Welcome to the Jets Football Club manager’s handbook for season 2015-16. The content of this booklet outlines the Club’s structure, Code of Conduct and rules regarding membership, fees, discipline, etc. and is designed to help everyone managing a team within the Club.

Jets Football Club was established in 1990 and has been run by a dedicated group of volunteers who over this period have provided a high standard of coaching and support to the young people within the London Borough of Bark-ing & Dagenham and surrounding areas.

As a Club, we have had a mixed bag of success over the years winning a good share of trophies and league championships, mainly in the “Echo” Junior Football League where most of our youth teams have played.

During the last couple of years the Club has re-started to grow and last season was made up of six youth teams and a adult team. For this coming season it is envisaged that three more youth teams will be added. In addition, we are also looking to add girls football into our Club and working towards achieving FA Charter Standard status.

This year, the Club celebrates its 25th year and we are looking to plan a cele-bratory event.

Finally, many congratulations to our senior team for winning the Romford & District Churches Football League cup last season.

• Teams have 14 days from when the fixtures are available to notify theirDivisional Officer of any fixture changes required. This should be done in writing (by email preferably).

• Do not assume you have a free weekend even if no fixture is shown on theleague’s website.

• League fixtures take precedence over pre-season tournaments. If you arethinking of going on tour, permission must be obtained from the League before booking.

• There will be no fixtures over the Christmas period or on Easter Sunday • If you cannot play a fixture, let your opposition know as soon as possible.

Late notification can lead to a fine and pitch fees charged to the defaulting team.

• You may contact Divisional Officers on Monday to Friday between 7pm to10pm only. You may contact them by email at any time.

• During the season, if you need to transfer a player from one team toanother, you will need to complete a transfer form. This form can be downloaded from the website and needs to be completed by both new club and old club. The cost is £10 per transfer. It will take 7 days from receipt of form by the Divisional Officer until the player can play again.

• No transfers can take place after 31st March.• Players must be registered by Wednesday of each week to be able to play

on the following Sunday. No players may be registered after 31st March.• If you have players leave during the season, ensure that their card is

returned to the Divisional Officer with a covering letter or email so that he/she can be removed from your team. Players cannot be de-registered after 31st March.

• Match results must be input on the website by 9pm on Tuesday followingthe match. Teams in default may be fined. A result sheet must follow and be received by the Divisional Officer by the Wednesday after the match. This may be scanned or photographed and emailed or posted. It must be signed by both home and away managers or team officials. You will be fined if you do not notify the Divisional Officer that the match has/has not been played.

1. Name1.1 The Club shall be called Jets Football Club (“the Club”).1.2 The Club shall be affiliated to the Essex Football Association.

2. Club Objectives2.1 The objectives of the Club shall be to promote and provide

football and related interests in the sport for as many member players as possible.

2.2 To encourage players of all abilities to achieve sporting excellenceand enjoy success through teamwork.

3. Club Membership3.1 Any Committee member, team member, coach and club volunteer

shall automatically become a member of the Club. Those persons shall be listed in the register of members (the “Membership Register”) which shall be maintained by the Club Secretary.

3.2 Player membership is open to boys and girls who are registered toany one of the Club’s youth teams. Similarly, membership is open to adults who are registered to the Club’s men’s team.

3.3 A member shall cease to be a member of the Club if, and from thedate on which, he/she gives notice to the Committee of his/her resignation or ceases to be a Committee member, team manager, coach, or volunteer.

3.4 All members of the Club shall be required to abide by the Code ofConduct.

3.5 The Club Committee may refuse membership, or remove it, if itdeems it for good cause such as conduct or character likely to bring the Club or sport into disrepute. In such circumstances there shall be no appeal procedures.

3.6 A member who resigns, is expelled or ceases to be a member shallnot be entitled to claim any, or a share of any, of the income and assets of the Club (the “Club Property”).

4. Committee4.1 The Club shall elect from amongst its membership an official acting

Committee. Club officials shall be elected from the Committee.4.2 The Club will be managed by a Committee comprising a Chairperson,

a Secretary, Treasurer, Child Welfare Officer, and such officers as considered necessary by its members.

