SOUTHERN REGIONAL POWER COMMITTEE

BANGALORE

MINUTES OF THE 24TH MEETING OF SRPC HELD AT CHENNAI ON 15th MARCH 2014

1. INTRODUCTION

1.1 The 24th Meeting of Southern Regional Power Committee was held at Chennai on 15th

March 2014. The list of participants is furnished at Annexure-I.

1.2 On behalf of NPCIL, Shri N.K.Jain, Associate Director extended a hearty and warm welcome

to all the distinguished participants. He hoped that the stay of the Members had been

comfortable.

1.3 Shri T.J.Kotteeswaran, Station Director, MAPS welcomed Shri Suresh Chanda Chairperson,

SRPC, Shri S R Bhat, Member Secretary i/c SRPC and other esteemed Members and

participants to the 24th Meeting of SRPC. He expressed sincere thanks to SRPC for the

opportunity given to NPCIL to host this Meeting. He stated that grid operation had assumed

greater importance subsequent to realization of the mile stone of “one nation one grid” in

the beginning of 2014. Subsequent to revisions in IEGC Regulations from time to time, the

frequency band had been progressively narrowed down thus enhancing grid security. Stable

operation of the grid had a direct impact on generating stations and especially on the

performance of nuclear power stations. There were days when the grid was facing many

disturbances mainly due to low frequency of operation. In those times, the control room

operators used to have anxious moments; in addition the machines were also put under lot

of strain. He placed on record the continuous efforts of SRPC and other constituent member

utilities in improved system operation. As a result of stable grid operation, NPCIL units at

Tarapur, Kaiga, Kakrapar and Rajasthan had created many records of continuous operation

of more than 500 days. Unit-5 at Rajasthan was going to log 600 days of continuous

operation shortly and break NPCIL’s own record of 590 days of continuous operation of

Tarapur unit-2. Operation of MAPS units in Southern Region was also excellent and were

consistently maintaining availability factor of over 90%, barring few occasions. MAPS had

also benefited from the reliable grid conditions in Southern Region and created record of

continuous operation of 325 days. He added that the MAPS team had worked hard for the

conduct of this Meeting and for comfortable stay of Members.

1.4 Shri G. Nageswara Rao, Director (Operations), NPCIL welcomed respected Members of SRPC

and delegates to the 24th Meeting. He thanked Chairperson, SRPC for having given NPCIL the

opportunity to host the Meeting. He pointed out that ultimately though electricity

generated was the same, nuclear technology was unique. NPCIL had established first two

units during 1969 at Tarapur. The highest capacity during that time was 200 MW.

Subsequently, it had embarked on different technology with Canadian help in 1970s,

commencing at Rawatbhata. Initially after the Pokhran test (peaceful purposes), the world

had imposed embargo and the nation had been totally isolated from all inputs related to the

technology. Then onwards, NPCIL had pursued the path of indigenization and with efforts of

the industry and the leadership at the national level, it had grown. The next landmark in

1980s was the establishment and commissioning of reactors at MAPS with indigenous

technology. This had rendered necessary confidence and later was consolidated with

standardized reactor technology matching with world standards. Nuclear reactors needed to

comply not only with Indian regulatory frame work but also with international standards.

Subsequently in 1990s, two plants had come up at Kakrapar and RAPS. In early 2000, 220

MW units at RAPS 3 & 4 and Kaiga 1 & 2 had also come up. Subsequently in the same plants,

four more units had commenced - Kaiga 3 & 4 and RAPS 5 & 6. The technology was then

upgraded from 220 MW to 540 MW to match grid demand. These 540 MW reactors started

at Tarapur 3 & 4. This technology was further upgraded to 700 MW as standard indigenized

PHWR. Presently, two BWR reactors at Tarapur and 17 PHWR reactors were in operation

with total capacity of 5,780 MW. 6 more units were under construction. Unit-2 of KKNPP

was in an advanced stage of commissioning. 500 MW reactor (PFBR) at Kalpakkam under

BHAVINI was also in an advanced stage of commissioning. In Southern Region, NPCIL had

plants at Kalpakkam & Kudankulam in Tamil Nadu and at Kaiga in Karnataka. Pilot plant

design was in final stage for 300 MW capacity advanced heavy water reactor. Expansion

programme through international cooperation route included light water reactors with

French collaboration (EPR 1650 MW each unit), US based technology AP 1000 and ABWR

and also reactors with Russian technology. NPCIL had accumulated good track record of safe

operation of 391 reactor years. In the process it had also generated 434 BU of electricity.

The nuclear deal and operation of some of the reactors with imported fuel under

international safe guards had helped to operate them at full capacity. Presently, the

availability factors were about 90% whereas capacity factors were slightly lower. With

availability factor of around 90%, NPCIL units were the best base load stations feeding the

grid and adding stability to the generation in the country. Capacity utilization had increased

considerably with improved fuel resources. This was reflected in performance during the

last three years when NPCIL was able to consistently give generation level of more than

32,000 MU annually. Almost all plants had one time or other in the recent past performed

well, continuously clocking more than 300 to 500 days. Rajasthan Unit-5 was heading

towards more than 590 days of continuous operation.

KKNPP was the first unit with new technology that NPCIL had commissioned. Unit 1 was

presently operating at around 75% capacity factor. A number of qualifying tests were being

carried out as part of regulatory mechanism to check plant performance and parameters.

The generation would soon touch 100 % and it would move from infirm phase to

commercial operation. He requested the SRPC forum to kindly understand the intricacies

involving nuclear power and also be considerate on the stipulation of infirm injection period

not exceeding 6 months. In this particular case being the first reactor of its kind, infirm

power injection period was likely to exceed the 6 month period. He requested the forum to

kindly agree for little extended infirm power injection period for KKNPP Unit-1.

He added that great concerns had arisen after the Fukushima accident on 11th March 2011.

This was basically caused since Tsunami and earthquake levels were much higher than

design values. The plant had been designed for about 7 meters height tidal wave, but on

that particular day, tidal wave of more than 14 meters had hit the plant leading to

interruption in the power supply. Power professionals must kindly appreciate such

challenges encountered during special situations. It must also be kindly noted that though

the tsunami had caused death of more than 15,000 people; not even a single person had

perished on account of radiation exposure. Actions taken to evacuate people from the plant

area were however being questioned with regard to nuclear safety. In the course of

mastering any modern technology, certain unprecedented things could occur and the

Fukushima accident was no exception. After the Fukushima accident, NPCIL had conducted

review of designs of its plants. Necessary corrective actions had been initiated to

incorporate additional safety features so as to improve safety of the plants. NPCIL would not

compromise with safety, since in nuclear technology, safety stood first and foremost. He

stated that as part of Corporate Social Responsibility, NPCIL had undertaken a number of

initiatives in the field of education, health & infrastructure. He also presented an overview

of performance of NPCIL. The presentation is furnished at Annexure –II.

Director (Operations), NPCIL pointed out that though initial capital cost of nuclear plant was

higher, but in long run on account of lower and stable fuel cost, it was very competitive.

Nuclear plants could operate for long periods and are best base load plants, very safe and

clean. He sought help of the Members in dispelling certain misconceptions about nuclear

power plants. Nuclear power had its own role in the mix as part of the overall national

energy security programme.

. 1.5 Shri Suresh Chanda, Chairperson, SRPC & CMD, APTRANSCO thanked Shri G. Nageswara Rao

Director (Operations), NPCIL and the NPCIL team for the excellent arrangements. He said

that TCC had gone into technical issues in detail and put up the recommendations for

consideration of SRPC. He requested all constituents to work together to ensure maximum

power availability in the Region. He added that one challenge in the power sector was to be

able to meet drastic demand and load changes. In India, enough capacity to address such

type of variations was also not available. For instance, the power demand in Andhra varied

between 8,000 MW and 12,000 MW. It was however to be appreciated that higher

reliability would come at a cost. He thanked Director (Operations), NPCIL for having given

the Committee a good insight of the nuclear power programme of the country. He added

that public at large should not be unnecessarily scared of nuclear technology. Nuclear

energy was one of the cleanest energy after renewable energy. He requested Members to

arrive at consensus on the various issues which had been put up for approval, in the interest

of the Region.

1.6 Shri S.R.Bhat, Member Secretary I/c, SRPC welcomed Shri Suresh Chanda, Chairperson, SRPC

& CMD, APTRANSCO, Shri G. Nageswara Rao, Director (O), NPCIL, other Members and

participants to the 24th Meeting of SRPC. He thanked NPCIL for the nice arrangements made

for conduct of the Meeting.

