For this year’s guide we asked for your advice and called upon a random sampling of Prior Lake residents to tell us what they love about living here. Throughout our 2015-16 Prior Lake Lifestyle Guide, you’ll see what they enjoy about the city, the community, the businesses and all the other amenities that make Prior Lake not just where they live but what makes it their home.

Originally a resort community, the city has evolved from a 1-square-mile rural town of 400 people to a more than an 18-square-mile community of about 23,000 people. Prior Lake continues to manage growth and maintain its small town roots.

Downtown Prior Lake continues to transform and is a des-tination where people can shop, recreate, dine and socialize.

Downtown features a variety of eating establishments. Summer events downtown include the Farmer’s Market, the Lakefront Days celebration, Prior Lake Rotary Lakefront Music Fest, concerts in the park and Ladies Night Out.

Prior Lake also continues to move forward as an attractive community in which to open or expand a business.

This publication offers a directory of information and resources used by Prior Lake area businesses and residents, especially those who are new to this area.

to any small town sleepiness.“Our city is definitely based on recreation,” Angie Barstad of

Prior Lake Parks and Recreation said. “That’s how we started back in the day.”

From the big celebrations to the neighborhood parties and every-thing in between, Barstad said, Prior Lake is dedicated to bringing people outdoors and bringing them together. It’s a mission they’ve had ever since their beginning as a resort town.

Mystic Lake Casino Hotel and Little Six Casino, operated by the Shakopee Mdewakanton Sioux Community, continue to draw excited crowds, and the community is just a short stint away from thrill rides at ValleyFair amusement park and heart-pounding races at Canterbury Park.

More fun can be found right in Prior Lake’s 55 parks and two public beaches. The “crown jewel” of that trove, Barstad said, is Lakefront Park, located just off the downtown area, which hosts both the Lakefront Days festivities in the summer and the cheery Holidazzle celebration in the winter.

It also holds the annual Lakefront Music Fest, a two-day smash of live rock and country performances put on by the Prior Lake Rotary Club. The festival makes Prior Lake a destination for people all over the region, with past appearances from Daughtry, Trace Adkins, Smash Mouth and more.

The park, meanwhile, stays beautiful all year long.

The city of Prior Lake prides itself on its park system. More than 50 parks offer summer and win-ter recreational opportunities. The community has two public beaches, two public accesses to Prior Lake, 34 athletic fi elds that include nine soccer fields, two football fields, seven baseball diamonds and 16 softball/t-ball fi elds. There are also fi ve horse-shoe pits, eight sand volleyball courts, two tennis courts and a skate park.

Most of the parks also have play-ground equipment and trail sys-tems. Most parks have shelters, restrooms and electrical outlets. These areas can be reserved for group picnics at a daily rate of $50 for residents or $100 for non-residents. To reserve one of these areas, contact City Hall at 952-447-9800. Prior Lake’s restaurant scene shares the feel of the town overall: small, proud and local.

What started as a very limited selection has blossomed into a growing cluster of small businesses that have become local legends.

Very few chains can be found among its dining options, but Prior Lake is close enough to other commercial centers to afford full access to whatever you might be craving. However, residents like Joe Dols of the Prior Lake Rotary fi nd more than enough variety and quality in town to keep them satisfi ed.

“Now, we hardly ever go out to eat outside Prior Lake anymore,” he said.

There’s a closeness and a sense of quality associated with Prior Lake’s intimate restaurant options. Local institutions like The Pointe, Sur Lago and The Cove are locally owned and operated.

“When you go to these places, you can meet the owner,” Angie Barstad of Prior Lake Parks and Recreation said.

On top of that, Prior Lake becomes a food destination on summer weekends thanks to its downtown farmer’s market. Not only does it offer fresh produce and hand-crafted products like homemade teri-yaki sauce and kettle corn popped onsite, it also has plenty of dining options, from coffee to baked goods to southwest cuisine.

Shoppers can enjoy a hot, savory meal on sunny weekend morn-ings at the market while sitting at tables and listening to live musical performances — and maybe grab a jar of hot peppers to take home.

Prior Lake has maintained a running dialogue between its local government and residents when it comes to shaping the city’s growth and managing tax dollars.

Prior Lake prides itself on its “small town feel,” and part of that is thanks to its small town government.

