Katy history spans many years, back to the prehistoric times when the layers of strata de-

posited salt domes that made this area rich for natural gas and the geological formations that created the flat Katy prairie, ripe for farming and ranching.

Earliest settlers dealt with wild an-imals that are long gone. What they found here was a cane-filled creek, an “island” of cane surrounded by a vast prairie of tall grass; and the area became known as Cane Island.

By the mid-1800s, San Felipe Road was a rough wagon trail that cut right through the Cane Island area. The road was busy with wagons and stagecoaches running bi-weekly services between Houston and San Antonio, but few families called the area home. That all changed in the 1890’s when the Missouri-Kansas-Texas (MKT) Railroad Company ex-tended their line and enterprising settlers founded the town of Katy right where Waller, Harris and Fort Bend Counties merged.

The new town thrived with the development of the railroad. Busi-

nesses were established to meet the needs of new residents. Ranching and agriculture ventures thrived with the greatest success found in growing rice on the flat, wet prairie.

There were many hardships, lightning frequently started prairie fires causing the tall grass to burn for days at a time. Freezing weather, floods and mud, packs of voracious wolves, miserably hot summers and disease-carrying mosquitoes all made settling in Katy a challenge.

In the early 1930s, State High-way 73 opened west from Houston; it cut straight through Katy. When a bridge over the Brazos River was completed in 1940, Hwy. 73 was im-proved and renamed Highway 90. More traffic traveled through Katy, bringing new business to retailers and more work for the community.

But real growth came in 1943, when the Humble Gas Plant opened just west of town. Production at the plant was astounding. The first year Katy gas reserves, in terms of Brit-ish Thermal Units, were equivalent to one billion barrels of oil. The impact of the Katy Gas Plant on the City of Katy cannot be overes-timated. It doubled the population

and funded the young Katy Inde-pendent School District making it possible to build new schools and upgrade equipment.

In October 1945, an election was held and the town incorpo-rated into a municipality. Katy began emerging as the city we know today. The area around the new city was still defined by smaller communities; Barker, Ad-dicks, Gaston and more slowly surrendered to become known as the “Katy Area.”

When the Addicks School Dis-trict closed in 1961, part of it was incorporated into the Katy ISD. Katy ISD boundaries were set at 181 square miles which have not changed since that time and it is that boundary that defines what we know as the Katy area today.

When I-10 (the Katy Freeway) was opened in 1966, all six lanes of the highway were often busy. It was the development of the Grand Parkway in the 1980s that really started growth in the Katy area. New neighborhoods began replacing rice fields and pastures. Rail service continued until 2000, when the Texas Department of

Transportation bought the old MKT right-of-way and removed the line as part of the expansion of Interstate Highway 10.

Almost 260,000 people live in the Katy area, which has won na-tional accolades for growth and sustainability. The Katy Indepen-dent School District has more than 66,000 students who attend schools recognized for educa-tional excellence. The expansion of the Grand Parkway will create the longest beltway in the world and there is no sign that growth and development in the Katy area will slow down.

At the heart of it all there is still the small City of Katy with a population of approximately 15,000 residents.

Katy has emerged from its his-tory as one of southeast Texas’ prime suburban areas but is still a community with friendly com-passionate people and where families and businesses can flour-ish. It still has the spirit of ad-venture and possibility that our founding families came to find when there was nothing here but tall grass and wild prairie.

What exactly is inside the Katy city limits? Katy residents often split the city into

two informal sections: “Old Katy” or “Katy Proper” and the “Greater Katy Area.”

Old Katy is the actual city limits of Katy and lies mostly north of Inter-state 10. This is the original Katy from before the 1970s when Houston’s En-ergy Corridor (and the mushroom-ing development that came with it) made its way west on I-10.

The approximate city limit bound-aries are drawn on the map below.

The Katy Area is made up of large sections of unincorporated Harris and Fort Bend Counties and mostly sits east and southeast of the city lim-

its of Katy.This area is within the Katy Inde-

pendent School District, and nearly everyone in this area has a Katy post-al address.

The Katy area includes commu-nities such as Cinco Ranch, Green Trails, Grayson Lakes, Seven Mead-ows, Silver Ranch, Firethorne and Grand Lakes, while also encompass-ing developments from the 1970s and 1980s such as Memorial Parkway, Kelliwood and Nottingham Country.

All of the Katy Area lies in the City of Houston’s extraterritorial jurisdic-tion (ETJ), not Katy’s ETJ.

This means that most of the greater Katy area is controlled by the City of Houston and that Houston has the

ability to annex it in the future.The City of Katy cannot annex this

area unless the City of Houston re-leases the area’s ETJ to Katy, which has occurred in several small chunks in recent years.

The most recent instance of this was in 1997 when Houston ceded about 400 acres (1.6 km²) of ETJ to the City of Katy to allow the Katy Mills Mall and surrounding parking lot to be built entirely within the City of Katy.

The City of Katy paid $1 million for this right but also had added the threat of building the Katy Mills Mall entirely on Katy’s land and placing the parking lot in Houston’s ETJ, thus being of no tax benefit to Houston.

In the beginning, it was only a wide-open prairie, the hunting ground of

the Karankawa Indian tribes; the winter feeding grounds of great herds of buffalo and large flocks of wild ducks, geese, sandhill, whooping cranes and numerous other game birds; and home to longhorn cattle, deer and wolves.

Earliest settlement of the community known as Cane Island, for Cane Island Creek that runs through it, was in 1872.

The town site of Katy was laid out and platted by J.O. Thomas, L.C. Luckel and R.M. Cash in 1895, suppos-edly named for the MKT Rail-road that runs through it.

The City of Katy was for-mally incorporated in 1945.

Katy Area – Meet the City Council

FABOL HUGHES, Mayor BILL LAWTON, Ward A

Fabol Hughes graduated from Jef-ferson Davis High School in Houston, then served in the U.S. Navy. In 1962, he began his studies at San Jacinto College and the University of Hous-ton College of Business.

Hughes has been an active mem-ber of Katy First United Methodist Church; Katy Masonic Lodge; Little League baseball, youth softball and soccer; Katy High Booster Club; Katy Future Farmers sponsor and Katy Ben-gal Brigade. He is an avid supporter of Katy High football and baseball.

Bill Lawton was elected to his third term as Ward A council member in May. He was a member of the City of Katy’s Convention & Tourism Board, and City Planning & Zoning Commis-sion for several years.

The Katy City Council meets the second and fourth Tuesday of

every month at 6:30 p.m. in theKaty Municipal Building City

Council Chambers at 910 Avenue C.

CHUCK BRAWNER, Mayor Pro-Tem

A resident of the Katy area for more than 26 years, Chuck Brawner was re-elected to the Ward A slot in May, and was appointed Mayor Pro-Tem. He and his wife, Marcy, have three chil-dren.