2. CONFIRMATION OF THE MINUTES OF 23rd MEETING OF SRPC

The Minutes of 23rd Meeting of Southern Regional Power Committee held on 26th October

2013 at Kochi were confirmed.

3. REIMBURSEMENT OF SRPC EXPENDITURE/MEMBERSHIP

3.1 Statement showing net amount payable by Member Utilities of SRPC for the year 2013 -14,

after adjustment of surplus/deficit for the previous period is furnished in Annexure-III.

Utilities were kindly requested to arrange payment, wherever due.

3.2 MoP Resolution dated 09th May 2008, on establishment of SRPC, states that there shall be

representation from each of the generating company (other than Central Generating

Companies or State Government owned) having more than 1,000 MW installed capacity in

the Region. In accordance with this MoP resolution, it was proposed that NTPC Tamilnadu

Energy Company Ltd. (NTECL) be included as a Member of SRPC with effect from the

financial year 2014 -15.

3.3 The Committee agreed to include NTPC Tamilnadu Energy Company Ltd. (NTECL) as a

Member of SRPC with effect from the financial year 2014 -15. Accordingly, the following

Roster was agreed for hosting the Meetings:

4. MEMBERSHIP TO NPC

4.1 In the 23rd Meeting of SRPC, it had been agreed to recommend NLDC as well as CTU as

Members to the NPC. It had also been agreed that Agenda Items for the NPC Meetings, if

any, would be routed through Member Secretary, SRPC. It had also been decided that

Chairperson, SRPC would take up with Chairperson, CEA recommending inclusion of NLDC

and CTU in the NPC forum.

4.2 Chairperson, SRPC vide letter dated 11th December 2013 (Annexure-IV) addressed to

Chairperson, CEA had conveyed recommendations of SRPC regarding inclusion of NLDC as

well as CTU as Members in the NPC Forum.

5. COMMISSIONING OF 400 KV SALEM POOLING STATION – SALEM 400 KV D/C QUAD LINE ALONG WITH NEW 765/400 KV POOLING STATION AT SALEM (INITIALLY CHARGED AT 400KV) UNDER TRANSMISSION SYSTEM ASSOCIATED WITH COMMON SYSTEM ASSOCIATED WITH COASTAL ENERGEN PRIVATE LIMITED & IND-BHARAT POWER (MADRAS) LIMITED LTOA GENERATION PROJECTS IN TUTICORIN AREA – PART-B

5.1 POWERGRID vide letter dated 18th February 2014 (Annexure-V) had stated that as per

approval, the transmission scheme was scheduled to be commissioned by September

2014 (DOCO: 01.10.2014). Work on these elements was in the final stages and the

elements would be ready for commissioning by April/May 2014 i.e. 5-6 months earlier

than scheduled date of commissioning. This line along with the Dharmapuri (Salem PS) –

Somanahalli 400 kV D/C line being implemented under System Strengthening in Southern

Region – XIV Scheme which is also anticipated to be commissioned in the same timeline

would provide an alternate path between Karnataka & Tamil Nadu and also help in easing

the S1-S2 transmission congestion.

5.2 Looking into the advantages of this link (Somanahalli – Dharmapuri – Salem), SRPC had

been requested to kindly concur the early commissioning of the 400 kV Salem Pooling

Station – Salem 400 kV D/C Quad Line along with new 765/400 kV Pooling Station at

Salem (initially charged at 400 kV).

5.3 In the Meeting, MS I/c, SRPC informed that TCC had noted that Southern Regional losses

were likely to reduce by about 8-15 MW while S1-S2 ATC would get enhanced by around

400 MW on commissioning of Somanahalli – Dharmapuri (New Salem), Dharmapuri

765/400 kV S/S and Dharmapuri (New Salem) – Salem. It had recommended the same for

approval of SRPC.

5.4 Chairperson, SRPC & CMD, APTRANSCO suggested that all the three elements be

commissioned together, by and large, to derive the benefits. PGCIL confirmed the same.

5.5 After deliberations, SRPC concurred for commissioning of Somanahalli – Dharmapuri (New

Salem), Dharmapuri 765/400 kV S/S, and Dharmapuri (New Salem) – Salem elements.

5.6 It was also suggested in future PGCIL may come up with detailed justification regarding

preponement of commissioning of any element. Early commissioning of any particular

element needed to benefit system operation of the Regional/National Grid, in line with

provisions of CERC (Terms and Conditions of Tariff) Regulations, 2014.

6. CONTINUOUS SHUTDOWN OF 400 KV SOMANAHALLI- HOSUR S/C LINE FOR CONSTRUCTION OF 400 KV SOMANAHALLI- DHARMAPURI D/C LINE

6.1 POWERGRID vide letter dated 18th February 2014 (refer Annexure-V) had stated that on

account of corridor constraints and also Bannerghatta Wild Life Sanctuary, around 5 Km of

the existing corridor of 400 kV Somanahalli - Hosur S/C Line was needed to be used for

laying 400 kV Somanahalli - Dharmapuri D/C line being executed under SRSS-14. For this,

around 8 Nos. of Multi Circuit Towers are to be erected in the same corridor for

accommodating both Hosur as well as Dharmapuri lines from Somanahalli on the same

towers. In order to carry out this work, continuous shutdown of about 45 days of 400 kV

Somanahalli-Hosur S/C line was required. A request, in this regard, had already been

submitted to SRLDC to carry out system studies and suggest time frame when the

shutdown would be possible. The matter had also been discussed in 92nd OCC Meeting

held on 13th February 2014.

6.2 SRPC had been requested to kindly approve the above Shut down.

6.3 TANTRANSCO vide letter dated 18th February 2014 (Annexure-VI) had stated that on

account of drawal of KSEB and Tamil Nadu , the flow on the 400 kV Hosur-Salem line was

always high. STOA was being curtailed on daily basis, even though SPS had been provided

only by Tamil Nadu for the above lines. In view of corridor congestion between S1 to S2,

early commissioning of 400 kV Somanahalli-Salem (New) line had been sought.

6.4 In the Meeting, MS I/c informed that the following had been noted in the TCC Meeting:

TANTRANSCO had stated that demand would tend to come down during June/July. Shutdown could be availed during that period when wind generation was also likely to pick up.

KSEB had opined that the shutdown be allowed from 1st week of June 2014. There could be about 300 MW further loss of generation in KSEB system, since planned shutdown of Sabarigiri units was also planned during the above period. It had requested maximum support from KPTCL over 220 KV Kadakola-Kaniampetta line.

SRLDC had pointed out that demand was likely to come down after 20th April. Hence, from system operator’s point of view, shutdown

could be allowed from 24th April 2014. There could be about 500-600 MW of ATC curtailment during shut down.

PGCIL had informed that the line was passing through forest and tower foundations were to be completed before onset of monsoon. Existing towers were to be dismantled and Multi Circuit Towers erected in the same corridor.

TCC had suggested for continuous shutdown of 400 kV Somanahalli- Hosur S/C Line from 21st May 2014 for a period of 45 days. ATC curtailment of about 500-600 MW was anticipated during this shutdown.

6.5 Chairperson, SRPC & CMD APTRANSCO stated that long duration shutdown of critical

elements was not advisable from the system operation point of view and it also led to

inconvenience to public. New technology (barrel light etc.) could be adopted enabling round

the clock works to be taken up so as to minimize the duration of shutdown.

6.6 ED,SRTS-II, PGCIL informed that they were deploying 16 gangs at different locations at a

time. The duration of outage had been compressed to the extent possible. Since the

proposed works were to be carried out in forest area, round the clock working was not

possible.

6.7 After deliberations, SRPC agreed for continuous shutdown of 400 kV Somanahalli- Hosur S/C

Line from 21st May 2014 for a period of 45 days. KPTCL was requested to kindly support

Kerala through maximum possible assistance over 220 kV Kadakola - Kaniyampeta line.

6.8 Chairperson, SRPC & CMD APTRANSCO observed that in future, shutdown of critical 400 kV

lines even for a day may not be acceptable. He therefore suggested that in future, PGCIL as

well as other transmission utilities contemplate adoption of new technology enabling round

the clock works to be undertaken in order to minimize duration of shutdowns.

