NC Standard Transcript(Valid as of SIMS Release NC6.42v2, January 2002)

Requirement In July 1992, G.S. 115C-12(18) directed the State Board of Education to comply with the provisions of G.S. 116-11(10a) to plan and implement an exchange of information between the public schools and the institutions of higher education in the State. G.S. 116-11(10a) (d) directed the exchange of information to include consistent and uniform public school course information including course code, name, and description. In addition, the Department of Public Instruction was directed to generate, and the local school administrative units to use, standardized transcripts in an automated format for applicants to higher education institutions. The standardized transcript should include grade point average, class rank, end-of-course test scores, and uniform course information including course code, name, units earned toward graduation, and credits earned for admission from an institution of higher education. The grade point average and class rank should be calculated by a standard method to be devised by the institutions of higher education.

At the direction of the State School Board, schools are required also to issue the North Carolina Standard Transcript to students yearly. "In order to inform parents and students of student progress, beginning with the 1995-96 school year, the (N.C.) transcript shall be issued to students at the end of each school year." This applies to all students completing grades 09 through 12. It is suggested that, in order to meet this requirement, schools attach and distribute an up-to-date copy of each student's transcript either along with their final report card for the year or with their class schedules for next year.

Overview The attached sample NC standardized transcript (SIMS Report 812) is in direct response to the legislation. It is based on statewide standards that impact:

The standards that direct course coding can be obtained by printing the State Course Definitions Report (R177) in SIMS. The standards that impact academic information are detailed in Appendix G:Grading and Weighting Standards (attached) or from: http://www.dpi.state.nc.us/uers/appendix.pdf

The following information, explained in the separate sections below, is included in the North Carolina standard transcript:

student demographics coursework performance data including marks, GPA, and class rank tests immunizations awards & achievements and extra-curricular activities curriculum-related work experience attendance data remaining minimum admission requirements for the NC University

System.

Student Information

The Student Information section of the transcript contains demographics as well as course of study and graduation information.

Course of Study: The course of study information presented differs depending on whether the student has graduated or not.

For graduated students, the “achieved” course of study is printed. For non-graduated students, the “intended” course of study is printed.

Note: Currently in SIMS the “intended” and “achieved” Course of Study (COS) is taken from the Student Records section of the Career Planning Module. In order for the achieved course of study to appear on a graduated student’s transcript, the Post Course of Study process must be run prior to printing the final transcript.

Graduation Information: The graduation information presented differs depending on whether the student has graduated or not.

For graduated students, the graduation date and graduation document (“Diploma” or “Certificate”) awarded are printed. This information comes from the Enter/ Withdraw record for the student. The graduation date listed is the last day in the school calendar plus one day.

For current seniors, the expected graduation date (i.e., last day in school calendar) and the word “Expected” are printed.

For non-seniors, no graduation information is printed.

The following information is printed from the School Information Directory:

The “Official Transcript Requires…” line is optional and user-definable in the report request.

Course Detail Courses Included: A complete academic history of 9th through 12th grade coursework (including certain pre-9th grade courses) is required for students in grades 9-12. This includes all courses attempted, summer school courses, and repeated courses. Current year data includes courses in progress, and scheduled to be taken, at the student’s home school as well as at other schools.

Pre-ninth grade courses meeting graduation requirements or UNC minimum admission requirements are to be included on the transcript also. However, these courses are not to be included in the GPA nor are they to contribute credits toward high school graduation. Pre-9th grade courses to be included are:

Algebra I & II, ELPS, English I, Geometry, Technical Math I & II, Biology, Advanced Math, US History, and World Studies.

Course Information Provided: The course detail on the transcript lists the courses by grade level in the indicated year. The courses are sorted by their state (external) course number. If the transcript is produced before the end of the school year, information is expected also for in-progress courses. The mark (grade) and prorated credits are printed on the transcript and used in the calculation of the cumulative GPA. Alternate Final Marks, defined in the Academic Progress Parameters Directory, are used in SIMS to report academic performance for courses in progress. (See discussion of Academic Progress Parameters Directory below.) For each course, including courses in progress, the following items are printed:

Quality points, weighted and unweighted Credits earned. The credit prints for completed courses in which a

passing mark was received. For courses in progress, the prorated credit used in the GPA calculation is printed. For courses scheduled to be taken, this field will be blank.

Previous School, from the code entered in the Historical Marks function. Flags that provide additional information about the course.

E = Course is excluded from GPA N = Course is non-credit course P = Course is in progress S = Course is scheduled to be taken U = Course contributes towards UNC minimum admission requirements

Course Maintenance in SIMS: In order for academic information to be represented correctly on the transcript, numerous directories must be defined correctly and the appropriate individual student information must be in the current school’s database. The following highlight areas in SIMS that directly support a complete and correct transcript.

