The queen candidates wereescorted onstage by “LIttleSisters” from all over CameronParish.

A delegation from theNational Outdoor show inDorchester County Marylandaccompanied Amanda Williams,National Outdoor Queen, toCameron and all were intro-duced.

The same courtesy will beextended to representatives ofthe Fur Festival who will begoing to their festival, accordingto Clifton Hebert, president ofthe Fur Festival.

Fur coats were presented tothe Fur Queen and MissCameron Parish by theLouisiana Fur and AlligatorCouncil, which also put on a FurStyle show using as models win-ners of the local shows.


The 46th Annual LouisianaFur and Wildlife Festival waskicked off last Thursday night byClifton Hebert, who gave thewelcoming address at the LittleMiss and Mr. Cameron Parishcontest held at CameronElementary Auditorium.

Contestants had been chosenin preliminary events in eachcommunity of the parish.

Jenna Duddleston, SouthCameron Elementary was cho-sen Little Miss Queen and KentDoxey, little Mr. CameronElementary was chosen LittleMr. Cameron King.

Jenna Picou from GrandLake was chosen 1st runnerupLittle Queen and Morgan Leger,from Johnson Bayou was 2ndrunnerup. First runnerup littleKing was Alex Boudoin, fromSouth Cameron and TaylorStutes from Grand Lake was sec-ond runnerup.

Winners were crowned bylast year’s winners KatherineReina and Channing LaLande.

Judges were AmandaWilliams from DorchesterCounty Maryland; CourtneyTatman, La. Fur and WildlifeQueen and Larry Tatman, herfather, from Destrahan.

Clifton Hebert, FestivalPresident announced that $500would be presented to eachschool in the parish from the pro-ceeds from the attendance fees.

Dixie Desonier, Jr. FurQueen, Tara LeBlanc, Teen FurQueen, and Erica Pickett, DebFur Queen were introduced.They had won their titles at pre-liminary events of the festival.

In the talent contest therewas a tie for overall talent ofChelsi King and a song tribute toOperation Enduring Freedom.

The new Little King andQueen Cameron Parish werecrowned by last year’s winnersKathryn Reina and ChanningLalande.


The identity of King Fur wasrevealed and the 2002 MissCameron Parish was named atthe Friday night program of theLouisiana Fur and WildlifeFestival held at the CameronElementary Auditorium.

Since this year’s festival washonoring the duck hunting indus-try of the parish, a lifelonghunter and hunting club opera-tor, Enos Joseph “Buster”Sturlese of Grand Chenier washonored as King Fur.

Marylyn Alexis LeJeune, astudent at McNeese University,was crowned as the new MissCameron Parish.

Cecil Sanner, AssistantDistrict Attorney, introducedSturlese and said “King FurXXXIV personifies every aspectthat represents wildlife andhunting in Cameron Parish fromthe early days until the present.”

His hunting days started in1926, at the early age of six. Heremembers hunting without hipboots and without a duck blind.This did not pose a problembecause ducks were so plentiful.He walked 2 miles to school andgraduated from Grand ChenierHigh school in 1938 in a class of7.

“His hunting club is tuckedaway in the marshes of GrandChenier, bordering the rocke-feller Refuge. He has 5 duckblinds on his 400 acres of land onwhich he sets out around 400decoys each year.

“He also plays host each yearto prominent lawyers, doctors,governors, superintendents ofeducation, supreme court judges,and former head coaches, such asMike Ditka. Even at 82 he stilltraps, hunts, and guides.

“He was crowned by thereigning King Mervin “Possom”Chesson.

“Miss Cameron Parish” wascrowned by the 2001 QueenShannon Surrat.

First runnerup was JenniferNicole Higgins, Stacy Lynn Boothwas second runnerup and wonthe “Miss Personality” award.

A $750 scholarship was pre-sented to the outgoing “MissCameron” Shannon Surrat by thefestival and a $1,000 check waspresented by the CameronTourist Commission.

Two special tax issues are onthe ballot in Cameron Parish forthe election Saturday, Jan. 19.

A 10 mill tax for 10 years isbeing sought for Mosquito ControlDistrict 1 which takes in theentire parish.

