Ter voldoening aan het gestelde in Uw terzijde verveld schrijvenmoge De U het volgende berichten.

Bé *Xntemational Union of Students" werd opgericht op 27 Augustus1946 te Praag op een aldaar bijeengeroepen Wereld Studenten Congres.

Het doel der I.U.S., die gevormd is uit de vertegenwoordigendestudentenorganisaties uit verschillende landen, Is do rechten enbelangen der studenten te verdedigen, hun bestaan en ontwikkelings-peil te verbeteren en hen voor te bereiden op hun taak als democra-tische burgers.

De overheersende politieke inzichten in de I.U.S,, 2!in die, welkeovoraenkoinen met de opvattingen, thans heersend in de volksdeiaocra-tischa landen van Oost-Europa.

Dit is ook de reden, waarom de Nederlandse Studenten laad zich totnu toe niet bij de I.U.S* heeft aangesloten.

De !*tf*S. organiseert bijeenkomsten In verschillende landen, ten«-einde natitrar internationaal contact tussen de studenten t* bewerk-stelligen. Een dergelijke cursus werd door de I.U.S. in Sl&eswijkHolstein georganiseerd in Sehloss Pioen* Hieraan zou door ongeveerlJ>0 studenten van verschillende landen zijn deelgenomen. Deze cursusop zich zou met politiek niets te maken hebben gehad, terwijl hetdoel sou zijn geweest: "Verbroedering der Yolkerea*.

In de namiddag begint de discussie over het E.C. rapport.Engeland dankt voor uitgebreide inlichtingen, doch vraagt om eeneffectiever praktijk. Het Marshall plan is op provocerende wijzebehandeld. Dit verstoort eenheid binnen I.U,5., een eenheid waarinzij voor de toekomst blijven geloven.België: weerlegt de beschuldigingen over de bijeenkomst te Brusselen zegt reeds documentatie hierover aan het secretr-riaat te hebbenGegeven, aan welker vermenigvuldiging wordt gewerkt.Polen: gaat nog eens uitgebreid het hele 3.C. rapport langs. DeI.t/.S. zal sterker worden ondanks de splitsende krachten vooral vanhet westen. In deze landen zijn nog andere krachten en de reaction-nairen plaatsen zich buiten onze rijen. Valt Zwitserland en devrije Tsjechen aan. Kan niet begrijpen waarom men vraagt naar meerpractische doeleinden.In de raiddagzitting wordt eerst de delegatielijst, behoudens enkeletwijfelgevallen goedgekeurd. Tevens worden de standing orders doorde vergadering, na enige Engelse amendementen, aangenomen.Indien observers het woord wensen, zal van geval tot geval een be-slissing door de Council Benomen worden.Roemenie': behandelt op tamme wijze het 3.C. rapport.Zaterdag 11 Sept.: Bratescu zit de vergadering voor.Vertegenwoordigster der U.H.O,S.A. spreekt.Noorwegen!en Denemarken voeren het woord. Men krijgt de indruk datzij zich momenteel op de vlakte houden, daar ze al hun energiezullen gaan concentreren op de Praagse gebeurtenissen, welke laterbehandeld zullen worden. Inzake Marshall plan van z"elfde mening alsSngeland.Noord Afrika: keert zich in een heftige rede tegen alle kolonisatie.Het hevige applaus verbaast de delegatie al niet meer.Schotland: roept op tot wederzijds begrip.De belangstelling der delegatie neemt aanmerkelijk toe als Trouvat(Prankrijk) het woord neemt. Hij acht het rapport niet bevredigendom vorm en inhoud.1. Is het te dik on slecht gedocumenteerd.2. Sr staan dingen in die niots met do IÜS to maken hebben, bv. hot

3. Do IÜS dringt zich in do politiek dor NUS. Hij vraagt het B.C.oen aan Frankrijk gerichte briof terug te nomen. Hot gaat echterom alle brieven, aan allo landen.

On behalf of the ITetherlands Students Council I have the honourto inforn you of the decis.ion of the Dutch students ooncerning possi-ble affiliation to the IUS„ They unanimously refuse a membership ofthe IUS on the following grounds:

Conferentie te Londen aan Internationaal Comité' van Voorbe-

reiding gekozen, dat tot taaie had een Wereld Studenten Congres

bijeen te roepen. . • , ' •. ,

Op alt congres, gehouden op 27 Augustus 1946 te Praag,

werd de «International ühion of Students" (I.U.S.) opgericht.

Het doel der I.U.S., die gevormd is uit de vertegenwoor-

digende studentenorganisaties uit verschillende landen, is .da

rechten en belangen dar studenten te verdedigen, hun bestaan

en ontwikkeling speil te verbeteren en hen voor te bereiden op

hun taak al* democratische burgers. .

Het hoofdbestuur dar I«Ü*S. is gevegtigd te Praag.

Het doel der I .U.S. wordt in de statuten omschreven in

12 punten, waarvan de voornaamste gijfei

l* Voor alle onge mensen het recht en de mogelijkheid te ver*-

der ü.I,E. gehouden, wik congres werd gehouden onder het

over dit congres, wordt gezegd dat de Jetogdige intellectuelen

vast besloten aijn het voetspoor te volgen der ouderen, die

Bit gesprokene op dit congres stond' in het teken van

strijd tegen de agressieve politiek d©r Amerikaanse kapita-

listen en de noodlottige consequentios van het Marshall-plan,

terwijl d» afgevaardigden van China de isdadige oorlog in

herinnering brachten, gevoerd door de fascistische regering

Dezerzijds werd reeds enige malen gerapporteerd óver net WereldJeugd Festival Comité te Praag en bij rapport C/14 no. 1033'47, d.d.3 November 1947 over de waarschijnlijk daarmede annex zijnde InternationalYouth Service eveneens in die stad gevestigd. Als derde organisatie,wederom in Praag gevestigd, kan thans genoemd worden de "InternationalUnion of Studente", welke evenals de twee voorgaande het doet voorkome"nalsof zij de jeugd i.c. de studenten van de gehele wereld representeert.

Het blijkt dat in Juli en Augustus 1947 in bovengenoemde stad eencongres is gehouden, waarbij 42 landen vertegenwoordigd waren.

