De term duurzaam goed wordt in de economische wetenschap gebruikt om goederen te duiden die hun nut in de loop van de tijd vrijgeven en niet in één keer geconsumeerd worden. Zaken zoals bakstenen of juwelen kunnen als perfect duurzame goederen beschouwd worden, daar deze nagenoeg nooit versleten raken; hoog-duurzame goederen zoals koelkasten, auto's en mobiele telefoons hebben gewoonlijk drie of meer jaren nut.

Council, wat blijkt uit een (ontwerp)certificaat van de Dutch Green Building Council,

waarbij met betrekking tot de eisen onder 1 en onder 2 geldt dat,

- binnen drie jaar na afgifte van het ontwerpcertificaat een oplevercertificaat wordt overgelegd dan wel binnen vier jaar een oplevercertificaat wordt overgelegd

volgens het dan vigerende niveau ‘excellent’ van het keurmerk voor duurzame vastgoedobjecten van de Dutch Green Building Council (BREEAM-NL

- het aangeschafte nieuwe duurzame hout dat verwerkt wordt in het gebouw gecertificeerd is middels een certificatiesysteem dat is goedgekeurd door het

European Energy Efficiency Fund

As energy demand in the member states of the European Union is still raising climate change mitigation by improving energy efficiency and renewable energy to reduce greenhouse gas emissions becomes increasingly important. The growing energy demand of private households, transport and service sectors is a driving force for CO2 emissions in the European Union economies and has to be addressed.

The European Union member states have committed to the 20/20/20 goals, cutting greenhouse gas emissions by 20%, increasing the use of renewable energy by 20%, and cutting energy consumption through improved energy efficiency by 20%.

The European Energy Efficiency Fund (EEEF) therefore aims to support the goals of the European Union to promote a sustainable energy market and climate protection.

1) Contribute to the mitigation of climate change

EEEF contributes with a layered risk/return structure to enhance energy efficiency and foster renewable energy in the form of a targeted private public partnership, primarily through the provision of dedicated financing via direct finance and partnering with financial institutions. Investments should contribute significantly towards energy savings and the reduction of greenhouse gas emissions to promote the environmentally friendly use of energy. Maximizing its impact, EEEF facilitates investments in the public sector, which offers an enormous potential, but in which projects are often hindered or decelerated due to budget restrictions and lack of experience with this kind of investments.

2) Achieve economic sustainability of the Fund

EEEF pursues its environmental goals by offering funding for energy efficiency and small scale renewable energy projects. The Fund observes the principles of sustainability and viability, combining environmental considerations and market orientation. It does so by financing economically sound projects, allowing for a sustainable and revolving use of its means.

3) Attract private and public capital into climate financing

By achieving the first two objectives, EEEF aims to attract additional capital into climate financing. The environmentally and socially responsible way of conducting its business, the innovative public-private partnership structureand the experience of its stakeholders will be used to bring more capital into an area whose financial means are currently insufficient to strongly contribute to the mitigation of climate change.

Suatainable Energy Europe Campaign

The Sustainable Energy Europe Campaign began in 2005. Its latest phase (2009-2011) will come to an end on 31 December 2011. The new phase of the Campaign will concentrate on its main activity, namely the EU Sustainable Energy Week, including its Energy Days, and the annual Sustainable Energy Awards Competition.

CONCERTO is a European Commission initiative within the European Research Framework Programme (FP6 and FP7) which aims to demonstrate that the optimisation of the building sector of whole communities is more efficient and cheaper than optimisation of each building individually.

The EU initiative of DG Energy has co-funded 58 communities in 22 projects in 23 countries and started in 2005.

Eco-innovation: when business meets the environment

With 3.4 million jobs in eco-industries and a growing demand for environmental products and services, Europe has the potential to meet the environmental challenges of the future. The EU's Eco-innovation initiative was set up to tap this potential to the fullest by giving clever ideas and new environmentally-friendly solutions a chance to reach an EU-wide market. Eco-innovation boosts economic growth whilst protecting the environment.

