Two killed in road mishap in Hardoi Agency : Hardoi, May 13 Two persons were killed when the bike on which they were riding was hit by a truck in Taduyanwa area here, police said today. Shivakant (25) and his nephew Sonu (18) were going on a bike last night which was hit by a truck killing them on the spot, they said. The truck driver fled from the spot leaving the vehicle which has been seized. An FIR has been registered in this connection and efforts are on to nab him, they added. Resi- dents were reeling under the extreme heat for last few days with maximum temperatures hovering above 40 degree Celsius and touching 42.6 de- gree Celsius on May 9. After a cloudy morning, the city was hit by a dust storm accompanied by light showers. “A dust storm with wind speed of 80 kms per hour hit the gujarat major cities,” said an official of Mete- orological department. The minimum tempera- ture settled at 27.5 de- gree Celsius, which was two notches above nor- mal. The department’s official said that humidi- ty level was recorded as 61 per cent till 8.30 am in the morning. Yester- day, Ahmedabad record- ed a day temperature at 42 degree Celsius which was one notch below normal, while the min- imum temperature was recorded at 26 degrees Celsius, a notch above normal. The city of Ahmedabad today again witnessed unseason- al shower. While some pockets of city expe- rienced drizzle, some other pockets witnessed light shower. After sun- ny morning and early afternoon, the city wit- nessed sudden change in atmosphere first with arrival of dark clouds and later with roaring sky and drizzle. But the most distinct feature in today’s atmosphere was sand storm with strong winds that continued for over an hour. There are reports of rainfall in ar- eas like Dholka, Patan, Chanasma, Vatva and Savarkundla. ‘Kill them all’: Gunman shouted before killing 45 on board Karachi bus Agency : Karachi Gunmen on motorcycles boarded a bus and opened fire on commuters in Pakistan’s volatile southern city of Karachi on Wednesday, killing at least 47, officials said, in the latest attack directed against religious minorities this year. The pink bus was pockmarked with bullet holes and blood saturated the seats and dripped out of the doors on to the concrete. “As the gunmen climbed on to the bus, one of them shouted, ‘Kill them all!’ Then they started indiscriminately firing at everyone they saw,” a wounded woman told a television channel by phone. Police superintendent Najib Khan said there were six gunmen and that all the passengers were Ismailis, a minority Shi’ite Muslim sect. Pakistan is mostly Sunni. Qadir Baluch, a security guard at a nearby building, said he heard the gunshots and saw at least one of the militants wearing a police uniform. The attack riddled the bus with bullet holes, but its wounded driver still could drive it to a nearby hospital, said Mohammad Imran, a guard there. Imran said when he got on the bus later, he saw blood still seeping across its seats and floor. Blood stained Imran’s own hands and uniform. “I hardly saw any survivor,” he said. Militant group Jundullah, which has attacked Muslim minorities before, claimed responsibility. Cabinet approves changes to child labour laws Agency : New Delhi In a major overhaul of child labour laws, the Cabinet today approved a complete ban on em- ployment of children be- low 14 years, except for some family business- es, entertainment and sports activities, while raising the punishment for violations to up to three years of jail. Mak- ing child labour a cog- nizable offence, the fine has also been increased to up to Rs 50,000 for the employers. The chil- dren can be employed only in non-hazardous family enterprises, TV serials, films, advertise- ments and sporting ac- tivities (except circus) with a condition that they would be made to do these jobs after school hours. A new definition of adolescent has also been introduced to fur- ther prohibit employ- ment of those aged 14-18 years in hazardous jobs, a government statement said. The amendments to the Child Labour (Prohi- bition & Regulation) Act has, however, relaxed the penal provisions for par- ents or guardians, who were earlier subjected to same punishments as ap- plicable to the employer of the child. Is Modi’s dream of a China-like high-speed rail model worth it?With Prime Minister Modi all set to land in Xian, the home town of Chinese President Xi Jingping, all eyes are on the major outcomes from this visit. The Railways is expected to be the most important driver of this visit. The two countries are expected to sign a major memorandum on expanding cooperation in the building of a high speed rail corridor between Del-hi and Chennai. India Today Group’s Rahul Kanwal boarded a high speed train from Beijing to Xian to assess the advantages and disadvantages of adopt-ing China’s high speed rail model. This is an India Today Group exclusive. For the People’s Republic of China, building the world’s largest super-fast rail network has been closely linked to the coun-try’s booming global ambition. In the early 1990s, the average passenger train in China ran at a speed of only 48 kilometres per hour. The roads were badly congested and the people were forced to fly even for short journeys. It was in 1999 that Chi-na began building its first high-speed rail corridor. Within 15 years, China has already built a national network that is bigger than all the high-speed cor-ridors of the world put together. On the other hand, at the time of Independence, India’s rail network was nearly 54,000 km, while China’s rail network was only 27,000 km - half of India’s rail network. But since then, China has nearly quadrupled its rail network to about 1,10,000 km; India on the oth-er hand has barely added 11,000 km of tracks in the same period. Ironically, back in the late 19th century, the Indian Railways was laying tracks in different parts of Africa and even surveying po-tential rail routes to China through Burma. But now the Chinese have left us far behind and the Indian railways has been left with a lot of catching up to do. When PM Modi announced his quest for a high-speed rail corridor linking India’s biggest cities, questions were asked about whether it was worth spending the kind of money that is required to fund this expensive dream. Even in China, a hot debate had raged over whether or not it was worth investing huge sums of money on a project that could not be afforded by a majority of the people in the country. According to conservative esti-mates, the total cost of funding China’s high speed rail corridor has been upwards of a whopping $300 billion in the past decade and a half. China’s ear-ly high-speed trains were imported or built under technology transfer agreements with foreign train makers such as Alstom, Siemens, Bombardier and Kawasaki Heavy Industries. Chinese engineers then re-designed the internal train components and built indigenous trains with the ability to reach op-erational speeds of up to 380 kmph. The average speed on these trains at present is 200 kmph.