In de niet door Bussische troepen bezette landen is men dan ook,gezien de ervaringen ten congresse, terecht van mening, dat het hiereen onder communistische invloed staande organisatie betreft, waarvande teugels door Moskou in handen worden gehouden.

De afvaardiging van Nederland was gelegd in handen van vertegen-woordigers van de Nederlandse Studenten Baad, een overkoepelende orga-nisatie, geformeerd uit representatieve personen van de bestaande stu-dentenverenigingen in den lande.

In afwachting van het definitieve openbare verslag dier delegatie(zie bijlage I en waarbij tevens gesproken wordt over de plaats gehadhebbende deelname aan het Wereld Jeugd Festival), en waarbij tot het alof niet aanvaarden van het lidmaatschap van de I.U.S. zal worden beslo-ten, verscheen er ten_ behoeve yanjie lederf Sfcf&af studentenraad een circu-laire met "voorlopige "öpmirkTngin* oveTlfe'TóirncH-mêT-Êin'g'1'" (Zie bijlageII), gevolgd door het advies der delegatie (zie bijlage III). waarbij de"raad wordt gegeven niet tot de I.U.S. toe te treden als ird. Niet ont-kend kan worden, dat de delegatie, gezien dit advies, de situatie goeddoorzien heeft en zich niet heeft laten weerhouden, om zonder het kindbij de naam te noemen, de aandacht te vestigen op het feit dat aanvaar-ding van het lidmaatschap een bepaalde politieke instelling vooronder-stelt.

Behalve dat de opgedane ervaringen op het congres te Praag tot hetnemen van deze stap hebben geleid, is de beslissing bovendien gebaseerdop de inhoud der statuten en reglementen der I.U.S.: de "Constitutie",welke in afschrift als bijlage IV bij dit rapport wordt gevoêgST!' ""

Ook de stemmen, die in het buitenland zijn opgegaan hebben meie totdeze overweging geleid. Vooraanstaande studentenbladen hebben artikelenaan de onderhavige kwestie gewijd en de "Union Nationale des Etudiants deSuisse" geeft blijk van kennis van zaken. (Zie bijlage V).

De "Föst", de Oostenrijkse studente nor gan i aai Ie, do or zag ook hetstreven van de I.U.S. Begrijpelijk is het, dat haar reactie gematigder is,doch zij aarzelt niet haar standpunt in deze naar voren te brengen.(Zie bijlage VI).

Uit de inhoud der bijgevoegde stukken kan een duidelijk beelufverkre-gen worden van de standpunten der yersohillendelanden t.o.y. de I.Ü.S.

VAN DE NEDEBLANDSE STUDENTENBAAD,

In de vergadering van de Nederlandse Stadenten Raad van 16 Octoberj.l, heeft de delegatie/ die in Augustus naar de Council Meeting

van de International Union of Student s te Praag is gewest, eenvoorlopig verslag en advies gegeven. Men i's van plan t.a.'v. dezefcwetèie de volgende procedure te volgen: na deze voorlopige dis-cussie in de N.S.E. zullen vertegenwoordigers van alle plaatse-lijke studenten raden resp.-commissies, voor een bespreking wordenuitgenoodigd van de problemen, die die hiermede verband houden.

Dit zal zo snel mogelijk na verschijning van het delegatievterslaggeschieden. Wanneer deze fcw»tèie aldus in wijdere kring is be-sproken, zal de N.S.E. tenslotte *n een vergadering een beslissingover het al of niet toetreden tot de I.U.S. nemen*Tot leden van de studentencommissie tot het opstellen van een

rapport omtrent de Eeorganisatie van het Hoger Onderwijs zijn be-noemd: M.J. Hartgerink, voorzitter j Mejffrouw Craandijk ( B.V.S.V.)MejuffrouwCnossen (• S.S.B.); C.D. ''rijns ( N.C.S.». );C.F.J. Lampe( Unie van K.S.V.); G.J.Bos .( G.S.V.). Van V.C.S.V. zijde, zal nogiemand worden aangewezen.

In de vergadering van de ET.S.E. van 24 October j.1. is het voor-lopig verslag der delegatie naar de Gouncil Meeting van de W.F.D.Y,die deze zomer te Praag is gehoeden, uitgebracht. Ten aanzien vanhet al of niet lid blijtoen van de N.S.E. van de Federatie, heeftmen besloten de zelfde gedragslijn te volgen als zal geschiedenmet het vraagstuk tfan de I.U.S.. Zoals men weet is de N,s.E. in1945 toegetreden als lid van de W.F.D.Y. te zamen met het A.N.J.V.Men heeft destijds besloten dat dit lidmaatschap in elk gev'al zalworden aangehouden tot het volgende congres- dat vermoedelijk nietvoor 1948 zal plats vinden-, om dan te kunnen constateren 4n hoevae-re een ontwikkeling van dit lichaam van invloed kan zijn op onslidmaatschap. ' •Vermeld dient nog te worden dat in deze vergadering langdurig

gesproken is over de verklaring die de Nederlandse delegatie &pdeze meeting heeft gemeend te moeten afleggen inzake de Indone-sische kwetele.Vooruitlopende op de volledige text die in het verslag zal ver-

schijnen kan reeds worden gezegd dat deze verklaring een eanzijdigstandpunt in deze kwetéie heeft belicht- n-1- afkeuring van het

regeringsbeleid als zijnde te " reactionair". Volgens de delegatie,die zich in deze vergadering heeft verdedigd, was de aanleidingtot deze verklaring de volgende: n streefde er naar t e samen met dde Indonesische delegatie één verklaring af te geven, evenals datin 1945 te Londen is gebeurd. Daar de Indonesiërs niet bereidwaren een niets-zefëenöe mededeeling te doen, en de vertegenwoordigers der N.S.S. aan de andere kant geen bepaald politiek standpuntnamaas de N.S.E. kunnen innemen, heeft men tenslotte de modus vaneen persoonlijke verklaring gevonden.Het oordeel van de N.S.E., in de hierop volgende discussie ge-

vormd, is door de delegatieleider Zier met goedkeuring van de raadals volgt geformuleerd: " Ik ben van meening dat de N.S.B» zichniet kan vereonigen met het optreden van de delegatie van de N.S.E.op de Council van de W.F.D.Y. 1947 in Praag ter zake van de ver-klaring Indonesië, daar.de raad het niet met de delegatie eens kanzijn, dat daar dit optreden van de delegatie op de messt effectieve

wijze in de Counoil inzicht is gegeven in de situatie in deze bin-nen de Nederlandse studentenwereld, -"è, raad meent, dat de delega-tie met nsaehet standpunt van de N.S.B. t.a,v. de politiek nietduidelijk naar voren heeft gebracht, daarentegen wel i én stand-punt van de N.S.E. in deze recht te doen weder varen."

