1. INTRODUCTIONLa Fédération Internationale de l’Automobile («la FIA») organise le Championnat Historique de la Montagne de la FIA («le Cham-pionnat» ou «le CHM»), qui est la propriété de la FIA et embrasse cinq titres de Champion Historique de la Montagne de la FIA pour Pilotes, dans les Championnats spécifiques suivants:– le Championnat Historique de la Montagne de la FIA, disputé
par les Pilotes engageant des voitures de la Catégorie 1,– le Championnat Historique de la Montagne de la FIA, disputé
par les Pilotes engageant des voitures de la Catégorie 2,– le Championnat Historique de la Montagne de la FIA, disputé
par les Pilotes engageant des voitures de la Catégorie 3,– le Championnat Historique de la Montagne de la FIA, disputé
par les Pilotes engageant des voitures de la Catégorie 4,– le Championnat Historique de la Montagne de la FIA, disputé
par les Pilotes engageant des voitures de la Catégorie 5.La FIA organise la Coupe des Nations HHC de la FIA, une Compétition qui est la propriété de la FIA et embrasse un titre de Vainqueur FIA.
3. OBLIGATIONS GÉNÉRALES3.1 Toutes les parties concernées par toute Compétition du Cham-pionnat (FIA, ASN, Organisateurs, Concurrents, Pilotes) s’engagent en leur nom propre et celui de leurs employés et agents, à ob-server:– toutes les dispositions du Code Sportif International («le Code»)
et de ses Annexes,– le Règlement Technique (Annexe K),– les Lignes Directrices de Sécurité en Course de Côte,– les Prescriptions Générales applicables aux Compétitions Internationales de Course de Côte,– le présent Règlement Sportif et ses Annexes,– le Règlement Particulier de chaque Compétition.
4. CHAMPIONNAT ET COMPÉTITIONS DE CHAMPIONNAT4.1 Le Championnat comporte 12 Compétitions au maximum. Si, à l’issue de ce Championnat, le nombre de Compétitions ayant eu lieu est inférieur à 6, la FIA pourra ne pas attribuer le titre.4.2 Chaque Compétition aura le statut de Compétition Internatio-nale libre.4.3 Le calendrier du Championnat est divisé en deux demisaisons.Les Compétitions seront réparties en deux fractions d’égale im-portance. Si toutefois le total des Compétitions formait un nombre impair, la première fraction de ce total comporterait une Compéti-tion de plus que la seconde.
8. PILOTES ET CONCURRENTS ADMIS8.1 Les Pilotes et les Concurrents doivent être titulaires de Li-cences Internationales FIA de Pilote (Degré A, B, C, C/H, D, D/H, R ou R/H) et de Concurrent en cours de validité et des autorisations (visas) nécessaires délivrées par leur ASN affiliée à la FIA. Les Pilotes doivent être détenteurs du permis de conduire auto-mobile.8.2 Les Concurrents et Pilotes étrangers au pays organisateur doivent être en possession d’une autorisation de départ écrite de l’ASN qui a établi leur Licence (même sous forme d’une simple note sur la Licence).
9. CANDIDATURES DES CONCURRENTS9.2 Les candidatures de participation à la Compétition devront être soumises à l’Organisateur au moyen du formulaire d’engagementdisponible auprès de l’Organisateur ou sur le site internet de l’Or-ganisateur.

