INTERREG VB Noordzee en Noordwest richten zich op transnationale samenwerking tussen diverse partners uit verschillende landen.

Totaal EFRO-budget: Noordzee € 150 mln. en Noordwest € 396 mln. 50% - 60% subsidie.

DEFINITIE

Circulaire Economie

De circulaire economie is een economisch systeem dat bedoeld is om herbruikbaarheid van producten en grondstoffen te maximaliseren en waardevernietiging te minimaliseren. Anders dan in het huidige

waardevernietiging te minimaliseren. Anders dan in het huidige lineaire systeem, waarin grondstoffen worden omgezet in producten die aan het einde van hun levensduur worden vernietigd.

Biodiversiteit

Vormt de basis van het leven. Ze levert grondstoffen, medicijnen en voedsel, maar ze reguleert ook de water- en luchtkwaliteit. Door de economische groei, toenemende bebouwing en uitbreiding van de infrastructuur is ze onder grote druk komen te staan.

INTERREG VB Noordzee 2014 – 2020 PRIORITEITEN

1. Versterking van onderzoek, technologische ontwikkeling en innovatie = groei van economie;

2. Behoud en bescherming van het milieu en het bevorderen van resource efficiëntie= stimuleren van groene economie;

Prioriteit 2 bevat één thematische doelstelling (TO) en één Investment Priority (IP), dat zich vertaalt in twee specifieke doelstellingen (SO).

Het ondersteunen van industriële overgang naar een resource efficiënte economie, het bevorderen van groene groei, eco-innovatie en milieuprestaties management in de publieke en private sector.

3. Het bevorderen van aanpassing aan de klimaatverandering, preventie en risicobeheer enBehoud en bescherming van het milieu en het bevorderen van resource efficiëntie= klimaatverandering – behoud v/h milieu;

4. Bevordering van duurzaam vervoer en opheffing van knelpunten in centrale netwerkinfrastructuren = mobiliteit.

Prioriteit 3 bevat twee thematische doelstellingen (TO) en twee Investment Priorities (IP), die zich vertalen in twee specifieke doelstellingen (SO).

Eén daarvan komt in aanmerking:

Bescherming en herstel van de biodiversiteit en de bodem en het bevorderen van ecosysteemdiensten, onder meer door Natura 2000 en groene infrastructuur.

PRIORITEITEN

1. Versterking van onderzoek, technologische ontwikkeling en innovatie;

Prioriteit 3 bevat een thematische doelstelling (TO) en een Investment Priority (IP), dat zich vertaalt in een specifieke doelstelling (SO5).

2. Ondersteuning van de overgang naar een koolstofarme economie in alle bedrijfstakken;

3. Bescherming van de leefomgeving en stimuleren van efficiënt gebruik van grondstoffen en materiaal.

Het bevorderen van innovatieve technologieën voor bescherming milieu, resource efficiëntie in de afvalsector, de watersector, bescherming van de bodem of vermindering luchtvervuiling.

Examples of possible Projects: Circulaire Economie

INTERREG VB NOORDZEE:

Transnational projects can, for example, demonstrate the potential for businesses of increased use of recycling, introducing zero waste production and consumption methods („use and re-use‟), making much greater use of renewable energy, green buildings, sustainable transport and mobility, improved land use planning and improved management of waste and water.

Use of renewable natural materials such as bioplastics and biofuels should be promoted as much as possible. Where it is not possible to identify renewable materials, projects should try to adapt consumption, and improve reuse and recycling including finding new uses for materials generally regarded as waste. The trend should be towards circular economies where the majority of materials are returned to nature and products are designed in such a way that non-natural materials can be reclaimed in high quality form at the end of product lifetimes.

INTERREG VB NOORDWEST:

1. Implementing solutions to mitigate the impact of resource intensive industrial sectors;

2. Designing and implementing new production measures by public, private and research organisations, delivering the concept of the ‘circular economy’; ‘circular economy’;

3. Designing and implementing new products, processes, technologies or solutions that minimise resource use and / or replace non-renewable materials, such as biomaterials, alternative fabrics and bio-plastics;

4. Implementing life cycle analyses of products and services as a tool to improve resource efficiency;

5. Developing and implementing collaborative approaches to increase the usefulness of waste, such as extraction of energy from waste;

6. Developing 'industrial ecology' practices, encouraging collaborative approaches between organisations to use waste, energy and materials.


INTERREG EUROPE:

1. Regional business support actors sharing experiences on support measures and schemes to encourage manufacturing SMEs to assess their resource use and introduce more resource efficient work processes, and to prepare the introduction of these instruments through a regional Growth&Jobs programme or other programme.

2. Exchange of experience among regional authorities and waste


2. Exchange of experience among regional authorities and waste management agencies on policies and measures to reduce waste volumes and increase recycling rates among small businesses and households to plan the implementation of those measures as part of regional waste management programmes.

3. Exchange of practices among regional and local authorities on methods for the monitoring, management and improvement of air quality in urban and industrialised areas, resulting in Action Plans for establishing air quality and monitoring and mitigation schemes through projects under their regional Growth and Jobs programmes.

INTERREG VB NOORDZEE:

1. Develop and implement long-term strategies for sustainable management of North Sea landscapes and the North Sea itself. This should include ways of reducing nitrogen and phosphorous overloads pollution and biodiversity loss, as well as ensuring sustainable limits for resource extraction, freshwater use and land use;

2. Develop and test new methods and technologies for tackling environmental problems. Thus early identification of potential problems and identification of new opportunities for better use of natural and maritime areas. This should include development and deployment of new methods and technologies for environmental monitoring and management;

3. Use participatory processes to win stakeholder support for environmental measures. It will not be possible to address all relevant challenges and projects should be developed around the most pressing and serious shared threats to the ecosystems in partner regions.

INTERREG EUROPE:

1. Exchange of practices between regional authorities and nature management agencies in urbanised regions on nature management to prepare development and integration of regional green infrastructures in zones under urban pressure as part of regional (Growth and Jobs) programmes.

2. Regional authorities and knowledge institutes exchanging 2. Regional authorities and knowledge institutes exchanging experiences on methods to assess vulnerability of regional and cross-border ecosystems, identify mitigative measures and plan their application through regional Growth&Jobs and ETC/cross-border cooperation programmes.

3. Exchange of experience among regional authorities and nature park management bodies on governance models for regional nature parks and NATURA 2000 areas to prepare the introduction of new management and exploitation models for their regional parks