7. TERTIARY SUPPLY OF MADURAI 400 KV SUBSTATION

7.1 POWERGRID vide letter dated 18th February 2014 (refer Annexure-V) had stated that as per

CEA Notification dated 21st February 2007 on Power Supply to substation auxiliaries, two

independent supplies from independent sources are to be provided for substations with 220

kV and above voltage rating. For reliable auxiliary power supply to vital substations, tapping

of tertiary of power transformer is the most dependable option. At Madurai 400 kV

substation, which was commissioned under NLC Stage-I in 1993, provision for tertiary

loading through ICT had not been provided during the design stage. Madurai 400 kV

Substation is connected directly to Kudankulam Nuclear Power Project and is also one of the

vital substations in Southern Grid for evacuation of generation from Kudankulam Nuclear

Power Project. Hence, it had been proposed to establish redundant reliable auxiliary power

supply through tertiary winding of ICT-1 at Madurai S/S. The tentative expenditure towards

the same is approximately Rs.1.0 Crore. The above work was proposed to be taken under

Additional Capitalization.

7.2 In the Meeting, MS I/c informed that TCC had recommended the proposal for approval of

SRPC.

7.3 SRPC approved the proposal of establishment of redundant reliable auxiliary power supply

through tertiary winding of ICT-1 at Madurai S/S, as proposed by POWERGRID.

8. REPLACEMENT OF EXISTING C&R PANELS WITH IEC- 61850 COMPATIBLE PANELS AT HOODY & NELAMANGALA STATIONS OF KPTCL

8.1 In the 20th Meeting of SRPC, the Committee had approved the cost sharing in the ratio of

the Transmission Charges in respect of replacement of existing C&R panels with IEC 61850

compatible panels (8 Nos.) at Hoody and Nelamangala stations of KPTCL. The

beneficiaries would reimburse the cost directly to KPTCL.

8.2 In the 21st Meeting of SRPC, it had been noted that KPTCL was revising the estimates

which would be forwarded to the constituents.

8.3 KPTCL vide letter dated 28th December 2013 (Annexure-VII) had stated that works relating

to replacement of existing 400 kV lines C&R panels in Hoody 400 kV and Nelamangala 400

kV stations had been taken up. The matter had been discussed in the 20th as well as in the

21st SRPC Meetings. POWERGRID had accorded their technical concurrence for the

protection schemes. Revised total cost of replacement of line panels including spares etc.

worked out to Rs.3,61,16,458/- inclusive of taxes and duties. Payment for the

replacement cost of C&R panels was to be made to KPTCL by the constituents of SR

directly.

8.4 In the Meeting, MS I/c, SRPC informed that TCC had recommended the revised cost of

replacement of panels for approval of SRPC. Payment for the replacement cost of C&R

panels would be made directly to KPTCL by the constituents of SR.

8.5 SRPC approved the revised total cost of replacement of existing C&R panels with IEC

61850 compatible panels (8 Nos.) at Hoody and Nelamangala stations of KPTCL including

spares etc. of Rs.3,61,16,458/- inclusive of taxes and duties. Payment of the replacement

cost of C&R panels would be made directly to KPTCL by other constituents of SR.

9. IMPLEMENTATION OF AUTOMATIC METER READING IN SOUTHERN REGION

9.1 In the 23rd Meeting of Commercial Sub-Committee of SRPC held on 4th December 2013, in

order to fulfill deadlines stipulated under IEGC Regulations and also help avoid data

related delays, it had been agreed in principle to adopt Automatic Meter Reading (AMR)

scheme in SR. Commercial Sub-Committee had agreed to put up this proposal of

implementation of AMR in SR for consideration of TCC/SRPC. AMR scheme was under

implementation in NR & ER. SRLDC had been requested to furnish necessary inputs in this

regard.

9.2 Subsequently, SRLDC had submitted details (Annexure-VIII) of the proposed project

including supply, installation, testing and commissioning of the AMR System along with

annual maintenance of the system for 4 Years.

9.3 In the Meeting MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Tentative cost of the scheme was around Rs 13.5 crores.

PGCIL had suggested that AMR implementation be undertaken by the respective utilities. There were issues involved such as continuity of data, dispersed locations and subsequent O&M requirement etc.

KPTCL had pointed out that SEMs are being procured and installed by CTU. Hence, AMR implementation could also be carried out by CTU. There were communication protocol issues in respect of SEMs installed earlier, and hence it would be appropriate if PGCIL undertook this work.

After deliberations, TCC had recommended the following for approval of SRPC:

Implementation of AMR scheme in Southern Region by CTU

Coordination, Operation & Maintenance subsequently to be looked after

by the respective utility

9.4 Chairperson, SRPC & CMD APTRANSCO informed that in AP there were issues in respect of

the AMR scheme implemented under APRDP using GPRS based system. During the last five

months, about 80% data was only available. Further, the reliability of data received was also

under question. Data was therefore being collected manually also and on comparison

mismatch was observed on account of some reason or the other. He requested PGCIL to

select an appropriate Technology suitable for Indian conditions. It may also be advisable to

go in for a small Pilot project to make sure that the technology works Time tested

technology should be adopted rather than vendor driven technology. He opined that a

scheme utilizing existing SCADA system could be more reliable than a parallel GPRS based

one. PGCIL could collect feedback from the utilities which had already implemented the

AMR scheme.

9.5 MS I/c, SRPC suggested that feedback from other Regions where this scheme had been

implemented could be sought.

9.6 After deliberations, SRPC approved implementation of the AMR scheme by POWERGRID.

POWERGRID could firm up appropriate technology for implementation, based on the

experience in other regions/utilities.

10. UTILIZATION OF 220 kV UPPER SILERU-BALIMELA (SR-ER), LOWER SILERU – BARASUR (SR-ER) & CHIKKODI – KOHLAPUR (SR-WR) LINKS AS INTER-REGIONAL LINKS

10.1 In the Special Meeting of TCC held on 11th January 2014, SRLDC had informed that in the

OCC Meeting of ERPC, Orissa had stated that Balimela – Upper Sileru line was charged from

Balimela end and Odisha portion was under charged condition. APTRANSCO had been

requested to kindly explore the possibility of importing power on this line which would help

enhance the ATC to SR. Lower Sileru – Barasur & Chikkodi – Kolhapur lines should also be

used as inter-regional links.

10.2 SRLDC vide letter dated 18th February 2014 (Annexure-IX) had stated that on

synchronization of Southern Grid with NEW Grid, it would be prudent to keep all Inter-

Regional lines in service. It has therefore been suggested that following Inter-Regional Lines

be kept in radial mode till synchronization of other circuit of Raichur- Sholapur 765 kV line.

Subsequently all the lines may be planned for operation in a connected manner.

a) Balimela – Upper Sileru 220 kV line b) Barasur – Lower Sileru 200 kV ( monopole) c) Kolhapur – Chikkodi 220 kV line

10.3 APTRANSCO and KPTCL had been requested to furnish status of preparedness of closing the

above inter-regional lines in the interest of system operation.

10.4 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

SRLDC had pointed out that generation in Sileru Complex typically varied between 240 MW (February-March) and 700 MW (during Monsoon). Hence, as a trial, closing of Balimela – Upper Sileru 220 kV line in radial mode could be attempted during low generation period in the Complex. Subsequent to successful trial operations, enhancement of ATC could be contemplated.

APTRANSCO had informed that imbalances in load generation balance were being controlled through regulation of generation in the Sileru Complex. Other major reservoirs at Nagarjuna Sagar and Srisailam were irrigation based. Machkund to Lower Sileru were cascade generating projects. Proposed operation could lead to loss of operational flexibility to APSLDC. Generation at ANRAK was already being restricted to about 60 MW (against available capacity of 150 MW) due to downstream line loading issues.

NLDC had informed that higher bodies were urging for closing of these inter-regional links at the earliest. About 150 – 200 MW of power could be imported during low generation period in the Sileru Complex. Margins could be kept in Gazuwaka link during the trial operation.

SRLDC had suggested, trial operation be carried out during low generation period in Sileru complex. Concerns of APSLDC regarding generation/ line loading issues would be suitably addressed. SRLDC would suitably coordinate with ERLDC/Orissa SLDC to ensure operational flexibility to APSLDC.

MS I/c, SRPC had suggested that guidelines/operational procedure be finalized before commencement of trial operation.

APTRANSCO had informed that Lower Sileru – Barasur link could not be revived since it passes through reserve forest and most of the system had already been dismantled.

KPTCL had observed that about 4,000 MW of generation was available in North Karnataka side. Additional injection of 300 MW would not be possible until downstream system identified with Raichur-Sholapur lines was in place. In the present scenario, with the proposed closing of the 220 kV Kolhapur – Chikkodi line (radial mode), SPS operation of 400 KV Hiriyur-Nelamangala line could increase.

SRLDC had suggested that about 50-100 MW of power could be availed in radial mode over 220 kV Kolhapur – Chikkodi line.