Government assures early action in SAI athlete suicide incident

Agency : New DelhiGovernment on Wednes-day termed as “shocking and tragic” the recent in-cident at a water sports centre in Kerala where four young female ath-letes attempted suicide and asserted that urgent action would be taken to prevent such happenings in the future. In the in-cident, which happened at the Sports Authority

of India’s (SAI) Special Area Games Water Sports Centre in Alappuzha last week, one athlete died and three others are serious and undergoing medical treatment. The incident shows the urgent need to strengthen SAI’s training system and government was looking into the rec-ommendations made by SAI Director General who

enquired the matter, Min-ister of State for Sports Sarbananda Sonowal told the Lok Sabha in a statement. “The shocking and tragic incident that occurred at SAG Water Sports Centre, Alappuzha does point out an urgent need to strengthen the SAI training system,” the statement, read out by his ministerial colleague Ra-jiv Pratap Rudy, said. Not-ing that several external probes are currently un-derway including police investigation, preliminary enquiry conducted by the district administration, enquiry by State Sports Secretary and enquiry by State Human Rights Com-mission, it said “hence it would not be appropriate to make any specific com-ment in this regard.”

raise The Philippines to overweight from neutral and Hong Kong to neutral from underweight,” HSBC said in a research note. The downgrade comes at a time when Indian markets are already under acute pres-sure, primarily because of foreign investors turning heavy sellers on concerns related to the controver-sial MAT levy and delay in the ambitious indirect tax (GST) and land reforms. “Indian equities rallied and with lack of momen-tum in other markets, both global and regional mutu-al funds built historically high overweight positions in this market by the end of 2014,” HSBC said, adding that “we now challenge this position and recom-mend investors to under-weight India (from our pri-or overweight position)”.

Cabinet Approves Stake Sales in Indian Oil, NTPC

Agency : New DelhiThe government has ap-proved the sale of shares in state-run oil refin-er Indian Oil Corp and power producer NTPC as part of its plan to raise $11 billion (around Rs 69,500 crore) from asset sales this financial year. New Delhi will sell a 10 per cent stake in the oil refiner and 5 per cent in the power producer, a top government official told reporters after a Cabinet meeting on Wednesday, asking not to be named. The planned share sales could fetch $2.17 billion at current market prices. The official did not say when the shares would be sold. The proceeds from the asset sale pro-gramme are critical for Finance Minister Arun Jaitley’s plan to narrow the fiscal deficit to 3.9 per cent of gross domes-tic product in fiscal year 2015-16 that began in April. So far, the gov-ernment has only raised about $250 million, after

offloading a 5 per cent stake in Rural Electrifi-cation Corp (REC) last month. Targets for reve-nue from partial privati-sations have been missed for the past five years, so this year the government aims to spread the stake sales out rather than bunch them up towards the end of the fiscal year, as normally happens. However, a sell-off in Indian shares could pose a challenge for the asset sale programme. The Nifty has fallen as much as 12.3 per cent from the record high hit in March amid worries over the slow pace of reforms as well as a controversial tax imposed on foreign investors. Still, Aneesh Srivastava, chief invest-ment officer at IDBI Federal Life Insurance, expects the share sales to get a good response if priced right. “Pricing is key for divestment,” he said. “At the right price, these issues should go through.”

Training for medical officers to foolproof sex-test cases

The state health department with Guja-rat Forensic Sciences University (GFSU), has formulated a two-day training programme un-der which officials will be trained on the pro-cedure for collection of evidence. According to census 2011, for every 1,000 males, Gujarat has 919 females - much below the national sex

ratio of 940. For the age group 0-6 years, it is even lower, at 886. Of-ficials want to curb sex determination which is primarily used to identi-fy and abort female fe-tuses. “The process began started in Janu-ary with batches having between 33 and 41 of-ficers each every week. However, the outbreak of swine flu forced us to take a break so as not to burden the health offi-cials already busy with work. We are happy that all the concerned officials responsible for enforc-ing PCPNDT Act will be properly trained by the end of May,” said a health department official.

Former Gujarat Chief Secretary Achal K Jy-oti takes over as new Election Commissioner

Agency : New DelhiAchal Kumar Jyoti, a former Chief Secretary of Gujarat during Na-rendra Modi’s tenure as Chief Minister, on Wednesday took over as the new Election Com-missioner, filling one of the two vacancies in the three-member body. “Jyoti took charge to-day at the Election Commission of India,” a senior official said. Jyoti is a 1975-batch Indian Administrative Service (IAS) officer who retired as state Gu-jarat Chief Secretary in January 2013. He served in the top post in Guja-rat when Prime Minis-ter Narendra Modi was Chief Minister. Jyoti (62) had also served as the state Vigilance Commissioner and worked in various ca-pacities in his cadre in-cluding as Chairman of the Kandla Port Trust between 1999 and 2004 and Managing Direc-tor of the Sardar Sa-rovar Narmada Nigam
