    Government imposes ban on smokingin public places

    Today (Wednesday), during themeeting of t he Council of M inisters,the Government approved the decreethat imposes a ban on smoking inpublic places and establishes theInstitute of Medical Emergencies ofAngola.

    The Executive meeting that waspresided over by the President of theRepublic, Jos Eduardo dos Santos,also authorized the implementation ofthe contract for the improvement,reform and expansion of the LuenaRegional Hospital, Moxico Province.

    The technical assistance andconsulting agreement entered intobetween the National CustomsDepartment and the company, TheCrown Agents for OverseasGovernments and AdministrationLimited, under the ambits of theProgram for the Expansion andUpgrading of the Customs Serviceswas also approved.

    Also approved were the regulationson personnel uniforms and flags of

    special career regime of the FireServices and Immigration Department(SME).

    The extraordinary meeting of thegovernment also approved theprivate investment projects ofSociedade Vidreira de Angola andCompanhia de Cervejas de Angola,as well as the draft agreements ofcontracts for the partialrehabilitation of t he Luanda WaterSystems, Phase II.

    Viana Factory to supply all types of

    vehiclesThe car manufacturing factory,CSG, located in Viana Municipality,Luanda Province, will manufactureall types of vehicles such as jeeps,double cabins and small, medium-sized and big buses, as w ell asproduce accessories, sell andlease vehicles.

    The private investment project,approved this Wednesday at themeeting of the Council ofMinisters, also aims to establish

    national and international salespoints, as well as provideassistance and adaptation of thevehicles at the choice of the client.

    The total amount of theinvestment is USD30 million. Theproject aims to create 680 direct

    jobs, 510 of w hich will be filled byAngolan staff.

    The promoters of the plan arePearkbright International Limited, with5% equity shareholding andPowerquest International Limited,with 95% equity shareholding; bothare British companies.

    Presided over by the President of theRepublic, Jos Eduardo dos Santos,the extraordinary meeting of theCouncil of Ministers also approved theproject Fazenda do Pungo Andongoestablished in Cacuso Municipality ofMalanje Province, since 2006.

    The aim of the project, promoted byGesterra, S.A., is the production ofbasic food items such as maize, bean,soybean, rice and other crops.

    The government also approved thehuge economic and social impactproject portfolio, to be implementedby 2012, aimed at promoting thesustainable development of theagricultural sector, taking into accountthe natural resources potent ial andcompetitiveness of the sector.

    The communiqu of the meeting readthat the estimated cost of theportfolio projects is USD1.202.500.000.00, which can befunded through the credit line of theChina Development Bank, private

    investment and other available creditlines .

    At the financial level, the TreasuryFinancial Programming wasapproved for the third quarter andthe Memorandum on theperformance of oil revenues of thefirst four months of this year wasalso considered and

    recommendations made on theissue.

    The clarification that the Associationof Angolan Banks (Abanc) made publicover the weekend on the proceduresto be followed in the transfer offoreign currency outside the countryis a proof of this situation, althoughthe government has already informedthat the current restriction aretemporary.

    The M inister of Finance, Severim deMorais, told O Pas of last week thathe was convinced that from Augustthis issue (current restrictions toforeign currency transfer) would havebeen resolved .

    Angola owes construction companies1.4 billion Euros

    The debt of the Angolan state toconstruction companies carrying outpublic works in that country hasattained 1.4 billion Euros. Thesefigures were given by the AngolanMinister of Finance, Severim deMorais, who promised to settle thedebts by the end of this year, giventhe continuous rise in oil revenues.

    Cited by the Portuguese newsagency, Lusa, the Minister ofFinance justified the deferredpayment by the reduction ofgovernment income due to therecent drop in oil prices on theinternational market, as well as thecomplexity of negotiations withthe financial system, w hich willtake more time than expected.

    The debts are now attainingUSD2 billion (1.40 billion Euros),with the Angolan governmentdesirous of not allowing the debtto be carried over into 2010 .

    Questioned on the specificsituation of Portuguese companiesoperating in the Angolan market,Severim de Morais underscored

    that there are delays in theexecution of the financialagreements reached withPortuguese banks, particularlyregarding the credit lines withCOSEC coverage

    Brazilian Company, Odebrecht findsoil in the coast of Angola

    Odebrecht informed yesterday that it

    had discovered on the Angolan coast,thereby constituting t he first majorsuccess of t he oil and gas division ofthe Brazilian construct ion group inAngola.

    It is good quality light crude and wasfound at t he depth of 4.725 meters,315 kilometers off t he coast ofLuanda , the President of thecompany, Miguel Gradin, told theBrazilian state newspaper.

