2. Voorwoord voorzitter Beste sportievelingen, als voorzitter ben ik dan ook zeer tevreden dat ik kan melden dat we vanaf dit jaar deel uitmaken met onze wedstrijd van de UCI kalender. Dit is een mooie beloning voor het harde werk van de afgelopen jaren. Sinds vorig jaar hebben we een nieuw en een veiliger parcours uitgebouwd via Gistel naar Westkerke om terug te eindigen in Gistel. Dit lokaal parcours is geschikt om in waaiervorm te leren rijden. Net als de smalle wegen ideaal om het flandrien gevoel in de Vlaamse velden te leren kennen. Een wedstrijd organiseren doe je uiteraard niet alleen. Daarom wil ik eerst en vooral alle mensen bedanken die deze wedstrijd steunen door middel van sponsoring. Ook de vele helpende handen mag ik niet vergeten te danken voor hun jarenlange steun aan deze wedstrijd. Ook de stad Gistel moeten we bedanken om op hun grondgebied deze wedstrijd te mogen organiseren. Hopend op een veilige editie wensen we de renners veel succes toe. 7. Inlichtingen

7.1 Programma

11.00 uur: Uitreiking van de kaderplaatjes en rugnummers aan de clubafgevaardigden in Sportcomplex Zomerloos in de Sportstraat te Gistel.

13.00 uur: Briefing aan de clubafgevaardigden en Belgian Cycling commissarissen. Briefing Federale en Lokale Politie en briefing Mobiele Seingevers in zaal Zomerloos Gistel.

13.30 uur – 14.45 uur: Tekenen controleblad door de deelnemende renners in de daartoe voorziene stand op het kruispunt Heyvaertlaan – Stationsstraat.

15.00 uur: Start Gistel, Stationsstraat

17.30 a 18.00 uur:

Aankomst Gistel, Stationsstraat en huldiging plaatsen 1-2-3.

7.2 Aanduiding omloop De omloop is degelijk bewegwijzerd door middel van oranje – gele pijlen, zodanig dat de renners zonder problemen de omloop verder kunnen volgen. Het technische profiel en het plan kun je terugvinden onder hoofdstuk nr 8. Volgende pijlen duiden het parcours aan:

7.3 Inschrijving: De inschrijvingen, de briefing en de prijsdeling zullen gebeuren in Sport en Cultuurcentrum Zomerloos te Gistel.

7.4 Zone Start- aankomst: Aangezien onze wedstrijd over een lokaal parcours, gaat zijn de start en de aankomst zone op dezelfde locatie. De aankomst zal plaats vinden in de Stationsstraat te Gistel, en dit net voorbij het kruispunt van de Heyvaertlaan. De renners moeten verzamelen in de Heyvaertlaan voor het tekenen van het controle blad. Op deze locatie zal ook de start van de wedstrijd plaats vinden om 15h00.

7.5 EHBO De EHBO-post is voorzien in de gebouwen van “Vloeren Vanhixe”.

7.6 Volgwagens

7.6.1 Start De volgwagens moeten voor de start verzamelen in de Heyvaertlaan te Gistel. Dit tussen 14h00 en 15h00. Deze is enkel te bereiken via het rondpunt van de Tempelhofstraat of de Manitobalaan. Er wordt gevraagd dat de auto’s van de ploegleiders parkeren aan de zijde van de woningen, de rest van de volgwagens wordt verwacht aan de kant van het Stadhuis. Er zullen mensen van de organisatie aanwezig zijn om de volgwagens te begeleiden.

7.6.2 Tijdens de wedstrijd Tijdens de wedstrijd is het reglement van de UCI van toepassing, zijn er onregelmatigheden kan de UCI de nodige maatregelen treffen.

7.6.3 Na de wedstrijd De volgwagens worden in de laatste ronde afgeleid vanaf krp Moerestraat – Nieuwpoortsesteenweg. Vandaar rijden ze rechtdoor Tempelierstraat rechtsaf Koolaerdstraat. Via het rond punt 3de afslag Manitobalaan daarna de 2de straat rechts Berkenlaan rechts meedraaien Acacialaan en die volgen tot krp met de Zomerloosstraat linksaf en daarna de tweede straat rechtsaf is men opnieuw aan het sportcentrum Zomerloos. Daarna rijdt men verder tot aan de kleedkamers die zich bevinden in het sportcentrum Zomerloos Sportstraat 1.

7.7 Kleedkamers en Parking Teams en Officials Er zijn voor alle ploegen kleedkamers voorzien in Sporthal Gistel Sportstraat 1.

7.8 Bevoorradingzone Deze is gelegen te Gistel in de Vaartstraat, tussen de Groene Dreef en de snelwegbrug.

9. Reglement

9.1 Wedstrijdreglement

1. De ” Johan Museeuw Classic – GP Stad Gistel” is een klasse UCI 1.1 MJ die verreden wordt volgens de geldende reglementering van de KBWB en UCI. De wedstrijd wordt georganiseerd door de vzw Koninklijke Sportclub Gistel en vindt plaats op zaterdag 28 juli 2018.

2. De “Johan Museeuw Classic – GP Stad Gistel” is open voor clubs,

internationale, nationale en regionale ploegen.

3. De wedstrijd is voorbehouden voor internationale juniores. De ploegen bestaan uit minimum 4 en maximum 6 renners. Het maximumaantal renners is 150. Ploegen die eerst ingeschreven hebben, krijgen voorrang. Er worden maximum 25 ploegen toegelaten.

4. Permanentie: Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel op

05/08/2017 van 10u00 tot 19u00. Parking – kleedkamers - douches: Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel. Inschrijving ploegleiders + afhalen rugnummers en kaderplaatjes: van 11.00 uur tot 14.00 uur Briefing ploegleiders: om 13.00 uur in Sportcomplex Zomerloos Handtekeningcontrole vanaf 14.00 uur – 14.45 uur kruispunt Heyvaertlaan – Stationsstraat nabij de start. Bij inschrijving betaalt de ploegleider 10 € per ingeschreven renner waarvan 5 € wordt teruggegeven bij het terugbrengen van rugnummer en kaderplaatje. Dus is dit 5 € voor WBV – KBWB (inschrijvingsrecht of deelnamerecht).

7. Tijdslimiet: Iedere renner die de aankomst overschrijdt met een tijd van meer dan 8% van de door de winnaar geregistreerde tijd, zal niet in het klassement opgenomen worden. Bij een val in de laatste ronde binnen de 3 km van de aankomst wordt het tijdsverlies geneutraliseerd.

8. De medische controle zal plaatsvinden in het EHBO-lokaal van sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel.

9. De eerste drie renners in de uitslag dienen op het podium te komen om de bloemen en trofee in ontvangst te nemen.

10. Straffen: alleen het UCI en KBWB barema zijn van toepassing.

11. De organisator verbindt er zich toe iedere ploeg die vooraf zijn

kandidaatstelling bij de inrichter heeft kenbaar gemaakt te bevestigen of ze mogen deelnemen.

12. De aanwerving van de ploegen zal geschieden met het officiële

inschrijvingsformulier “Officieel Inschrijvingsbulletin” art. 1.2.049

13. Het inschrijvingsbulletin (in 4 exemplaren voor binnenlandse en 5 exemplaren voor buitenlandse teams) moet verplichtend 6 titularissen en 3 vervangers vermelden en moeten 20 dagen voor de wedstrijd aan de organisator worden opgestuurd.

14. Ten laatste 3 dagen voor de wedstrijd dienen de ploegen aan de organisator

schriftelijk de namen van de 6 titularissen en 3 vervangers te bevestigen.

15. Elke onthouding van een ploeg die vooraf zijn deelname bevestigde bij de inrichter zal worden bestraft overeenkomstig de reglementen van de KBWB.

16. Bij betwistbare gevallen zijn de inrichters enerzijds de KBWB anderzijds die

bevoegd zijn om een uitspraak te doen.

18. De volgorde van de volgwagens voor “Johan Museeuw Classic” zal via het

systeem van lottrekking als volgt worden bepaald: a. De wagens van de ploegen aanwezig op de ploegleidersvergadering

b. De wagens van de ploegen niet aanwezig op de ploegleidersvergadering

19. De inrichters staan in voor 2 neutrale materiaalwagens.

20. Parcours: gedetailleerde beschrijving in bijlage. Er worden 10 ronden van 12

km afgelegd. Dus in totaal 120 km. 21. De aankomsten worden geregistreerd met fotofinish rugnummers rechts.

9.2 Réglement

1. Johan Museeuw Classic – Grand Prix Ville de Gistel” est organisé par le asbl

Koninklijke Sportclub Gistel sous les règlements de l’U.C.I. et de la R.L.V.B. et se dispute le samedi 28/07/2018. C’est un interclub juniors UCI MJ 1.1

2. Johan Museeuw Classic – Grand Prix Ville de Gistel” les participants seront

engagés par invitation des clubs, et sélections Belges et étrangères. Les équipes étrangères doivent avoir l’accord de leur fédération.

3. L’épreuve est réservée aux athlètes des catégories hommes junior

internationales. Les équipes excistent de minimum 4 et maximum 6 coureurs. Le nombre des participants est maximum 150 coureurs. Le maximum d’équipes est 25.

4. Permanence : Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel à

28/07/2018 de 10h00 jusqu’à 19h00. Parking – vestiaires - douches: Sportcomplex Zomerloos; Sportstraat 1, 8470 Gistel. Inscription les directeurs sportifs peuvent présenter les licences de leurs coureurs : à partir de 11h00 à 14h00 La réunion des directeurs sportifs : à 13h00 dans le Sportcomplex Zomerloos Les participants doivent signer le formulaire d’inscription à partir de 14h00 à 14h45 Heyvaertlaan – Stationsstraat près du départ. Les coureurs doivent payer un droit de participation de € 10,00 (aussi les coureurs étrangers) inclus la garantie pour le numéro.