The mosquito control programhas been in operation in theparish for nearly 30 years and hasoperated on a 5-mill tax up to now.An increase to 10 mills is beingasked because of the district’sincreased costs over the years andto purchase new equipment.

A 14-mill operation tax isbeing sought in AmbulanceDistrict 2 for five years. The dis-trict covers the Holly Beach,Johnson Bayou, Hackberry andGrand Lake areas.

The present ambulance tax of9.57 mills will expire in 2004. Ifthe new tax is passed the old taxwill become null and void.

Passage of the 14-mill tax willallow the district to operate in theblack, upgrade equipment andambulances and give salaryincreases.

Gulf Coast Music Hall of fameduring the January 19 “JanisJoplin Birthday Bash” concertin the Port Arthur Civic Center.

Charles’ songs also were fea-tured in the soundtracks to suchwell-known motion pictures as“Forest Gump,” “Mickey BlueEyes,” “Home Fries” and “RockAround The Clock.”

His latest CD, “BobbyCharles: Wish You Were HereRight Now,” which includessongs recorded between 1984and 1993, features guestappearances from Willie Nelson,Neil Young, Sonny Landreth,Fats Domino and RufusThibodeaux.

The February 8 fund-raisinggala at Lamar-Port Arthur willfeature a multi-media tribute toBobby Charles, including videopresentations and musical trib-ute featuring Johnny Preston,Jivin’ Gene Bourgeous singingwith The Heartbeat Bands andthe New Generation Horns.

Proceeds from the event willbe used in the project to restorethe Sabine Pass Lighthouse,which was built in 1854 at thepassage from the Gulf of Mexicoto Sabine Lake. A 2002appraisal of the lighthouse’scondition estimated the cost ofrestoration at $1 million.

Although there was a hugeturnout for this year’s Fur festi-val due to good weather, every-thing was peaceful, according toChief Deputy Theos Duhon.

The only arrests were of twofestival goers who had too muchto drink.

“We put them in jail for a cou-ple of hours and then let themgo,” Duhon said.

An ambulance had to make acall in Cameron just before thestart of the parade to assistsomeone who was having abreathing problem.

The Cameron Parish SchoolBoard will hold its monthlymeeting at 4 p.m., Tuesday, Jan.22.

The board is expected toapprove the calling of a specialmeeting for Feb. 18 to approve areapportionment plan and tohire new personnel.

The board has until March 1to complete reapportionment.

The board will also receive areport on the 2001 alligator har-vest. Alligator eggs from schoolboard property are sold everyyear to various alligator farms.

The on-going efforts torestore the historic Sabine PassLighthouse will get a boost fromone of the Gulf Coast’s best-known singer/songwriters onFriday, Feb. 8, when BobbyCharles Guidry makes a rarepublic appearance in a perfor-mance at Lamar State College-Port Arthur Theater in PortArthur.

The Abbeville, native whofirst recorded under his fullname, Bobby Charles Guidry,but later became known asBobby Charles, has had a careerthat spans nearly 50 years, bothas a songwriter and a recordingartist. He wrote his most famoussong, “See You Later Alligator,”when he was 14 years old. BillHaley and the Comets’ versionof the song sold millions ofrecords.

Clarence “Frogman” Henryalso topped the charts withCharles’ “I Don’t Know Why ILove You But I Do,” while“Walking to New Orleans” was asmash hit for Fats Domino, oneof Charles’ idols when he wasgrowing up in southernLouisiana.

Charles, who now lives inHolly Beach, also was well-known as a recording artist.Chess Records released his “SeeYou Later Alligator” in 1955.Chess went on to release sixmore Bobby charles singles in1956 and ‘57. The next year, hesigned with Imperial Records,which released six singles in1958 and ‘59.

Charles continued recordingand releasing singles andalbums through the 1990’s. Buthe became less visible as theyears pasted and never enjoyedtouring to support his records.