Prior Lake is governed by a mayor and four City Council members, each of them elected to serve four-year terms. They meet on the second and fourth Mondays of every month at Prior Lake City Hall, located at 4646 Dakota St.

The staff in City Hall is small, according to Angie Barstad in the Parks and Recreation Department, but they are effi cient, passionate and live in the town they serve.

“They’re very familiar with the community,” Barstad said.And the community is familiar with them. Prior Lake has main-

tained a running dialogue between its local government and residents when it comes to shaping the city’s growth and managing tax dollars. Credit River and Spring Lake Townships have their own town boards.

The Shakopee Mdewakanton Sioux Community (SMSC) also has its own sovereign government, which provides civic services to its mem-bers and has intergovernmental agreements with the civic bodies of the surrounding cities and Scott County. All enrolled members ages 18 and older are part of the General Council, which is represented by the three elected members of the Business Council.

Prior Lake is represented on the state level by representatives for Minnesota House District 55B and Senate District 55, and on the na-tional level by Minnesota’s Second Congressional District, but much of Prior Lake’s governmental approach has a very close-to-home, self-contained attitude.

Snow RemovalTo facilitate snow and ice remov-al, parking is not allowed on city streets (including downtown) be-tween the hours of 2 a.m. and 6 a.m. daily, beginning Nov. 1 and ending March 31. Violators will be tick-eted. Streets, alleys and municipal parking lots are usually plowed within 24 hours after a snowfall. Major thoroughfares and collectors streets are given priority, followed by residential streets and alleys.

Sidewalks/Fire HydrantsFrom a liability perspective and in consideration of guests and cus-tomers, property owners are re-sponsible for shoveling sidewalks and clearing snow from around fi re hydrants.

Shed ConstructionSheds of less than 120 sq. ft. with-out permanent flooring may be constructed without a building permit. A zoning permit is required to assure proper setbacks.

Other Permits & LicensesThe city also has other license and permit requirements. Gambling, liquor, massage, refuse hauler, solicitors, outdoor events and cigarette licenses may be applied for from the Finance Department.

This product is available through the Prior Lake Public Works Department by call-ing 952-447- 9800.

about a wonderful quality of life. Prior Lake has it.

Prior Lake’s quality of life takes many forms: its attractive downtown, its exciting recreational opportunities, its bountiful natural resources, its strong sense of community and civic pride, and its economic vitality.

But Prior Lake’s great quality of life did not appear like a rabbit from a hat. Over a long period we have protected and invested in our many resources, increased the use of our recreational amenities, strengthened our neighborhoods and community bonds, nurtured our cooperative efforts and earned our reputation as a wonderful place to live, work and play.

Prior Lake also maintains a high-quality park and trail system that connects neighborhoods and provides

a sense of place. We are graced with one the fi nest recreational lakes in the metro area. Prior Lake works hard to preserve water quality and recreation opportunities, expand parks and wetland areas and provide residents with many family-oriented and water-related activities and experiences throughout the year.

Prior Lake’s active, involved and engaged residents are to be thanked. More than 50 volunteers serve on city advisory committees and commissions. Civic service groups also make a positive impact, including the Optimists, Rotary, Lions, VFW, Chamber of Commerce and more. Youth athletics groups – PLAY, PLBA, the Hockey Association, Soccer Association, Swim Club, and more every year – run with the active support of hundreds of parent

volunteers. And various groups look after our lakes, including the Lake Associations, the Yacht Club and others.

If you don’t believe in Prior Lake’s magic, take a look at a resident survey from earlier this year. It shows emphatically that most people love the quality of life here, and the numbers get higher every year of the survey. In 2014, 95 percent of residents rated the quality of life as positive – either excellent or good. Our excellent rating for quality of life jumped from 30 to 40 percent since 2011.

Today, we do all we can to sustain the magic. More hard work and collaboration among our residents and partners is ahead, but with continued cooperation and responsible use of our natural resources, we will enjoy our wonderful quality of life for generations to come.

It is diffi cult to forecast the future, but most indications are for con-

tinued growth in the local, state and national economy. Sharply lower oil prices and a stronger dollar are re-shaping the Minnesota economic outlooks. Cheaper oil reduces capital expenditures in oil-related industries and allows consumers to divert spending toward non-gasoline pur-chases. The strong dollar makes im-ported goods more affordable. Both factors place temporary downward pressure on infl ation in the near-term.