He has served as the Spring Branch ISD’s police chief for the past 19 years, where he oversees an annual budget of $3.5 million. A former member of the West I-10 Fire Department, Brawner has been helping implement changes to the Katy Fire Department that ensured its ISO rating of 2.

DURRAN DOWDLE, Ward B

Durran Dowdle was elected to his first team as a Ward B councilmember in May. He and his wife, Terri, have been married for 30 years and have two children, Sheridan and Alyssa.

Employed by KBR as a Project Man-ager, he has served on Katy’s Zoning Board of Adjustment and the Con-vention & Tourism Bureau. A member of First United Methodist Church in Katy, he is an active supporter of Katy FFA, Katy Bengal Brigade, Katy High School Booster Club and Katy Tiger Football.

STEVE PIERSON, At-Large JIMMY MENDEZ, Ward B

Steve Pierson was re-elected as an At-Large Council Member in May; he previously served as Ward B represen-tative from 2002-08.

A retired Harris County Sheriff’s Departrment sergeant, Pierson volun-teers with the Katy Rice Harvest Fes-tival and Keep Katy Beautiful, is past president of the Katy Heritage Society, is active with the Katy YMCA, and is an member of both the Katy Econom-ic Development Council and Advi-sory Committee of the Waller County Economic Development Program.

James C. (Jimmy) Mendez, Jr., has been a Katy resident since 1972 where he and his wife, Darlene, have raised two children and enjoyed watch-ing them go to the same schools and churches and play with the children of friends they grew up with.

Mendez, second in command of security for Memorial Hermann Katy Hospital, has been trained in emer-gency search and rescue by the Civil Air Patrol and has earned numerous FEMA emergency/disaster certifica-tions.

If Mayor Fabol Hughes had his way, he’d be hanging a big “Now Open” sign over the en-

tire City of Katy.“We’re open for business,”

Hughes said. “We haven’t been in the past. We did not treat busi-nesses very well in the past. But growth is coming, and we want to manage it and not have it manage us.”

To accomplish this, Hughes said the city has worked diligently on several fronts. One area has been for developers. The city shored up some of its permitting require-ments and made a few changes in customer service. City engineers are on-task to get back to develop-ers quickly to ensure open lines of communication, he said.

Last year and continuing this year, several avenues of change has washed over the city, perhaps the biggest development the re-vamping of the city’s Fire and Emergency Service departments.

“The thing is, we needed struc-ture in the fire department,” Hughes said. “Over the last few

years, our respectability had got-ten to a low. We were a laughing stock of the surrounding fire de-partments. We’ve turned the cor-ner on that now. We have really, really good, super firemen, battal-ion chiefs, and all the firemen are first-class people.”

Previously, the city relied on part-time firemen to operate its station. Now the city employs 36 full-time firemen, plus a chain of command.

“We’ve managed to accomplish this without a tax increase or bonding or anything like that,” Hughes said. “We’ve totally re-structured it from the top down.”

The city also plans to break ground soon on Fire Station No. 2 on Kingsland Boulevard. Hughes said the city will house its tow-er ladder, ambulance and new pumper truck at the upcoming new station.

“We’re hopeful we might get that open this year, we’re not sure,” he said. “We need to have presence on that south side of town because we have so much commercial and tall buildings over there.”

Hughes said another giant mile-stone for the city is the future development of Cane Island, a master-planned community be-ing built by Rise Development.The area will have approximately 3,000 houses in between Hwy. 90 and I-10 near FM-1463.

Developers plan to start by building a $9 million recreation center for Cane Island along with a 5,000-seat amphitheater.

Hughes said developers have mentioned several times that the amphitheater will be for all the residents of Katy, not just Cane Island homeowners. Hughes esti-mates the Cane Island project will bring in close to 12,000 people to live in the community. To prepare for the influx, the city is working to establish more businesses and infrastructure in the area.

“We haven’t had anything like this happen to us before so it’s a big deal,” Hughes said. “These people are not going to come in here and live here if they don’t have the support services with things like cleaners and local little stores and places to shop. They’ll be shopping right here in Katy.”

To help ease in and out of the city, a strong mobility plan must be in place. The expansion of Seg-ment E of the Grand Parkway is expected to bring more people into Katy, Hughes said. Future plans call for expansion of sev-eral city streets and thoroughfares in the area. Cane Island will be a catalyst to open the door for more commercial developments and residential communities to look toward the west side of Katy.

“The Katy Freeway and the En-ergy Corridor is just continuing to go west,” Hughes said. “There’s more opportunities and the thing about all of this, is we don’t have to use the Katy Freeway into Hous-ton. People can work out here.”

The area west of Katy will be the next boom, Hughes said.

“There’s no other land avail-able,” he said. “We have to be able to manage it and get a handle on the growth. We’re set to do that. We’re in great shape now. We have manpower, facilities and money to do it. We’re not hurt-ing for anything. We’re ready to take it. All that does is help all of us now.”

New businesses, ex-panded companies and more rooftops in mas-

ter planned communities have kept the city of Katy moving forward.

“Companies like Geico, Dyna-Drill, Welltec, New Park Drilling Fluids and others have found the Katy area attractive primarily because of a talented workforce, the excellent school system, access to I-10, mas-ter planned communities and available land and buildings,” said Lance LaCour, Katy Area Economic Development Coun-cil President and CEO.

The past year, the Katy Area EDC has helped attract several new and expanded businesses to the area. The increase brings in tax revenue, job growth and an abundant workforce.

Some of the biggest an-nouncements to the Katy com-munity included Geico bring-ing more than 1,000 jobs to the area during the next three years with its new Claims Cen-ter. Geico has leased a two-story building at Mason Creek Office Center in Katy and will become one of the top 20 largest em-ployers for Katy.

In addition, Igloo Coolers built a new 420,000 square-foot distribution center in the area, which brought with the expan-sion 250 new jobs. In the retail

section, wholesale club Costco opened its new warehouse center, which will employ 200 people.

“We have some new office, retail and industrial spec build-ings that are starting or are un-der construction that will at-tract top-quality employers to Katy,” LaCour said.

Some of those include The Offices at Greenhouse, LaCen-terra, Mason Creek Corporate, Ten West Crossing and West Ten Business Park. The Offices at Greenhouse has inked an of-fice lease that should also bring several hundred office jobs to the Katy area, LaCour said.

More businesses and workers are being attracted to the Katy region for a variety of reasons. However, the expansion of the Grand Parkway is a major fac-tor in contributing to the city’s recent successful boom.

“The Grand Parkway is a strong growth area with Seg-ment E now finished from I-10 to US 290,” LaCour said. “The area from Mason Road to I-10 down to LaCenterra is generat-ing a great deal of interest.”

Developers are scouting the location around Segment E, be-tween US 290 and I-10, and are planning new business parks, he said.

“Segment E is a major growth stimulator for recruiting new businesses and for residential growth,” LaCour said.

LaCour and others at the Katy Area EDC help entice busi-nesses to the area in a variety of ways. They market and pro-mote the Katy region and guide companies through site selec-tion and the incentives process.