One of the most impressivecredits Charles has, however, isthat the list of artists whorecorded his songs, which inaddition to Domino, Henry andHaley, includes Ray Charles, JoeCocker, Lou Rawls, BonnieRaitt, Etta James, DelbertMcClinton, Muddy Waters,Maria Muldaur, Neil Young,Jackie DeShannon, JuniorWells, Brenda Lee, The Band,Bonnie Bramblett, RitaCoolidge, Zachary Richard,Tompal Glaser, The Sir DouglasQuintet, Jerry Jeff Walker,UB40, Kris Kristofferson andClarence “Gatemouth” Brown,who will be inducted into the RReeffeerreenndduumm

and spouses will vote Jan. 2002 ina referendum to renew the cur-rent 3 cents per hundredweightcheckoff for promotion and 5cents per hundredweight forresearch. These are to be two sep-arate voting issues. The fundscollected through the assessmentwill be used to expand riceresearch programs in Louisianaand expand domestic and inter-national rice markets throughpromotion.

A simple majority of those vot-ing will be necessary for approval.If approved, the program will bein effect for only 5 years.

All persons or legal entitieswho shared in the cost of produc-tion and proceeds of rice producedin 2001 are eligible to vote. Thisincludes spouses of producers butexcludes person or entities thatreceive cash rent for land used toproduce rice. Polling will be heldat Calcasieu Extension Officefrom 8 a.m. to 4 p.m.

The 14th annual banquet ofthe Cameron Parish Chamber ofCommerce will be held at 7 p.m.Monday, Jan. 21 at theHackberry Community Center.

At their Dec. 14, meetingmembers of the Hackberry Sr. 4-H club viewed a demonstrationon how to properly fold anAmerican Flag by MarcusBufford and Micah Silver withJosie Brown reading the historyof the American flag.

In November the club collect-ed food items for the needy ofthe community forThanksgiving. We also madegoodie bags with AmericanFlags in observance of Veteran’sDay for the senior citizens. InDecember members collectedfood for the Christmas baskets.

On Nov. 5 after school we puta 4-H project workshop for theelementary and junior clubmembers. We made ice cream,planted seeds, pine cone birdfeeders and sewed buttons.Helping to direct the differentprojects were: Malorie Shove,Heather Vincent, Micah Silver,Marcus Bufford and Mysti Kelly.

Cameron Parish 4-HDemonstration Day was held atHackberry High on Dec. 1.Members participating andtheir placing were: Micah Silver1st place Horticulture General,and Marcus Bufford and JoseyBrown 1st place HorticultureUse.

Micah placed 1st place withhis Dairy Poster in the parishcontest in the senior division.His poster will be sent to thestate competition.

Kristin Gray delivered a pro-ject talk on her swine project.

Mr. Mike and Mrs. Penny,parish 4-H leaders, went overevents coming up.

The Cameron Parish Mosquito Abatement District #1 beganoperations in January of 1973. The program was begun in aneffort to bring relief to the people, to curb high cattle lossesand to prevent disease transmission from the hordes of mos-quitoes that plagued the parish. A 5 mill proposition tax waspassed back then and in 29 years, the public has not beenasked for an increase.

Unfortunately the tax has not nearly kept up with inflation.According to the United States Department of Labor, infla-tion has risen an average of 5.7% per year. The cost of a $100item back then now costs over $400. In order for mosquitocontrol to be able to continue to survive and operate in thefuture, on January 19th, we will be asking the public toincrease it to 10 mills. Although to some it may seem like alarge increase, the money is desperately needed for many rea-sons.

Mosquito borne diseases are on the increase in Louisianaand Cameron Parish Mosquito Control presently doesn’t havethe funds to either run a disease surveillance program so asto detect it in its early stages, nor combat it effectively if anepidemic breaks out. In the most recent example of howexpensive an epidemic could be, Ouachita Parish spent over$2 million in just two months fighting St. Louis encephalitisin an area only a fraction the size of Cameron Parish. WestNile Virus has killed horses nearby in both Vermilion andCalcasieu Parishes and may already be here in the wild birdpopulation. Eastern Equine Encephalitis is also present inthe state and could strike at any time.

Other diseases such as Dengue, Malaria and Yellow Feverstill kill millions of people in other countries and could easilyoccur here if an infected person was to arrive and be bitten bythe vector mosquitoes which we already have. Terrorist intro-duction of these diseases is also a possibility.