1. FOREWORDThe Fédération Internationale de l’Automobile (“the FIA”) organises the FIA Historic Hill Climb Championship (“the Championship” or “the HHCC”), which is the property of the FIA and comprises five titles of FIA Historic Hill Climb Champion Driver in the following specific Championships:– the FIA Historic Hill Climb Championship, contested by Driv ers entering cars of Category 1,– the FIA Historic Hill Climb Championship, contested by Drivers entering cars of Category 2,– the FIA Historic Hill Climb Championship, contested by Drivers entering cars of Category 3,– the FIA Historic Hill Climb Championship, contested by Drivers entering cars of Category 4,– the FIA Historic Hill Climb Championship, contested by Drivers entering cars of Category 5.The FIA organises the FIA HHC Nations Cup, a Competition which is the property of the FIA and comprises one title of FIA Winner.
3. GENERAL UNDERTAKINGS3.1 All the parties concerned by any Competition of the Cham-pionship (FIA, ASNs, Organisers, Competitors, Drivers) under-take, on behalf of themselves, their employees and agents, to observe:– all the provisions of the International Sporting Code (“the
Code”) and its Appendices,– the Technical Regulations (Appendix K),– the Hill Climb Safety Guidelines,– the General Prescriptions applicable to International Hill Climb
Competitions,– the present Sporting Regulations and their Appendices,– the Supplementary Regulations of each Competition.
4. CHAMPIONSHIP AND CHAMPIONSHIP COMPETITIONS4.1 The Championship is run over a maximum of 12 Competitions. If, at the outcome of this Championship, the number of Competi-tions that have taken place is lower than 6, the FIA may decline to award the title.4.2 Each Competition will have the status of a full International Competition.4.3 The Championship calendar is divided into two half-seasons.The Competitions will be divided into two equal halfseasons. How-ever, if the total number of Competitions is an odd number, the first half-season will include one more Competition than the second half-season.
8. ELIGIBLE DRIVERS AND COMPETITORS8.1 Drivers and Competitors must hold valid FIA International Driv-er’s Licences (Grade A, B, C, C/H, D, D/H, R or R/H) and Internation-al Competitor’s Licences, as well as the necessary authorisations (visas) issued by their ASNs affiliated to the FIA. Drivers must hold a car driving licence.8.2 Foreign Competitors and Drivers must be in possession of written authorisation to take part in the Competition from the ASN which issued them with their Licence(s) (even in the form of a simple note on the Licence).9. COMPETITORS’ APPLICATIONS9.2 Applications to take part in the Competition must be submitted to the Organiser by means of the entry form available from the Organiser or on the Organiser’s website. The entry fee will be indi-cated in the SupplementaryRegulations.

In each Category: the Competitors start in increasing order of classes (A1 to A10, B1 to B9, C1 to C5, D1 to D10, E1 to E5).12.4.2 The clerk of the course is free to modify the starting order according to the circumstances.

16.1 La signalisation suivante pourra être utilisée pendant les manches d’essais et de course, et elle devra être strictement respectée:

DÉROULEMENT DE LA COMPÉTITION17.1 Chaque Compétition doit comprendre:– un briefing des Pilotes (une réunion) ;– au minimum une manche d’essais ;– au minimum deux et au maximum trois manches de course.Longueur minimale du parcours : 3,5 km.Pour les parcours égaux ou supérieurs à 8 km : l’Organisateur pourra prévoir soit une manche, soit deux manches de course par Pilote.17.2 Manches d’essaisLe nombre des manches d’essais de chaque Compétition seraprécisé dans le Règlement Particulier.17.3 Manches de course17.3.1 Le nombre des manches de course de chaque Compétitionsera précisé dans le Règlement Particulier.17.3.2 Pour être admis au départ de la/des manche(s) de course, tout Pilote sera obligatoirement tenu de terminer au moins une manche d’essais. Les cas particuliers seront soumis aux commis-saires sportifs.17.3.3 Un abandon lors d’une manche de course ne peut pas êtrele motif d’un refus de départ à l’une des manches de course sui-vantes.17.3.4 Toutes les manches de course du Championnat auront lieusuccessivement le même jour (généralement le jour suivant les manches d’essais) selon l’horaire précisé dans le Règlement Par-ticulier.

16.1 The following flag signals may be used during the practice and race heats, and must be strictly observed:
17. RUNNING OF THE COMPETITION17.1 Each Competition must include:– a Drivers’ briefing (meeting);– at least one practice heat;– a minimum of two and a maximum of three race heats.Minimum length of the course: 3.5km.For courses measuring 8km or more, the Organiser may schedule either one or two race heats per Driver.17.2 Practice heatsThe number of practice heats in each Competition will be indicated in the Supplementary Regulations.17.3 Race heats17.3.1 The number of race heats in each Competition will be indi-cated in the Supplementary Regulations.17.3.2 For admission to the start of the race heat(s), all Drivers must mandatorily complete at least one practice heat. Special cases will be submitted to the stewards.17.3.3 Retirement from a race heat cannot constitute grounds forrefusing to allow a driver to start in one of the subsequent race heats.17.3.4 All Championship race heats will take place consecutively on the same day (generally the day following the practice heats) in accordance with the timetable indicated in the Supplementary Regulations.
20. CLASSIFICATION, PRIZES AND CEREMONY OF THE CHAMPIONSHIP20.1 Classification and scale of points20.1.1 At the end of each Competition, points will be awarded asfollows:Category points