KPTCL had suggested that the trial operation be carried out during June/July 2014 for a period of about one month. The line may need to be opened in case of operational difficulties to Karnataka. SRLDC / NLDC should also explore possibility of parallel operation of this link.

10.5 Chairperson, SRPC & CMD APTRANSCO informed that power system studies had shown that

downstream lines such as Lower Sileru- Bommur etc. could get over loaded in case of import

of power over 220 kV Upper Sileru-Balimela, with higher generation in Sileru complex.

APSLDC had the flexibility in modulating generation in Sileru complex as compared to

irrigation based generating projects like Srisailam and Nagarjuna Sagar. However, in the

system interest, trial operation for about one month could be carried out with the condition

that generation was not affected in Sileru complex. The line could be switched off in case of

constraints in the AP system. Impact on the system during such type of operations (switching

on & off the line) with regard to generation levels at Sileru complex could be studied by a

Technical Committee. The line could thus be put in operation and system conditions

prevailing during trial operation be recorded. Final decision in this regard could be taken

based on the experiences during the trial run. He observed that on account of operation of

this line, AP should not loose generation in Sileru complex, nor should it be asked to back

down generation there. Subject to these stipulations, AP had no other reservations on the

issue and was open to the idea of trial operation.

10.6 MD, APGENCO suggested that a technical team could study grid conditions. He added that

proper technical assessment should be carried out before finalization of the schedule for trial

operation. Trial operation could be carried out from June 2014 onwards.

10.7 Director (Tr.), KPTCL said that trial operation for Chikkodi – Kolhapur line could be carried out

for one month during June/July 2014. KPTCL also suggested that synchronized operation be

contemplated.

10.8 CEO, POSOCO pointed out that about 20 years ago, 220kV Balimela – Upper Sileru line had

been in service. In the past, apprehension of States in closing interstate lines had been

removed. Dormant lines had been rejuvenated and put into service. Currently, most of the

lines were running in parallel/ radial mode thus benefiting the constituents. Similarly, these

inter regional lines too were needed to be put in service. As a first step, healthiness of the

lines needed to be ensured. Lines needed to be kept healthy and in ready condition so that in

event of contingencies, either of the regions could make use of the same. The endeavor and

duty of Load despatchers was also to ensure that water gets optimally utilized and not

spilled. The aim was to transfer maximum possible energy from East to South. Cooperation of

the constituents was sought in this regard. Balimela was a large carry over reservoir with 6 x

60 MW and 2x75 MW machines. In the present scenario, parallel operation was not initially

planned and controlled power flow in radial mode was envisaged. He assured that NLDC/

SRLDC would take all necessary steps to ensure that no constraints were faced by

constituents of SR. He added that parallel operation of 220 kV Chikkodi – Kolhapur could be

subsequently considered after gaining experience.

10.9 MS I/c, SRPC suggested that the Operational Procedure be finalized upfront to ensure that

interests of AP/Karnataka were not affected in any manner.

10.10 MD, KPTCL informed that they were in touch with operators from Maharashtra and had

floated tender for supply of power over Chikkodi- Kolhapur line. However, till date,

concerned LDC and distribution companies were not able to come out with any kind of

protocol for getting the energy to Karnataka. The tenders had thus become ineffectual.

10.11 After deliberations, it was agreed that after finalization of the procedure, trial operation of

220kV Upper Sileru – Balimela line be carried out for about three months with a caveat

that the generation would not be backed down. Line could be operated (switched on / off)

as per requirements of APSLDC. Trial operation of 220 kV Chikkodi – Kolhapur line would

be carried out during June/ July 2014, in radial mode. Subsequently, parallel mode of

operation could be contemplated.

10.12 CMD, APTRANSCO enquired about the possibility of re-laying of Lower Sileru – Barasur

line. He added that it could also be explored whether existing RoW could be utilized for a

higher capacity link or a new scheme itself. A cost benefit analysis should be carried out in

this regard. CEO, POSOCO noted that the line was passing through heavy forest area.

However, the matter could be referred to Standing Committee on Power System Planning.

He said that SR Grid needed a number of corridors with the NEW Grid.

10.13 After deliberations, it was agreed to put up the proposal for utilization of RoW of Lower

Sileru- Barasur for high capacity link to the Standing Committee on Power System

Planning.

11. SYNCHRONISATION OF SR WITH NEW GRID / 765 kV RAICHUR-SHOLAPUR LINE

11.1 In the 23rd Meeting of SRPC, the following had been noted:

765 kV Raichur-Sholapur lines were expected to be commissioned in the first quarter of 2014. Commissioning of these lines would enable synchronous interconnection of SR Grid with NEW grid.

It had been agreed that the initial power flow on these lines would be restricted to about 800 MW, which would be progressively increased to 2000 MW after commissioning of the planned 18 Nos. transmission elements in WR and SR. Further, no scheduled exchange of energy would be allowed on Sholapur-Raichur 765 kV lines for first six months of synchronous operation. Thus, if the first synchronization of SR with NEW grid takes place by January, 2014, the LTA/MTOA allocations shall be made from 1st July, 2014 onwards. Any delay in first synchronization beyond January 2014, the effective start of LTA/MTOA shall be accordingly delayed.

PGCIL had informed that Raichur-Sholapur circuit under TBCB route could be slightly delayed.

TANTRANSCO had suggested that Chairperson SRPC may kindly take up with Ministry of Power to use its good offices to expedite the other line being executed by Patel Engineering under TBCB route, so as to have both 765 KV lines in place.

PGCIL had informed that severe RoW problems existed in respect of Gooty-Madhugiri as well as Madhugiri-Yelahanka lines, which were very critical. KPTCL had assured to extend necessary cooperation in this regard and the issue would be taken up appropriately.

11.2 Subsequently, Chairperson, SRPC vide letter dated 11th December 2013 (Annexure-X) had

addressed Secretary (Power), MoP regarding expeditious commissioning of the second

765 kV line currently under execution.

11.3 765 kV Raichur –Sholapur S/c line (executed by PGCIL) was synchronized on 31st

December 2013. PGCIL had notified commercial operation of this line with effect from 1st

January 2014.

11.4 A Special Meeting of Technical Coordination Committee of SRPC was held on 11th January

2014 to share post synchronization operational experiences and also suggest suitable

guidelines for safe and secure integrated grid operation. Copy of the Record Notes of

discussions of this Meeting is at Annexure-XI. In this Meeting, views of CMD, APTRANSCO

with regard to commercial operation of this line had been intimated. POWERGRID had

clarified that the line was on cost plus basis and CERC (Terms and Conditions of Tariff)

Regulations, 2009 were applicable.

11.5 Additional Secretary, Ministry of Power had taken a Meeting on 13th January 2014

regarding stable operation of NEW-SR AC grid. As per the directives in that Meeting, a

Special Meeting of SR Constituent states was conducted at Hyderabad on 18th January

2014 (Record Notes at Annexure-XII). Chairperson, SRPC vide letter dated 20th January

2014 (Annexure-XIII) addressed to Secretary (Power), Government of India had brought

to attention the constraints being faced by constituents of Southern Region.

11.6 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had highlighted

the problems faced in day to day operation of 765 kV Raichur-Sholapur S/C line. Number

of SPS schemes are in service to keep the above line in service. SPS have also operated

number of times to maintain line flow, since two grids have been synchronized without

adequate transmission system strengthening. STOA had been curtailed by SRLDC, while

states were facing huge power deficit. SR beneficiaries were not in a position to utilize the

benefit. Instead, it had resulted in additional burden to SR beneficiaries in terms of

additional load shedding relief, STOA/MTOA curtailment etc. besides constituents being

forced to pay transmission charges. It had been stated that until completion of adequate

transmission system strengthening in SR and WR, commercial implications of the above

lines need to be withdrawn by POWERGRID immediately. Frequent tripping of feeders

was also occurring due to operation of various SPS, after commissioning of 765 kV

Raichur-Sholapur line. They had also requested that utilities be informed of the logic

being adopted for various schemes to correlate with the grid incident.

11.7 Special Chief Secretary, Government of AP vide letter dated 6th February 2014 (Annexure-

XIV) addressed to Secretary (Power), Govt. of India had requested that the matter

regarding de-paralleling of 765 kV Raichur-Sholapur line be kindly examined till all

connected new lines were in place and scheduled inter change of power was taken up.

This would help not only AP but the entire Southern Region.

11.8 CMD, APTRANSCO vide letter dated 1st February 2014 (Annexure-XV) addressed to

POWERGRID had stated that APTRANSCO was not agreeable to pay applicable fixed

charges of the transmission assets intimated by POWERGRID till commissioning of entire

transmission system was effective. It had been stated that no claims be made on APPCC

towards fixed charges of transmission system already commissioned till full quantum of

scheduled energy flows on the subject transmission scheme.