Insecticide costs have outpaced inflation and are expected torise even more rapidly in the future. When Mosquito Controlfirst began, Malathion sold for $6.15 per gallon. Last year itwas up to $24.25 per gallon. The aerial insecticide, Dibrom14, sold for under $20.00 per gallon then. Now it sells for$99.70 per gallon. Spray units which we could buy for$2395.00 now cost over $9000.00 and pickup trucks haverisen from $2,650.00 to $12,200.00.

As expenses have soared over the years, the amount of areawe spray each year has also increased tremendously. In 1973our airplanes sprayed 164,498 acres and now in an activeyear, we easily spray over 1,000,000 acres. Malathionsprayed by trucks has increased from about 1,600 gallons toover 4,000 gallons. As the parish’s population steadily growsand expands into undeveloped areas, more spraying will benecessary. Public tolerance of mosquitoes has also beenreduced over the years, demanding better control.

More and more livestock are being pastured in isolated

areas of the parish and we don’t currently have the resourcesto adequately protect them. An increase in our millage willallow us to provide much better mosquito control in thoseremote situations, as well as for cattle pastured near popu-lated areas.

For many years, Mosquito Control has been understaffedand often can’t effectively cover the parish, especially in largemosquito outbreaks. With an increase we would be able tocarry out disease surveillance and increase the coverage ofthe Parish checked and then sprayed if needed.Mosquito resistance to insecticides is slowly occurring andsome species such as the mosquitoes that come out right atdark and hide in garages and barns are nearly immune to theinsecticides we currently can afford to use. Newer, moreeffective, faster acting products are being developed, but wecannot afford to switch over. We presently do not have themoney for the equipment or manpower necessary to runinsecticide resistance tests.

As anyone who has been around our office has seen, ourfacilities and equipment are in very poor shape due to lack offunds. We only have six spray trucks to cover the entireparish and all of them have the original spray units bought 25- 28 years ago. We just keep patching up and replacing partsto keep them in service. More effective sprayers are on themarket, but we presently have no funds to replace the oldones. More secure storage for our chemicals and equipmentwould also be a top priority.

Our airplanes are both over 20 years old and will needreplacing before long. Replacement costs will be in the hun-dreds of thousands of dollars which we also do not have. Asit is, one airplane will need a new engine in about a year andthe other in less than four years. Both need updated instru-ments.

Insurance costs have skyrocketed over the years and due tothe recent terrorist activities, our rates are already forecast tojump an additional 20-30% next year.

Cameron Parish Mosquito Control prides itself in providingmore services to its citizens than many other larger mosquitocontrol operations with several times our budget. We are oneof the only districts in the state that drive down private dri-veways to get better coverage around people’s homes, barnsand businesses. We provide numerous special sprayings formany events each year such as football games, local festivals,track meets, family reunions and large parties and this num-ber is steadily increasing.

These are just a few of the many reasons that this increaseis so desperately needed. The tax is a homestead exempt taxand Mosquito Control receives no state or federal money norany other funding from sources outside the parish. We urgeyou to go out and vote on January 19th.

Many folks this past week,worked hard preparing floatsand other displays for the 46thAnnual Louisiana Fur &Wildlife Festival, you name itand it was there.Congratulations goes out to myuncle, Enos “Buster” Sturlesefor being named King. I havemade many duck hunts withhim.

Duck hunting is still thesame, good one day, bad the nextand in lots of marshes bad allthe time. I just don’t think we’llsee the ducks come down thisyear, as it is just too late in theseason, as here in our “westzone”, our season closes Sunday,Jan. 20, so 3 more days to go. Weare seeing better numbers ofsnow and blue geese down, somaybe we’ll get a chance to baga few before they leave.

Rabbit hunting is still in andI’ve seen quite a number of rab-bits on our hunting grounds, soagain, there’s still some huntingyet to go.

These sunny afternoons,with the temperatures in thesixty to 70 degrees, really getsthe fishing fever to a highertemperature and with the duckhunting closing there will bemore time for fishing.

