Mazar-E-Sharif: An intense gun-battle between security forces and the attackers took place outside the Indian Consulate in Mazar-e-Sharif after assailants attempted to storm the mission building on January 3rd, 2016.

The standoff ended on the night of January 4 at around 2100 Hrs after the attackers who entered the building opposite the Indian Consulate were killed. One Afghan police solider also lost his life and nine others including three civilians were wounded in the incident. As the Consulate came under attack, Indo-Tibetan Border Police (ITBP) commandos

As per sub-para (ix) of the Govt. of India (MoF/DoE) O.M. No- 20014/3/83-R. IV dated 14.12.1983 as amended from time to time, the following options are available to a govt servant who leaves his family behind at the old duty station or another selected place of residence and has not availed the transfer travelling allowance for the family:-

(a) The govt servant can avail the LTC for journey to home town once in a block period of 2 years under the normal LTC Rules.

(b) In lieu thereof, the govt servant can avail the facility for himself to travel once a year from the station of posting in the North East to his home town of place where the family (restricted only to the spouse and two dependent children of age upto 18 years in r/o sons and upto 24 years in r/o daughters) also to travel once a year to visit the employee at the station of posting".

It has been observed that the officers and personnel during their posting in the North-Eastern

Region, are availing both year-wise FLPCs and two year block LTCs in the same block year which is contrary to the guidelines/instructions issued by the Govt. of India on the subject as re-produced above which leads to audit objections and recovery (with penal interest) at later stage. Further, it has also been noticed that the entries regarding FLPCs/LTCs are making in the Casualty Sheets of the officer/personnel, in a very casual manner. In some cases, the entries of FLPCs/LTCs have not been found in the Service Book being maintained in the Central Record Office, New Delhi which is a serious lapse on the part of the Controlling Office as well as staff maintaining the records.

In view of the above, the respective controlling offcers are hereby directed to follow and comply with the guidelines & instructions issued by the Govt. of India on the subject strictly in order to avoid any audit objections and financial irregularities at the later stage. The officers and staff dealing with such matters may kindly be directed accordingly.