11.9 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (Annexure-XVI) had proposed

that discussions be carried out and necessary directions taken to keep in abeyance the

synchronization of NEW Grid and SR Grid by keeping the existing 765 kV line open at one

end until commissioning of second 765 kV line, so as to improve availability of power in

the ensuing peak period. It had also been stated that Powergrid be directed to complete

the construction of all planned transmission system for alleviating the same. Progress of

commissioning of identified transmission system required for effective utilization of the

11.10 In the Meeting, MS I/c SRPC informed that the following had been noted in the TCC

PGCIL had stated that with sustained efforts and complete dedication, they were able to bring the scheme ahead of schedule. It thanked the constituents for the kind cooperation extended during commissioning of 765 kV Raichur-Sholapur link. It had been informed that Raichur-Kurnool line was stuck up at 6 locations near Raichur (10 Km out of 30 Km in Karnataka). With cooperation/support of the administration, the issue was likely to get resolved and they were planning to complete the line by March/April 2014. TN Govt. /TRANTRANSCO had provided full cooperation in resolution of RoW issues near Thiruvalam and the line (Nellore – Thiruvalam) was expected by March/ April 2014. RoW issues were also being faced near Vijayawada. With the kind cooperation of Govt. of AP, Vijayawada-Nellore line would also get completed.

NLDC had stated that 765 kV Raichur-Sholapur link was valuable, since it helped in frequency stabilization of combined NEW-S grid. During a recent incident, impact of loss of around 3,700 MW of generation in WR had been contained through immediate assistance from SR. Frequency had dipped from 49.96 Hz to 49.28 Hz. Load Change over phenomena was also getting contained through power flow variations on Raichur-Sholapur line. Synchronized operation through this link was thus necessary, since it led to a bigger grid with higher power number.

SRLDC had informed that with NEWS grid, the Power Number had increased. Frequency variations had also reduced with a more stable profile. Instances of Boiler Tube Leakages etc in generating stations were expected to reduce under stable frequency regime. Forced outages of units in generating stations would thus get reduced. Sustained operation of units in pump mode such as those in Kadamparai was now possible with improved frequency profile. SR grid was now also in a better position to withstand loss of generation in the region with assistance from NEW grid. This was earlier getting reflected as steep drop in frequency.

APPCC had stated that commercial operation of 765 kV Raichur-Sholapur line could not be accepted since the entire system, including other line coming through TBCB were not in place.

PGCIL had stated that Regulations provided ample provisions to bring elements one by one. In earlier Meetings of SRPC, it has been noted that commissioning of this line was needed to be expedited. Govt of AP had also requested for commissioning of the line by December 2013. The line had thus been put in service and power flow of 800 MW had taken place in either direction.

KPTCL had enquired whether with second line in operation; there would be reduction of power swing. POWERGRID had clarified that oscillations were likely to come down with the commissioning of the other circuit. After commissioning of associated upstream/downstream elements, the benefits to the region would be clearly discernible.

PGCIL had stated that initially the other circuit (TBCB) was progressing ahead. Hence, commissioning works at Raichur S/S were undertaken on war footing basis to match schedule of that line i.e. December 2013. The matter was also

being followed up at the highest level. PGCIL had commissioned the line by December 2013 though the schedule was September 2014. This was carried out to achieve target of “one nation one grid” by end of 2013.

As per RoP dated 13th February, 2014 of Hon’ble CERC in respect of Petition No 331/SM/2013, the line through TBCB route was expected by March 2014. He added that PGCIL with dedicated efforts had commissioned the line and CoD needed to be accepted.

TANTRANSCO had said that transmission bottlenecks were needed to be removed enabling materialization of LTA from NEW grid to TN.

TCC had recommended that CoD of 765 KV S/c line Raichur – Sholapur and Raichur 765/400 KV S/S be agreed from 1st January 2014.

PGCIL had informed that their Board had contemplated dismantling of Yelahanka S/S on account of severe RoW issues encountered in respect of Madhugiri-Yelahanka line. They may also approach Hon’ble CERC for relief in this regard. Such measures may be necessary to contain the huge losses being faced. RoW problems were also being faced on the Gooty – Madhugiri line.

KPTCL had informed that they were in the process of initiating the downstream evacuation system from Yelahanka. PGCIL should hence spell out its decision clearly. KPTCL also assured PGCIL that they would arrange a Meeting at the highest level to sort out the issues.

11.11 Chairperson, SRPC enquired how the commissioning of 765 KV Raichur-Sholapur line had

been beneficial to SR constituents and in what manner the situation was likely to improve

with commissioning of other lines.

11.12 Director (O), PGCIL said that they had completed the line in advance as per the directions

of MoP. As far as PGCIL was concerned, construction of lines was under their purview.

Utilization of lines would be decided by the System Operator. Hence, the present

operational benefits could be highlighted by POSOCO.

11.13 CEO, POSOCO stated that commissioning of 765 KV Raichur-Sholapur line was one

necessary step towards integrated National Grid. Frequency fluctuations had come down

with the synchronization of SR grid and NEW grid. Earlier, SR Grid which was earlier

isolated was having frequency excursions as high as 50.6 Hz during load change over.

Handling of larger units had also now been made possible with this integration. The entire

country contributes to contingencies as could be seen during the recent generation loss of

4,000 MW at CGPL (UMPP in Gujarat). The frequency had gone from about 50.0 Hz to 49.3

Hz. UFR first stage had not operated in any part of the grid. Load Generation balance

planning of the constituents has been made more definitive since they did not have to

worry about frequency fluctuations. The line was carrying upto 900 MW of power in either

direction every day. The issue of oscillations would get resolved with the commissioning of

the other circuit. After commissioning of the downstream and upstream planned system

(18 elements), scheduled transactions up to 1,200 MW may be allowed. However, other

corridors between NEW Grid and SR Grid were also essential.

11.14 Chairman, TANTRANSCO said that long term open access had been granted for availing

power from Chhattisgarh, Orissa & Maharashtra. The complete system should be in place

to ensure transfer of power. Progress of the 18 identified elements was thus highly critical

for the region.

11.15 Chairperson, SRPC & CMD, APTRANSCO observed that a number of lines were held up on

account of RoW issues. The forum could deliberate and suggest possible amendments to

the Telegraphic Act so that guidelines are notified to take care of compensation issues.

Adequate compensation should be made available to the land owners for the loss caused.

11.16 MD, KPTCL said that in and around Bangalore, Mysore, Hubli/ Dharwad, land rates were

very high and problems were being faced both by KPTCL as well as PGCIL. Loss in land

value needed to be kept in mind in this regard. KPTCL Board had hence resolved that for

tower foot prints, whether in Rural or urban areas, the compensation would be 100% of

the land value (market value) to be decided by Sub Registrar. Further, for the entire RoW,

75% of the land value for urban areas and 50% for rural areas had been proposed. He

added that despite this quantum of compensation, usage of cables was still costlier.

11.17 Chairperson, SRPC & CMD, APTRANSCO requested KPTCL to furnish the details in this

regard. He added that amendments in the Central Telegraphic Act could be proposed, to

help establish guidelines for compensation payable for RoW. He said at times the

opportunity cost also needed to be kept in mind. He suggested proactive action and

closer coordination with the district administration in early resolution of the RoW issues.

11.18 Director (O), PGCIL stated that PGCIL could not be a party for suggesting amendment to

the Act regarding compensation payable for entire RoW. PGCIL had pan India presence

and entire transmission execution would thus get impacted. Town planners needed to

envisage adequate corridors for roads, water pipe lines, transmission lines, substations

etc during the planning stage itself to avoid RoW issues. He added that despite taking up

the issue in Courts and also at various levels of Administration/Govt of Karnataka, RoW

issues at Yelahanka and Madhugiri had not yet been resolved. Yelahanka was a GIS

station and could be dismantled and relocated.

11.19 MD KPTCL informed that about Rs 9 Crores had been deposited by PGCIL as per directions

of the Court. With additional compensation of about Rs 1-2 Crores, the issue could get

resolved. He invited PGCIL for a Meeting to sort out the issues in this regard.

11.20 Director (Tr) KPTCL said that PGCIL should not dismantle Yelahanka station and instead

sort out the RoW issues. This was not a stray case as could be seen in the case of other

lines such as Edamon-Kochi etc. He added that KPTCL was taking up the issues seriously

and would facilitate a Meeting at the earliest.