Benoemd zijn tot vertegenwoordigers van de N.S.E. in het landelijkComité der I.S.E. de Heren Kloosterziel (S.S.E.), Schmutzer (Unie vanK.S.V.)» Boot (Leiden), Verrüjn Stuart (Amsterdam G.D.) en Mej. van Loo-keren Constanse (U.V.S.V.).

Op verzoek van Carel Briels, "belast met de voorbereiding en co-ördinatie van de feesten ter gelegenheid van het regeringsjubileum, isvan atudentenzijde een commissie in het leven geroepen ter beoordelingvan de initiatieven op dit gebied, die in de studentenwereld zullen op-komen. Vertegenwoordigers van het feestcomité van de Amsterdamse stu-denten, Alemene Senaten Vergadering, S.C.V., S.S.E., N.S.V., en S.V.S.V,zullen hierin zitting nemen.

BBTGE VOORLOPIGE OPMERKINGEN EN OVERWEGINGEN OVER DE COUNCIL-MEEÏY :|VAN DE I.ÏÏ.S.

Dit opstel wil zijn een inleiding voor de N.S.H. bij het besprekenvan de vraag, in hoeverre de ontwikkeling van dé I.U.S. in het afgelo-pen jaar aanleiding geeft om het Nederlandse standpunt te herzien»

Uiteraard zijn hieraan de ervaringen, opgedaan op de Cotftoil-meetjiWI1947, ala uitgangspunt genomen. Maar nu de I.U.S. t. a. v. het belang- /rijkste beletsel om een Ned, lidmaatschap, n.l. de autonomie kwestie,een min of meer bevredigende oplossing heeft ingesteld, is het meernog dan in 1946 noodzakelijk het voor en tegen van deelname in deze or-ganisatie, af te wegen. Vorig jaar immers, was de autonomie-fcwestie iom de uiteindelijke beslissing zo alles overheersend, dar daardoor ioverwegingen van andere aard wel eens te weinig in ogenschouw genomen jwerden, terwijl men bovendien de indruk kreeg, dat de beslissing om jniet toe te treden, maar al te gaarne geaccepteerd werd. .Dit jaar zal '\e N .S .H, zich uit moeten spreken over de werkelijke «aarde van een i

mogelijk lidmaatschap. iDaarom hee£t de delegatie gemeend zich niet tot een rapport over '

de Council-meet|Ml947 te moeten beperken. , ••;A. Enige opmerkingen betreffende de Council-meetftfe/1947. iI. Algemeen , /

Vooropgesteld zij, dat het een Council-meetjjKbetrof , waarbij dus in <eerste instantie over de practische uitwerking/van de, op het congresvastgestelde principiële, dus politieke, grondslagen gesproken moestworden. Behoudens enkele geëxalteerde opwellingen hield men zich hierwel aan, zodat ogenschijnlijk de niet politieke zaken een iets belang-rijker plaats innamen. Hier moest men echter zeer oppassen op het ge-raffineerde gevaar van de beslissingen van het congres. Een voorbeeldhiervoor was de commissie voor pers en propaganda, waar men zich op de .constitutie beriep, om in het maandblad de lïU.S. te kunnen gebruikenbij de strijd tegen "fascist ideology",

De discussies bewogen zich weinig op een internationaal ai vaau.Men bracht of gemeenschappelijke politieke, of 'eigen nationale belangennaar voren, waarbij objectiviteit djlkwijls ver te zoeken was. De debat-ten waren dikwijls zeer verward, en tenslotte besloot men bijna altijdtot het instellen van een "drofting Committee", hetgeen in de praktijkbetekende, dat de-ze commissie de uiteindelijke beslissing nam. Heelvaak kreeg men de indruk de première van een toneelspel mee te maken.,De oppositie is iets uitgebreid eh treedt wat meer op de voorgrond.Er waren echter dit jaar geen Council-leden die voldoehdeop de hoogte,én in staat waren om een weloverwogen en vasthoudende oppositie tevormen. Door velen werd dit bezwaar gevoeld, en de delegatie acht eenverdere ontwikkeling der oppositie uitgesloten.

Slechts een bepaald gedeelte der council vertoonde belangstellingvoor practische problemen, en hadden zich op deze zaken voorbereid,II. Overzicht van enkele, voor Nederland belangrijke delegaties.U.S_.A_._ Een voor de Council vrij rechts georiënteerde, maar voor Ameri-kaanse normen vrij linkse delegatie, die weinig als geheel optrad. Zijverklaarden enkele malen tegen het behandelen van politieke zaken tezijn, maar onthielden zich niet principieel van stemming. In Septemberzal Amerika een N. U. oprichten en dan een .beslissing over het lidmaat-schap nemen.CANADA. Een delegatie, die in alle opzichten ons standpunt deelde, wasals obs&rver aanwezig. In December beslist ÜJanada over het lidmaatschap,ENGELAND. Een delegatie die ca. 60$ van de studenten vertegenwoordigten steeds meende als trait d'union te moeten optreden. Bij de behande-ling der practische studentenaange Ie genheden hadden zij steeds bijzondergoede en constructieve voorstellen,FRANKE IJK. Een delegatie die een groot gedeelte van de Katholieke stu-denten niet vertegenwoordigde.ITALIê' . Vertegenwoordigde 25$ van de studenten en was een eerste klas"f eïlow-navellor" .NOORWEGEN ZWEDEN DENEMARKEN. Zijn en blijven lid, doch betonen zich afen toe, soms openlijk, soms bedekt, oneens met de gang van zakent,FINLAND. Blijkt onder controle van Rusland te staan, maar voelt voor onsstandpunt,ZWITSERLAND. Bedankte definitief en voerde hiervoor naast algemene ar-gumenten aan, dat hun neutraliteit niet gegarandeerd was.