4.3 Some decisions will be referred to the Committee and will be basedon a voting system of one member one vote with the Club Chairperson having a casting vote if a tied decision arises.

4.4 The Committee will normally meet at least quarterly during theplaying season at dates convenient to the Committee members. Attendance by 50% of elected members shall constitute a quorum.

4.5 Should any Committee member resign or otherwise leave during theseason, the Committee shall have the power to co-opt a new member until the next AGM.

4.6 Each Committee member shall hold office from the date ofappointment until the next AGM (unless otherwise resolved at a EGM) when they will be eligible for re-election without nomination. All other proposals for election as Committee members shall be nominated in writing to the Secretary no later than 7 days prior to the AGM. Names of the candidates for election shall be circulated with the notice of the AGM.

4.7 The Committee shall have the power to take decisions concerning theClub on any matter not covered in these Rules.

5. Annual General Meeting5.1 An AGM will be held not later than 30th June in each year at which

all adult members will be invited to attend and Committee members will be elected.

5.2 Attendance by 75% of Committee members and adult members(team managers, coaches) shall be required.

5.3 Any member of the Committee and team managers not attending,and not providing a reasonable justification for non-attendance, shall be fined the sum of £10. This fine shall be paid by the member to the Club within 7 days of the AGM.

5.4 The main business of the AGM shall include the receipt andconfirmation of the minutes of the preceding AGM; to consider any business arising therefrom; to receive and adopt the current statement of accounts; election of new teams for the coming season; election of Committee and any officers of the Club; alteration of rules within the Club Constitution; any other business.

5.5 Minutes of the AGM, EGM and general meetings shall be taken by amember of the Committee and entered into the Minute Book of the Club.

5.6 An Extraordinary General Meeting (EGM) may be called at any timeby the Committee or by any group of more than 5 members submitting a written application to the Secretary. The meeting shall be held within 14 days of receiving the application.

6. Alterations To The Club Constitution6.1 The Club’s constitution may only be amended or altered at an AGM.6.2 It can also be altered at a EGM that will require the Secretary

receiving a written petition from a minimum of 3 members.6.3 Any motions to alter the Club constitution must be notified to

members at least 7 days prior to the AGM or EGM.

7. Finances7.1 The Club shall keep accounting records of the nature and fact of all

payments and receipts so as to disclose with reasonable accuracy, at any time, its financial position and shall retain such accounting records for a minimum of six years.

7.2 A bank account shall be opened and maintained in the name of theClub (the “Club Account”). Designated account signatories shall be the Club Chairperson and Secretary. All cheques and withdrawals shall be made by either signatory. All monies payable to the Club shall be received by the Treasurer and deposited in the Club Account.

7.3 The income and assets of the Club (the “Club Property”) shall beapplied only in furtherance of the objectives of the Club. The distribution of profits or proceeds arising from the sale of Club Property is prohibited.

7.4 No payment nor remuneration or expenses are to be paid to anymember of the Club.

8. Club Kits and Colours8.1 The Club kits shall be primarily sourced from Pendles or United

Sports.8.2 The home kit colours are sky blue and white striped shirt, navy blue

shorts and navy blue socks. The away kit colours are red and white striped shirt, red shorts and red socks.

8.3 The purchase of kit must have prior confirmation from the KitManager and Secretary so as to ensure that the correct kit is purchased.

8.4 The purchase of kit, including printing of Club badge, numbers andsponsor (if applicable) shall be paid for by the corresponding team.

8.5 All kit issued to players remain the property of the Club and must bereturned when requested.

8.6 Any other dress equipment purchased such as tracksuits, rainjackets, etc. must be selected bearing in mind the colours of the Club.

9. Fees9.1 Fees for the 2015-16 season shall be as follows: - Affiliation to Essex FA: This fee is set by Essex FA and will be advised by the Treasurer at such time as the fee is made known.