NNEEWWSS BBRRIIEEFFSSThe all tackle world record onsouthern Flounder is a giant 20pounds, 9 ounces. The LouisianaOutdoor Writers Assoc. (LOWA)records have a 12 pound 13ounce fish caught in 1969 as theleader. A 7.21 pounder caught in

1994 leads the fly-fishing divi-sion. I figure an almost 21pound flounder would have tohave a box of peeled crabmeat tohave enough to stuff a fish ofthat size.

Louisiana hunters and fish-ermen and other boaters areurged to help prevent the spreadof a noxious, fast growing weedthat threatens Louisiana fish,habitat and other wildlife. Aninfestation of giant salvinia in aCameron canal in Novemberlast year has many sportsmenas well as farmers, ranchers andpublic officials concerned. Thisplant’s growth can spread realfast and cover lots of bodies ofwater in a short period. We needto be sure our boats and trailers,as well as other fishing or hunt-ing gear is clean before wereturn to the water, so as not tospread this weed to other areas.

Over the years, many customers ofthe Cameron Parish WaterworksDistrict #10 have permitted one ormore neighboring residences, who arenot customers of the Water District, toconnect to their water piping. Theseconnections, done without consentfrom Waterworks District #10, allowfor “indirectly connected” residences toreceive water service from WaterworksDistrict #10, while not having to makenormal monthly payments for residen-tial water service.

After much discussion and researchon this subject, the Board of theCameron Parish Waterworks District#10 felt that it should create andenforce a policy dealing with indirectconnections to the system. The newpolicy that was adopted during ourDecember 2001 monthly meeting isstated on the following page. TheBoard apologizes to any customer con-nected to the system who may beinconvenienced as a result of this poli-cy.

unsuccessful bidder or bidders will bereturned promptly, and the Deposit ofthe successful bidder or bidders will bedeposited and the proceeds creditedagainst the purchase price of theBonds, or in the case of neglect orrefusal to comply with such bid, will beforfeited to the Issuer as and for liqui-dated damages. Management Report for the Cameron-Creole Watershed. Water levels reced-ed to 1.3 after heavy rains last month,but after additional rains they areprobably 1.7 or 1.8 throughout the sys-tem. He stated that they are now wait-ing on low tides and north winds tohelp us move some of that water out.The gates have been open since theend of August.

Floyd Baccigalopi reported that abridge washed out at Tootie Marshall’sbetween Earl Road and Highway 82last week (approximately 30 feet fromlevee to levee). It was agreed that theplacement of culverts would probablybe cheaper than rebuilding the bridge,but it is not certain whether this is adrainage board responsibility.Engineer Lonnie Harper stated that ifthe bridge were to be replaced withculverts, it would require a permit.Lonnie Harper was authorized toresearch what type of culverts wouldbe required, and what would be cheap-er -- culverts or rebuilding the bridgeon the W-1 West rental property ofFloyd Baccigalopi.

A motion was made by E. J.Dronet, seconded by Edward Racca,Jr., and unanimously carried to autho-rize James Leboeuf to have fencingwith a top to be placed around the flapon the Primeaux Lateral on an emer-gency basis to prevent further vandal-ism there.

A motion was made by E. J.Dronet, seconded by Edward Racca,Jr., and unanimously carried to autho-rize Lonnie Harper to research thesize of culverts and permits requiredto repair a pre-existing washed outculvert on LaBove property at W-1East.

Scott Henry reported that in frontof Douglas Murphy’s house onHighway 27 there is a driveway with acollapsed culvert. He also state thatwhen the drainage board had workdone on the Ratcliff Lateral at IsaacStreet, a sewerage line was cut, andthis needed to be repaired on an emer-gency basis. Mr. Henry reported thathe had called and asked Kevin Smithto repair this sewer line, and he did so.A motion was made by E. J. Dronet,

seconded by Edward Racca, Jr., andunanimously carried to ratify thiswork that was done on an emergencybasis.

Lonnie Harper reported that onthe project requested by Buddy Leachin the Big Lake area, three sets of 80-foot long galvanized steel culvertshave been ordered. These are lessexpensive that aluminum ($45 per footinstead of $80 per foot). Mr. Harperstated that three 60” equivalent cul-verts will do a better job here. This isa joint project with the CameronParish Police Jury, the DrainageBoard, and Buddy Leach. The projectwill improve drainage in the area.