Marks Directory – This directory defines the marks (grades), their weighted values for GPA calculations, and the grading scale used in a school along with other attributes of the grades (such as failing mark designations) that control how SIMS interprets academic information.

The grading scale and weighted values defined must be in compliance with the North Carolina standards detailed in the attached document entitled “Grading and Weighting Standards.”

Course types are used to assign weighted values to courses. The course type HN should be defined to designate 1 additional quality point; the course types AP and IB should be defined to designate 2 additional quality points.

Course Directory – This directory defines all of the courses recognized/offered by the school, their state course code, and if appropriate, their weighted value, along with credit and GPA information.

The weighted value of a course is defined in the Course Directory through the assignment of course types.

The state course code assigned consists of a State Subject Area, Academic Level, Grade Level, and Course Length. A complete list of State Subject Areas with appropriate academic and grade levels can be obtained by printing the State Course Definitions Report (R177) in SIMS. (See the attached document entitled “Course Definition” for a description of specific coding guidelines)

The state (external) course number assigned must be in compliance with NCDPI standards as defined in SIMS Report 177 and the attached “Course Definition” document.

The weights assigned to courses must be in compliance with the North Carolina Standard detailed in the attached document entitled “Grading and Weighting Standards.”

Academic Progress Parameters Directory – This directory defines, among other things, a school’s report periods and the GPA used in SIMS to accumulate credits toward graduation (i.e., the GPA that has been defined according to the standards in the attached “Grading & Weighting Standards.”) Once the standard GPA has been designated, a change should not be attempted.

The report period at which Alternate Final Marks are collected is defined in the Academic Progress Parameters Directory. Generally, Alternate Final Marks (grades) are used to collect and report academic progress information on courses in progress. These grades are used in the calculation of the cumulative GPA. Therefore, when possible, if the transcript is produced before the end of the course, an Alternate Final Mark (grade) is assigned representing either the student’s cumulative status from the beginning of the course to the end of the most recently completed semester, or the status of the Mid-year Reporting Term used to determine academic eligibility according to the Dropout Prevention/Driver’s License legislation. (See Driver’s License Eligibility for a discussion of the Driver’s License Mid-year Reporting Term.).

Previous Schools Directory – Codes are used to designate schools from which prior marks have been earned. These codes will print on the transcript to indicate which marks were earned at schools other than the current one.

Historical Marks – In order for the transcript to represent a complete picture of a student’s academic performance, marks earned at previous schools must be entered for each of the courses specified in the “Courses Included” section above when a student enrolls in a new high school. The following information should be entered in the Historical Marks function for each of the courses:

Course number (the internal course number selected from the current school’s Course Directory)

UNC Minimum Admission Requirements

The transcript reflects the status of coursework that contributes toward meeting UNC Minimum Admission Requirements. This is accomplished by the assignment of course types in the Course Directory to courses that meet those requirements. The following course types should be assigned to appropriate courses as shown:

Note: The Career Planning Module in SIMS calculates the UNC Minimum Admission Requirements Remaining without the use of the course types defined above. In a future release of SIMS, the transcript will be modified to use the Career Planning method to calculate Minimum Admission Requirements Remaining for this part of the transcript. This will ensure consistency and eliminate the need for course types in this determination.

Performance Information

The Performance Information Section contains the following, all directly impacted by the accuracy of the Course Maintenance described in the Course Detail section of this document:

Class Rank Cumulative weighted and unweighted GPA Total weighted and unweighted mark points Total credits earned by the student.

Class Rank - The Rank Students process must have been run for the current academic year and semester.

GPA Calculation – The GPA calculation is based on the GPA designated in the Academic Progress Parameters Directory as the standardized GPA. (See discussion of Academic Progress Parameters Directory in the Course Detail section above.) All courses completed in grades 9-12, including courses in progress at the time the transcript is printed, are included in the calculation.

For courses in progress, Alternate Final Marks and prorated credits are used in the calculation. For those schools who are using partial credit courses, the calculation differs. If the first semester grades have been posted to partial credit courses, the semester mark (grade) will determine the amount of credit a student will receive in the calculation. For example, if a student receives a passing mark for the first semester on a year long partial credit course (assume .5 credits can be earned for each semester), that student will receive one full credit. If the student has a failing mark for the first semester and a final mark has not yet been posted for the second semester, the student will be considered as having earned no credits for the first semester, but will receive .5 credits for the second semester.

