    Section-BDelhi Computers Ltd.Delhi Computers Ltd. (DCL) is a computermanufacturer, specializing in Nonstop II systems.Founded in 1991, DCL makes fail-safe computersystems. The system promises neither to go down norgarble data when a component fails. To fulfill thispromise, the system employs two computers so thatwhen one computer fails, another takes its place. Undernormal conditions, however, the two computers sharethe workload. Banks, airlines, insurance andmanufacturing firms buy DCL products to safeguardtheir operations from computer breakdowns.

    (4) 13501As a high-tech firm, DCL has to rely on a group ofcreative and dedicated people. The technical core oftheir work demands constant interaction andcommunication with each other. To ensure this, DCL' schairman Mr. Sudhir Dhami, has instituted a set ofunique managerial practices. It commences withMr. Dhami's emphasis on creativity. To fostercreativity, DCL works with few rules and allowsemployees lots of freedom, Creativity is supposed tocome from sharing ideas. An idea may be sparked byan individual, but then it is built on by others until itbecomes an important project.Mr. Dhami firmly believes that the corporateenvironment nurtures creativity. To this end, he hascreated a sense of equality among employees regardlessof rank. The company has no reserved parking spaces,dress code, time clocks or organizational charts. Unlikeother companies that reward those in managerialpositions, DCL rewards those in engineering andprogramming. Talented engineers and programmersoften make more money than managers at the samelevel.

    ( 5 ) 13501DCL hires the best in the industry. Even minor positions-are filled with adequate care and caution and,candidates are interviewed three to four times over aspan of three weeks. Once candidates are hired, theyare expected to go through an orientation period inwhich they are indoctrinated into the company'smanagerial philosophy, businesses and future plans.DCL's management philosophy is based on the notionthat employees should be treated with dignity and begiven full responsibility for managing their own jobs.By sharing the responsibilities as well as rewards, DCLcommands the loyalty, trust and commitment of itsemployees.The layers of management between employees andexecutives are kept to a bare minimum, i.e, three levels.Information-flow within the organization is notconfined by the formal structure. Internalcommunication is achieved through periodic meetingsand computer terminals. Most employees haveterminals on their desks, which are linked to DCLmainframe computers. Since everyone is linkedtogether on the same information system, everyoneknows what is going on in the company. There are nomemos or reports.

Allemployees, including Mr. Dhami go to the canteen totalk informally.DeL doubled its sales almost every year between 1992and 1997. Its workforce multiplied during those years,reaching about 800 in 1997. But, since 1997, DCL'sgrowth has slowed. In addition to the competitivepressure in the late 90's, DeL's growth strategy beganto clash with its corporate culture. The informalmanagement style has led to a lack of internal controls.For example, some sales representatives sold computersto customers prior to credit investigations. In somecases, arrangements were made to pay for warehousecosts if customers accepted early shipment.Controls were also needed in product development,manufacturing and international marketing. In orderto sustain steady growth and profitability, DCL needsto be creative in introducing new and improvedproducts. At the same time, the company needs toexercise control over product development costs,
