LEADERSHIP POSITIONS AND RESPONSIBILITIES Leadership Philosophy:

I believe that the success of a leader should be measured by the success of the personnel under his or her direction. An academic leader should be able to encourage the growth and development of faculty and staff, and help align opportunities and resources with individual skills and interests. A leader must provide a work environment that is based on respect and trust in order to establish a tone of cooperation and collaboration necessary for high performance. Director, Radiology-Pathology Center for Forensic Imaging (2011-present) Leadership responsibilities include developing and administering the Center, coordinating research efforts, competing for research and training awards, developing real-time clinical radiologic processes for autopsy , developing opportunities for and fostering independent imaging interests of radiology, pathology and other faculty and providing oversight of the Center faculty (forensic radiologists, physicists) and technologists. Assistant Chief Medical Investigator- Office of the Medical Investigator (OMI) (2000 - present) Principal leadership responsibilities and achievements include: Assistant Chief Medical Investigator for Research (July 2000 - June 2002, Sept 2011- present)

o Coordinated all research efforts of OMI including grant applications, data & tissue requests, fellow and resident research projects, and collaborations with other agencies and institutions

o Secured CDC/Department of Health funding to replace problematic MUMPS database with

current electronic database

Assistant Chief Medical Investigator (July 2002 – Sept 2011) o Led the process of planning for funding and building a new facility (1996 - 2009).

Preparatory meetings with HSC and state officials Prepared decision briefing for UNM President, 2004. Worked with the two co-located agencies (Scientific Laboratory of the Department of

Health and Veterinary Diagnostic Service of the Department of Agriculture), the State General Services Division, the UNM Facilities Planning Department, and the architectural and engineering firms hired to complete the design.

Provided tour and discussion of old OMI facility to NM General Services Cabinet Secretary and UNM leaders to assist in securing final funding prior to 2007 legislative session.

Participated in legislative strategizing and advocacy, programmatic design, schematic design, design development and construction phases.

Built consensus for design process within the internal OMI team and other OMI faculty and staff and represented ideas to architects and other involved agencies. Frequent meetings with architects and state officials and generated written comments about planning documents.

Initiated plans to incorporate computed tomography (CT) and design revisions to incorporate Magnetic Resonance Imaging (MRI).

Worked with architects to develop the furnishings package, coordinate the development of the IT and security plan, and assisted in the development of the supplemental equipment (equipment, furnishings, and moving expenses) budget for the Legislative Finance Committee.

Attended biweekly architect-contractor-owner meetings during construction to ensure construction met design goals and coordinated the commissioning program (working with Commissioning Agent, UNM Office of Biohazard Compliance and OMI staff) so that the laboratory would meet biosafety level-3 standards.

Department of Radiology culminating in development of Center for Forensic Imaging o Led process to revise OMI statutes with Chief Medical Investigator, other OMI administrators,

and the Legislative Council Services for 2009 legislative session. o Liaison between OMI, the NM Dept. of Health and the NM Bureau of Vital Records.

Attended periodic coordinating meetings with leaders of other Tri-Services agencies.

o Coordinated OMI research efforts: Liaison to researchers from UNM, and other academic and Federal institutions. Developed document with HSC Human Research Protections Office and OMI faculty

input about the use of OMI and hospital autopsy tissues for research posted on both Human Research Protections Office and OMI web sites. Developed administrative process for receipt and tracking of research requests and review of protocols.

Chaired OMI Tissue Use/Research Issues Oversight Committee and responded to research requests. Reviewed all outside proposals requesting use of any OMI tissue, paraffin blocks, microscopic slides or other data.

Research resource for OMI faculty, forensic pathology fellows and other trainees.

o Presentations to legislative committees & Governor’s Assist. Chief of Staff about OMI issues.

o Represented OMI before state and national agencies and groups (e.g., All-Indian Pueblo Council, NM State Police, NM Public Defenders Conference, NM Department of Health, US Centers for Disease Control and Prevention, and National Institute of Justice).

o Regularly updated OMI Board on new facility progress and OMI grants and contracts.

o Served as Acting Chief Medical Investigator in absence of Chief Medical Investigator. Made administrative decisions in consultation with senior administrative staff. Chaired supervisor and pathologist administrative meetings.

Committee for US Senate Judiciary staff to follow-up on NAS report. Coordinated input on US Senate Bill 132 “Criminal Justice and Forensic Science Reform Act of 2011.”

o Submitted and subsequently presented proposal for Model Medical Examiner Law to the US Uniform Law Commission.

o Developed proposal for National Institute of Justice (NIJ) to initiate a Scientific Working Group for Medicolegal Death Investigation that was implemented in 2011.

pathology, development of specific types of solicitations, and outreach to the medicolegal death investigative community.

and surveillance for sudden unexpected death in epilepsy, and surveillance for sudden cardiac death, violent death, and sudden unexpected death in infancy.

o American Board of Pathology to discuss the development self-assessment modules for maintenance of board certification

Write grant applications or proposals and seek other new revenue sources. Manage all grant and

grant-compliance activities. o Manage subaward from National Institute of Justice through Research Triangle

International to develop web-based training modules in medicolegal death investigation. o In addition, training proposals have been submitted to:

Coordinate the writing of proposed contracts. Monitor the compliance of all involved parties with the

provisions of all active contracts. This has included: o Management of contract with Lippincott for NAME journal “American Journal of Forensic

with publisher of “Academic Forensic Pathology” o Development of a solicitation for a new meeting manager contract and subsequent

negotiations with American Society of Investigative Pathology. Serve as the primary media and public contact person for the organization, screening all media and

public inquiries and correspondence. Provide general NAME-related factual and educational information to the media and the public.

Coordinate and monitor the obtaining of legal opinions. Support and track the activities of the organization committees including regular direct contact with