Mr. Harper also reported that rainhas the School board lateral PumpProject held up a little bit. As soon aswater goes down some, the pump plat-form will be set in place when the areacan be dewatered again. We are upwith Sing Faulk’s property on the lat-eral clean-out portion of the project.

Edward Racca, Jr., reported thaton the Beach Road south of Sweeney’s,the culvert does not have a flap on it,and it probably inhibits drainage inthe area. It was suggested that per-haps we can bring this to the attentionof the Police Jury.

A motion was made by EdwardRacca, Jr., seconded by E. J. Dronet,and unanimously carried to giveJames LeBoeuf a $100 per monthraise to compensate him for 25% morework that will be required when theSchool Board Lateral pump goes intooperation. The motion was also tobegin a subsidy of $100 per month forHans Edward Petersen for the samereason.

Lonnie Harper stated that at W-1West just west of the pump on theEast side, he thinks something willhave to be done soon to prevent ero-sion from causing a wash-out of thebridge in that area. A motion wasmade by E. J. Dronet, seconded byEdward Racca, Jr., and unanimouslycarried that this Board declare repairof the bridge at Wakefield Road anemergency, and request the PoliceJury to participate with us in a jointproject to get this situation taken careof.

James LeBoeuf state that we needto ask the Police Jury to put limestoneon the Parish Road to the W-1 WestPump. This situation has been causedby fuel delivery trucks making deliver-ies on that road. It was agreed toauthorize James leboeuf and EdwardPetersen to order 2 to 3 loads of lime-stone from Roy Bailey and ask theParish to grade it for us.

pump went down behind the court-house, and it was repaired on an emer-gency basis. He further stated that theditch at W-1 West is low enough sothat we should be able to turn thatpump off soon. The School board later-al pump has pumped 7 hours now, andall seems to be fully operational.Water levels are responding to thatpumping very well.

Scott Henry reported that Baroidwants to change the walkway next tothe river, and it was agreed that wewill look into the possibility of themputting in a culvert there.

Lonnie Harper reported on the pre-liminary permit drawings to repairthe washed-out culvert at NormanLaBove’s property. He stated that thewashed-out culvert was a 12” diame-ter culvert, but he recommends plac-ing two 36” culverts, 80 feet in length,in the place of that one old 12” culvert,and then backfill the area. This wouldrepair the break and give us the rightto clean the remaining part of W-1East. Engineer Harper will check withBarbara Lou LeBlanc to see if we havethe necessary rights-of-way to replacethis washed-out culvert. Having a cul-vert there will help our people west ofthat ditch. It was agreed by consensusthat we will purchase culverts, materi-als and some dredging only. The esti-mated cost is approximately $5,000 to$7,000. A motion was made to E. J.Dronet, seconded by Joe Dupont, andunanimously carried to authorizeLonnie Harper to send in the permitapplication for this project.

Lonnie Harper reported that helooked at the drainage requirementsfor W-1 West as requested by FloydBaccigalopi on his leased property.

The principal of the Bonds, uponmaturity or redemption, will be payableat the principal corporate trust office ofthe Paying Agent upon presentationand surrender thereof, and interest onthe Bonds will be payable by the PayingAgent by check mailed by the PayingAgent to the registered owner (deter-mined as of the 15th calendar day of themonth next preceding said interest pay-ment date) at the address as shown onthe books of said Paying Agent. SaidPaying Agent will be a qualified bank ortrust company selected by the Issuer.Each bid submitted may designate inthe space provided therefor the bidder'srecommendation concerning the insti-tution to serve as Paying Agent.

The Bonds may be transferred, reg-istered and assigned only on the regis-tration books of the Paying Agent, andsuch registration shall be at theexpense of the Issuer. A Bond may beassigned by the execution of an assign-ment form on the Bonds or by otherinstruments of transfer and assign-ment acceptable to the Paying Agent. Anew Bond or Bonds will be delivered bythe Paying Agent to the last assignee(the new registered owner) in exchangefor such transferred and assignedBonds after receipt of the Bonds to betransferred in proper form. Such newBond or Bonds must be in the denomi-nation of $5,000 for any one maturity orany integral multiple thereof.