Turning environmental problems into business opportunities

The cross-cutting initiative provides funding for projects in various sectors that mitigate environmental impacts or promote a more efficient use of resources. Priority areas include material recycling, buildings, the food and drink sector as well as greener business.

Ecology goes hand in hand with innovation. Projects must be environmentally beneficial, innovative and economically viable in the medium to long-term. Eco-innovation funding is only there to help ideas get off the ground - the project must be able to carry on without EU funding.

LIFE+ (2007 – 2013)

The current phase of the programme, LIFE+, runs from 2007-2013 and has a budget of €2.143 billion. The legal basis for LIFE+ is the Regulation (EC) No 614/2007. LIFE+ covers both the operational expenditure of DG Environment and the co-financing of projects. According to Article 6 of the LIFE+ Regulation, at least 78 percent of the LIFE+ budgetary resources must be used for project action grants (i.e. LIFE+ projects).

During the period 2007-2013, the European Commission will launch one call for LIFE+ project proposals per year. Proposals must be eligible under one of the programme’s three components: LIFE+ Nature and Biodiversity, LIFE+ Environment Policy and Governance, and LIFE+ Information and Communication.

LIFE+ Nature & Biodiversity

The Nature & Biodiversity component continues and extends the former LIFE Nature programme. It will co-finance best practice or demonstration projects that contribute to the implementation of the Birds and Habitats Directives and the Natura 2000 network. In addition, it will co-finance innovative or demonstration projects that contribute to the implementation of the objectives of Commission Communication (COM (2006) 216 final) on "Halting the loss of biodiversity by 2010 – and beyond". At least 50percent of the LIFE+ budget for project co-financing must be dedicated to LIFE+ Nature and Biodiversity projects.

LIFE+ (2007 – 2013)

LIFE+ Environment Policy & Governance

The Environment Policy & Governance component continues and extends the former LIFE Environment programme. It will co-finance innovative or pilot projects that contribute to the implementation of European environmental policy and the development of innovative policy ideas, technologies, methods and instruments. It will also help monitor pressures (including the long-term monitoring of forests and environmental interactions) on our environment.

LIFE+ Information & Communication

This new component will co-finance projects relating to communication and awareness raising campaigns on environmental, nature protection or biodiversity conservation issues, as well as projects related to forest fire prevention (awareness raising, special training).

Intelligent Energy Europe

The Intelligent Energy – Europe programme (IEE) funds three different types of activities: projects pioneering sustainable energy ideas in practice; products and services procured to meet the needs of the European Commission and/or the EACI; and the ELENA financing facility to mobilise funds for investments in sustainable energy at local level. Money is available through each of these different financing streams, although the majority of the budget is given over to funding projects. €730 million is available from 2007-2013.

Three financing streams

Funding projects. The majority of the programme's budget goes to funding projects across the EU that support and promote energy efficiency and renewable energy. Funds can be used to cover up to 75% of the project's costs. Applicants have to respond to a call for proposals setting out their project idea and plan. Calls are published annually. The eligibility, selection and award criteria are set out clearly in the call documents. Find out more about how to apply.

Procurement of products and services. Procurement is used to obtain any studies and services the European Commission or the EACI need to achieve the objectives underlying the IEE Programme. The EACI subcontracts services to private companies and organisations via calls for tender. The services required and the criteria for applicants are detailed in each call for tender. ELENA Financing facility for cities and regions. ELENA (European Local ENergy Assistance) is a technical assistance facility that makes funds available to cities and regions across the EU that are investing in sustainable energy. ELENA covers a share of the cost for technical support that is necessary to prepare, implement and finance the investment programme, such as feasibility and market studies, structuring of programmes, business plans, energy audits, preparation for tendering procedures. ELENA is run by the European Investment Bank