Points des classes
Par «partant», il faut entendre un Pilote ayant effectué les essais et pris le départ de la course. Pour être classé, un Pilote doit terminer et franchir la Ligne d’Arrivée de toutes les manches chronométrées comptant pour une Compétition.20.2 Classement final du Championnat20.2.1 Cinq classements distincts seront établis, un pour chacune deces cinq catégories.20.2.2 Seuls seront retenus pour le classement final du Champion-nat les Pilotes ayant participé à au moins cinq Compétitions dont trois au moins en dehors du territoire de leur ASN.20.2.3 Pour chaque demi-saison, le nombre de résultats retenus sera le total moins un.20.2.4 Ex æquoPour les dix (10) premiers Pilotes classés dont le total de points au classement final du Championnat serait identique, la règle pour les départager sera la suivante:a) L’avantage ira au Pilote de la voiture de période plus ancienne (conformément à l’Article 3 de l’Annexe K). Si un Pilote utilise plus d’une voiture, la voiture prise en considération pour le critère d’ancienneté sera la voiture utilisée pour marquer le plus grand nombre de points (le Groupe de Travail Technique de la Commis-sion du Sport Automobile Historique tranchera toute contestationconcernant l’ancienneté des voitures).b) S’il s’avère qu’il y a toujours des ex æquo, les Pilotes concernés seront déclarés ex æquo.20.3 Distinctions et Prix de la FIA20.3.1 A la fin de la saison, le Pilote ayant obtenu le total de pointsle plus élevé sera déclaré :– Dans la Catégorie 1 Champion Historique de la Montagne de la FIA - Catégorie 1– Dans la Catégorie 2 Champion Historique de la Montagne de la FIA - Catégorie 2– Dans la Catégorie 3 Champion Historique de la Montagne de la FIA - Catégorie 3– Dans la Catégorie 4 Champion Historique de la Montagne de la FIA - Catégorie 4– Dans la Catégorie 5 - Monoplaces Champion Historique de la Montagne de la FIA - Catégorie 524. COUPE DES NATIONS HHC DE LA FIA24.1 Une Coupe des Nations HHC de la FIA («la Coupe») sera orga-nisée dans le cadre du Championnat.24.2 Chaque nation pourra y comptabiliser des points. 24.3 Les trois meilleurs scores (à raison d’un seul par Catégorie) de chaque nation à chaque Compétition (utilisant le même barème de points que celui appliqué dans le Championnat) seront pris en considération pour le classement de la Coupe.24.4 Le vainqueur final de la Coupe sera la nation ayant marqué le plus grand nombre de points au terme du Championnat. Tous les résultats seront pris en considération.24.5 Dans le cas où plus d’une nation totaliserait le même nombre de points, l’égalité sera tranchée sur la base du plus grand nombre de premières, puis de deuxièmes, puis de troisièmes places (et ainsi de suite) obtenues.

Class points
A “starter” is a Driver who has practised and started the race.To be classified a Driver must complete and cross the Finish Line of all the timed heats counting for a Competition.20.2 Final Championship classification20.2.1 Five separate classifications will be drawn up, one for each of these five categories.20.2.2 Only Drivers who have scored at least 1 point within the framework of the Championship Competitions will be included in the final Championship classification.20.2.3 For each half-season, the number of results retained will be the total minus one.20.2.4 Dead heatFor the first ten (10) classified Drivers whose total points tally is identical in the final Championship classification, the rule to break the deadlock will be as follows:a) The Driver of the car from an older period (according to Article 3 of Appendix K) will take precedence. If more than one car is used by a Driver, the car taken in consideration for the age criteria will be the car used to score the greater number of points (the Historic Motor Sport Commission Tech-nical Working Group will decide anydisputes concerning the age of the cars).b) Should the dead heat persist, a dead heat will be declared between the Drivers concerned.20.3 FIA Awards and Prizes20.3.1 The Driver having obtained the highest points total at the end of the season will be declared:– In Category 1 FIA Historic Hill Climb Champion Category 1– In Category 2 FIA Historic Hill Climb Champion Category 2– In Category 3 FIA Historic Hill Climb Champion Category 3– In Category 4 FIA Historic Hill Climb Champion Category 4– In Category 5 - Single Seaters FIA Historic Hill Climb Champion Category 5
24. FIA HHC NATIONS CUP24.1 A FIA HHC Nations Cup (“the Cup”) will be organized withinthe Championship.24.2 Each nation will be able to score points.24.3 The best three results (considering one per Category) of each nation in each Competition (using the same point system as applied for the Championship) will be retained for the clas-sification of the Cup.24.4 The final winner of the Cup will be the nation with the grea est number of points at the end of the Championship. All results considered.24.5 Should more than one nation scored the same number of points, the tie will be settled on the basis of the greatest number of 1st, then 2nd, then 3rd places (and so on) obtained.
For classes with three or more starters:
