Waarom een ruimtelijke dialoog nodig is
Wereldwijd is er sprake van een zoektocht naar meer ruimte in stedelijk
gebied. Het gebruik van de ondergrond wordt als een haalbare oplossing
gezien. Het bewustzijn ten aanzien van de mogelijkheden van ondergronds
ruimtegebruik en de gevolgen hiervan zijn nog niet breed aanwezig. Het
gevolg is dat de ontwikkeling van de ondergrond veelal een autonoom
proces is met verregaande consequenties. Eén van de consequenties is
dat toekomstige ontwikkelingen onmogelijk worden gemaakt of dat
deze op steeds grotere diepte moeten plaatsvinden.
Wereldwijd blijft de bevolking toenemen. Er ontwikkelen zich steeds groeiende
megasteden als gevolg van de bevolkingsgroei en van de trek van het platteland
naar de stad. Deze steden kampen allen met problemen om binnen de
beschikbare ruimte alle benodigde functies te kunnen accommoderen. Al deze
infrastructuur vereist ruimte die vaak ook nog eens ten koste gaat van de
ruimtelijke kwaliteit bovengronds.
In 2007 is in Nederland de Urgenda gepubliceerd. Nederland duurzaam en
klimaatrobuust maken is het doel van de Urgenda. Om de urgentie aan te geven
stellen de auteurs van de Urgenda dat Nederland de komende vijftig jaar meer
moet veranderen dan in de afgelopen vijfhonderd jaar. Het gaat om veranderingen
die zich zowel op sociaal als op technisch vlak afspelen. Volgens de Urgenda is
het ondenkbaar dat ondergronds ruimtegebruik geen rol speelt bij deze
ontwikkeling. Binnen vijftien jaar is intensief ondergronds ruimtegebruik dan
ook gemeengoed geworden in Nederland volgens de Urgenda.
De wijze waarop op dit moment de ondergrond gebruikt wordt maakt echter dat
deze doelstelling niet haalbaar zal zijn. Sterker nog: binnen vijftien jaar loopt de
ontwikkeling van de ondergrond in Nederland volledig vast door de vele
autonome en sectoraal conflicterende ontwikkelingen. Daarbij zijn er een tweetal
zorgpunten te noemen. Enerzijds is de bodem een levend organisme dat de
drager is voor het leven bovengronds. Bodemprocessen voltrekken zich op een
volledig andere tijdschaal dan het leven bovengronds. Dit maakt dat iedere
ontwikkeling van de ondergrond in dat licht bezien en afgewogen moet worden.
Anderzijds zien we dat gebruik van de ondergrond voor bijvoorbeeld infrastructuur
zich vooral in het horizontale vlak afspeelt. Tegelijkertijd is er door het zoeken
naar alternatieve energie sprake van een ontwikkeling in het verticale vlak voor

bijvoorbeeld warmte-koude opslag. Beide ontwikkelingen voltrekken zich
volstrekt autonoom en kennen geen eigen planningskader. Dat deze potentieel
conflicterend kunnen zijn behoeft geen betoog.
Op lokaal niveau zal er een visieontwikkeling met betrekking tot ondergronds
ruimtegebruik moeten plaatsvinden. Deze visie maakt het mogelijk om tot
afstemming te komen tussen functies die gebruik willen maken van de
ondergrond. Het biedt ook de mogelijkheid om tot afweging te komen ten
aanzien van wel of niet gebruiken van de ondergrond. In de praktijk is al gebleken
dat een dergelijke visieontwikkeling een tweetal positieve effecten kan hebben.
Door het identificeren van functies die gebruik willen maken van de ondergrond
kan het tot verrassende functiecombinaties komen, alsmede tot een
multi functioneel ondergronds ruimtegebruik. Ook maakt het koppeling van
ondergrondse functies mogelijk waardoor een nieuw, ondergronds, stedelijk
weefsel kan ontstaan. Het is essentieel dat er op lokaal niveau een ruimtelijke
dialoog gevoerd wordt om een visie op het gebruik van de ondergrond te
ontwikkelen.

Samenvatting
— Op lokaal niveau is een ruimtelijke dialoog nodig om tot een
visie op het gebruik van de ondergrond te komen.
— De vele functies die in de ondergrond aanwezig zijn of daar
gebruik van kunnen maken, vragen om multifunctioneel
gebruik van de ondergrond.
— Minder autonoom en incidenteel gebruik van de ondergrond
bevordert de mogelijkheden om tot koppelingen tussen
functies te komen waardoor een nieuw, ondergronds stedelijk
weefsel ontstaat.