“We also respond to state,

company and consultant requests for proposals,” he said. “We are a full-service economic development organization.”

The Katy Area EDC boasts to po-tential businesses about the area’s acclaimed Katy school district, the large region of the Katy area that spans over three counties, the prime location with ease of access into Houston and the Energy Corridor where many of the world’s major energy companies call home.

When these puzzle pieces fit to-gether, the Katy area is becoming more appealing to local, national and world-wide companies.

“Future growth will continue to be driven from the energy industry and other companies enhancing the growth including light manu-

facturing, distribution, office and technology companies,” LaCour said. “(Five to 10 years from now,) Katy will see more top-quality com-panies and corporations, more op-tions for high-end retail, restaurants and shopping, more entertainment options and continued residential growth.”

The Katy Area EDC isn’t done yet. They are continuing to look forward and push other businesses to see the opportunities that area available in the area.

“This past year was great for the EDC,” LaCour said. “We appreciated the opportunity to work with and help locate Geico in the Katy area. And 2014 is proving to be a great year as well. Stay tuned for new an-nouncements.”

Meet the Katy ISD Board of Trustees

President — BRYAN MICHALSKY Secretary — REBECCA FOX

Rebecca Fox has served as a member of the Katy Independent School District Board of Trustees since 2004 in the capaci-ties of treasurer, secretary, president and now secretary again.

She continues to be involved in schools across the district through Keeping Educat-ing Youth toward Success (KEYS) mentor-ing, teaching Junior Achievement, Prom-ise-to-Read and a variety of other programs.

She was awarded the distinction of PTA lifetime member for her dedication to stu-dents, families and community.

Bryan Michalsky was elected to the Katy ISD Board of Trustees in May 2012. He is a graduate of Sam Houston State University, where he holds a BBA in ac-counting.

Michalsky currently works as Chief Fi-nancial Officer for Cotton Holdings, Inc. He has lived in Katy for six years and is a member of Parkway Fellowship, where he serves as a Men’s Small Group Leader.

He and his wife, Melysa, have one child in college and four children attend-ing school in the District.

Vice President — HENRY DIBRELL

Henry Dibrell was elected to the KISD Board of Trustees in May 2011. He is executive director of the Amobi Okoye Foundation and is a former member of the Board of Directors of Lifehouse Houston and Houston Po-lice Department’s Youth Police Advi-sory Council.

Dibrell is also a member of the Katy High Band Booster Club, Katy Bengal Brigade Booster Club and is a flag foot-ball coach at Crosspoint Church in Katy.

Charles Griffin was elected to the Katy ISD Board of Trustees in May 2012. He is a graduate of the United States Air Force Academy and is an airline pilot.

Griffin enjoys volunteering for his children’s sports organiza-tions and is a member of St. Bar-tholomew Catholic Church. He also serves Katy ISD through the PTA; Katy High School Football, Soccer and FFA Booster Clubs.

Ashley Vann was elected to the Katy ISD Board of Trustees in May 2014. Vann has lived in Katy for nearly 30 years, and has been involved with the Katy ISD Education Foundation, and served as a volunteer at Alexan-der Elementary, Beckendorff Ju-nior High and Seven Lakes High School. She has also served in leadership positions on all three PTA’s, was a member of the Lead-ership Katy Class of 2012 and the volunteer in charge of KEYS mentoring events.

Nationally-known Katy High School Tigers football captured its

seventh University Interscho-lastic League state champion-ship in 2012, and beyond the gridiron, the Katy Indepen-dent School District features thousands of outstanding stu-dent-athletes who consistent-ly advance to state playoffs and championships through-out the school year.

Many newcomers and visi-tors, along with longtime Katy residents, know all about Katy football and its much-deserved reputation as one of the top programs in Texas and beyond season after season.

Katy also captured football state championships in 1959, 1997, 2000, 2003, 2007 and 2008, and Tigers head coach Gary Joseph was named the 2012 American Foot-ball Monthly National High School Coach of the Year. Joseph is an incredible 138-12 in 10 years as Katy's head

coach (he's been with the pro-gram 32 years).

"It's just a tremendous honor to work with all the outstanding administrators, teachers and coaches in the Katy ISD, and of course, the players, parents and fans," Joseph said. "The program's success is a direct result of a tremendous combined effort, and the tremendous dedica-tion from our players."

Katy High competes in UIL District 19-6A with co-Katy ISD high schools Cinco Ranch, Seven Lakes, Taylor, Morton Ranch, Tompkins and Mayde Creek, and Hous-ton Strake Jesuit (boys’ sports only).

Along with football, girls volleyball, cross country and team tennis are played in the fall, and are followed by wrestling, swimming and div-ing, basketball and soccer. In the spring, there's golf, tennis, track and field, baseball and softball.

Most Texas private high schools, like Katy Faith West Academy and Pope John XXIII, compete in TAPPS (Texas Association of Pri-vate and Parochial Schools) which also offers a wide variety of girls and boys varsity sports and state championships.

In TAPPS football, Faith West and Pope John XXIII compete in Division II District 4 with Sugar Land Fort Bend Baptist, and Hous-ton schools Lutheran North, Lu-theran South, Northland Chris-tian, Second Baptist and Westbury Christian.

Faith West Academy is an accredited, inter-denomi-national private Christian

In 2001, a group of commu-nity leaders came together with Monsignor Joe H. Crosthwait and Monsignor Ed Randall and took a giant leap of faith.

Soon, they were joined by others who believed in the lead-ership team and who shared their purpose and vision for the future.

Pope John XXIII High School opened its doors in August 2004 and was the first new Catholic high school in the area in 40 years.

To prepare students for a life of service to God, family and community, the school pro-vides a challenging program that includes a college prepara-tory curriculum with AP oppor-tunities, competitive extracur-ricular activities and rigorous faith and character formation.

Formation of the whole stu-

dent – mind, body and soul – takes precedence at Pope John XXIII High School.

Ann Hodge said there’s no reason to think that Katy will quit growing anytime

soon.“Based upon the demographic

projections provided by Katy ISD, I do not see any decrease in the growth for our community over the next five to 10 years,” said Hodge, President and CEO of the Katy Area Chamber of Commerce. “The challenge will be for our community to complete the mo-bility and infrastructure projects necessary to address that growth in a timely fashion. Additionally, our community must work to-gether to insure a strong educa-tion system through Katy ISD for all of our children. A well-trained workforce is essential to maintain a business growth.”

According to Hodge, the major success for the Katy Area Chamber of Commerce is the completion of Segment E of the Grand Park-

way.“We have worked for more than

12 years to see the Segment E com-pleted. The economic growth and jobs created through that corridor will benefit the entire region.”

With more ease of access to, from and into the Katy area, Hodge estimates more businesses will begin looking at either relo-cating or expanding in the region now that more infrastructures have been added to the area. Spe-cifically, she expects to see more growth in the area around Seg-ment E of the Grand Parkway.

“To insure business growth and success, we must have excellent roads,” she said. “The completion of Segment E is one more project that will enable our community to decrease the amount of time they spend in traffic. These are criti-cal projects to address the rapid growth we are experiencing.”

The community continues to be one of the fastest growing regions in the United States. The combi-

nation of a vibrant community, exceptional education system, outstanding quality of life and potential for growth are all ideal conditions for businesses to look toward the Katy region.

“Over the past 14 years dur-ing my tenure as President/CEO of the Chamber, we have seen growth from a wide variety of areas throughout the world,” Hodge said. “One of the interest-ing areas of growth continues to be oil and gas employees who are transferred overseas. When they are transferred back to the States, we see them coming right back to the Katy communities with their families.”

The vast array of businesses coming into the area is another testament to the opportunities available in the region.

“I believe all businesses are at-tracted to Katy,” she said. “They conduct their market analysis and recognize the tremendous oppor-tunity for growth.”

The Katy Area Chamber of Commerce partners with the Katy Area Economic Development Council as well as the City of Katy and Katy ISD to present a strong partnership to potential business-es looking to relocate to the area.

“Our Chamber belongs to ev-eryone in the community. To be a strong and effective organiza-tion serving as the advocate for our community, we must have the support of businesses and community-based organizations,” Hodge said.

“Hodge said when she speaks with business owners who are thinking of coming into the area, she always mentions the out-standing growth in the region.

“I tell them, ‘You will not regret your decision. We would be happy to give you testimonials from oth-er businesses that have relocated to the Katy community,’” Hodge said. “’It is absolutely the right de-cision for your business as well as your employees.’”

Horned Frogs to an undefeated season and in 2011, to their first Rose bowl victory in school’s history against the Wisconsin Badgers his senior year. Dalton maintains school career records for wins, touchdown passes, passing yards, pass attempts,

The growth and develop-ment of the City of Katy has brought with it a boom

to the city’s economy.“In the city’s current position,

its financials are the strongest they have ever been,” said Katy City Administrator Byron He-bert. “We are in a financial posi-tion to welcome any new growth projects.”

The city has expanded in many ways throughout 2013. One of main avenues, according to Hebert, can easily be seen on a daily basis.

“One major area of success for the City of Katy is moving to a full-time Fire and EMS Depart-ment for better public safety coverage,” he said. “Another area is the mobility projects that started with Avenue D, Katyland Drive and now Cane Island Park-way as well as the upcoming ex-pansion of Morton Road.”

Residents and visitors to the area don’t have to look far to find places where the city is

growing. Katy Mills Mall con-tinues to bring in out-of-town guests looking to spend money on retail, visit local restaurants and stay overnight.

“During the upcoming year, we will see additional hotels in the Katy Mills Mall area fol-lowed by new restaurants as we expect additional large distri-bution centers in the West Ten Business Park, similar to Med-line and Igloo which opened this past year,” Hebert said.

The south and west part of the city continues to grow, with de-velopers and businesses eyeing the land as prime real estate op-portunities. However, big com-panies weren’t the only busi-nesses to open in 2013.

“While we enjoy the large commercial growth, we have welcomed many smaller busi-nesses that have opened within the city and have been support-ed by our residents as well,” he said.

Master planned communities, like Cane Island, will continue to bring new rooftops to the

area. This will spur more retail businesses to take care of the growing population.

“Residential growth will con-tinue south of I-10 and west of downtown Katy,” Hebert said. “This will, in turn, bring large grocery chains, restaurants and ancillary services which will be supported by these residential developments.”

Businesses are enthusiastic about Cane Island Parkway be-cause it allows for another easy jumping off and on spot from Interstate 10.

“The future overpass of Cane Island Parkway at I-10 adds a new thoroughfare from High-way 90 to I-10 and makes this an attractive point for businesses opening in Katy,” Hebert said.

City officials continue to look toward the future in an effort to alleviate mobility, traffic and infrastructure issues. Recent ad-justments, such as increasing public safety through expanded Fire and EMS hours, are another added benefit to local businesses and residents of the area.

“Potential businesses con-sidering locating to the City of Katy should consider the city’s close proximity to Houston and the Energy Corridor and our di-verse workforce,” Hebert said. “The outstanding reputation of the Katy School District contin-ues to spur residential growth that can support and sustain the growth of any future business.”

Katy Area - Fort Bend County

With a population nearing 600,000, Fort Bend County is cur-rently the 10th-largest in the state and the second fastest growing county percentage-wise in Texas.

“Precinct 3 is by far the fast-est growing precinct in Fort Bend County with just under 215,000 people,” commissioner Andy Meyers said.

“The Katy/Fulshear area is mainly where the county is grow-ing as people continue to move out here. There are several large subdivisions such as Cinco Ranch, Firethorne and Cross Creek Ranch that are selling 1,000 homes a year.”

While the county is experienc-ing significant growth, it is uneven.Precinct 3’s population almost doubles Precinct 2’s population of 105,000, and the county no longer meets the constitutionally required “one person, one vote,” added Meyers.

Thus, the county was required to redraw the precinct boundar-ies so the precincts have nearly equal population. A redistricting map was proposed, and following required public hearings and com-missioner court’s approval, the new boundaries were established Jan. 1, 2012.

To accommodate the growth in Precinct 3, the Fort Bend County North Annex was built at 22333 Grand Corner at Grand Parkway and FM 1093 in Katy.

The $3.25 million, 23,000- square-foot facility was opened in October 2010 to house the of-fices of the commissioner, justice of the peace, tax, county clerk, health and human services, veter-

ans services, constable and sheriff department.

“The northern part of the coun-ty is the fastest growing part of not only Houston, and 97 percent of the population live in unincor-porated areas, so the county is go-ing to be the entity that provides the services,” Meyers said.

“The Katy area is not the coun-ty seat, and if you wanted county services, you’d have to go to Rich-mond. These services are essential when you have a large popula-tion,” he said.

Fort Bend County is also work-ing on a number of roadway proj-ects including the part of Grand Parkway connecting Interstate 10 to Highway 59. Fort Bend is the only one of the original seven counties that has not turned over the responsibilities of the project to the Texas Department of Trans-portation.

The county also brought Katy-Gaston and Katy-Flewellen Roads up to “subdivision standards”

to handle increased traffic as more homes are being built. It is also working on improving Wes-theimer Parkway from Green-busch to Pin Oak.

In addition, the county, togeth-er with several Cinco Municipal Utility Districts and Cinco Ranch Property Owners Association, is also building a new park in the Barker Reservoir along Wes-theimer Parkway, which will in-clude four lighted baseball fields, picnic area and playground and extension of the existing hike and bike trail through Cinco Ranch from just north of Cinco Ranch Boulevard at Oyster Creek to the new park in the Barker Reservoir.

“I think the Katy area is viewed by people as one of the most desirable areas to live,” Meyers said. “There are many benefits to families, great school districts, reasonably low in crimes, lots of community involvement by the citizens and a great place to raise a family.”

It’s not just the Texas summers that are hot… the real estate tem-perature in the area is sizzling too.

“The market here is booming,” said Mary Kiesewetter with Better Homes and Gardens Real Estate Gary Greene Realtors in Katy. “We have very little inventory available for buyers and a steady influx of buyers. So whatever property is available is being snapped up pretty quickly.”

For the past several months, house prices in the area have continued to rise. The increase is attributed to several factors including the growth of jobs in the Houston area and es-pecially the nearby energy corridor, the outstanding Katy ISD school dis-trict and the low number of available properties to purchase.

“All of Houston and Fort Bend County are popular, for that matter all of Texas is a hot market,” said Ni-cole Pope, broker and owner of Casey Pope Properties in Fulshear. “Texas has a very desirable business climate. It seems the many buyers moving to Houston are from another state in the United States. It also seems that

the majority of buyers moving to Katy and Fulshear are from Houston moving West.”

Pope also said she sees more and more buyers moving to Fulshear from the Katy area. People are moving to the booming town looking for larger yards and lower tax rates, something Fulshear is known for.

“Fulshear has one-acre lots with homes and tax rates as low as 1.89 percent,” Pope said. “Many of the other subdivisions have tax rates ex-ceeding 3 percent.”

Pope said as Houston’s growth con-tinues to move upward with more high-rise developments, the area outside of the city limits will become more desirable.

“Fort Bend County will see major change and growth due to the land that’s available,” she said. “As this happens, many people in the city will want to move to the suburbs.”

In Katy, the climate continues to be classified as a seller’s market. South of Interstate 10 has been popular for the past several years. North of Interstate 10 should grow steadily, Kiesewetter said.

“Prices are continuing to increase,”

she said. “It’s been that way in all areas of Katy for the past two or three years. And it’s increasing at an increas-ing rate.”

Kiesewetter estimates the Grand Parkway area through Katy and south of FM 1093 toward Sugar Land will con-tinue to boom during the next several years. The region can become a strong place for mid-market priced homes.

“The prices are increasing, but at a slower rate than last

year,” Pope said about hous-ing costs in the area. “It’s a seller’s market for sure.”

Both Pope and Kiesewetter agree people considering put-ting their house on the mar-ket should jump in soon.

“Now is the best time to put your home on the mar-ket to obtain high value,” Pope said. “I see all of Texas growing. We have one of the best employment rates in the U.S. We are in for a very long growth period.”

While south of the Katy Freeway has been popular for many years, the area north should start seeing growth.

The Houston-Galves-ton Area Council estimates that by

2035, the Houston region will be home to 8.8 mil-lion people and will sup-port more than 4 million jobs.

As more and more peo-ple begin moving west and settling in the Katy area, new and improved roadways are needed to accommodate the growth.

The completion of Sec-tion E of the Grand Park-way is the latest roadway improvement for the Katy area. Transporta-tion officials rate it as second in order of local importance; the expan-sion of the Katy Freeway section of the highway is thought to be the area’s most important transpor-tation project.

The Grand Parkway, a north/south freeway, intersects I-10 and cuts through many of the most-rapidly expand-ing sections of Fort Bend County.

The direct connect for motorists runs south to Hwy. 59, connecting to the Richmond area. The northbound portion of the Grand Parkway con-nects to Highway 290.

TxDOT is also working with the City of Katy on constructing on-ramps and off-ramps on the I-10 to the future Cane Island Parkway, which will pro-vide travelers with an-other north/south route through the city limits.

Interstate 10For many residents, the

Katy area functions much as a suburb of Houston.

Most commute to down-town or surrounding ar-eas via Interstate 10, an east/west thoroughfare that is a few minutes drive from most residences.

The recent expansion of the Katy Freeway sec-tion of I-10 speaks vol-umes about this road’s importance to the area.

In addition to the ex-pansion, two managed lanes in each direction were added for high-oc-cupancy vehicles (HOV) travelers. Drivers in sin-gle-occupancy vehicles can use the “Katy Toll-way” by paying the toll with an EZ Tag.

“This will help drivers that would like to pay to use it, and it will help decongest the freeway for those that choose not to (use it),” Harris County Judge Ed Emmett said.

The now-completed Section E of the Grand Park-way links I-10 with Hwy. 290.

Katy is blessed to have an abundance of parks that offer a vari-ety of recreational activities. Following is a brief description of the area’s major parklands.

• City ParkLocated at 5720 Franz Road

The Katy City Park contains 19.93 acres of land. Most of the area has lights, and there is a paved jogging trail winding through the park. This park features four softball fields, one hardball field, two concession stands, six tennis courts and a covered basketball pa-vilion. Adjacent to the playground is an air-conditioned building and covered area that can be reserved for a fee.

• Mary Jo Peckham ParkLocated at 5597 Gardenia

This 5.5-acre park facility features an indoor heated, hand-icapped-accessible, Olympic-sized swimming pool with fully equipped barrier-free dressing rooms. It also features a beautiful playground containing equipment designed to promote integrated play between disabled and non-disabled children.

The park is run by Harris County Precinct Three to provide Har-ris County residents with therapy for the disabled, adult exercise programs, and instruction for all ages through the American Red Cross. Some featured programs include: Adapted Aquatics Lessons, Water Aerobics, Adult Lap Swim and Adult Instruction.

• Railroad ParkLocated at 5615 First Street

This restored Missouri-Kansas-Texas Depot, a unique Downtown “pocket park,” serves as the City’s information center with bro-chures, maps, a Katy Heritage Society Railroad Museum and an authentic red caboose great for photo opportunities. The park is a beautifully landscaped area with benches and an old town clock.

• Thomas ParkLocated at Avenue D and 3rd Street

Thomas Park is sometimes used for outdoor weddings and pho-tography because of its gazebo and wonderful park-like setting. Smaller children are drawn to its “little people’s” playground equipment, and parents appreciate the paved walking path and benches located throughout the park.

cer fields, six baseball fields, two pavilions, concession stands and restrooms.

shady most of the time. This park has a large covered picnic pavil-ion, barbecue pits and tables scattered throughout the park, and an area featuring playground equipment.

The VFW Hall is a large air conditioned building containing two kitchens, four meeting rooms, two of which can hold groups of over 100 each. These can be rented by calling Katy City Hall at 281-391-4840.

In addition, the park features a ball field is located just east of the VFW Hall and can be used by the public.

Katy Area – Harris County

Much of the Katy area falls in the unincorporated area of Harris County.

According to 2010 U.S. Census, Harris County is one of the fast-est growing areas in the United States. In fact, unincorporated Harris County comes second to the city of Houston in population in Texas and could surpass Phoe-nix once Arizona census data is released.

Harris County is the third larg-est county in the United States, covering 1,788 square miles. With more than four million residents,

it is more populous than 24 states and includes Houston, the fourth largest city in the United States.

If current trends continue, the unincorporated area into which much of the Katy area falls will surpass Houston in population by 2018, and the county will surpass five million by 2019.

Even in spite of population growth, Harris County tax levies have fallen since 2010.

The Harris County area of Katy lies in tracts 54 and 45 of Precinct 3. These areas have experienced an 87-percent and 16-percent percent growth in population, re-spectively, since 2000. Precinct 3 has more than 200,000 residents, according to Harris County Man-agement Services.

The precinct covers an area of more than 464 square feet, with 319 miles of incorporated areas of Harris County.

Under the direction of Precinct 3 Commissioner Steve Raddick,

the county precinct is working on several road improvement proj-ects in the Katy area, including expanding Katy-Fort Bend Road into a four-lane roadway and ex-tending it to Morton Road.

In the last few years, the county has also made major improve-ments including extending Green-house Road from Katy Freeway to Saums Road, which gives travelers a continuous road from Interstate 10 to FM 529.

Once that project was complet-ed in June 2009, Park Row Boule-vard was extended to connect the new Greenhouse section to Barker Cypress.

More recently, Precinct 3 dedi-cated the new 14,000-square-foot senior education center in April 2011. The facility at 166000 Pine Forest Lane near Highway 6 and Clay Road to the late Thomas Gla-zier because of his contribution to the community.

And in June 2011, the county

finished the construction of a new dog park, bringing the total num-ber of parks in the precinct to 69.

The new facility is located at Paul D. Rushing Park, 9114 Katy Hockley Road. It features a 2.5-acre area for dogs under 20 pounds and a 5.5-acre area for larger dogs.

The precinct is proud to be known for its parks, including George Bush Park, which has an 11.36-mile bike trail that con-nects Fry Road and Highland Knolls to Terry Hershey Park in the Memorial area; Bear Creek Pi-oneers Park, which features many amenities including the Harris County War Memorial, wild-life sanctuary, equestrian trail and golfing; as well as Mary Jo Peckham Park behind Hutsell El-ementary, which contains a lake stocked with fish.

The Katy Rice Harvest Festival is celebrating its 34th anniversary in Oc-

tober 2014, offering products and services from local ven-dors, arts and crafts, favorite foods, quality entertainment, a carnival and fun for the whole family.

The event, sponsored by the Katy Area Chamber of Com-merce, takes place the second weekend of October between Avenues B and C and Second and Third Streets.

In June 1870, the Missouri, Kan-sas and Texas (MKT) Railway won a race between three rail-

road companies to finish construc-tion to the Indian Territory border. That earned the MKT the sole right to build a railroad south to Texas. The MKT worked on lines running north and south from Dennison to Galveston.

Meanwhile, in 1873, the Texas Western Railway built a narrow gauge railroad from Houston to Sealy. A station was located about a mile south of the present City of Katy — on the west side of Cane Is-land Creek.

When the train first operated, wa-ter was pumped out of the creek by hand to feed the engine, but soon a well was dug and a water tower tank and loading platform erected. The Texas Western, as it was called, traveled only about 15 miles per hour. For a few years, the train did a thriving business hauling bales of cotton and other products to and from Houston. The train also brought parties from Houston to hunt on the Katy prairie.

In 1897, the Texas Western, beset

by financial and maintenance prob-lems, was abandoned and most of its rails removed. The train would have run through what is now the WoodCreek neighborhood.

The MKT railroad was expanding and in April 1893, it purchased the right-of-way through Cane Island (Katy was called Cane Island until 1896) for $100 and started opera-tions a year later.

As a southern branch of the MKT ran from Smithville to Houston, a water well, tank and tower were erected in Cane Island. A crew house and coal conveyors were installed soon after and in 1895, a box car was parked next to the tracks for use as a station office. In 1898, a railroad station depot was built.

The train allowed many fami-lies to come to Cane Island from northern states. Real estate agents enticed new residents with promis-es of cheap land and rich soil. Katy was also a short trip from Houston, where almost anything could be purchased.

The depot was enlarged in 1919 with an additional waiting room.

Railroad played important role in Katy’s history

The depot building standing to-day at the MKT Depot Museum at 5615 First Street has not been changed — except for fresh paint, utilities and the addition or a re-stroom) since then.

The train was an important part of life for early Katy families and businesses. People from the area would come to the depot to socialize as well as pick up freight or passengers, and sent or receive telegrams.

The MKT railroad diesel era began in 1946 and larger engines began pulling larger trains. Katy remained a busy stop on the way to Houston but as the use of trucks and automobiles in-creased, the need for rail began to decline, The rail line remained busy but only for freight. The Texas Department of Transpor-tation bought the MKT right-of-way in 1998 and the line was closed in 2000.

With the area seeing mushrooming growth with no end in sight,

the City of Katy and Fort Bend County are addressing the mo-bility issuea that growth brings.

Fort Bend County Precinct 3 Commissioner Andy Meyers said several major infrastructure changes are ahead, in the works and completed for the area.

“The county is growing very rapidly and we’re working with developers to build additional roads to help move traffic out here,” Meyers said.

The completion of Segment E on the Grand Parkway provided a welcomed thoroughfare from Katy into Cypress. The $320 mil-lion toll road runs from Inter-state 10 to Highway 290.

“The finishing of the over-passes on 99, so people have a connection from 59 to 290 on 99 without any stoplights or sig-nals will help with many traffic

issues,” Meyers said.In addition, Meyers said he is

working on other areas of the county to alleviate traffic woes. He said he is hoping construc-tion will begin soon on expand-ing FM 1093.

“That seems to be an ongo-ing project that’s frustrating to us,” he said. “We’re still waiting on federal approval of our envi-ronmental study so we can move forward with that project. We an-ticipate we’ll come up this year.”

Another project in the works for the coming year is the Cane Island expansion in Katy. As far as mobility goes, the proj-ect should give relief to backed up traffic at the FM 1463 inter-change.

“This will be a major proj-ect for us,” Meyers said. “We’ll also work on completing Spring Green Boulevard through the middle of Cinco Ranch and oth-er subdivisions.”

For home builders, the Katy market is the place to be. The Katy market is extremely ac-

tive in most price points in new and resale markets,” said Fred Scherer, Houston Project Manager with David Weekley Homes. “The last two years for sure it’s been strong.”

The Katy area has continued to be a great place for builders to cre-ate new communities and neigh-borhoods. Many buyers look to the area because of the access of mobility into Houston, the award winning neighborhoods and the high quality school district.

“Builders are having a really tough time keeping up with de-mand,” said Rick Dittemore with Keller Williams Premier Realty in Katy. “Builders can only put out so many houses.”

For now, David Weekley Homes can be found in several areas throughout Katy including Silver Ranch, Ashfield Gardens, Cinco Sagewood, and Cinco Ranch 65.

“There are several new commu-

nities on the drawing boards that we’re planning in the Katy ISD area,” Scherer said.

In the region, he said it is tak-ing between four to six months from breaking ground to moving in for new David Weekley Homes depending upon the house size. The strong market in the area for new houses has brought with it an increase in home prices.

