TERMS OF REFERENCE FOR

SENIOR PROGRAM MANAGER (ADMINISTRATIVE)

Background

Following the devastation caused by hurricanes Irma and Maria, the Government of Sint Maarten

embarked on a large-scale recovery and reconstruction program, based on the principle of building back

a more resilient Sint Maarten.

Since January 2018, the World Bank is assisting the Government of Sint Maarten in the establishment of this program. A significant component of this program will be financed through a Trust Fund financed by the Netherlands, managed by the World Bank and implemented by Sint Maarten. The Government of Sint Maarten and the World Bank are currently working on a consolidated National

Recovery and Resilience Plan (NRRP) that prioritizes short-, medium- and long-term needs for the recovery, reconstruction and resilience of Sint Maarten. This Plan will include estimates of the financial requirements, costs and investments that are necessary to build Sint Maarten back better.

Project Institutional Arrangements

In parallel to the establishment of the Trust Fund and the execution of the NRRP, the Government of

Sint Maarten is expected to develop an institutional structure for the implementation of Trust Fund projects. The approach consists of 2 phases:

- Phase 1: An Interim Structure, the Interim Recovery Committee, made up of a task group of civil servants which coordinates the early priority projects; assist the ministries with the implementation of projects, in particular with regards to the Fiduciary and Safeguards requirements; and prepare phase 2.

- Phase 2: A National Recovery Program Bureau (NRPB) will be established. In close coordination

with the Ministries, the NRPB will be responsible for the preparation, coordination, execution and evaluation of the projects that will be financed through the World Bank Trust Fund.

The NPRB will play a central technical role in project management, while working closely with ministries and third party partners for the design of the projects. Project management tasks include the preparation and execution of e.g. bidding documents, evaluating proposals, environmental and social safeguards studies, monitoring and evaluation (M&E), communications and community engagement support for the

project. Technical inputs in the bidding documents (Technical Specifications, Terms of Reference etc.) will be provided by the Ministries or third parties. The NPRB will include the following functions: (i) contract management in coordination with Ministries or third parties; (ii) environmental and social

safeguards support; (iii) M&E coordination; (iv) financial management of the proceeds from the Trust Fund (v) community engagement and communications support, and (vi) all aspects of knowledge and learning management (KLM). Staff for the different functions of the NPRB will be competitively selected based on merit, relevant experience and qualifications.

P a g i n a | 10 Role of the Senior Program Manager (Administrative) The assignment aims at overseeing and supervising the day to day operational activities of the program. Specifically, the Senior Program Manager will oversee the administrative tasks pertaining financial management, procurement, social and environmental safeguards and coordinates the activities with the

other Senior Program Manager (Technical), who oversees the execution of the projects. The NRPB Program Manager will report directly to the NRPB Director. The Senior Program Manager (Administrative) will be a full-time professional responsible for the day-to-day management and coordination of the NRPB administrative operations and will support the NRPB Director’s coordination activities with the focal points of ministries and other implementing partners

involved in the Recovery Program. Key Duties and Responsibilities

The NRPB Program Manager's responsibilities will include:

1. Management and coordination of day-to-day administration and project preparation activities

being undertaken by the NRPB; 2. In coordination with the NRPB Director and Management Team, establish Program/projects

monthly work plans, including human resources allocations within the NRPB. 3. Coordinate closely with the Monitoring and Evaluation (M&E) Specialist to track progress in

achieving objectives of the NRPB, and prepare regular reports documenting implementation status of the Program, and progress towards achieving outputs and outcomes;

4. Prepare and provide progress reports and actionable information on the preparation,

procurement and finance of projects to the Director to support the Director’s reporting commitments to the Prime Minister, as needed;

5. Update and maintain the Operational Manual (OM), and support the Director in ensuring that projects are executed in accordance with the OM and in adherence to all agreed upon fiduciary and safeguard guidelines;

6. Support the Director in the recruitment of NRPB staff and external consultants as needed; 7. Support the Director in the facilitation of meetings of the Program Steering Committee (PSC) of

the Trust Fund; 8. Ensure that the Director is kept abreast of any emerging issues regarding day-to-day finance,

administrative and audit functions; 9. Ensure workshops, meetings and capacity building activities are undertaken as scheduled; 10. Carry out other relevant activities needed for the proper and timely implementation of the

Program/Projects.

Duration of the Assignment and Performance

The start date of the contract will be August, 2018, or soon thereafter. The contract duration will be 1 year inclusive of a 2-month probation period, renewable on annual basis until the closing date of the project. The selected candidate is expected to work full time within Philipsburg, Sint Maarten except where situations demand travel outside the project area.