Positie van de Nderlandsohe delegatie.Enkele dagen voor de aanvang va~n de Cöunöa.lmeetakt bleek, dat slechtiéén observer was uitgenoodigd. Desondanks is de roltallige dele-gatie vertrokken. e ontvangst was bijzonder koel, en slechts é'é'nlid van de delegatie kreeg het recht in de vergadering te spreken.Op een enkele uitzondering na bestond er niet de minste belang-stelling voor het Nederlandse standpunt. Wat de betreft de auto-nomie.kweWie kon men de bezwaren wel meevoelen, maar achtte tochde Nederlandse houding te formalistisch of ook wel M law suspici-oüs". Het a- politieke standpunt vond bij niet typiesch rechts ge-deelte niet de minste genade. >De tekenen zijn er, dat voor niet leden de mogelijkheid om des-

ondanks aan uitingen of activiteiten der I.U,S. deel te namen»wel gaande weg zullen verdwijnen. Beeds nu werden er bedenkelijkevragen hierover gesteld,B, Enekele beschouwingen.1 Men kan op internationaal niveau, en zeker in deze omgeving nieteen aantal politiei*ke standpunten.tegenover elkaar stellen en hetniet politieke standpunt als een neutrale middenweg zien.Het is een feit dat er een groot aantal landen is waar de politiekeen zooallesoverhaerschene.de factor is, dat deze als eerste studenten belanggezien wordt, en van d* ze opvatting is ons a-politiekestandpunt de lijnrechte opponent. Wij kunnen dus niet verwachtendat een internationale stidenten-organisatie in het geheel geenpolitiek zal bedrijven, en mogen haar dan ook niet, waaneer zijzich hier verhoudingsgewijs mee bezig houdt, de rug toekeeren. Ermoet echter ruimte zijn om andere opvattingen, niet allen in devorm van een garantie van autonomie, maat evenzeer door een nieuwebehandeling van niet politieke aangelegenhden,2 Aangezien de autonomie aan de aangesloten organisaties nu min ofmeer gegarandeerd is, kan de N.S.B, de hem geboden gelegenheidom internationaal contact en zelfs toelichting en verbreiding vaneigen standpunt aangrijpen. Men moet echter begrijpen dat in deCouncil uiterst ter zake kundige personen zitting hebben en dat hèdaarom een eerste vereischèei is voor Nederland, om een groep stu-identen te vormen die gedurend'e het geheele jaar bijzondere aandachaan deze problemen besteden, en goed voorbereid aan de activiteitede I.U.S. deelnamea Wanneer er niet nu al min of meer zekerheidbestaat, dat dit j'aar, maar ook over 5 en over 10 jaar een derge-lijke activiteit doot het Nederlandse studentenleven wordt opge-bracht, dan is een lidmaatschap niet alleen waardeloos, maar zelfanadelig. Tegenover het vebinden van onze naam aan de I,U.S, moeteen duidelijke en weloverwogen actie staan om onze positie uiteente zetten.5 Op de keper beschouwd bevat de Constitutie hele passages diewij niet ten volle kunnen onderschrijven, en juist op deze puntenneemt de I.U.S. de constitutie wel au serieux. uok over het alge-meen achten de delegatie-leden de geest en de strekking van deI.U.S. nog zeker niet acceptabel voor ons. Een beslissing zal dussteeds een voorlopig karakter moeten dragen en uiteindelijk af-hankelijk zijn van een al of niet optredende verandering in deI.U.S.

Niet lid worden van de I.U.3., omdat ondanks het feit, dat dautonomie kweiéie na min of meer bevredigend is opgelost, ernog steeds de navolgende bezwaren bestaan.1 De constitutie is onaanvaardbaar voor Nederlandse studenten.Zij biedt geen ruimte voor alle opvatingen over de taak: derstudenten, doch verklaart integendeel een bepaalde ideologie,welke bovendien niet voor Nederlandse studenten aanvaardbaaris, tot basis der unie. £e ervaring heeft geleerd, dat bij aaken van principieel belang de constitutie wel degelijk alsreehtlijn wordt aangenomen.

2 De IUS treedt op en neemt beslissingen namens alle studente,van de wereld, terwijl het overduidelijk is, dat lang nietalle groeperingen vertegenwoordigd zijn. Welbewust tracht zij

, daardoor een gekleurde politieke uitspraak een .ongemotiveerdewaarde te geven. Wij zouden hierdoor iets, wat tegen onaeeigen beginselen ingaat, steunen*

Zij worden ondergeschikt gemaakt en in dienst ggesteld van de reeds eerder genoemde politieke uitspraken.

4. Wanneer de H.S.B, lid wordt, dan zullen wij niet alleenmoeten trachten om, door uiterst ter zake kundige voorstel-len met kracht te verdedigen, de geest in de lus te verandereimaar tevens moeten waken tegen ongewenschte consequenties vanhet lidmaatschap, Beiden zullen een niet geringe inspanningvan de Nederlandse student vergen, zonder welke het lidmaatecschap waardeloos en zelfs gevaarlijk is. Het is zeer te be-twijfelen of Nderland deze activiteit permanent zal kunnen op*brengen.

5* Wij geven aan groepeeingen, die onze opvattingen delea,maar ze niet kunnen uitspreken, op doeltreffender wijze steundoor een duidelijke weigering, dan door, hoe intensief ook,mee te gaan. Onze inaiohten zullen nimmer via de lUs tot henkomen, omdat juist uit de landen, waar dit voorkomt, vertegen-woordigers met uiterst gepronoceerde politieke overtuiging

, zullen verschijnen. Zo zullen via de IUS onze overtuigingenook nooit de groepeeringen, die thans, vreemd vóór ons zijn,bereiken, hoeze«r dit ook noodzakelijk is,Het lidmaatschap, alleen als geste tegenover deze groeperingeizal niet aan zijn doel beantwoorden, want de krachtige op-positie, die hieraan gekoppeld dient te worden, zal«veel vanhet effect verloren doen gaan.

