REGLEMENT PARTICULIER DE L’EPREUVE 69E KUURNE-BRUSSEL-KUURNEWEDSTRIJDREGLEMENT 69E KUURNE-BRUSSEL-KUURNE

Artikel 1: Organisatie“Kuurne - Brussel - Kuurne” is een organisatie van Kon. Sportingclub Kuurne VZW volgens de reglementen van de Internationale Wielerunie (U.C.I). Datum van de wedstrijd: 26 februari 2017.

Artikel 2: Deelname“Kuurne - Brussel - Kuurne” is open aan U.C.I. World Teams, Prof. Continentale ploegen, Continentale ploegen en Nationale ploegen volgens art. 2.1.005 van het U.C.I-reglement. Het maximum aantal renners per ploeg is vastgesteld op 8 en minimum 5 renners, dit volgens art. 2.2.003 van het U.C.I-reglement.

Artikel 3: Type van de wedstrijd en U.C.I-klassementHet is een wedstrijd klasse 1. HC ( European Continental Tour) en het puntenbarema is conform het UCI reglement, artikel 2.10.008: 200-150-125-100-85-70-60-50-40-35-30-25-20-15-10-5-5-5-5-5-5-5-5-5-5-5-5-5-5-5-3-3-3-3-3-3-3-3-3 en 3 punten.

Artikel 4: PermanentieDe permanentie voor de startformaliteiten heeft plaats op zaterdag 25 februari 2017, van 18u00 tot 21u00 in het gemeentehuis, Marktplein 9, 8520 Kuurne. De bevestiging van de deelnemers en het uitreiken van de rugnummers heeft plaats in de permanentie van 18u00 tot 19u35. De vergadering met de sportbestuurders, georganiseerd volgens art. 1.2.087 van het U.C.I.-reglement en in bijzijn van het College van Commissarissen, heeft plaats om 19u45 en dit eveneens in het gemeentehuis.

De Sportbestuurders dienen in het bezit te zijn van een factuur voor logies- en verplaatsingskosten. De factuur moet worden geadresseerd aan de Maatschappelijke zetel van de vereniging:

De vergoeding voor logies- en reiskosten zal de week volgend op de wedstrijd worden gestort.

Artikel 5: Radio-TourDe wedstrijdinformatie wordt uitgezonden op frequentie kanaal 1: 164,63125 MHz / kanaal 2: 160,10625 Mhz.

Artikel 6: Neutrale wagensDe technische assistentie zal verzekerd worden door Shimano met 3 neutrale wagens en 1 neutrale moto.

Artikel 7: TijdslimietAlle renners welke de aankomstlijn overschrijden in een tijd hoger dan 8% van die van de winnaar van de wedstrijd worden niet in de uitslag opgenomen. Een verhoging van de tijdslimiet kan wegens uitzonderlijke omstandigheden door het College van Commissarissen in overleg met de organisator worden toegestaan.

Artikel 8: KlassementEnkel het individueel tijdsklassement is van toepassing.

Artikel 9: PrijzenbedragTotaal prijzenbedrag: € 18.800.

Artikel 10: AntidopingcontroleDe antidopingcontrole heeft plaats in het kabinet van Dokter Mia Devos Brugsesteenweg, 303 Kuurne (in de nabijheid van de aankomstlijn). De antidopingreglementering van de U.C.I alsook de Belgische en Vlaamse antidopingreglementering zijn van toepassing.

Artikel 11: HuldigingsceremonieDe eerste drie geklasseerde renners dienen zich aan te melden voor de huldigingsceremonie binnen de 10’ na de aankomst. Na deze ceremonie zal de winnaar zich naar de perszaal in de school “Pienter” begeven in de onmiddellijke nabijheid van de aankomstlijn.

Een voorstelling van de verschillende ploegen zal plaats hebben op het podium van de startcontrole op de renbaan. Alle renners van één en dezelfde ploeg dienen zich te melden op het juiste uur welke aan de Sportbestuurder de avond voor aanvang van de wedstrijd zal worden medegedeeld.