This fee must be paid to the Club, by each affiliated team, at the Club’s AGM.- Affiliation to “Echo” Junior Football League: This fee is set by “Echo” Junior Football League and will be advised by the Treasurer at such time as the fee is made known. This fee must be paid to the Club, by each affiliated team, at the Club’s AGM.- Affiliation to Romford & District Churches Football League: This fee is set by Romford & District Churches Football League and will be advised by the Treasurer at such time as the fee is made known. This fee must be paid to the Club, by the affiliated adult team, at the Club’s AGM. In addition, at the same time, the cost of the adult personal liability

insurance must also be reimbursed to the Club.- Youth Player Registration: This fee is set at £50 per player.- Adult Player Registration: This fee is set at £35 per player.- Youth Training: This fee is set at £4 per player per session. Each team may also offer parents the opportunity to pay on a monthly basis (instead of per session). This fee will be set at £13 per month.- Pitches: Each youth team shall pay to the Club the sum of £200 towards the cost of pitch hire for the season 2015-16. This fee must be paid by 15th August. The pitch fee for the adult team will be advised when it is set by the Romford & District Churches Football League and must be paid by 30th August.

9.2 Any fees not paid by the date shown above may result in a teambeing unaffiliated and suspended from the Club.

9.3 In the event that, after registration, a player member leaves the Club,the following shall apply:- A player member shall be entitled to a refund of 50% of the registration fee if he/she leaves the Club before 31st October. This refund will only be given once the player has returned any Club kit or equipment in his/her possession.- A player member leaving the Club on or after 1st November shall not be entitled to a refund of the registration fee. It is the team manager’s responsibility to ensure that any Club kit or equipment is returned by the leaving player member.

9.4 Fines: Any fines imposed on a team by a League or FA during theseason shall be paid by the team concerned. For the sake of administration, the fine will initially be paid by the Club and the Club shall be reimbursed by the relevant team. In addition, the Club shall impose an administration fee of £10 per fine to be paid by the team concerned to the Club. Any fines imposed on a player by either the League or County Football Association is the responsibility of the player.

10. Registration of Players10.1 Youth team managers shall provide the Secretary with the

necessary information so as to register players electronically on the Our Kids Sports website. The guidelines and timeframes as set by the “Echo” Junior Football League must be followed when registering players.

10.2 No player shall be eligible to play for the Club until:(a) completed Membership Form has been signed by a parent/guardian(b) completed and signed Membership Form and sign-on fee has been received by the team manager, and/or arrears have been paid(c) league registration form has been accepted by the League

10.3 The adult team manager shall provide the Chairman with thenecessary information so as to register players electronically with the Romford & District Churches Football League. No player will be registered to play for the Club until the player registration fee has been paid. The guidelines and timeframes as set by the League must be

followed when registering adult players.

11. Team Management11.1 Each team manager is responsible for the finances of his team and

must budget accordingly. Although monies received from parents in respect of player registration and training fees, and sponsors, are to be used for the benefit of the team, any funds held by the team ultimately is the property of the Club.

11.2 A record of the registration and training fees received must be kept byeach team. Its use must be transparent, i.e. if a parent asks to see how the money is spent, you must be able to show them. Similarly, each manager will be requested to present his team’s financials at Club meetings.

11.3 Each team manager will be solely responsible for the signing andselection of players. No-one is automatically entitled to play. Each team shall have a playing squad of sufficient players to enter competitions.

11.4 Team managers of youth teams playing in the “Echo” Junior FootballLeague must familiarise themselves with the rules of the League and abide by them. Team managers must ensure that registration of players, submission of match results, postponement of matches, transfer of players, etc. is done in accordance with the rules of the League. Team managers must be aware that any deviation from the rules may result in a fine being issued by the League.

11.5 As part of the FA Respect campaign, most Leagues now mandate theuse of respect barriers. All youth team managers/coaches must erect the barriers provided along at least one touchline whereby the spectators must stay. Team managers/coaches of both teams should stand on the opposite side of the pitch to the spectators.

11.6 If, for any reason, a player leaves the Club, the team manager/coachmust ensure that all kit and Club property is returned by the player.

11.7 Team managers are responsible for the process of selection andaward of trophies at the end of the season. The full cost of trophies, including engraving, etc. is to be borne by the team.

12. Health And Safety12.1 Risk assessments must be conducted by team managers/coaches

before any training and match playing activities. This will ensure that the playing area is clear and free from harm to the players.

12.2 Any accidents must be logged and the parent/guardian informed. Additionally, the Club’s Child Welfare Officer must be advised.

12.3 Team managers must inform parents that players must cometo training and matches with the correct equipment (boots, trainers, shinguards, waterproofs, etc.). If players do not have the appropriate equipment, they may not be allowed to participate in that session/match.

12.4 Parents/guardians must be reminded that they must remain presentat training sessions and matches. Parents may not “drop off” their

children and leave them in the care of the team manager/coach.Similarly, team managers/coaches should be discouraged from picking up/dropping off players for training and matches.

12.5 The Club cannot accept liability for any personal loss, accidentor injury to any player whilst taking part in or travelling to/from any Club activity. (Liability insurance is provided to the Club by the Essex FA. Personal liability insurance is purchased by the Club for adult players only, as required by the FA).

13. Dissolution13.1 In the event of the dissolution of the Club, the members of the

Comittee will be responsible for the winding up of the assets and liabilities and all commitments will be settled using the Club’s finances.

13.2 Any funds remaining in the Club’s account will be transferred to acharitable or benevolent fund as determined by a Committee resolution.

13.3 Any surplus kit may be handed to member players or a charitable orbenevolent organisation. Any surplus equipment may be sold.

13.4 In the event of the dissolution of a team, the manager, coach or hisrepresentatives must pass all monies raised through sponsorship, registration or training fees, to the Club’s Treasurer within 7 days of the dissolution. Any team kit and equipment which has been purchased with sponsorship, registration or training fees monies must be returned to the Club’s Secretary within 7 days of the dissolution.

The Club is responsible for the behaviour of its officials, players and parents/spectators at all times. Any breach of the Club’s Code of Conduct and discipline will be severely dealt with by the Committee.

Code of Conduct - Club Officials and Coaches

• Respect the rights, dignity and worth of every person and treat each equallywithin the context of the sport.

• Place the well-being and safety of each member (playing or non-playingabove all other considerations, including the performance.

• Encourage players to accept responsibility for their own behaviour andperformance.

• Ensure that the activities are appropriate for the age and ability of thepersons involved.

• Always promote the positive aspects of the sport and never condone or askany player to break the rules of the game.

• Display high standards of behaviour and promote the players and coaches tohave the outward appearance of a professional club.

• Do not exert pressure on any player to win as taking part is more important.• Do not tolerate, use or condone foul and/or abusive language.• Do not abuse, argue or tolerate players complaining about any decision

made by a referee.• Do not allow games to continue if the pitch or surrounding events at a

match are not conducive to allowing the players to enjoy football in a safeenvironment.

• Do not permit players or allow yourself to smoke or consume substances notbefitting a sporting club, especially at training or match events.

Code of Conduct - Players

• Play fairly and respect opponents, team mates and club officials at all times.• Show due respect towards match officials and accept their decisions.• Learn and abide by the laws of the game and the competition rules.• Make every effort to develop your sporting abilities and strive for the best possible performance during a game.• Be punctual for training and on match days.• Do not use inappropriate language.

Code of Conduct - Parents/Spectators

• Always encourage your child and the team. Never be negative.• Encourage fair play and display good sportsmanship towards oppositions.• Take time to understand the laws of the game and the FA’s Respect programme• Ensure your child arrives to training and match days on time. Ensure suitable

clothing and footwear is worn.

• Do not put pressure on your child, and allow them to enjoy themselves.• Do not use inappropriate language at training or match days.• Do not drop off your child at training or match days and return to collect him/her.

Team managers will not bear the responsibility of looking after your child.

Code of Conduct - Adult Players

• Give maximum effort and strive for the best possible• Set a positive example for others, particularly young players and supporters• Respect the Laws of the Game and competition rules• Treat opponents with due respect at all times, irrespective of the result of the

game• Safeguard the physical fitness of opponents, avoid violence and rough play• Accept the decision of the match official without protest and show due respect• Do not use inappropriate language

Behaviour Guidelines and Disciplinary Procedures

The following categories are disciplinary offences and action will be taken by the Club.