The success of the NPRB Program Manager will be judged by the delivery of the Required Outputs and abiding by the agreed implementation timetable for the project components and sub projects. At the end of the probation period, the Program Manager will be evaluated by the NPRB Director, on his/her performance and will be given grading and guidance to improve. The selected candidate will be subject to a screening process, before finalization of the contract.

Strong preference will be for candidates with good training and experience in managing large scale civil engineering or infrastructure projects. Experience

P a g i n a | 16 Role of the Project Manager Infrastructure and Disaster Risk Management (DRM)

The DRM Project Manager serves as the technical responsible officer for the entire project cycle (works,

technical assistance, etc.). In this role, the project manager shall organize and supervise all activities

related to the identification, formulation, approval, implementation and completion of specific projects

assigned under the DRM Project managed by the NRPB. . The project manager shall also regularly

report on the progress of project implementation to its Senior Program Manager.

Key Duties and Responsibilities

The Project Manager will be a full-time professional responsible for project preparation, execution and

supervision and will support the Senior Program Managers with coordination activities with the focal

points of ministries and other implementing partners involved in the DRM Project.

The NRPB Project Manager responsibilities will include:

22. Work with operational units of the line ministries/agencies to develop project concept notes, to

discuss and agree with the World Bank on the scope, objectives and design of projects

23. Prepare execution plans/operational manuals and budgets, prepare required documentation and

scheduling and coordinate with procurement, financial management, safeguards and M&E to

ensure timely project execution

24. Review and assess assigned project implementation activities being undertaken by the NRPB

and identify all technical elements and documentation required to implement assigned project

activities;

25. In coordination with the NRPB procurement and FM officers, as well as line ministries/external

agencies, manage and supervise the preparation of all required technical project documents

including Terms of Reference (TORs) for consultants and consulting firms, specifications and

designs for works and detailed requirements for activities involving non-consulting services to

be included in standard bidding documents.

26. Participate as a member of the bid evaluation team during the contracting process.

27. At the direction of the Senior Program Manager, represent the NRPB as the contracting officer’s

technical representative (COTR) during project execution and serve as the principal contact with

consultants and contractors during project execution.

28. Regularly supervise and report on project execution progress and budget performance.

29. Regularly liaise with the Senior Program Manager and M&E Specialist to ensure achievement of

the program objectives.

30. Participate and/or lead technical meetings with agency counterparts and program participants

as directed by the Senior Program Manager.

31. Assist the Senior Program Manager with the identification and development of technical

resources required for effective project implementation.

32. Assist with the preparation of progress reports and actionable information as required by the

Senior Program Manager to support the Director’s reporting commitments to the Prime Minister,

the Council of Ministers, the Trust Fund Steering Committee and the World Bank, as needed;

33. Provide necessary contributions to program reporting documents and press releases.

The start date of the contract will be August, 2018, or soon thereafter. The contract duration will be 1

year inclusive of a 2-month probation period, renewable on annual basis until the closing date of the

project. The selected candidate is expected to work full time within Philipsburg, Sint Maarten except

where situations demand travel outside the project area.

The success of the DRM Project Manager will be judged by the delivery of the Required Outputs of the

DRM Project and abiding by the agreed implementation timetable for the project components and sub

projects (as specified in the Grant Agreement and underlying documents). At the end of the probation

period, the Project Manager will be evaluated by the Senior Program Manager and the Director, on

his/her performance and will be given grading and guidance to improve.

The selected candidate will be subject to a screening process, before finalization of the contract.

Qualification requirements

Academic qualifications

The candidate should have a professional degree (preferably a Masters) in engineering/construction or

relevant technical discipline preferred OR combination of relevant program/project management

experience.

Strong preference will be for candidates with good technical training and experience in managing large

scale civil engineering or infrastructure projects.

Experience

At least 5 years of project management, planning and analysis experience preferably in large

infrastructure related investment projects.

At least 5 years experience in managing projects and budgets involving external consultants

and contractors.

Relevant experience in preparation of technical documentation, TORs and technical bidding

specifications.

Experience in executing multidisciplinary, donor-funded projects is an advantage

Experience with the preparation of briefings and reports for presentation to high level/elected

government officials is an advantage;

Experience in program design and execution in an international environment is an advantage;

General Competencies

Strong time management and organizational skills with attention to detail;

Ability to manage priorities and workflow with strong multi-tasking and problem-solving skills

Strong analytical skills; ability to analyze and enhance best practices, processes and procedures

to improve efficiency and effectiveness of program-wide operations;

Ability to work with, lead and coordinate other professionals in the project team;

Familiarity with World Bank procedures would be an advantage;

The candidate must be computer literate, with high proficiency in Computer software operations

(Microsoft Word, Excel, Power-Point and data-base management etc.). Experience with using

project management software, such as MS Project or AutoCAD is required.