“The last two years, we’ve seen prices rising dramatically,” he said. “We continue to see increas-es in lot prices, labor, materials and other factors instrumental in new home pricing.”

Scherer said the upward trend doesn’t seem to be leveling off anytime soon.

“In the near term, based on the economic forecast for Houston and the number of new homes projected this year and in the fu-ture, we see that continuing,” he said. “That’s largely driven by the job growth in Houston. It’s also being driven by the low number of spec homes and a lower num-ber of resale homes in the market for the Katy ISD area.”

Katy has always been a traditional rural commu-nity, playing roles as a

railroad hub, rice farming and agricultural center, as well as one of the largest gas fields in this part of Texas.

While much has changed since the townsite was platted in 1895, one building in Katy Heritage Park houses hundreds of items including vehicles, farming equipment, photos and other memorabilia in an effort to preserve a piece of history.

“Katy was a rice farming com-munity for years and years, and we wanted to preserve that and what makes this community the City of Katy,” former city administrator Johnny Nelson said.

“Charles Cardiff, a longtime rice farmer here, had restored a whole bunch of the stuff back

there. When he died, his estate was going to sell it,” Nelson said. “That’s when I went to city council to ask city council if I could buy it.”

The city council authorized the purchase in the amount of $16,400. But the items were stored in the public works de-partment until Nelson came forward with the idea of build-ing a museum.

An 80x120-foot, air-condi-tioned building was built for about $300,000, and the facility was dedicated June 13, 2002.

“This building wouldn’t be here today if it weren’t for the rice farming industry and its Katy farmers,” former mayor Doyle Callender said during the ribbon cutting ceremony. “I thank all of you citizens for pre-serving the rice history the way you have today and letting the

the generations after you enjoy it in the museum.”

Among the equipment were a binder and separator that were used in early days of rice farming, as well as a combine that was popular in the mid-1940s.

“The binder would cut (the crop), and it would put straw there, and you had to manually tie it,” Nelson said. “The bun-dles would stand up in the field, but a lot of times, you would have to walk through there and stand them up yourself.

“Then you had what we called a bundle wagon that would drive through there and pick those up and take them to the trucks so they could be hauled into the separator.

“When this combine came out, that eliminated all that,” Nelson said. “This combine did all that itself so you didn’t have to do that anymore.”

But the building that housed the mu-seum proved to be insufficient as the items were crammed in facility, leaving little room for visitors, especially those on wheelchairs.

In 2006-07, the city expanded to facili-ty to be 80x200 feet for an estimated cost of $100,000.

Katy Area – Waller County

Waller County sprawls northwest of Katy to Hempstead and re-

tains its rural character. But it is far from a sleepy countryside. Behind the scenes, wheels are already turning to decide how to manage the growth expected of the area.

Precinct 4 covers the south-ern corner of the county, and many of the 11,000 inhabitants live in Katy or the surrounding area.

The constant influx of people to Houston and surrounding areas is edging the population center toward the west.

As people fill the western suburbs of Houston, Katy and the areas around it will have to find ways to embrace change.

The highest priorities for the county right now include maintaining the existing roads while improving roads that

will start seeing more and more traffic. To do this, Kitzman said, the county need to expand its tax base.

In preparation for that growth, the Waller County Eco-nomic Development Partner-ship and county officials have already begun working with their counterparts in Harris and Fort Bend Counties.

Two organizations that are al-ready good neighbors to Waller include the Brookshire-Katy Drainage District, and the Waller County Recycling Center.

For 50 years the Brookshire-Katy Drainage District has worked in south Waller County to keep waterways moving and minimize the impacts of any possible flooding.

The recycling center is just over a year old but has already won over many people happy to see garbage go to good use.

The Katy Veterans Memorial Museum houses many war arti-facts ranging from military ap-parel and weaponry to historical documents and battlefield maps. Mannequins in Marine uniforms watch over war books, oral history tapes, as well as a collection of medals ranging from the Bronze Star to Good Conduct medals.

Since its grand opening in 1996, when former president George Herbert Walker Bush attended the formal dedication, visitors can make their way through the mu-seum and browse artifacts from as early as the American Revolution and the War of 1812 to World War I and II, the Korean and Vietnam Wars, as well as the Gulf War.

“When it was initiated, there were about a dozen World War II vets that wanted to recognize and memorialize all veterans in some matter,” VFW past post commander Mike Mastrangelo said. “Our country has been in-volved in more than 65 conflicts,

and they wanted something that would tell the history of the price of freedom.”

But as the Veterans of Foreign Wars Post 9182 continues to re-ceive donations from veterans, many of the artifacts are packed away in closets to make room for new displays.

“When more artifacts come in our possession, we have to switch them out,” Mastrangelo said. “In 2005 or 2006, we decided we needed to expand because it was doing no justice to the artifacts, especially with the more current conflicts.”

Plans for the expansion of the 750-square-foot museum began in 2008 when former post com-mander Peyton Lumpkin began negotiations with the City of Katy to use the soon-to-be-vacated room that was occupied by the Texas Department of Public Safe-ty’s driver’s license office at the time.

When the DPS moved out in

February 2010, the council al-lowed the VFW to use the driver’s license office, as well as the adja-cent hallway.

In addition, the council ap-proved a $34,433.30 Convention and Tourism Bureau grant in No-vember 2010 to help fund some of the renovations.

Post member Norris Miertschin was designated museum director and oversaw the renovations.

The veterans museum now houses the Hall of Freedom, which contains murals, artifacts

and information depicting the history of the country’s involve-ment in more than 65 conflicts; the Hall of Fame, which highlights the five branches of military, the U.S. Army, Air Force, Navy, Ma-rine Corps and Coast Guard; and the Hall of Heroes, which honors veterans and sponsors, many of whom were Katy residents.

Old Katy Post OfficeThis post office was built sometime before

1920. In 1922, it became the fourth post office for the City of Katy. Prior to that time, the post office had been located in various stores, but in 1922, it was moved to Second Street near Avenue B.

The building has also been used as a private residence, jewelry store, grocery store and for storage. It was given to the Katy Heritage Soci-ety in 1995 by Fred and Roberta Rylander and moved to park property on East Avenue. It was moved to Katy Heritage Park in 2003.

Tradition Bank StandTradition Bank donated the bandstand to the

society in 2005, and it is now a favorite location for community events. The Katy Heritage Society hosts public concerts, which are free to the pub-lic, at the bank stand throughout the year.

Stockdick HouseWalter Adcock built this craftsman-style house

in 1916 at the corner of Fourth Street and Av-enue A for the Adam Henry Stockdick family. Stockdick came to Katy from Iowa in 1896 and became one of the area’s first real estate agents.

Methodist Church, which owns the adjacent property, acquired it in 2001.

The following year, the church wanted to use the land for other purposes and donated the house, a small well house and the white picket fence to the Katy Heritage Society. In 2003, the society moved the house and fence to Katy Heritage Park leaving the well house for the church to use for playground storage.