6. Voor het uiteindelijke doel van internationaal contact,n-1- het op groote schaal kennen van elkanders opvattingenen omstandigheden en het bespreken van bepaalde problenenop internationaal niveau, is een representatieve organisatie

feen vereischte.et is dus onredelijk om belangrijke concessies te doen tenbehoeve van een dergelijke organisatie, terwijl andere middeleopen staan om het doel te bereiken. ^

Sp»*t en uitwisseling geschieden op basis van wederkerig-heid en Nederland zal, mitst het eigen goedwerkende organisa-ties hiertoe bezit, zeker- niet geïsoleerd zijn. ISS en defaculteiten bieden ruime kans voor conferenties.Wij hebben voor internationaal contact een bepaalde hoeveel-heid enthousiasme, tijd en geld jrer beschikking en bereiken onons ddel beter langs deze indirecte weg, dan door veel vanonze kostbare energie ten behoeve van de lus te gebruiken*

b Indien Nederland geen lid van de IUS zal worden, stelt dedelegatie de volgende gedragslijn aan de N.S.B. voor.

5. Green vertegenwoordigers van Nederland meer- deel te laten nemenaan manifestaties van de IUS. Echter wel, waar de kans gebodenwordt en de N.S.B, dit juist oordeelt, vergaderingen te laten bfj-wonen door waarnemers. In het algemeen de ontwikkelingsgang vande IUS gade slaan.

The International Union of Students considers the unity of all de-mocratie forces, which work for progress an base their activities uponthe principles of the United Nations, to be an indispensible conditionfor the realisation of a just and lasting peace, and the equalitu of allpeoples. ~S

The purpose of the International Union of Students, which is foundeiupon the representative student organisations of different countries,shall be to defend the rights and interests of students, to promote im-provement in their welfare and standard of êducation, and to préparéthem for their tasks as democratie citizena.

ACTS OF THE CONSTITUTIONSECTION 1. Name

The name of the organization shall be:THE INTERNATIONAL UNION OF STUBENTS,

(Hereafter referred to as the I.U.S.)SïïCTION II. Headquarters

The Central Offices of the I.U.S. shall be situated in Prague.SECTION III. Aims.

The aims of the I.U.S. sball be:a) To be the representative organisation of the democratie students ofthe whole world who work for progress: in this way to help to solve theproblems of all students,b) To secure for all young people the right and possibillty of primary,secondary, and higher êducation regardless of sex, economie circumstanrces, social standing, politioal conviction, religion, colour or rac«;and, to secure for students an .extensiije system of state scholarships anc'family allowances, wherever necessary, the provision of text-books andschool supplies free of charge, and all other means af assuring theirmaterial independence.c) To ensure to all students the best posstt>le living conditions and fa-cilities for the maintenance of health.

d) To promote among students an appreciation of the cultures of allpeoples and the lova of freedom and democracy,

e) To endeavour to bring about the formation of unified and fully repre-sentative student organisations, which are democratie in character andwork for progress.

f) To promote friendship between the students of all the world.

g) To provide the means of eooperation between actively democratie,nationallp representative student organisations.

h) To promote the co-operation of students with other youth, and to workfox the development in students of a sense of responsibili^ty towards so-ciety.

i) To give active support to all govarnments and social organisations whidlstrive for peaoe and seeurity: to this end, to fight for the eradicationof every vestige of Fascist ideology and oppression from all educationalinstitations; to combat al forma of discrimination, the falsification ofscience, and the propagation of theories of racial superiority.

j) To represent the interest of students in international affairs; tobring before international organisations the problems of students; and,to publicise in all spheres the most urgent needs of students.

k) To assist the students of oolonial, semi-colonial and dependent coun-tries to attain their full social, economie, and educational development:to this end, to render to the students and peoples of these countries allpovvible assistance in their struggle for fraedom and independenee.

1) To urge that advances in soienee and culture be published and employédin the service of humanity and world peace.

SECTION IV. Actvities.The I.U.8. shall carry out its Activities in the spirit of Section III ofthis constitutton. These activities raay be undertaken by member organisa-tions under the supervicion of the Exectftive Committee and are as follows:

a) The organisation of international student congresses, both general andspecialised, and the promotion of any action deemed necessary to realisethe policies defined at such oongresses.

b) The organisation of international travel and exchange.

0) The organisation of international students1 correspondence.

d) The reception and the dissemination throughout the world of informa-tion concerning students and their problems.

e) The publication of the offcial periodicals of the I.U.S. in as many ofthe main world languages as is demanded by their circulation.

f) The organisation of international sport activities.

g) The extension of financial and other éssistance to suoh nonpartisan,non-sectional, fully representatilpe student organisations as are in needof it: this to be undertaken by the creation of special funds and the in-stitution of national and international campaigns.

h) The organisation of relief work and the maintenance of liaison with theexisting relief bodies.

1) The maintenance of the closest possible relations with the organisationsof the United Nations and in particular, UNESCO.

j) The maintenance of the closest possible relations with all other inter-national organisations pursuing aims similar to those of the I.U.S.

k) Al}, other activities that may be necessary to further the aims of theI.U.S.

SECTIE'ON V".MSMBEES OP THE I.U.S., THEIS EIGHTS AKD OBLIGATIONS

Members of the I?U.S. shall be student organisations which:

a) Accept and abide by its Constitution.

b/) Are progressive with regard to their eonstitution and their practicalaetivities. By progressive, it is mëant that the student organisationsconcerned support democratie principles and work sincerelyand consistentlyfor the advancement and realisation of these principles in everyday life.

Such organisations shall be:1. National Unions of students representing the majority of students ofthe country concerned and fulfilling the terms of the Constitution.

2. National Co-ordinating committees uniting the varióus seetional, demo-cratie student organisations of the country conoerned.

3. One or more student organisations of a country where such a NationalCo-ordinating Committee is not practivable, and there are several activelydemocratie student arganisations,

Everg organisation which is a member of the I.U.S. has the right:

a) To participate in the discussion and the resolution of all questionsat the World Students1 Congress.

To submit suggestions for discussions to the Congress and other gover-'ing bodies.

c) To be present, at meetings of any of the governing bodies upon which isnot represented, whenever they are discussing or deciding upon guestionswhioh concern it directly.

d) To apply to the governing bodies of the I.U.D. for help in cas«s wherespecial problems and needs arise.

e) To employ in its title the status of membership, and to use the emblemof the I.U.S.

f) To disaffiliate.

