

(3) To seek means for cost reduction to

remedy the issue of low profits due to

favourable conditions, as farmers can

get primary incomes by exercising dou-

ble- and triple-cropping patterns to

grow rice, beans and pulses, and

seasonal crops,

(9) To transform from individual

into commercial production, then

into One Village One Product system

for alternative means of secondary in-

come,

(10) In the exercise of OVOP system, to

encourage not only production of

agricultural produce but also other pro-

ducts such as handicrafts, arts items,

household utensils, and cottage indus-

tries such as lacquerware, glazed pots,

silkwares, silverware, bronze works,

looming, tailoring, and micro industries.

In relation to the 10 programmes, previous

governments encouraged agricultural and

livestock farming, but could not integrate

individuals, investments, methods and produce

for sales in markets. So, we plan to encourage

establishment of rural level cooperative societies.

In the international community, cooperative

system is successful, but that system did not

win public trust in Myanmar because in the

past, under the cooperative system, all the

residents in villages and wards were forced to

participate in activities and corruption was

rampant. Learning lessons from those events,

we should encourage formation of cooperative

societies with congenial people.

realized by the UNDP and relevant depart-

ment, the indexes of poverty were declining in

Myanmar.

However, in terms of the social status of

peasants, production costs are still unnecessarily

high; profits remain unsatisfactory due to low

productivity and poor quality; the population is

growing; and living costs are going up. So, we

have yet to overcome these hindrances to poverty

alleviation of rural people.

Accordingly, we need to hold talks with eco-

nomic experts, organizations and departments to

find out how we should deal with this demanding

task and what programmes we should lay down.

Here, we have not only to read papers, hold talks

and make suggestions but to adopt prudent ap-

proaches.

In the time of the State Peace and Develop-

ment Council, rural areas enjoyed development

thanks to the projects for improvement in the

agricultural and livestock breeding sector and

the five rural development programmes.

However, many of rural people still live in

high cost of production,

and reduce costs,

(6) To make micro finance more effective

for those programmes,

(7) To form teams to give educative talks

on agricultural methods to crowds of

farmers, rather than to individuals,

(8) To reduce cost of production in the

livestock breeding sector, to raise the

incomes by improving quality; to

encourage working collectively for

greater market share; and to encourage

manageable-scale breeding of poultry,

pigs and cattle for secondary incomes,

In that regard, success will be achieved only if

economic experts and departmental officials work

hard with strong belief and so do responsible persons

at State and Region level, township level and village

level. Therefore, I would like to highlight cooperation

and coordination as confidence building is an im-

portant process.

In connection with micro finance, the

majority of the poor are rural people. It is because

they do not have capitals, not because they are lazy.

Therefore, micro finance is an important

function of the government. Poverty means no

food security, lack of sheltering, no access to

health care, and no enough money for children’s

school education. Micro finance is a tool to

alleviate poverty.

I invited not only Union ministers but also

State and Region ministers, representatives of

merchants and farmers who will work at the

grassroots level. I also invited economic experts,

and representatives of those in other related fields.

We have to hold discussions and make suggestions,

and in-depth analysis of the strong and weak

points of the resolutions of the meeting. Maybe,

some of the resolutions will be fruitful, whereas

some will not be realistic. And we should decide

which resolutions are to be implemented in the

short-term and which resolutions are to be imple-

mented in the long-term. We will adopt the most

suitable programmes through the discussions and

make further clarification to the programmes at

the grassroots level.

In conclusion, I would say that workers and

peasants are people of the ordinary class. Only if

they enjoy better living status, will the image of

the nation be more positive. Therefore, we will

form the central committee and work committees

and carry out tasks systematically.

the rural level. We have to form legal

organizations in accordance with laws for

sustainable development of micro finance plans.

Now, an organization will have to standardize

norms and supervise tasks to legalize national

entrepreneurs and NGOs who are working under

our arrangements.