Artikel 11 bis : Speciale premieAan de renner welke als eerste de aankomstlijn overschrijdt bij aanvang van de plaatselijke ronden zal een premie worden uitgereikt van € 2.500. Deze renner moet de volledige afstand van de wedstrijd afleggen. De winnaar dient zich onmiddellijk na zijn aankomst naar het huldigingspodium te begeven voor ontvangst van deze premie die zal worden overhandigd door de schenker PLASTIBAC.

Artikel 12: StraffenbaremaHet straffenbarema van het U.C.I-reglement is het enige van toepassing.

Artikel 13: Milieu (Afval)De zones (begin en einde aangeduid met een groen paneel) waar de renners zich van allerlei afval (bidon, etensresten, etenzakjes…) kunnen ontdoen, zijn voorzien op volgende plaatsen: 1 km voor en 1 km na de bevoorradingszone aan km 73 te Zalardinge en km 168 over de ganse lengte van de Rijksweg 36d (2 km voor de aankomstlijn). Medewerkers van de organisatie zullen het afval onmiddellijk na de passage van de renners verwijderen.

Article 4 : PermanenceLa permanence de départ se tient le samedi 25 février 2017 de 18h00 à 21h00. Lieu : Hotel de ville, Marktplein 9, 8520 Kuurne. La confirmation des partants et le retrait des dossards par les responsables d’équipes se font à la permanence de 18h00 à 19h35. La réunion des Directeurs Sportifs, organisée suivant l’article 1.2.087 du règlement UCI, en présence des Membres du Collège des Commissaires, est fixée à 19h45 et aura lieu de l’hotel de ville.

Les Directeurs Sportifs doivent être en possession d’une facture pour les frais de voyage et d’hébergement. La facture doit être adressée au Siège Social de la société :

La facture sera payée la semaine qui suit après l’épreuve.

Article 6 : Assistance technique neutreLe service d’assistance technique neutre est assuré par Shimano. Le service est assuré au moyen de 3 voitures et une moto neutre.

Article 7 : Délais d’arrivéeTout coureur arrivant dans un délai dépassant 8% du temps du vainqueur n’est plus retenu au classement. Le délai peut être augmenté en cas de circonstances exceptionennelles par le Collège des Commissaires, en consultation avec l’organisateur.

Article 8 : ClassementsUnique le classement individuel au temps sera appliqué.

Article 9 : PrixLe total général des prix attribués à cette épreuve est de € 18.800.

Article 10 : AntidopageLe contrôle antidopage a lieu à : Cabinet du Docteur Mia Devos Brugsesteenweg, 303 8520 Kuurne (à proximité de la ligne d’arrivée). Le règlement antidopage de l’UCI s’applique intégralement à la présente épreuve. En outre, la législation antidopage Belge, s’applique conformément aux dispositions de la loi Belge et Flamande.

Article 11 : ProtocoleConformément à l’article 1.2.112 du règlement UCI, les coureurs suivants doivent se présenter quotidiennement au protocole : les 3 premiers coureurs classés.

Après la cérémonie protocolaire le vainqueur se présentera dans la salle de presse (Ecole « Pienter » à proximité de la ligne d’arrivée.

Une présentation des différentes équipes aura lieu sur le podium des signatures situé sur le Stade Hippique. Tous les coureurs de la même équipe doivent se présenter à l’heure exacte communiqué au Directeur Sportif après la réunion la veille de l’épreuve.

Artikel 11 bis : PRIME SPECIALEAu coureur franchissant le premier la ligne d’arrivée au début des circuits locaux, sera délivré un prime de € 2.500. Ce coureur doit accomplir la distance totale du parcours. Le vainqueur doit se rendre immédiatement après son arrivée vers le podium de la cérémonie protocolaire pour reçevoir ce prime qui sera remi par le donateur : PLASTIBAC.

Article 12 : PénalitésLe barème de pénalités de l’UCI est le seul applicable.