The overall outlook for economic growth continues to improve accord-ing to the Minnesota Department of Management and Budget. The Department of Management and Budget expects the real GDP growth for 2016 increasing to 2.7 percent and 2.8 percent in 2017. The Depart-ment of Management and Budget forecasts signifi cant income growth for individuals in 2016 and 2017. But, what is happening closer to home?

The private sector usually follows strong governmental spending. Prior Lake has several capital projects that will commence in 2016. Major construction at 150th Street and Highway 13 is just the beginning. In 2016 changes at the stoplight at Du-luth Avenue and Highway 13 will help local businesses and the consumers getting through those lights smoothly and safely. Also signalizing Arcadia Avenue and County Road 21 inter-section will probably begin in 2016.

Prior Lake, the second largest city in Scott County, is a fl ourishing community that has grown from a population of 15,917 in 2000 to 24,408 in 2014 and is expected to reach nearly 40,000 by 2040. Today, private and public investments in downtown now support 80 distinct businesses employing over 40 0

people. Downtown is fi lled with bus-tling traffi c of residents and visitors shopping, dining and using available services. According to the U.S. Cen-sus Bureau, the labor force in Prior Lake is extremely well educated with more than 40 percent of its residents earning a bachelor’s degree or higher.

Newsweek announced its 2015 High School Rankings this month, which includes “America’s Top High Schools,” a list of 500 high schools nationwide that excel at preparing students for college. Prior Lake High School made the list at 463. More than 16,000 schools across the nation were considered for the rankings. This placed Prior Lake High School in the top 2.9 percent in the nation, according to Newsweek. The News-week rankings assess schools based on a broad range of data to determine which institutions do the best job of preparing students for college.

The Prior Lake City Council and Economic Development Author-ity participates in and have access to many programs that provide economic assistance to businesses and industry locating or expanding in the city.

Prior Lake is home to hundreds of thriving and successful businesses. The Prior Lake Area Chamber of Commerce consists of over 400

unique businesses. These local and area businesses represent thousands of member employees. Many of these businesses are located in downtown Prior Lake. The chamber sponsors and participates in over 50 events an-nually. These events bring the public into these businesses and helps grow those businesses. The chamber is especially strong in networking busi-ness to business along with its slogan “Shop Local, Shop Often.” Coming up in November the Chamber will be promoting Small Business Saturday.

To quote Prior Lake’s Mayor, Ken Hedberg, “The residents of Prior Lake reinforce a warm, small�town feel by welcoming visitors with courtesy and hospitality. Prior Lake’s downtown serves as the hub of the city, offer-ing a walkable destination, specialty shopping, dining, entertainment and services that meet the needs of resi-dents and visitors alike.”

Prior Lake continues to offer a busi-ness-friendly Economic Developemnt Authority (EDA), Economic Develop-ment Advisory Committee (EDAC) and the Prior Lake Area Chamber of Com-merce to promote and grow business.

The Scott County Historical Soci-ety (SCHS) is all about preserva-

tion, education, and access to infor-mation. We provide opportunities for cultural heritage celebration; pathway for citizenship; education opportunities; opportunities for teachers to meet Minnesota teach-ing benchmarks; internships for students; a community gathering space; tourism dollars; volunteer opportunities; a venue for creating connections; opportunities for the public to connect with their commu-nity; space for military families and reminders for why people serve; a healing space; space to ease daily stress and loneliness; an extensive

research library; and a profession-ally run artifact repository. SCHS has a little something for everyone.

In November 2015, the SCHS will host two events focused on the Vietnam war.

“Vietnam: A Window to War.” From 2 to 4 p.m. Nov. 8 there will be an Exhibit Reception & Interview for James Thompson’s photo-graphic exhibit on Vietnam.

From 7 to 8 p.m. Nov. 12, local author Kim Heikkila will discuss her book, “Sisterhood of War: Min-nesota Women in Vietnam.”

Prior Lake’s location allows for good access to the best hospitals in the state — it’s only 10 miles from St. Francis Regional Medical

Center in Shakopee — and with several medical, dental and eye clinics of its own, quality care is never too far away. Allina, Fairview and Park Nicollet all serve the area, and there are local options for behavioral health and family psychology services as well.