Obligations:

Member organisations of the I.U.S. shall:

) Abide by its Constitution, carry into practice the decisions of itsCongress and other Governing Bodies and support organisations pursuinggeneral aims similar to its aims. Any decisions of the I.U.S. not adheredto by the national oxganisations shall be submitted to the Council forfinal judgement.

b) Keep the I.U.S. periodically informed of their activities.

c) Promote greater co-operation between representative, aetivyly democra-tie student organisations of their country, and endeavour to recruit themfor membership of the I.U.S. - provided they are eligible, this subjectto Section V., Members.

d) Work in their countries for the foundation of a strong National Union,democratie and representative in character»

e) Harbour no tracé of Fascism or fascist and imperialist ideology, andgive no expression to any discrirainatory propaganda based upon differencesin sex, economie eircumstances, sooial standing, political conviötion, re-ligion, colour or race.

f) Increase its co-operation with those student organisations in all coun-tries which work for progress, and grant them assistance when need arises.

g) Pay such dues as are reguired by the décisions of the governing bodies.

ADMISSION TO, DISAFPILIATION AND ACHILSION FEOM MEMBEESHIP.

a) Student oiganisations represented at the inaugural Worl Students'Congresa ia August, 1946 and enwhose behalf the Constitution is voteéand signed, may, subject to ratifioation by the organisations concerned,become members of the I.U.S., - this subject to Section V., Members.Such membership involvea payment of the subscription provided for inSection VI., subsection I, a., VII, within six months of the inauguralcongress.

b) Sttient organisations applying for membership raust inform the Councilof the I.U.S. of their decision to accept and of their readiness to abideby the Constitution. The new members may be accepted for membexship bythe decision of the Council subject to ratification by the Gongress.

c) In the event of the faillure of any member organisation to abide by•the Oonstitution, the Council of the I.U/S, shall direct the attentionof the said organisation to this fact. If this and similar measures proveinadequate, the Council has the right to decide by a 2/5 majority ofthose present and voting to suspend or expel the organisation concernedsubject to ratfieation by a 2/3 maftority vote of the Congress.

d) Member organisations of the I.U.S., intending to disaffillate, mustinform the Couneil of the I.U.S. of their decision. The disaffiliationshall become effective 12 months after notification of the Executive.

SECTION VI. COVEENING AND EXECUTIVE BODIüS OF THE I.U.S.

The Governing Bodies of the I.U.S. shall be the World Studente1 Congressand the Council.

Subsection I. The Congeeés.

a) The World Students1 Congress is the highest Governing Body of theI.U.S. and is empowered to:

I. Discuss and adopt decisions on general problems connected with theconditions and activities of students, and to work out the pró^gramme ofaction of the I.U.S.

II. Approve amendments and addenda to the Constitution b/ a 2/3 majorityof those present and voting.

III. Decide upon the number of represent atives to the Couaeil from eachcountry, and approve the nomination of representatives made by the natio-nal delegations.

IV. Discuss and approve the reports of the work of the Council and theExecutive Committee.

V. Approve the creation of such special Commissions and Committees as theCouncil may recommend.

VI. Affiliate the I.U.S. to other organisations.

VII. Fix the scales organisations and the date of payment for the saiddues.

b) The Congress shall be composed of delegates from member organisationof the I.U.S. The number of delegates accorded to each member organisationshall be fixed according to a scale recommended by the Council and appro-ved by the Congress. Each delegate shall have one vote.

c) The Congress shall meet at laast once in three years; the ExecutiveCommittee shall inform all member organisations of the proposed agenda,date and plaue of the Congress, and of the number of delegates accordedto tefc them not later thans five months before the meeting of the Congress.

d) Extraordinary Cqngresses of the I.U.S. may be convened at the,demandof not less than 1/5 of the total number of öountries represented IK rae

e) All votes at the Congress, excent when otherwise stated, shall be bysimple majority.

f) The quorum shall eonsist of a majority of the delegates entitled toattend the Congress, provided that this aambei represente a majority ofthe member organisations of the I.ÏÏ.S. from 2/5 of the oountries parti-eipating in the I.U'.S.

g) Observers to the Congress may be invited at the discretion of theCouncil.

Subseotlon II. The Couneil.

a) The Council of the I.U.S. is the highest Coverning Body of the I.U.S.between Congresses. It is responsible to the World Studente' Congress.

b) The Council, shall eonsist of at' least one elected representative ofeach country entitled to representation at the Congress. Ho one may beelected to the Council, who at the time of election has finshed hlsUniversity or College course for more than two yeara. The nuraber ofrepresentatives for eaoh country shall be determined by a soale adoptedby the Congress.

0) The member organisations may appoint new Council members to replaceany of their pepresentatives.

d) Every session of the Council shall elect a Presidium, whose membersshall preside in turn over Council meetings,

e) The Council shall each year elect from among its membeis the Execu-tive Committee, consisting of the President, four Vice-Presidents,Secretary. Treasurer and ten ordinary members. All the membeis of theBxeoutive Committee shall be from different countries. No one may beelected to the ïïxecutive Committee who at the time of election hasfineshed his University or College course for more than three years.

f) The Counoil shall elect four persons, not necessarily members of theCouncil, who with the Treasuror shall forrn the Pinance Committee.

g) The Council shall approve the Budget.

h) The Council shall discuss and approve the reports and work of theBxecutive Committee.

1) The CouDcll may appoint from its membêrship representatives t6 diffe-rent organisations with which the I.U.S. wishes to associate. Thisauthority may be employed if necessary by the Executive Committee, sub-ject to the rativication of the Council. .

j) The Council shall meet a least once a year. The proposed agenda, dateand place of its meetings shall be determined by the Executive Committee*Members of the Council shall be given notice of all meetingé at leastthree months in advanoe.

k) Extraordinary sessions of the Council shall be convened by the Exe-cutive Committee or at the req,uest of at least 1/3 of the members ofthe Counoil or 1/3 of the member organisations of the I.U.S.

1) All decisions of the Council shall be a simple majority vote.

m) The quorum of the Council shall be 2/3 of its members, representingat least 1/2 of the countries partivipating in the I.U.S.

n) The Council shall be empowered to co-opt representatives of organisa-tions from new member countries, such representation being subject toSubestion Ii., Council, olause b.

0) The Coancil shall resolve all cases where a member organisation hasnot adhered to the decisions of the ÜU^S* It shall only apply sanctionsundei se et ion V, Clause (c) if the grounds of aoa-complian.ce are in op-position to the constitution of the I.U.S.