    The Brazilian company has a 15%stake in the consortium operated byMaersk Oil, with 50%, which also hasthe Angolan state oil company,Sonangol, holding 20% and theAmerican company, Devon, holding15%.

    Odebrecht invested USD90 million (64million Euros) in the prospecting ofthis area. It is envisaged that at leastthree more wells w ill be drilled in thesame location by the end of the year.

    According to Miguel Gradin, there is apossibility for the drilling of otherwells in t he field of this Angolan oilreserve, which is considered to be ofhigh quality.

    Energias Renovveis de Angola(Angola Renew able Energies) hasalready begun power supply toTombwa

    Energias Renovveis de Angola(Angola Renewable Energies)began supplying electrical powerto the city of Tombwa, NamibeProvince of Southern Angola, fromthe new thermal power station,the installation of which wasconcluded in June.

    With heavy incorporation of localmanpower, during the installation,operation and maintenance phase,the new thermal power station of

    Tombwa will produce about 50GWh annually for the population ofthe city, as well as for the f ish flourand storage factories in t he area.

    The Tombwa Thermal PowerStation project emerged from apartnership between ENE Empresa Nacional de Electricidadede Angola, ERA EnergiasRenovveis de Angola andFINERTEC Energia em Portugal.

    Chinese companies Sinopec andCNOOC want to acquire 20 percent ofMarathon shareholding in oil block inAngola

    The Chinese companies Sinopec andCNOOC have agreed to pay USD1.3

    billion to acquire a 20 percentshareholding of the Americancompany, Marathon, on block 32 ofAngola, a deepwater offshore oilblock.

    The block operator is Total, with 30percent shareholding. The Angolanstate oil company holds 20% and aunit of Exxon Mobil holds 20%. ThePortuguese company, Galp, holds 5%.

    Marathon, the fourth largest oilcompany in the United States of

    America, will keep a 10% position inthe said block, where 12 oildiscoveries have already beenannounced..

    There are currently importantinvestments intelecommunications infrastructurein the country. With a population

    close to 16 million inhabitants,Angola currently has more than 7.5million mobile telephonysubscribers and about 200.000fixed telephony subscribers,according to the National Instituteof Communications (INACOM).

    About five million of the t otalnumber of mobile telephony usersare clients of the operator Unitel,owned by Sonangol and PortugalTelecom, while 2.5 million usersare clients of Unitels competitor,Movicel, bought in 2008 by ZTE. Inthe not too distant future, Moviceland Unitel will have a thirdoperator competitor, as theawarding of a third mobilecommunications license operatorin the country is envisaged for2010. This will shore up thecompetition level betw een theoperators and service resellers ,Silvia Hirano Venter, the analyst,said.

    Fixed line operators include AngolaTelecom, a public enterprise thatcontrols the telecommunicationsbackbone of the country, MundoStartel, MSTelcom, Nexus andWezacom.

    Mobile Telecommunications market inAngola to Quadruple

    The spike in demand of mobiletelecommunications in Angola willlead to the quadrupling of the marketvalue by 2015 as well asintensification of competition, as athird operator will be introduced intothe market in 2010, according to theconsultant, Frost&Sullivan.

    This market w ill experiencesignificant growth levels in the nextseven years, as well as infrastructuralimprovements that w ill place thecountry as one of the most developedin Africa , Silvia Hirano Venter, ananalyst w ith the consulting firm inCape Town, South Africa said.

    According to the forecasts of theconsulting firm, the volume of sales inthe Angolan market will rise fromUSD1.26 million last year to USD5.7million in 2015.

    The basis for the sustenance of thissales increase will be foreign businessinvestment in Angola, which will t o arise in demand for all types ofservices, among which istelecommunications.

    UCAN launches report onentrepreneurship in Angola

    The Entrepreneurship M onitor

    Report 2008 , will be launchedtoday (Wednesday) in Luanda, in aninitiative of the Catholic University ofAngola and the Sociedade Portuguesade Inovao (SPI), wit h the support ofBFA.

    It is an analysis of entrepreneurshipand the economic growth rate ofAngola, ascertaining the condit ionsthat promote and hinder theconditions for growth in t he country.

    According to findings from an adult

    opinion poll, conducted under GEMAngola 2008 (involving 1500 peoplebetw een 18 and 64 years), Angola isone of the most dynamic countries interms of entrepreneurship.

    In 2008, the entrepreneurial rate was22.7%, which means that at least 23in 100 Angolan adults were involvedin the establishment of newbusinesses.