Strong communications skills with an advanced proficiency to speak and write in English is

required.

TERMS OF REFERENCE

FOR

MONITORING AND EVALUATION (M&E) SPECIALIST

Background

Following the devastation caused by hurricanes Irma and Maria, the Government of Sint Maarten

embarked on a large-scale recovery and reconstruction program, based on the principle of building back

a more resilient Sint Maarten.

Since January 2018, the World Bank is assisting the Government of Sint Maarten in the establishment

of this program. A significant component of this program will be financed through a Trust Fund financed

by the Netherlands, managed by the World Bank and implemented by Sint Maarten.

The Government of Sint Maarten and the World Bank are currently working on a consolidated National

Recovery and Resilience Plan (NRRP) that prioritizes short-, medium- and long-term needs for the

recovery, reconstruction and resilience of Sint Maarten. This Plan will include estimates of the financial

requirements, costs and investments that are necessary to build Sint Maarten back better.

Project Institutional Arrangements

In parallel to the establishment of the Trust Fund and the execution of the NRRP, the Government of

Sint Maarten is expected to develop an institutional structure for the implementation of Trust Fund

projects. The approach consists of 2 phases:

- Phase 1: An Interim Structure, the Interim Recovery Committee, made up of a task group of

civil servants which coordinates the early priority projects; assist the ministries with the

implementation of projects, in particular with regards to the Fiduciary and Safeguards

requirements; and prepare phase 2.

- Phase 2: A National Recovery Program Bureau (NRPB) will be established. In close coordination

with the Ministries, the NRPB will be responsible for the preparation, coordination, execution

and evaluation of the projects that will be financed through the World Bank Trust Fund.

The NPRB will play a central technical role in project management, while working closely with ministries

and third party partners for the design of the projects. Project management tasks include the preparation

and execution of e.g. bidding documents, evaluating proposals, environmental and social safeguards

studies, monitoring and evaluation (M&E), communications and community engagement support for the

project. Technical inputs in the bidding documents (Technical Specifications, Terms of Reference etc.)

will be provided by the Ministries or third parties. The NPRB will include the following functions: (i)

contract management in coordination with Ministries or third parties; (ii) environmental and social

safeguards support; (iii) M&E coordination; (iv) financial management of the proceeds from the Trust

Fund (v) community engagement and communications support, and (vi) all aspects of knowledge and

learning management (KLM). Staff for the different functions of the NPRB will be competitively selected

based on merit, relevant experience and qualifications.

The assignment aims at establishing a strong monitoring and evaluation (M&E) program within the NRPB

to ensure proper tracking of Program/Projects activities, indicators, outputs and outcomes, carried out

under the responsibility of the NRPB.

Key Duties and Responsibilities

The NRPB Monitoring and Evaluation (M&E) Specialist will be a full-time professional responsible for the

monitoring and evaluation of the NRPB’s operations. The M&E Specialist will develop and strengthen the

monitoring, inspection and evaluation framework and procedures within the NRPB and will furthermore

support the NRPB Senior Program Managers’ and Director’s reporting commitments with Government

and other relevant Program stakeholders.

The NRPB Evaluation and Monitoring (M&E) Specialist’s responsibilities will include:

34. Develop an Information System to monitor and evaluate overall progress on achievement of

results of the projects financed through the World Bank Trust Fund;

35. Develop and implement a monitoring strategy for each project that is coordinated by the NRPB;

36. Develop and implement an evaluation strategy for each project;

37. Analyse and synthesize data for the purposes of quality control and adherence to standards,

gap identification, and program development,

38. Monitor all project activities, disbursement and progress towards achieving the project outputs;

39. Recommend further improvement of the Program/Projects Results Frameworks;

40. Support the development of monitoring and impact indicators for each project;

41. Monitor the sustainability and feasibility of the Program/projects' objectives and expected

outcomes

42. Suggest strategies to the NRPB for improving the efficiency and effectiveness of Program and

projects by identifying challenges and constraints in completing planned activities and

developing plans to minimize or eliminate such constraints;

43. Prepare, in close coordination with the Program Managers, and according to the agreed upon

schedule (e.g. monthly, quarterly, half-yearly and/or annual), progress reports on all relevant

project activities, as well as support other Program/Project reporting needs as appropriate to

ensure that the NRPB Director has, at all times, access to accurate, timely and actionable

Program/Project information.