Article 13 : Milieu (déchets)Les zones (début et fin indiqué avec un panneau vert) où les coureurs peuvent se débarrasser des déchets (bidon, musettes etc.) sont prévus aux endroits suivants : 1 km avant et 1 km après la zone de ravitaillement (km 73) à Zarlardinge et km 168 sur tout la longueur du Rijksweg – N 36d - 2 km avant la ligne d’arrivée). Des collaborateurs de l’organisation s’occuperont avec l’enlèvement des déchets toute de suite après le passage des coureurs.

Article 1: Organization.“Kuurne - Brussel - Kuurne” is organized by Kon. Sportingclub Kuurne VZW according to the rules of the International Cycling Union (U.C.I). Date of the race: 26 february 2017.

Article 2: Participation. As per article 2.1.005 of the UCI regulations, “Kuurne - Brussel - Kuurne” is open to UCI World Teams, Prof. Continental teams, Continental teams and National teams. As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 5 and maximum 8 riders.

Article 3: Type of event and U.C.I-classification.The race “Kuurne - Brussel - Kuurne” is classified as a 1. HC race (European calendar) and assigns the following points in accordance with the U.C.I. regulations, art. 2.10.008: 200-150-125-100-85-70-60-50-40-35-30-25-20-15-10-5-5-5-5-5-5-5-5-5-5-5-5-5-5-5-3-3-3-3-3-3-3-3-3 and 3 points.

Article 4: Race headquarters.The office for the starting formalities shall be open on saturday 25/02/2017 from 18.00 h till 21.00 h and is located at the City Hall, Marktplein 9, 8520 Kuurne. Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters from 18.00 h to 19.35 h. The team managers’ meeting, organized in accordance with article 1.2.081 of the U.C.I. regulations, in the presence of the Members of the Commissaries’ Panel, is scheduled for 19.45 h h at the city hall.

The team managers need to bring the invoice for their lodging- and travel costs. The invoice needs to be addressed to the headquarters of the association:

The repayment of the lodging- and travel costs will be transferred within the week following the event.

Article 5: Radio-Tour.Race information will be broadcast on the following frequency: channel 1: 164,63125 MHz / kanaal 2: 160,10625 Mhz.

Article 6: Neutral technical support.The technical support service is handled by Shimano. The neutral support is taken care by 3 cars and 1 motorcycle.

Article 7: Finishing time limits.Any rider finishing in a time exceeding that of the winner by more than 8% shall not be placed. The time limit may, in exceptional circumstances, be increased by the Commissionaires’ Panel in agreement with the organizer.

Article 8: Classification.Only the individual time classification is of application.

Article 9: Prizes.Grand total of the prize money that will be awarded: € 18.800.

Article 10: Antidoping test.The antidoping test will take place in the doctor’s practice of Doctor Mia Devos, Brugsesteenweg, 303 Kuurne (Close to the finishing line). The antidoping regulations of the U.C.I. are applied and the Belgian and Flemish antidoping regulations as well.

Article 11: Awards ceremony.The first three riders of the event must attend the official awards ceremony. After the ceremony the winner needs to go to the press room in the school “Pienter” nearby the finishing line.

A presentation of the different teams will find place on the stage of the start control at the race-track. All riders from one and the same team need to report themselves on the correct hour which will be communicated at the team managers meeting on saturday.

Artikel 11 bis: SPECIAL PRIZE.We award the rider who first crosses the finish line before the local circuits a price of € 2.500. The concerned rider however will have to compete the race over the full distance. The winner will have to proceed to the podium immediately after the finish where this prize will be handed over by the sponsor PLASTIBAC.

Article 12: Penalties.The UCI penalty scale is the only one applicable.

Article 13: Environment (garbage).Different zones (the start and end will be indicated with green panels) are provided where riders can throw away their rubbish (water bottles, leftovers, paper …). These zones will be placed at following locations: 1 km before and 1 km after the provision zone, at km 73 in Zalardinge and at km 168 over the full length of the Rijksweg 36d (2 km before the finishing line). The employees of the organization will clean up the waste after the passage of the riders.