11.21 On a query, PGCIL informed that the second 765 KV Raichur-Sholapur circuit being

executed by M/s Patel Engineering could come up by April 2014 (as per unconfirmed

reports 100 KM of stringing was yet to be completed.)

11.22 CMD, APNPDCL said that in respect of the PGCIL lines, the stage at which forest clearance

was pending should be made known clearly. Clearances could be pending either at state

headquarters or at the Central Empowered Committee etc. This information was

essential in estimating whether the commissioning dates projected were reasonable or

not. Further, pictorial representation would help comprehend the schemes in totality.

There could be instances of shifting bottlenecks also which need to be recognized and

prevented.

11.23 Chairman TANTRANSCO stated that SRPC Secretariat should compile and present a ‘Big

Picture’ in the Agenda which ought to be knowledge intensive. This should also include

the power supply position and constraints including state wise plans for the next 5 years.

11.24 SRPC approved the CoD of 765 KV Raichur – Sholapur S/c line and Raichur 765/400 KV S/S

from 1st January 2014.

12. 230 kV HOSUR S/S AS SECOND SOURCE FOR 230 kV YERANDAHALLI S/S

12.1 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that

ICTs at 230 kV Hosur S/S and 230 kV Hosur-Shoolagiri line were loaded beyond limit for

most of the time on account of drawal at Shoolagiri by loads at Hosur and Yerandahalli.

KPTCL had been requested to keep feed from Hosur S/S as second source, while the main

source was to be availed from their own feed.

12.2 In the 90th OCC Meeting, TANTRANSCO had suggested that KPTCL may plan to meet

Yerandahalli loads through its own substations, which would help relieve loading of Hosur

ICTs. KPTCL had informed that connectivity to Electronic City had been planned through

alternate routes, which were under progress. However, meanwhile connectivity from

Hosur to Yerandahalli was required.

12.3 In the Meeting, MS I/c, SRPC informed that in the TCC Meeting, KPTCL had informed that

they were planning alternate arrangements for Yerandahalli which was likely to be in

place by July 2015.

12.4 MD I/c TANTRANSCO stated that optimal utilization of transmission assets should be

ensured by SRLDC. SRLDC should allow flows up to conductor loadings specifically during

peak summer months when all the states are in heavy deficit.

12.5 ED, SRLDC said that optimal utilization was already being done and restrictions on flow

gate flows were in accordance with norms.

12.6 Chairman, TANTRANCO stated that maximum line flows should be allowed based on

sound technical considerations and not limited based on mere apprehensions.

12.7 Chairperson, SRPC & CMD APTRANSCO observed that safety factor should be ensured

based on technical considerations and not on any other consideration. It was however to

be appreciated that grid security was of paramount importance.

13. HOTLINE CROSSING DURING CONSTRUCTION ACTIVITIES

13.1 In the 89th & 90th OCC Meetings, OCC had observed that shutdowns for construction

activities were increasing considerably on account of huge transmission network being

planned. SR constituents who were already being constrained with limited IR Capacity

were further restricted on account of S1-S2 constraints. Hence, in future, POWERGRID

would need to explore and plan hotline crossings specifically in respect of critical lines.

This provision needed to be incorporated suitably in the planning process itself. Also,

Hotline facility and expertise was available with POWERGRID which needed to be utilized.

Only last mile works should be carried out during these critical shutdowns. Duration of

outages for construction related works was also required to be optimized.

13.2 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Construction activities in the region had increased substantially. Outage of critical links was contributing to curtailment of ATC. In the OCC forum, it had been suggested that Transmission License consider hot line crossing/usage of ERS etc in the planning process itself, so as to minimize duration of outage/curtailment.

SRLDC had informed that during the past year there had been 107 shutdowns ranging between 1 to 13 days with ATC curtailment of 150-700 MW. He pointed out that in an earlier instance, for the line to Nellore, SEPL/MEPL had carried hotline crossing thus avoiding need for outage. This may need to be followed by POWERGRID also. It was suggested that such requirements be identified in the contract itself. Shutdown of trunk lines

was becoming difficult and the matter was under considerable deliberations in OCC Meetings, since curtailments were involved.

PGCIL had informed that presently there are only 1 or 2 agencies in the country who could undertake such type of works. There was lack of experienced man power also in this field. Exercise was also costly in nature and there were no approved procedures / methodology. Number of involved crossings was also increasing along with population of lines. For instance, on the 400 KV Vijayawada – Nellore line there are 28 crossings involved. Concern of the utilities in this regard was well taken. In respect of future contracts, POWERGRID was viewing this in a positive manner. However, the issue could not be generalized in view of the above stated constraints/issues.

13.3 Chairperson SRPC & CMD APTRANSCO observed that latest technology needed to be

adopted to ensure minimum disruptions.

13.4 Director (O), PGCIL said that hotline crossing was presently possible only for spans up to

200 meters. Chairperson SRPC enquired whether this limit of 200 meters was comparable

with international practice. PGCIL stated that Internationally, Helicopters were also being

used. However, locally there were a number of Administrative issues etc regarding usages

of Helicopters presently for maintenance /patrolling purposes.

13.5 Chairperson SRPC & CMD APTRANSCO suggested that since the quantum of outages were

on the upward trend, appropriate technology/improvements could be contemplated by

PGCIL.

14. LTA QUANTUM IN RESPECT OF UPCL / SCHEDULING OF POWER TO PUNJAB FROM UPCL (HASSAN – MYSORE 400 KV D/C LINE UNDER SYSTEM STRENGTHENING SCHEME)

14.1 In the 23rd Meeting of SRPC, the following had been noted:

Scheduling of power from UPCL to Punjab would help reduce the transmission charges liability of other Constituents to some extent besides freeing the corridor to the extent of 100 MW.

After deliberations, it was agreed to convene a Special Meeting to resolve the issues regarding scheduling of power to Punjab & also with regard to finalization of the LTA quantum.

14.2 Accordingly, Special Meetings of TCC were conducted on 5th December 2013 & 16th

December 2013 (Minutes of the Meetings at Annexure- XVII) to resolve the issues

regarding scheduling of power to Punjab besides finalization of the LTA quantum. In the

Meeting held on 16th December 2013, the following had been noted:

Power Purchase Agreement (PPA) for 90 % of the total capacity had been entered into with the distribution companies of Karnataka on 26.12.2005 and the balance 10 % capacity to Punjab State Power Corporation Ltd. based on the PPA entered into on 29.09.2006.

CTU had permitted long term open access in June 2007. LTA Quantum Granted by CTU was 939 MW (Karnataka-845 MW & Punjab-94MW).

As per CERC Transmission Charges Sharing Regulations 2010, the beneficiaries (viz. Karnataka and Punjab) shall be paying for injection as well as drawal PoC Charges corresponding to the quantum for which LTA had been granted.

TCC had suggested that PSPCL endeavor to complete all formalities in respect of scheduling of Punjab share without further delay.

TCC had also observed that CERC Regulations should be followed and the LTA quantum granted by CTU should be considered for the purpose of RTA/RTDA.

14.3 Chairperson, SRPC vide letters dated 12th and 20th December 2013 (Annexure-XVIII)

addressed to CMD, PSPCL had requested early resolution of formalities regarding signing

of tripartite agreement etc. enabling scheduling of Punjab share from UPCL to commence.

14.4 KPTCL had again forwarded draft Tripartite Transmission Service Agreement to PSPCL vide

letter dated 20th December 2013. UPCL had also requested PSPCL vide letter dated 26th

December 2013 to convey concurrence to KPTCL to facilitate execution of the Agreement.

14.5 Member Secretary I/c, SRPC vide letter dated 17th January 2014 (Annexure-XIX) had also

requested CMD, PSPCL for early scheduling of power from UPCL to Punjab.

14.6 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (refer Annexure-XVI) had sought

review of LTA quantum of Karnataka.

14.7 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Hon’ble CERC had passed order dated 20th February 2014 in respect of tariff for UPCL valid till 31st March 2014. UPCL was an ISG Station with more than one beneficiary and had accordingly availed benefits. UPCL should hence initiate necessary action to ensure that power from the project is availed by the identified beneficiaries.

UPCL had informed that PSPCL had signed PPA while LTA had been granted by CTU. It was learnt that PSPCL was examining the tariff order of UPCL after which Government approval would be required.

KSEB had stated that in case Punjab was not willing to avail power, UPCL should take necessary steps to terminate the PPA and identify another beneficiary. RTA should contain both Karnataka and Punjab LTA portions, from the date of COD.

UPCL had opined that LTA granted be cancelled by CTU, if deemed fit. CTU however clarified that as per Regulations, beneficiaries were deemed signatories and LTA could not be cancelled.