44. Participate in scheduled project reviews and planning workshops

45. Assist in coordinating across the entire portfolio of projects to ensure effective implementation

of M&E;

46. Provide the project personnel and relevant Government staff with M&E tools and supporting

them in their use;

47. Assist Project Managers in documenting and preparing reports based on the findings and lessons

learned from project implementation;

48. Provide input and update information related to project outcomes on the NRPB website;

49. Prepare and maintain the Issues Log and Risk Log for each project;

50. Ensure the proper and secured operation, as well as the currency and integrity of all the data

and information maintained within the M&E Information System

51. Organize/coordinate and facilitate any external monitoring or evaluations that is required for

the projects;

52. Carry out other relevant M&E activities needed for the proper and timely tracking of

implementation Program/Project activities.

CONVERSION OF 1986 - 1994 ISSUE BANKNOTES

In accordance with paragraph 1 of article 7 of the Central Bank Statute for Curaçao and Sint Maarten (the Bank charter), the Centrale Bank van Curacao en Sint Maarten (CBCS) will withdraw all denominations of the Netherlands-Antillean guilder banknotes issued from 1986 to 1994 from circulation as per July 31, 2018. Consequently, banknotes with the mentioned years of issue will no longer have the legal tender status as of August 1, 2018. The CBCS invites all holders of the banknotes concerned to present these for conversion. The banknotes will be exchanged for current Netherlands-Antillean guilder banknotes - issued after 1994 - which do have the legal tender status. Banknotes issued from 1986 to 1994 can be exchanged at your local commercial bank or at the CBCS. From August 1, 2018, until July 31, 2048, the indicated banknotes can only be exchanged at the CBCS. In accordance with paragraph 3 of article 7 of the Central Bank Statute for Curaçao and Sint Maarten, the right to demand exchange of the banknotes concerned shall expire after July 31, 2048. Condensed Balance Sheet

CENTRALE BANK VAN CURAÇAO EN SINT MAARTEN

During the month of April 2018, the Bank maintained the reserve requirement at 18.00%. Nevertheless, the amount of required reserves increased by NAf.17.6 million due to the higher base amount1 upon which it is calculated. Furthermore, on the bi-weekly auctions of certificates of deposit (CDs), the Bank issued a lower amount of CDs causing a NAf.5.1 million decrease in the outstanding amount of CDs. Base money2 remained practically unchanged because the rise in the current account balances of the

commercial banks (NAf.5.0 million) was offset by a decline in the currency in circulation (NAf.4.3 million). The rise in the current account balances was the result of, among other things, the net sale of foreign exchange by the commercial banks to the Bank and the decrease in the amount of outstanding

CDs. In addition, the government of Sint Maarten and N.V. Pensioen ESC transferred funds from their accounts at the Bank towards their accounts at the commercial banks. However, the increase in the required reserves dampened the rise in the current account balances. Furthermore, part of the short-term credit that was extended to the commercial banks by the Bank was repaid. This repayment explains

the decline by NAf.8.0 million in the item “Claims on deposit money banks” on the assets side of the balance sheet.

P a g i n a | 25 The item “Liabilities to nonresidents” grew by NAf.31.4 million largely as a result of an increase in the deposits of the Dutch Ministry of the Interior and Kingdom Relations (BZK) at the Bank related to interest payments on debt securities issued by the governments of Curaçao and Sint Maarten that are held by the Dutch State. In addition, transactions carried out by some commercial banks in Bonaire towards their accounts with the Bank contributed to the increase in the item “Liabilities to nonresidents”.

The decline in the item “Government deposits” by NAf.29.7 million can largely be explained by the interest payments by the governments of Curaçao and Sint Maarten combined with the transfer of funds by the government of Sint Maarten from its account at the Bank towards its accounts at the commercial banks. This decline was, however, partly offset by the transfer of license fee over the month of March 2018 by the Bank to the government of Curaçao.

The item “Liabilities to other sectors” remained practically unchanged because the increase in the deposits of the public sector pension fund of Curaçao, APC, was offset by a decrease in the deposits of USONA3 at the Bank. The deposits of APC grew because of the payment of principal and interest by the

Dutch State Treasure Agency (DSTA) on debt taken over by the Dutch government under the debt relief program. Meanwhile, the decline in the deposits of USONA was largely the result of payments to foreign creditors related to the construction of the new hospital in Curaçao.

The increase of NAf.20.6 million in the item “Official reserves” on the assets side of the balance sheet was primarily the result of the net sale of foreign exchange by the commercial banks to the Bank. Furthermore, the transactions carried out by the commercial banks in Bonaire, the transfers by DSTA for the payment of principal and interest on debt securities and the transfer of funds by N.V. Pensioen ESC from abroad contributed to the increase in the official reserves. This increase was, however, mitigated by the payments made by USONA to foreign creditors.

Finally, the item “Gold” on the assets side of the balance sheet dropped by NAf.8.0 million as a result of the lower market value at the balance sheet date compared to the end of March 2018. The decrease in the item “Capital and reserves” on the liabilities side of the balance sheet was related to the drop in the market value of gold.