5. Radio Tour : On va communiquer la fréquence à la réunion des directeurs sportifs. Chaque équipe peut introduire une voiture de matériel.

6. Les montants des prix :

Seulement les coureurs qui ne

Dépassent pas 8% du temps du vainqueur seront classés. Une chute dans le dernier tour au moins de 3 km de l’arrivé sera neutralisé.

7. Le contrôle antidopage a lieu dans le chambre EHBO du sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel.

8. Immédiatement après l’arrivée les trois premiers du classement sont obligés de se rendre au podium pour la cérémonie protocolaire.

9. Pénalités : seuls les barèmes de la RLVB et de l’U.C.I. sont d’application.

10. L’organisateur a l’obligation de communiquer les clubs qui peuvent participer à

l’épreuve.

11. Le bulletin d’inscription est conforme les règlements de l’U.C. I art. 1.2.049

12. Les bulletins d’inscription (en quatre exemplaires pour les équipes belges et cinq pour les équipes étrangères) doivent obligatoirement mentionner six titulaires et trois remplaçants et est disponible chez l’organisation 20 jours avant l’épreuve.

13. 3 jours avant l’épreuve les équipes doivent confirmer par lettre à l’organisation

les noms du 6 titulaires et les 3 remplaçants.

14. Les clubs qui ont introduit leur candidature pour participer d’avance et en cas de négligence les clubs recevront une amende cfr. Les règlements de la R.L.V.B.

15. La fédération nationale qui est responsable pour le contrôle de l’épreuve est la

R.L.V.B. Par conséquent, seuls les commissaires de la RLVB sont compétents pour la partie sportive et pour la rédaction des résultats.

17. L’ordre des voitures d’équipes est déterminé dans le briefing à 13h00 au sportcomplex Zomerloos :

1. Un premier tirage au sort pour toutes les équipes représentes à la réunion

2. Un deuxième tirage au sort pour les équipes non présentes.

18. Les organisateurs mettent à disposition deux voitures de matériel neutres.

19. Parcours : le détail c’est inclus. 20. Les arrivées sont enregistrées par photo-finish et les numéro’s des coureurs à

la droite.

9.3 Rules and regulations

1. The “Johan Museeuw Classic – GP City of Gistel” is organized by the Royal Sportclub Gistel and is regulated by the KBWB and the UCI. The race is a club competition UCI MJ 1.1 organized on Saturday 28 July 2018.

2. The competitors are invited to take part via selections and invitations from clubs. International teams are allowed to participate in agreement with their federation. This agreement must be shown if necessary.

3. The race is only for international juniors mens’ competition. The maximum number of competitors per team is six and the minimum is four. Maximum 150 cyclists are allowed. 25 teams will be allowed.

4. Location: Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel on 28/07/2018 from 10.00 a.m. till 19.00 p.m.

Changing rooms – washing facilities: Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel. The team leaders can bring in the cyclists permits and get the numbers and plates for the bicycles from 11.00 a.m. till 14.00 p.m. The briefing for the team leaders: at 13.00 p.m. in Sportcomplex Zomerloos. The competitors have to sign the register between 14.00 p.m. and 14.45 p.m. at the Heyvaertlaan- Stationsstraat nearby the finish and start. The competitors must pay a participation fee of € 10,00 and will get back € 5,00 after the race when they bring back their numbers and plates. The participation fee is € 5,00 and is for the K.B.W.B. 5. Every team is allowed a material car. The radio frequency of the “Radio Tour” will be announced at the briefing for the team leaders. 6. Prize money :

7. The finish is recorded with a photo finish and only the cyclists who finish within 8% of the time of the winner will be ranked. A fall in the last lap of the race within the 3 km zone will be neutralised. 8. Drugs control: this take place at the EHBO room in Sportcomplex Zomerloos, Sportstraat 1, 8470 Gistel. 9. The winner, the second and the third place must immediately go to the stand after arrival for the awards ceremony. 10. The used penalty guidelines are from the KBWB and the UCI.

11. The organisation will inform the teams at least 14 days before the race if they may participate. 12. The registration form is this from the UCI art. 1.2.049. 13. The registration forms (four examples for the Belgian teams, five examples for the international teams) are obliged to name the six competing cyclists and the three possible replacements and send it to the organisation 20 days before the race. 14. The teams can put changes at the list of the competing cyclists and their replacements until 3 days before the race and have to inform the organisation. 15. Each cancellation from a team that have applied to participate, will be punished according the guidelines from the KBWB and the UCI. 16. The KBWB, Globelaan 49, 1190 Brussel is the national federation who oversees the race. It is only the officials from the KBWB who are responsible for the official race results. 17. The order of the team cars is specified during the briefing from 13.00 o’clock: a. by a lottery draw of the teams present at the briefing. b. by a second lottery draw of the teams not present at the briefing 19.