Subsection III.The Executive Committee.

a) The Executive Committee shall carry out the policies of the I.TJ.S.and the decisions and projects of the Congiess and Council. The ExecutiveCommittee shall submit to the approval of the Council the list of suchpermanent and parttime staff as is necessary to ensure the efficiëntconduct of the worlc of the I.U.S.

b) The practical activities of the Executive Committee shall be directedby the President, four Vice-Presidents, the Secretary, and the Treasurerof the I.U.S.

c) Members of the Executive Committee, if unable to attend the meetingsof the Executive Committee, may be represented by personal nomineea, whomust be apporved by the member organisation concerned. These personalmorainees shall have the fuil rights of members of the Executive Committee,

d) The Executive Committee shall sleet a Permanent Secretary.

e) The Executive Committee shall meet a least twi«e a year.

f) The quorum of the Executive Committee shall be 11 members.

g) All decisions of the Executive Committee shall be taken by a simplemajority vote. •

SECTIOF VII. Bugget and Finances.

a) The financial resources of the I.U.S. are derived both from the sub-scrÈptions paid by member organisations, aecording to the scales agreedupon by the Congress, and from other sources.

b) An organisation, which, wothout valid reason, fails to pay its sub-scription B£XB for one year, shall by reason of this default forfeit theright to vote in the Governing Bodies. An organisation, which, withoutvalid reason, fails to pay its subscription for two years, shall forfeitthe right to partiwipate in the meetings ,of the G-overning Bodies and maybe expelled from the I.U.S.

c) The draft Budget shall be eompiled by the Finance Committee for theapproval of the Sxecutive Committee and Council.

The Constitution shall be translated into all laguqges employed by thecountries participating in the I.U.S. For the puipose of interpreta-tion, the original, English text shall be authoritative.

SBCTION X.

The Constitution shall be effective upon its a appoival by a majorityof the delegates present at the Inaugial World Students' Congress of thI.U.S. in Prague, August, 1946.

Note:The above Constitution was duly ratified by an oyerwhelming majorityof the delegates present at the World Students1 Congress on Tuesday,August 2? 1946, From this date, the Constitution becomes operative.

regard to their sex, economie oircumstances, social standing, politi-cal conviction, religion, colour or race.

B. Students are regarded s:Those young people who pursue courses of Higher Education at Univer-sities, Training-Schools and Technical High Schools. The definitiondoes not include young people at school,

Du 31 juillet au 10 aout 1947, une certaine de déléguls de 42 pays se sont

réunis a Prague pour la premiSre séance du Conseil de l'DIE.L'Union Natio-

nale des étudiants de Suisse y était représantée par une délégation.

Los de votes ayant eu lieu au printemps S. toutes les universités, le-éétu-

diants suisses ont décidê de joindre l'UIE tout en faisant la réserve dic-

tee par la constitution de l'UNES et par la conception suisse de la neutra-

lité,de ee tenir & l'écart de toute action politique entreprise par l'UIE.

A leur avis,la tache d'une organisation mondiale d1étudiants n'est point

de copier en miniature la haute politique,maïs bien de traiter d'une facon

objective les probllmes universitaires.Ce n'est pas que Ie désir manifeste

de prendre une part active dans lerellvement g'néral,qui a décidé l'UNES &

demander sa receptiondans l'UIE,malgré la charge queprésante pour elle Ie

caractere politique de cette dernilre,.

Dis Ie début de la séance,la délégation suisse a été péniblement impressior

nee par l'augmentation évidente, en comparaison de l'année passée,de la

tendance politique dont l'UIE est réellement devenue l'instrument .Nous

n'hesitons pas Si donner des preuvesS. l'appui puor cette affirmation.il suf*

firait de citer Ie fait seul qu'en admettant certaines délégations,qui ne

peuvent certes pas Itre reconnues comme representatives pour leur pays,Ie

comité exécutif n'a pas cru devoir tenir compte de la constitution de

l'UIEjqui,®1il existe une union nationale officielle,ne reconnait que sa

délégation comme telle. Ainsi,des 200.000 étudiants italiens,seuls étaient

représantés les 39.000 adhérents au partis gauches,et cela par 4 délégxülb

gués,ce qui ne correspond nullement leur nombre.En plus des trois délé-

gués de la "Hochschüllerschaft" Autrichienne,un représentant de l'Autri-

chienne,un représentant de l'"Union des étudiants démocrates" communiste,

ne comptant que 140(1) membres,a été invite. Pour la Palestine de même on

a acceptéjli coté du dêlégué officiel,un autre,communiste,Vu ces donnés,on

ne s'étonna gulre de voir la grande partie du temps vouée IL des discussiont

et résolutions concernanila RETRAITE DES TROUPES ANGLAISES DE Palestine et

celles des américaines de la Chine,ainsi que les protestations cubaines

contre la loiaméricaine du sucre et la situation au Viet-Nam et en Indonê-

sie.il va sans dire qu'on a puisé a pleins seaux dans les possibilitêspresque illimitées que présente Ie sujet de la "démocratieation",vu lesdéfinitions actuellement peu nettes de certains mots.Par conséquent lesquestions universitaires proprement dites on du être soitabandonnées com-plltement, soit traitées que superficiellement,ce qui est fort regrettableBref,l'UIE antifasciste a présenté a peu prls Ie spectacle que nous aurion,attendu d'une organisation universitaire internationale sous une égidefasciste.Cette situation devait mener nécessairement a la déclaration du Conseilque la réserve faite par l'UNES,qui,du reste,puor des raisons formellesn'aurait pu être reconnue que par Ie Congres de l'UIE enI949, était abso-lument inacceptable. A ee propos, un dllégué russe alla jusqu'au débutde la seconde guerre mondiale une organisationi internationale (CIE) s'oe-

( cupait des problèmes universitaires d'une manilre nettement apolitique.ƒ Actuellemnt , l' atoaosph&re envenimée par la politique des partijés peut( s'expliquer pour les pays qui se trouvent sous l'influence soviétique;

cependant la conduite des aufcres dilégations qui,a peu d'exeptions prls,n'ont su prendre que la défense de leurs propre interets,a été décevante.Les étudiants suisses ne cessent d'être persuadés qu'une collaborationuniversitaire internationale sans manifestations d1idéologies politiquesest possible.il n'est donc pas question pour eux de se joindre a l'UIE,& moins que toute tendance politique ne soit éliminée par une rlvisionde la constitution. Cette décision a forcé l'Association Spofctiveuniversitaire Suisse a retirer sa nomination pour les jeux universitaireemondiaux d'été* a Paris, qui par l'UIE ne seront plus organisés d'une

s~ facon aussi spofctive et apolitique que l'ont été les jeux d'hiver & Davos\r l'IMBS.< A l'aide d'autres organisations internationales et des relations bilaté-V rales,l'ÜNES saura, dans la mesure de ses forces,participer a une

collaboration universitaire et au rellvement général,sans s'exposer a unjéabus politique.