• DiscriminationAny discrimination based on gender, race, ethnic origin, colour, religion or sexual orientation will not be tolerated.

• LanguageFoul or abusive language will not be tolerated from any player or member of the Club (including spectators) at any event organised by the Club or attended as a member of the Club.

• IntimidationAny intimidation, whether physical or mental, to another player or official of the Club or the opposition will not be tolerated.

• Social Media PolicyAs information technology advances, it provides various forums, such as Facebook, in which anyone can record comments. The Club recognises that it cannot prohibit people from using social media forums, however, such forums when referencing the Club, Leagues, FA or individuals within the Club, should be used as per the guidelines established by The FA. Where comments made are considered to be prejudice to the values of the above mentioned, action may be taken in accordance with the policy. Club officials, team managers and coaches should ensure that all members of the Club are aware of the policy.

• The Club acknowledges its responsibility to safeguard the welfare of everychild and young person who has been entrusted to its care and is committed to working to provide a safe environment for all members. a child or young person is anyone under the age of 18 engaged in any club football activity. We subscribe to the FA’s Safeguarding Children Policy and Procedures and endorse and adopt the policies contained in that document.

• The Club has a role to play in safeguarding the welfare of all children andyoung people by protecting them from physical, sexual or emotional harm and from neglect or bullying. It is noted, and accepted, that the policy applies to any volunteer, helper, team manager, coach and Club official associated with the Club.

• All current Club members who are regularly supervising, training or being insole charge of children and young people will be required to complete a CRC (Criminal Records Check).

• The Club has appointed a Club Welfare Officer (CWO) in line with The FA’srole profile and required completion of the Safeguarding Children and Welfare Officers Workshop. The CWO is the first point of contact for all Club members regarding concerns about the welfare of any child or young person. The CWO will liaise directly with the Essex FA Welfare Officer and will be familiar with the procedures for referring any concerns.

• The Club acknowledges and endorses The FA’s identification of bullyingas a category of abuse. Bullying of any kind is not acceptable at our Club. If bullying does occur, all players or parents/guardians should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the CWO.

• Safeguarding is everyone’s responsibility. If you are worried about a child itis important that you report your concerns - no action is not an option.

• If the issue is one of poor practice the CWO will either deal with the matteror seek advice from the Essex FA Welfare Officer. If the concern is more serious - possible child abuse - contact the Essex FA Welfare Officer first, then immediately contact the police or children’s services. If the child needs immediate medical treatment, take them to a hospital or call an ambulance and tell them this is a child protection concern. Let your CWO know what action you have taken, they in turn will inform the Essex FA Welfare Officer.

• If at any time you are not able to contact your CWO or the matter is clearlyserious, then you can either contact another member of the Club Committee or the Essex FA Welfare Officer directly or the police.

• There is much talk about who is allowed to take pictures of children (under18s) playing sport and in particular what parents/guardians are permitted to do. The FA has developed guidance to help avoid the inappropriate use, adaptation or copying of images for use on child abuse websites on the internet, and, the identification of children when a photograph is accompanied by significant personal information that will assist a third party in identifying the child.

• It is important to remember that the majority of images taken areappropriate and taken in good faith.

• Club members intending on taking pictures should familiarise themselveswith The FA’s guidance.

• Any member of the Club intending to use a player’s image in the publicdomain i.e club website or newspaper article, must obtain parental consent. Ideally this should be in documented form.

• Focus of the pictures should be on the activity rather than the individual andensure that all those featured are appropriately dressed.

• Photographs must not be published with the full name(s) of the individual(s)featured unless written consent to do so has been obtained and the responsible parent/guardian is informed as to how the image will be used.

• Images includes photographs and any material of recorded images, such aswith mobile phones.

• It is not an offence to take appropriate photographs in a public place even ifasked not to do so. No one has the right to decide who can and cannot take images on public land.

• If you are concerned about the inappropriate taking or use of images, reportit to the Club’s CWO. If you feel that someone may be acting unlawfully or putting a child at risk, contact the police.
