Low-land people had always

been building dikes for safety

and to avoid property loss, but

some particularly heavy storms in

the 19th and 20th centuries

triggered the construction of a

dam closing the Zuiderzee

(1932) and a plan to dam the

entire estuarine area in the south

(1955-1990).