The society removed a large addition from the house to move it. It has been restored to early 20th century style with period wall coverings, beautiful wood floors and charming vintage kitchen.

Today the house can be rented for small parties, special events or meetings.

Featherston HouseThis house was built on Second Street in 1898 for the fam-

ily of W.H. Featherston when they moved to Katy from Illi-nois. Featherston and his family lived in the house and took in boarders. Featherston later became the first preacher for the Baptist church.

It was used briefly for school classes and church services for those displaced by the storm. In 1910, the Featherston family moved to another home, and this house was sold to be attached to the Cobb Hotel, which was built next door.

In the 1980s, First Baptist Church of Katy bought the hotel for the land adjacent to their church building. The hotel, in-cluding this house, was used for some church functions.

In 1986, the hotel was demolished, but this house was saved and donated to the Katy Heritage Society. In 2003, the house was moved to Katy Heritage Park and restored.

Wright HouseThis Queen Ann style bungalow

was built in 1898 for Edward Ever-hart. That same year, John Henry Wright and his brother Wilbur drove a team and wagon from Mis-souri, seeking a healthy climate for the ailing Wilbur. Everhart was ready to leave Katy and agreed to

swap this house for the Wright home in Missouri.

In 1899, John and Wilbur’s par-ents, David and Sarah Wright came to Katy and moved into the home. John Wright became the first phar-macist in Katy and with Dr. J. M. Stewart opened the first drug store in 1904.

seum District. The prominent building was originally designed and built for the Ray Woods Lumber and Supply Company in 1953 and later housed several other businesses. This building is supposed to have been the very first poured concrete building built in Texas.

Arts Center (KVPAC) is non-profit group aimed at “provid-ing opportunities for individuals to develop their talents, skills and abilities,” according to the KVPAC mission statement.

The center, located near The Great Southwestern Equestrian Center on Mason Road, provides classes in all aspects of theater and the visual arts. It also offers a Pre-K program that combines academics and an introduction to the creative process.

In addition, KVPAC has mul-tiple theater troupes, including The Encore Players, an adult community theater.

The Music SceneKaty is host to a number of

festivals and music events. Every summer, both the Villagio Town Center and LaCenterra at Cinco Ranch host a series of live music events each Thursday evening featuring local artists from every genre.

The West Houston Jazz Festival and The Katy Guitar festival are held in conjunction during the summer, featuring a slew of local and national talent. All three of these events are a fantastic way to get acquainted with the local music scene, and an ear to the street will find a great show most every weekend.

Katy also has several restau-rants and bars that play host to live music on a regular basis.

Katy ARTreachKaty ARTreach is a nonprofit

dedicated almost exclusively to mentoring and outreach pro-grams aimed at giving endan-gered students, the disabled and others who haven’t been able the opportunity to study and partici-pate in the arts.

ARTreach was established in 2003 to bring the arts to the un-derprivileged, with a leaning to-wards programs serving abused and abandoned children in resi-dential treatment, children at risk in the school district and ne-glected elderly citizens in public care nursing homes.

These programs introduce and provide an opportunity to practice, life skills that can help address issues such as student apathy, social dysfunction, grief, drug abuse awareness and pre-vention, health and recovery.

Katy ARTreach provides an ar-ray of performing and visual arts events and community presenta-tions that contribute to improv-ing the quality of life for residents in the tri-county area of Katy.

Lifestyles & Events – Katy Livestock Show & Rodeo

The Katy Independent School District Future Farm-ers of America Livestock Show and Rodeo Association is usu-ally held the last weekend in February, right before the Houston Livestock Show and Rodeo, for a three-night expe-rience in Katy.

Showcased each night, along with the pro cowboy events and a funny man act, will be the crowd favorite Katy ISD youth events including stick horse race, mutton busting, calf scramble, junior calf-rop-ing and junior barrel racing.

The parade kicks off the fes-tivities Saturday morning, al-lowing residents and support-ers to showcase their decked out vehicles, antique cars, scouting organizations and other festive items.

The event supports agricul-tural education within Katy ISD and is held in conjunction

with the school district’s an-nual FFA livestock show.

Students showcase animals including steers, hogs, lambs, goats, rabbits and chickens. There are also other events in-cluding an ag mechanic com-petition and art contest.

The show is usually held at the L.D. Robinson Pavilion on the grounds of the Katy ISD Administration Building on the corner of Interstate 10 and FM 1463.

The Katy Livestock Show and Rodeo was one of Texas’ first events of this kind. It re-mains one of the oldest and largest FFA Livestock Show and Rodeos in the nation.

It was first established by former Katy ag teacher L.D. Robinson in 1943 and quickly became the standard for other local livestock show and ro-deo programs throughout the state.

Whether it’s watching pro-fessional cowboys wrestling streers or competing in other rodeo events — or cheering on FFA members as they exhibit their show animal(s), the an-nual Katy ISD FFA Livestock Show and Rodeo continues to be a major draw. This year will be the 72nd annual event.

The Katy Area has recently been named “Medical Center West” for the greater Hous-ton area. Why? Katy’s healthcare options are growing rapidly.

During the next few years, hospitals will in-vest nearly $800 million in new and expand-ed facilities.

Most patients who are admitted to a tradi-tional hospital are there for just a few days, but some need attention for longer periods. Long-term acute care (LTAC) hospitals like Houston Methodist St. Catherine are specialty facilities dedicated to serving these patients.

TEXAS CHILDREN’S HOSPITAL WEST CAMPUS

Texas Children’s Hospital West Campus broke ground in 2008 on a new $220 million facility that is located in the Katy area.

The hospital is licensed for 96 intermediate and acute beds, an emergency center, inpa-tient and outpatient operating floors, ambula-tory care facility, diagnostic imaging, physical medicine and rehab services, subspecialty care and physician office space.

The first phase of the campus was completed in December 2010.

HOUSTON METHODIST WEST HOSPITALHouston Methodist West Hospital broke

ground in 2008 on a 192-bed, acute care hos-pital adjacent to Texas Children’s Hospital.

At the 55-acre site, Methodist offers so-phisticated services to the Katy area which include catheterization lab operations, radia-tion therapy and imaging. A state-of-the-art medical office building is also on site. Meth-odist also plans to integrate selected training services for medical residents and research fellows into a community hospital setting. It opened in November 2010.

The newest addition to Houston Method-ist West will be an additional patient tower, a six-story building that will almost double the hospital bed count from 125 to 200.

ST. LUKE’S EPISCOPAL HEALTH SYSTEMSt. Luke’s Episcopal Health System also will

break ground on the state-of the-art facility to be located at The Reserve at The Grand Parkway.

St. Luke’s will build an 88-bed facility on 20 acres as a full-service community hospi-tal.

St. Luke’s plans to offer general sur-gery, obstetrics, internal medicine and a 150,000-square-foot medical office building.

A construction schedule has not been re-leased to the public.