TCC had recommended that Chairperson SRPC be kindly requested to take up with PSPCL for resolution of this issue by 15th April 2014. In case PSPCL did not revert back favorably, UPCL could be asked to initiate necessary action for termination of the PPA and identification of new beneficiary by 30th April 2014. The following had also been noted:

CTU/ NLDC had not communicated LTA details in respect of UPCL/KPTCL/PSPCL to be accounted in Regional Transmission Account/ Regional Energy Account.

Since the issue (LTA quantum to Karnataka) was not apparently getting resolved, the affected utility may need to approach Hon’ble CERC.

14.8 SRPC noted the above and agreed to the recommendations of TCC.

15. AUGMENTATION OF TALCHER- II TRANSMISSION SYSTEM

15.1 In the Special Meeting of TCC held on 8th November 2011, it was noted that a Meeting in

this regard was already conducted in CEA on 16th August 2011. Further a Petition in this

regard had also been filed before Hon’ble CERC. PGCIL had opined that consolidated

efforts were required from SR beneficiaries in view of the urgency of this system. LILO of

Behrampur- Gazuwaka line was necessary for the East Coast Energy Generation Project.

15.2 The following had been noted till 23rd Meeting of SRPC: Government of India order was required in case PGCIL was to implement this

scheme under “urgency” clause.

TANTRANSCO vide letter dated 5thJanuary 2013 had stated that all SR beneficiaries had entered into Transmission Service Agreement with M/s. TTCL regarding the strengthening of Talcher-II evacuation system. As per TSA & LOI, M/s. TTCL had to achieve the CoD by 31.03.2013 and submitted bank guarantees were valid up to end of Jan 2013 with a claim period of one more month. Presently, M/s. TTCL had approached Hon’ble CERC praying relief in the matter of extension of time and other issues vide Petition No. 170/MP/2011. Hence, M/s. TTCL had to be instructed to complete the scheme at the earliest.

Chairperson, SRPC vide letter dated 14thMarch 2013 addressed to Secretary (Power), MoP had invited attention to the matter regarding delay in execution of augmentation of Talcher-II transmission system. It had also been requested that MoP may consider issuing suitable directions to Hon’ble CERC since public interest was also involved.

In RoP dated 9thJuly2013 Hon’ble CERC had directed NKTCL and TTCL to hold a Meeting with the Procurers of both projects within a period of two weeks

and file the outcome of the meeting before 30th July, 2013. The Commission had further directed the lead procurers of NKTCL, namely MSEDCL and TANGEDCO to coordinate the LTTCs to facilitate the meeting with NKTCL and TTCL.

In the RoP dated 8thAugust 2013, Hon’ble CERC had directed CEA to submit the present status of the NKTCL & TTCL latest by 30th August 2013. In the RoP dated 10th September 2013, it is stated that CEA vide letter dated 29th August 2013 had confirmed that no progress had been made for implementation of the project. Commission had directed PSPCL to file its reply and submissions made during the hearing on affidavit, with an advance copy to the petitioner and NKTCL and TTCL by 20th September 2013. NKTCL & TTCL were to file their rejoinders, if any, on or before 27th September 2013. The Commission had reserved order in the Petitions.

TANGEDCO had informed that Orders of Appellate Tribunal in this regard were awaited.

15.3 TANTRANSCO vide letter dated 8th January 2014 (Annexure-XX) had referred to the

judgment of Hon’ble Appellate Tribunal for Electricity in respect of Appeal No.140/2013

preferred by Talcher-II Transmission Co. Ltd. It had been stated that TANTRANSCO was of

the view to go for appeal before Hon’ble Supreme Court. Standing Counsel had been

requested to file the appeal before Hon’ble Supreme Court, on behalf of TANTRANSCO, on

account of the urgency involved.

15.4 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

TANTRANSCO had informed that after issuance of Orders by Appellate Tribunal of Electricity, Talcher – II Transmission Company Ltd had sought enhancement of transmission charges by about 86 % to compensate increase in cost/expenses. TANTRANSCO had approached Hon’ble Supreme Court. TANTRANSCO also suggested that requirement of line (Talcher-Gazuwaka) be reviewed in the present grid scenario, since other lines were coming up.

SRLDC had stated that all studies were being carried out with assumed availability of the Talcher backup system, which was also required to ease congestion. He informed that in the absence non-availability of adequate transmission corridor, STOA via ER was being curtailed.

It had been suggested that requirement of Talcher backup system be taken up with Standing Committee on Power System Planning, considering the system planned/under execution.

15.5 Chairman, TANTRANSCO informed that they had filed a petition in Hon’ble Supreme Court.

16. TRANSMISSION CONSTRAINTS IN INTER-REGIONAL & INTRA-REGIONAL TRANSMISSION SYSTEMS

16.1 In the 23rdMeeting of SRPC the following had been noted:

TANTRANSCO had informed that order had been placed for Thiruvalam Substation on 11th October 2013 and works were in progress. As a special case, incentive @2% per month was also being offered for early completion.

SRLDC had stated that loads at Thiruvalam were also to be ensured by TN for smooth evacuation of Krishnapattanam JV project. APTRANSCO added that completion of downstream system in Thiruvalam would also help ease the S1 – S2 congestion to a certain extent. TANTRANSCO had informed that the downstream system at Thiruvalam S/S were in progress and would match the substation.

SRLDC had stated that total power of only about 1,500 MW could be evacuated from NTECL Vallur and NCTPS-II. Since its ATS was not in place, NCTPS would be required to back down in case of any constraints. Evacuation of power from Vallur and NCTPS through the existing transmission lines would cause severe stress. TN Control Room should be instructed to back down the generation in North Chennai, whenever there was any line loading issues. Higher management intervention for this purpose was not warranted. Also, for the proper evacuation of generation of NCTPS, construction of the 400kV D/C NCTPS – SV Chatram, Alamathy - S.V.Chatram & Alamathy – Thiruvalam lines were needed to be expedited.

TANTRANSCO had stated that the evacuation system was in the advanced stage of commissioning and they would take appropriate action during transmission constraints. Seven towers were pending in respect of the 400 KV D/C Alamathy-S V Chatram line and that the line would get commissioned by end November 2013. Suitable instructions would be given to the Control Room regarding backing down generation in event of line loading issues etc.

PGCIL had stated that during discussions in one of the WRPC meetings, it had been noted that WR may be surplus by about 6,000 – 8,000 MW in another 5 to 6 years’ time. Hence, it had been contemplated to have a high capacity +/- 800 kV DC line from Gujarat to a suitable location in SR.

PGCIL had informed that import of about 11,500 MW of power to SR had been planned through various links such as Wardha-Hyderabad, Srikakulam - Vemagiri, Raichur- Sholapur besides the Raigarh – Pugalur HVDC link (4,000 MW). Recently, the capacity of the Raigarh – Pugalur HVDC link had been suggested to be 6,000 MW. Hence, system for dispersal of the additional 2,000 MW of power beyond Pugalur would be worked out and put up in the next Meeting of Standing Committee. On top of this, in case requirement of additional Gujarat-SR HVDC link was felt, the same could be worked out.

TANTRANSCO had suggested that CEA be requested to convene a Meeting to assess the transmission requirements that would be required to ensure that surplus generation in Gujarat is available to the Southern States with long term time frame in consideration.

It had been agreed that Chairperson, SRPC would take up with CEA with regard to the proposed HVDC link from Gujarat to SR.

16.2 Chairperson, SRPC vide letter dated 11th December 2013 (Annexure-XXI) addressed to

Chairperson, CEA had requested that CEA may kindly take up studies relating to the

proposed HVDC link from Gujarat to SR.

16.3 In the 89th & 90th OCC Meetings, SRLDC had expressed concern over commissioning of new

units at NCTPS & MTPS without commissioning of associated ATS. It had been recalled that

in the 22nd TCC meeting, TANTRANSCO had assured that they would take appropriate action

during transmission constraints. Suitable instructions would be given to SLDC regarding

backing down of generation in event of line loading issues etc. This issue had further been

raised in the Special TCC Meeting conducted on 16th December 2013.

16.4 SRLDC vide letter dated 22nd January 2014 had submitted Operational Feedback to CEA, CTU

and CERC on transmission constraints in respect of Quarter 4 (Oct – Dec 2013). The matter

was also discussed in the 92nd OCC Meeting held on 13th February 2014. Constituents had

been requested to furnish their feedback on the same and also suggest inclusion of any

other transmission constraint faced in their respective systems. In this regard, copy of letter

dated 10th February 2014 from SRTS-I, POWERGRID furnishing details in this regard is at

Annexure-XXII. Other utilities were also requested to kindly furnish the relevant details.