Prior Lake is also a great place for staying well by living an active lifestyle. Its 55 parks feature interconnecting trails that make for endless options for outdoor walking, running, riding, even snowmo-biling and snowshoeing. The lake itself is great for swimming and water sports.

Utilizing the lakesides and green spaces for activities has been a tradition in Prior Lake for years. Community runs, walks and sports are commonplace.

“Prior Lake, to me, is a healthy community,” longtime local Joe Dols said. Staying active is a positive side effect of living in a community that was born out of recreation and revolves around the lake.

There’s also a lot of access to organic, local food close at hand. The Shakopee Mdewakanton Sioux Community’s Wozupi Tribal Gar-dens grows and sells fresh, all-natural produce, which is available at farmer’s markets and at Mazopiya, Prior Lake’s natural foods market. Wozupi also puts on regular classes on healthy and sustainable cook-ing, gardening and even wild food foraging. Prior Lake residents can also grown their own healthy produce in the Kop Family Community Garden, located squarely in front of Lakefront Park.

Whatever you like to do to unwind, odds are there is a place in Prior Lake where you can do just that. The city’s parks make it

a perfect place for games, hikes or even a good sunbathe.Those more into the sporting scene won’t be disappointed, either.

The town has several lush golf courses, including The Wilds Golf Club, Legends Golf Club and the Meadows at Mystic Lake.

“I’m a golfer,” 30-year resident Joe Dols said. “We have some of the best golf courses in the southwest metro.”

Another popular activity is trapshooting at the Minnesota Horse and Hunt Club in Rural Prior Lake. The lake itself is a great setting for fi shing, boating, paddle boarding, swimming and more.

One of the things locals like best about lakeside fun is that it isn’t seasonal. There are activities to enjoy all year round, including ice fi shing, snowmobiling and snowshoeing. And whatever you’re inter-ested in, odds are a local park can rent out the necessary equipment.

“You can rent a pontoon and go out on the lake even if you don’t live on the lake,” Angie Barstad of Prior Lake Parks and Recreation said.

Despite the name, the Shakopee-Prior Lake Water Ski Association is much more than just a water ski club. There are many club sponsored social activities throughout the year. Wild game dinners, down hill ski trips, bicycle brunches, cross country ski progressive dinner parties, bowling, and hayrides are just a few of the activities that give club members a chance to get together off the water. There are monthly club meetings on every second Tuesday of the month in Prior Lake. The meetings start at 7 p.m. September through May and 8 p.m. June through August.

woven in to make daily life enjoyable, productive and rich for the people who call it home.

One of the area’s proudest achievements is the local school district. District 719, Prior Lake-Savage Area Schools, has been experiencing unprecedented growth, in part due to its academic excellence and a wide array of options for E-STEM (Environment, Science, Technology, Engineering and Math) learning. The most recent additions to the district have been La ola del lago — a Span-ish immersion kindergarten — a nature-based preschool program at Edgewood School and a Fab Lab for manufacturing and design classes at Prior Lake High School.

“It’s a very small town feel, but with very big aspirations in our schools,” Bill Schult of the Prior Lake Rotary Club said.

The Prior Lake Library, located downtown, is another great center for learning — and not just because of its ready supply of books. Just ask Katy Relling, a local librarian.

“There’s an enormous amount of resources at the library,” she said.In the summer, the library offers a full roster of things to do for

kids, like activities, concerts and programs. During the school year, there’s homework help, and there’s storytime all year round. Club Prior, located in the Prior Lake Library, also has plenty of programs for older adults — everything from computer classes to social dances to yoga lessons.

In its day-to-day operations, Prior Lake takes its small town atti-tude just as seriously as its investment in education and quality of life.

“It’s still quaint,” Bonnie Grapper, a lifetime resident, said. “I hope it stays that way.”

Health RequirementsHealth Services is staffed by li-censed school nurses and health support personnel who are trained in First Aid and CPR. They are available during student hours in each school. Licensed school nurses assess the health needs of students; develop appropriate health, emergency and communi-cable disease plans; and make ap-propriate referrals with follow-up. The district adheres to a “No Shot (or proof of exemption), No School” policy. This means that all students must meet the state immunization requirements prior to enrollment or schedule pick-up. Parent-Teacher GroupsThe PTC is a volunteer organi-zation of parents, teachers and principals, working together to benefit children. Hidden Oaks Middle School and Twin Oaks have parent advisory groups (PACT and PAAG) that work with staff on special activities, fund-raisers and events for the students. The Parent Advisory Council at Prior Lake High School helps to meet the developmental needs of students by involving parents in a collaborative communication effort. School ClosingsIn the event of inclement weather, school cancellations will be an-nounced over WCCO radio (830) and local TV channels 4, 5, 9 and 11. Parents are reminded to use their judgment in determining the safety of their children on days of inclement weather.