    This rate of Angola is the fourthhighest in a list of 43 countriesanalyzed by GEM 2008.

    Notable among the characteristicsof entrepreneurship in Angola isthe high participation of women(about 25% of the female adultpopulation is involved inentrepreneurial activities,compared with about 20% ofmen).

    The GEM project(www.gemconsortium.org) is thebroadest study onentrepreneurship conductedworldwide. The first GEM study,internationally, was conducted in1999, a joint initiative of BabsonCollege (USA) and the LondonBusiness School (UK).

    Luanda to have incinerator t his year

    The Governor of Luanda Province,Francisca do Esprito Santo,announced today, Wednesday, the

    commencement of operations of anincinerator, this year, for thetreatment of hospital w aste.

    Currently the hospital wastecollection and treatment operator, Recolix is the only company inLuanda that is carrying out suchoperations.

    The Minister without portfolio saidthat the Government of Luanda thusplans to increase the responsecapacity in order for hospital waste

    collection and treatment work qualitynot to be subjected to the lack ofcapacity of the existing companies inthe market.

    According to the Governor, the onlyhospital waste collection company inLuanda has not always been able togive timely and qualitative responseto w aste treatment, for w hich reasonthere is need to improve its work byproviding competent and promptresponse.

    Nova Cimangola will increase itsPortland Cement production, thisyear, to 1.2 million tons, theAdministrative Advisor forcompany management, Lus Silva,informed today, Friday, in Luanda.

    Bengo Province to have glasspackaging company

    A private investment project namedSociedade Vidreira de Angola, S.A.,with capital of USD60.275.000,approved this Wednesday during themeeting of t he Council of M inisters,will be established in Bengo Province.

    The project aims to const ruct a glasspackaging factory and is expect ed tocreate approximately 167 direct jobs.

    Also approved for the same Provinceduring its 5th extraordinary meeting ofthe government was the project ofCompanhia de Cervejas de Angola,

    S.A. for the construction of a brewery,soft drink, mineral water and wineproducing factory in Icolo e BengoMunicipality.

    The project will cost a total ofUSD103.218.000.00 and is expectedto create 108 direct jobs, 104 ofwhich w ill be for locals, who w illreceive training in different fields.

    Housing Commission Announcesconstruction of 110 houses withprivate partnership

    The Minister of Urban Affairs andEnvironment announced in Luanda,today (Tuesday) that t he construct ionof 110.000 houses will commence inAugust under the f ramework ofpublic/private partnership.

    .According to Jos Ferreira, thespokesperson of the HousingCommission, 10.000 houses will beconstructed during the f irst project inBengo, Luanda, Hula and NamibeProvinces, with the participation ofthe Brazilian construct ion company, Odebrecht .

    The second project, in partnershipwith t he Israeli group RL envisagesthe construction of 100.000 housescountrywide and shall take off inBengo, Benguela, Namibe andMalanje Provinces.

    Jos Ferreira informed that after thispresentation, the projects will besubmitted to t he Council of M inistersfor approval, probably during the nextsession, so that massive socialhousing construction will begin inearnest.

    Strategic Plan for Information Systems

    Methodological approach:

    The methodology of Strategic Services for Information Systems has six key steps,including:

    Understand the direction of the business

    This phase allows us to understand the client's business environment, capture theoperational environment ( "as-is") the business and the position of InformationSystems in that and understand the current business strategy.

    Perform an assessment of capabilities in the area of information technology

    This phase allows us to identify and assess the current environment of processinginformation according to the balanced wheel of information technology.

    Identify the requirements of business

    During this phase the KPMG examines the analysis of business and InformationSystems (by performing an analysis of failures) to determine the future state ofinformation technologies (including enterprise architecture, service provision andmanagement)

    Select alternatives for Information System

    During this phase, based on the future state of IT, and a list of potential alternatives

    that may be valid for the organization implement / execute to achieve therequirements of business.

    Draw a picture of Strategic Information Systems

    During this phase is performed a detailed analysis of each strategic alternatives,analyzing the impact that the various strategic initiatives will have on each otherand strengthen these initiatives where appropriate.

    Develop the Strategic Plan for Information System

    Finally the last phase is devoted to develop the Strategic Plan for InformationSystems.

    Diagnostic capacity of Information Technology

    The diagnostic capabilities of information technology focuses on three main areasof capacity that include Governance (Governance), services (delivery) andEnterprise Architecture (Enterprise Architecture). The aim of evaluating these threeareas is to gain a general understanding of t he existing IT environment of t heorganization.