Da man aber sehön vorher wuszte, was gespielt werden wirdhat der Zentralausschuaz, urn die österreichischen Vsafcreter nicht in einenSewissenkonflikt zu bringen, eine eindeutige Stellung bezogem

U Und die Vorsioht hatte aich als nur zu bereohtigt erwiesen.Der kommunistische Vorsitzende ffROHMANN empfing die österreichiacheDelegation "liebevoll", indem er in seiner Eröffnungsrede auf "ftster-reich als einen der schwarzen Punk te" der Welt-Studentenorganisatiotthinwies. Auch der Vertreter der "einzigen demokratischen" 'b'sterreiohi-schen Studentenorganisationen (fttr Unwisaende: ddr Vertreter der VDS)hat seinen Teil dazu beigetragen, das Anaehen Oaterreichs nieht geradeing beste Licht zu stellen.

Das Eernproblem für unsere Delegation bestand darin, durchzusetaen, dasadie Ostereichische Hoohschülerschaft als «i« alleinige Vertretung der

An And für sich hatte dieskeinerlei Schwierigkeiten bereiten durfen, da laut Statuten LUnder, inlenen eine nationale Studentenorganisation besteht, nur durch diese ver-treten sein kunnen.Da jedoch die Kommunisten entsprechend ihrer Starke bei uns keinen An-spruch erheben konnten, einen Vertreter in die Delegation zu entsenden,muszte von diesem Srundsatz abgewichen werden. Die "unpolitJache" VDSsprang in die Bresche. Duroh die grosze Anzahl ihrer Mitglieder - sageund schreibe HO! - ist sie ja auch durchaus berechtigt, im Namen Oster-reichs zu sprechen. Warum sÈllte auch ein halbes Prozent nicht berufen s©iidie Meinung unsrerer Studenten zu verdolmetschen?Una»»» offizielle Delegation war mehr als zuverkommend: Sie bot der VDSan, eigene3 Mitglied der IUS zu sein, eolange sie n i c h t im Zeutral-ausschlusz vertreten ist. Wenn sie aber einmal als wahlwerbende Grruppeauftritt Hné in der gew&hlten Eörperschaft vertreten ist, mttse aie f rei—lich ihre Mitgliedachaft zurjickziehen. Da die VDS anscheinend doch in Be-tracht zog, vieileicht nur 3 oder,4$ der Wahlatimmen zu erreichen, dann 'aber nattirlich auch kein Recht zu haben, in der Delegation bei einer Ta-gung der IUS vertreten zu sein, nahm sie diesen Vorachlag nicht an. Dieser Schritt war im Hinblick auf die vom Zentralaus-schusz gefaszte Resolution notwendig, die unter allen Umstandenverhindert wissen wollte, dasz vor einem internationalem Forumein falaches Bild von der Situation an unaeren Hochschulen gegebenwird.Dies ware aber im Falle einer Weiterbelasaung dte "Vereinigong de-mokratischer studenten" der Fall, einer Vereinigung, die zwardurchaus den Intentionen der Internationalen Studentenunion ent-spricht, aber keineswegs als parteipolitisch niaoh beeinfluazt be-zeichnet werden kann.Die österreichiache Delegation muszte daher an der Erfiillung ihrerForderungen f«sthalten, wenn nicht dem Prinzip der Demokratie insGesicht geschlagen werden sollte.Die Oaterreichische Hochschülerschaft betont, dasz ihr Schrittnicht dem der Schw.ei» oder Holla»ds gleichkommt, die ihren Austritterklarten, aondern lediglich die Zurttckstellung der Hatifizierungihrer Mitgliedachaft bis zur Erreichung der im Intereaae unaererStudenten gestellten Forderungen bedeutet;

Auoh die Schweiz, der man bestimmt nicht vorwerfen kann, undemokratischzu sein, sah sich zu einem gleichen Schritt veranlaszt; aie fühlte aichdurch die politieche Einaeitigkeit befremdet:

Eiue Folge davon war, dasz die Hochachulfragen vernachlasaigtoder nur ganz oberïl'acfe-lich behandelt werden konntenMit Hilfe anderer internationaler Organieationen und gegenseitigerBeziehungen wird auch der Verband der achweizerischen Studenten-schaften - aoweit ea in seiner Macht liegt - sich an einer Zusam-menarbeit der Univeraitaten und am allgemeinen Aufbau beteiligen,ohne aich einem politischen Miazbrauch auszusetzen"

Die wirklich demokratische Haltung der österreichischen Delegation wur-de durch niohta deutlioher bewiesen, als durch die latsache, dasz sichbei den vielen unpassenden Antragen daraufhin weit mehr Delegierten ent-schlosaen, einen oppoafcionellen Standpunkt einzunehmen. A u o h g e i -l e d e r t s o h e c h o a l o w a k i s c h e n u n d p o l n i -B c h e n D e l e g a t i o n s t i m m t e n m i t u n 8 , wie auchHolland, Schweiz, Kanada, Belgian, Australiën und Schottland.Die Haltung der Vertreter der Oaterreichischen Hochschülerschaft wirdnicht, wie Herr BRASLOFF meinte, von den Stadenten miszbilligt werden; |jeder wirklich öaterreichische student wird Ihnen Dank und Anerkennung

Die "Wahrheit" war ddeamal wieder ganz "Unwahrheit", als ai e achrieb, der!"gute Ruf der österreichisenen Studentenschaft sei aas parteiegoietischeriGrtinden gesohadigt worden". Die wirklich demokratischen Studenten wenden iaifth gegen eine "pBeudowissengchaftliche" Verpolitisierung und werdenehrlich an einer Verstëndigung aller Menachen arbeiten.