School LunchesEach school in the district (except Edgewood and Bridges) has a full-preparation kitchen offering the menu of the day and at least one alternate choice. A la carte items can also be purchased. All schools will continue to use the prepaid computer system for payment of meals. Online credit card payments are available. Free and reduced-priced lunches are provided under state and federal guidelines. Applications are avail-able on the district website, www.priorlakesavage.k12.mn.us, and at the District Services Center.

TransportationSchool district policies have es-tablished walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. T h e Prior L ake -S avage A rea School Board is the school dis-trict’s governing body. It is com-posed of seven members, each of whom is a district resident elected by voters. The terms are stag-gered, with elections conducted in November of even-numbered years.

The fi rst School Board meeting of each month is at 7 p.m. The second

meeting of each month is at 6 p.m. and is reserved for board study ses-sions, which are open to the public. The district has five elementary schools for grades kindergarten through fifth grade, a sixth grade center, two junior high schools for grades 7 through 9 and one high school for grades 10 through 12. The districts also offers a variety of early childhood programs from infants to preschool programs for families and Stepping Stones Preschool.

The District 720 School Board is the school district’s governing body. It is composed of seven members, each of whom is a dis-trict resident elected by voters to serve a four-year term. The terms have been staggered, with elec-tions conducted in November of odd-numbered years.

Years ago, Prior Lake’s shopping scene was a limited affair, but since then, commerce in the town has been growing and expanding.

“It’s really improved a lot,” Joe Dols of the Prior Lake Chamber of Commerce said. “You used to have to drive 10 miles to get just about anything… Now, there’s a number of other good small businesses to take care of your needs.”

Prior Lake’s marketplace features an active Chamber of Commerce and a newly revamped downtown, which has effectively combined its historic roots with a modern feel. Main Avenue features a strip of small, locally-owned boutiques, jewelers, hair salons, hardware out-lets and lumber shops. Down at the street corner, Edelweiss Bakery, located in the stylish Speiker Building, serves fresh croissants and cakes universally loved throughout the city.

There are several places available for the weekly grocery run, including fresh, seasonal produce from the Farmer’s Market and Mazopiya, and everyone’s favorite foodstuffs from Lunds & Byerlys.

As the marketplace has expanded, the one thing that hasn’t changed is the intimate, hometown atmosphere that permeates much of Prior Lake’s culture.

“The shops here, generally, are not franchised,” Angie Barstadt of Prior Lake Parks and Recreation said. “They’re locally-owned, ‘Ma and Pa’ shops.”

Life in Prior Lake has plenty of perks for animals and their humans, with a bevy of resources for four-legged family members.One of the biggest attractions Prior Lake has to offer its furrier

citizens is the abundance of space to exercise. The park and trail systems are well equipped with walking trails and fi eld space for dogs to enjoy, and an off-leash dog area was recently added in Spring Lake Regional Park

Many businesses downtown will also allow pets to come inside while their humans shop.

“I defi nitely think it’s pet friendly,” Angie Barstad, a local dog owner, said. “As long as you leash them and pick up after them, you can pretty much take them anywhere.”

And because Prior Lake is fi ve minutes from wide, rural spaces, that also means your pet will also be happy and well cared for if it happens to be a horse or an alpaca.

Prior Lake is also served by several different vet clinics, groomers and boarding kennels, and organizations like Protecting Paws Animal Rescue rehabilitate and provide shelter to abandoned pets. The city also has a contract with 4 Paws Animal Control, and its own Lost and Found Pets page under the “police” section of its website: www.cityofpriorlake.com.

Prior Lake City Hall952-447-9800Pet licenses are required and must be renewed every two years. Pets must wear the license tag around their necks. The fee is $25 (two-year license) for non-spayed/non-neutered, and $15 (two-year license) for spayed/neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property.
