Nieuw boek trekt lessen voor SIDS

WILLEMSTAD - Dr. Miguel Goede heeft zijn nieuwe boek "Caribbean 3.0;

Transforming Small Island Developing States" gepresenteerd. Dit boek kan gezien

worden als het Engelstalige vervolg op zijn succesvolle "Curacao 3.0" en vertaalt het

3.0-gedachtengoed naar de SIDS in het Caribisch gebied.

Het boek gaat dieper in op de uitdagingen waar de Small Island Developing States overal ter

wereld zich voor geplaatst zien. Deze speciale positie van de SIDS wordt sinds de Earth

Summit in Rio de Janeiro uit 1992 erkend. De Small Island Developing States in het

Caribisch gebied kunnen veel van elkaar leren, zo betoogt Goede in zijn boek. SIDS

kenmerken zich door een beperkte voorraad natuurlijke grondstoffen, een concentratie van

socio-economische activiteit en infrastructuur aan de kust, een fragiele en beperktezoetwatervoorraad, een grote bevolkingsdichtheid, een hoge economische gevoeligheid voor

externe schokken, een beperkte fysieke grootte en, ten slotte, beperkte financile, technische

en institutionele capaciteiten om de impact van klimaatverandering op te vangen. Hij

constateert echter dat de eilanden naar binnen zijn gericht of zijn opgesloten in hun groep.

Hoewel de eilanden veel meer van elkaar kunnen leren, benadrukt Goede tegelijkertijd zij

hierbij hun unieke visie en strategie moeten ontwikkelen en implementeren. Om succesvol om

te kunnen gaan met de kenmerken van SIDS is het zaak ruim aandacht te besteden aan

elementen als goed onderwijs, ICT en duurzaamheid. Deze elementen vormen de basis voor

de informatieve samenleving 3.0. Met de transformatie van het kapitalisme van 2.0 naar 3.0,

ligt de nadruk nu op maatschappelijk verantwoord ondernemen en niet meer op maximalisatie

van de winst. De markt is een instrument om maatschappelijke problemen op te lossen. In denieuwe samenleving worden kenniswerkers en creatieve mensen bij elkaar gebracht om zo

waarde te creren. Het boek besteedt veel aandacht aan concepten als besturen en duurzame

ontwikkeling en daarnaast worden elementen van het huidige beleid van de Curaaose

regering en plannen, zoals GreenTown ter vervanging van de raffinaderij, onder de loep

genomen. Ook worden projecten als de Knowledge Zone rond de Airport City Hato en de

Creative Zone rond het Waaigat besproken. Tot slot wordt ingegaan op de jarenlang

gekoesterde de wens van een masterplan voor Curaao, zoals dat in Barbados. Goede

adviseert de SIDS een op de eigen situatie toegespitst masterplan te ontwikkelen en

implementeren.

New book about lessons to be learned by SIDS

WILLEMSTAD - Dr. Miguel Goede presents a new book "Caribbean 3.0;

Transforming Small Island Developing States". The book is the follow-up in English of

its successful book "Curacao 3.0" in which he translates his concept of 3.0 for the

Caribbean.

His book elaborates on the challenges Small Island Developing States face all around the

world. The special situation of the SIDS has been recognized since the Earth Summit in Rio

de Janeiro in 1992. Goede states in his book that SIDS in the Caribbean can learn much from

each other. SIDS are characterized by their limited natural resources, a concentration of socialand economic activities and infrastructure near the coast; a fragile and limited reservoir of

drinking water, population density, an economy vulnerable to external shocks, limited

physical space, limited financial, technical and institutional capacity to mitigate the impact of

climate change. Goede says that the islands are inward looking and closed within their group.

Although the islands could learn from each other, at the same time they need to develop a

unique vision and strategy and implement this. For the SIDS to successfully cope with their

condition, education, ICT and sustainable development are top priorities. These are the basis

for the 3.0 information society. The transformation of capitalism from 2.0 to 3.0 means that

the emphasis is focused more on social entrepreneurship and no longer on profit maximizing.

The market is a construction to solve problems. In the new society knowledge workers andcreative people come together to create value. The book also elaborates on matters of

governance and sustainable development. Also certain elements of government policies in

Curaao are discussed and plans such as GreenTown to replace the refinery are scrutinized.

Also projects like the Knowledge Zone in the area of Airport City Hato and the creative Zone

around the bay of Waaigat are discussed. Last but not least, the long-standing wish to develop

a national master plan for Curaao like the master plan for Barbados, is discussed. Goede

advises SIDS to develop and implement a tailor-made master plan.