Test Information

Specific standardized test scores are expected for each student, with multiple sets of scores for tests taken more than once. While additional tests can be included at the school’s option, the following tests are to be included:

Awards and Achievements

The following awards/achievements are expected on the transcript. Additional awards/achievements and extra-curricular activities can be included at the school’s option.

National Achievement Award National Honor Society National Merit Scholar NC Academic Scholar Salutatorian Valedictorian

The awards/achievements/extra-curricular activity codes are set up using the Student Group Directory. NCDPI has pre-defined the first four characters of the eight character code for a number of these codes. The last four characters may be optionally defined by the school to indicate the grade level or year the award was obtained. Schools may define their own award codes if none of the state codes are appropriate. In this case, the school’s code must begin with either “X”, “Y”, or “Z” to prevent possible conflict with state codes. Curriculum-Related Work Experience

This section shows any curriculum-related work experience for the student, such as Apprenticeship, Co-op, Internship, etc, if the data exists in the student’s record.

Immunization Information

All immunizations that are required for entry in NC public schools are included. Each must include the date.

The University System has requested that schools submit student immunization information separately, since it is used by health services and not needed in the transcript evaluation process. SIMS provides an option to print it separately.

Attendance Information

This section prints attendance data from the student’s current school and previous schools. Prior school attendance information comes from the Student Personal Data (SPD) record. For this reason, it is important that this data move with the student from school to school.

APPENDIX G: GRADING AND WEIGHTING STANDARDS Revised 12/9/94

Summary Of Standards For Calculating The Weighted Grade Point Average And ClassRank Of North Carolina Public High School Transcripts

The calculations are based on a standardization of:1. academic course levels2. grading scales3. the weighting of course grades

The class rank is based on a weighted grade point average in which a single (1) quality pointor weight is added to passing grades earned in Advanced/Honors/Academically Gifted courses or two (2) quality points are added to passing grades earned in Advanced Placement or International Baccalaureate courses.

Academic Course Levels and Associated Weights

Basic/Introductionto/Standard(S)

Course content, pace and academic rigor followstandards specified by the North Carolina StandardCourse of Study (N.C.S.C.S.) with occasional contentenrichment where appropriate. This course providescredit toward a high school diploma and requires theend-of-course test where available.

Advanced/Honors/Academically Gifted(H)

Course content, pace and academic rigor put highexpectations on the student and surpass standardsspecified by the N.C.S.C.S. Such courses demand agreater independence and responsibility. The coursesprovide credit toward a high school diploma and requirean end-of-course test where available. The stateweighting system adds the equivalent of one qualitypoint to the grade earned in such courses.

Advanced Placement/Baccalaureate(AP)(IB)

Course content, pace and academic rigor is college-levelas adopted International by the College Board or theInternational Baccalaureate (IB) program and geared toenable students to pass the AP or IB test. The courseprovides credit toward a high school diploma and, incases where the course is the first course taken by astudent in a subject, an end-of- course test is required ifone is offered in the subject. The state weighting systemadds the equivalent of two quality points to the gradeearned in the AP/IB course.

APPENDIX G: GRADING AND WEIGHTING STANDARDS – Continued

Grading ScalesHigh schools use one of three optional grading scales. The conversion of grades to qualitypoints is standardized and made equivalent under each option. Implicit in each option is aconversion of percentage grades to letter grades according to the following scale:93-100=A; 85-92=B; 77-84=C; 70-76=D; <69=F. Grades and the corresponding numberof quality points are shown below for each of the three options.

Courses that Are Eligible for WeightsCourses eligible for weights include 9th grade (except Algebra I) and higher level courses that fall into one of the following three categories.

1. Honors/GT sections of standard level academic courses (provided that the standard level of the course is also offered at the high school); arts courses that meet honors-level standards adopted December 1, 1994; and honors courses offered by magnet high schools. Such courses are assigned to category H, (1 point)

2. Pre-calculus (advanced mathematics 2970), non-AP/IB calculus, mathematics courses beyond the level of calculus, and foreign language courses beyond the second year level. Such courses are considered to be inherently advanced and are assigned to category H, (1point)

3. All AP/IB and higher level college courses. (2 points)Remedial courses and vocational courses are not eligible for weighting.

COURSE DEFINITION

Expectations A student’s coursework is expected to be maintained at a student’s current home school. While only current year data is required for students in grades K-8, a complete academic history of 9th through 12th grade coursework (including certain pre-9th grade courses) is required for students in grades 9-12. Current year data includes courses in progress at the student’s home school, and for students in grades 9-12 it includes courses in progress at other schools also.

Guidelines The following are guidelines for defining courses to ensure that the NC Standard Transcript and the UERS reporting are correct and consistent statewide.