16.5 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that they

proposed to procure a quantum of around 3,300 MW from ER and WR generators from next

year onwards. To harness the above quantum, various transmission schemes by

POWERGRID have been sought to be deliberated.

16.6 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

SRLDC had pointed out that evacuation system for North Chennai-II was not in place. Status of Downstream elements from substations such as Madhugiri, Yelahanka and Thiruvalam S/S was needed to be discussed. Monitoring of status of transmission lines planned by State Utilities and also lines coming under TBCB route was required to be carried out. Periodic reports from STUs be sought in this regard.

NLDC had stated that operational feedback with regard to transmission constraints was already being furnished to CEA, CTU, states etc and was also available on NLDC website.

TANTRANSCO had informed that Pugalur-Kalvindapattu line was ready and could be commissioned by April-May 2014. Mettur-Thiruvalam line was expected by June 2014. LILO of 400 KV Kolar-Sriperumbudur S/C at Thiruvalam was also being preponed by PGCIL and clubbed with commissioning of 400 KV Nellore-Thiruvalam line.

APTRANSCO/APGENCO had again stressed on the early commissioning of Chittoor-Thiruvalam and Thiruvalam S/S since synchronization of Krishnapatnam JV unit was expected by 25th March 2014. Generation could go up to 200 MW. Evacuation of power through Thiruvalam would also help in enhancement of S1-S2 ATC.

SRLDC had stated that only about 50 MW of power injection from Krishnapatnam JV could be allowed, till its ATS is in place. Any higher injection would lead to overloading on lines towards Alamathi, Sriperumbudur and S V Chatram which was not desirable.

KSEB had pointed out that Standing Committee on Power System Planning had approved 400 kV Mangalore (UPCL)- Kasargode- Kozhikode line. This line was needed to be taken up at the earliest.

MS I/c, SRPC had informed that in the Special Meeting of TCC held on 5th December 2013, KPTCL had opined that the UPCL – Kasargode line may not be feasible, in view of severe RoW issues in that area.

It was recommended that CEA be kindly requested to form a Committee to explore space for additional Bays at UPCL.

16.7 TCC had also noted the following :

The matter regarding 3 days shutdown of 400 kV Kolar-Sriperumbudur line from 22nd to 24th March 2014 had been deliberated in the 93rd OCC Meeting held on 6th March 2014. Shutdown was being availed for crossing of 765 kV Nellore-Thiruvalam line. KSEB was agreeable for shutdown only if ERS was deployed by PGCIL.

KSEB had stated that in view of the ongoing exams etc. demand was very high in Kerala system. Shutdown could not be concurred at this stage since there would be huge reduction in the ATC. However, if PGCIL ensured that ATC reduction would be minimized through deployment of ERS, they would agree for the shutdown.

PGCIL had informed that huge mobilization of man power had been undertaken to complete pending works and the stiff time schedule would be adhered.

Constituent states had agreed for the shutdown of 400 kV Kolar-Sriperumbudur line from 22nd to 24th March 2014, provided ERS is deployed by PGCIL to minimize ATC curtailment.

APTRANSCO had suggested certain modification with respect to the scheme for evacuation of Hinduja power as discussed in the 36th Standing Committee Meeting. TCC suggested that any proposal in this regard was needed to be addressed to the Standing Committee on Power System Planning.

KSEB vide letter dated 20.09.2013 had stated that this line had got Standing Committee approval and needs to be taken up by PGCIL at the earliest.

16.9 ED, SRLDC informed that transmission constraints being faced by system operators were

being communicated to CEA, CTU and states. MS I/c, SRPC informed that comments on the

operational feedback of SRLDC had been received only from SR-I PGCIL and was awaited

from other constituents.

16.10 MD, APGENCO informed that the first unit of Krishnapatnam JV was planned to be

synchronized by 27th March 2014. He requested that downstream Thiruvalam system be in

place at the earliest.

16.11 ED, SRLDC stated that only 50 MW injection would be possible from the Krishnapatnam JV

unit. Higher injection would lead to overloading on lines towards Alamathi, Sriperumbudur

and S V Chatram which was not desirable Commissioning of Thiruvalam S/S along with

evacuation lines was thus essential for evacuation.

16.12 Chairman, TANTRANSCO informed that the construction of these critical elements had been

awarded to major companies like L&T/Gammon to ensure that projects are completed as

per schedule. Incentive for early commissioning was also being offered. Thiruvalam S/S was

being planned to be completed by June 2014. Thiruvalam-Mettur and Almathy-Thiruvalam

lines were also progressing on fast track.

16.13 Director (Tr), KPTCL said that need for the proposed UPCL-Kasargode-Kozhikode line

required to be relooked. This was a case of over design. 400 kV Mysore-Kozhikode line

(quad moose D/C) was expected to be operational in about six months’ time. 400 kV

Mysore-Kozhikode line with capacity of about 1,600 MW could amply serve the

requirements of North Kerala. The peak demand of Kerala presently was of the order of

3,300 MW. The need for UPCL-Kasargode-Kozhikode line was also to be examined in the

scenario of Edamon-Kochi and Trichur - Kozhikode lines coming up.

16.14 Director (Tr & SO) KSEB said the UPCL-Kasargode-Kozhikode line had been approved by

Standing Committee on Power System Planning. All the aspects had been duly considered

and deliberated before according approval for the line. There was need to strengthen supply

to North Kerala. Kerala had several constraints as far as internal generation was concerned.

It was thus forced to get power from other states.

16.15 Chairperson SRPC opined that in view of serious RoW issues, long term requirements

needed to be considered especially in the tower design. Re - conductoring could always be

carried out, but there was a case for appropriate tower design. Towers may need to be

initially designed keeping the anticipated growth over the next 30 to 40 years in view.

17. NEW PROJECTS OF NTPC, NLC, NPCIL, JOINT VENTURE& UMPP

17.1 NTPC-Kayamkulam 1950 MW/1050 MW Plant

17.1.1 In the 23rd Meeting of SRPC, the following had been noted:

Kerala had requested for 500 MW. TN & Puducherry would consider after knowing the tentative tariff. AP & Karnataka DISCOMs were not willing to procure the power.

NTPC had stated that any further development could take place only after signing of the PPAs. NTPC was also awaiting the response from Tamil Nadu. It would be difficult to predict the future rates of gas in the future as well as the likely exchange rate. Rate of Rs. 9.12 per unit furnished in the earlier meeting was indicative only and prevalent at that time.

TN had stated that they would furnish their response shortly.

KPTCL had informed that considering power availability in the state during the next 5-10 years as well as the merit order, management had taken a decision that this costly power, as on date, was not required.

Chairperson, SRPC had suggested that NTPC may try to bring down the cost.

17.1.2 In the Meeting, MS I/c, SRPC informed that in the TCC Meeting, NTPC had informed

that there had been no headway with regard to Stage-II of the project. In respect of

Stage-I, EOI was underway and fuel conversion to gas was being planned.

17.1.3 SRPC noted the above.

17.2 NTPC- Kudgi TPS Stage-I (3x800 MW)

17.2.1 In the 23rd Meeting of SRPC, the following had been noted:

NTPC had informed that Unit-I synchronization would be during September 2015 and Unit-II after 4 months i.e. January 2016. Supply of coal for the initial period had been tied up with Pakri Barwadih Captive mines of NTPC. Recently, two more mines had been allocated but it would take some time to develop the mines. Mode of coal transport could be entire Rail or Sea cum Rail. NTPC had assured the beneficiaries about the comfort level with regard to coal supply.

PGCIL had stated that the commissioning schedule needed to be noted since the lines through TBCB route had been given compressed time schedules.

17.2.2 Hon’ble CERC vide Order dated 08.01.2014 in Petition No. 190/TT/2013, for adoption

of Tariff (Transmission Charges) in respect of the following Transmission System being

established by Kudgi Transmission Limited under Tariff Based Competitive Bidding

process, had approved levelised transmission charges:

17.2.3 In the Meeting, MS I/c, SRPC informed that in the TCC Meeting, NTPC had informed that

synchronization of Unit-I was expected during September 2015 and Unit-II during

March 2016. Progress of works is furnished at Annexure- XXIII.

17.2.4 MD, KPTCL informed that huge chunk of land for Stage-II had been identified near

Stage-I .He suggested that NTPC could expedite activities relating to Stage-II also.

17.2.5 Regional ED, NTPC informed that they were in the process of firming up coal

requirements/availability and subsequently other activities could be taken up.

17.3 NLC-Neyveli TS-II Expansion (2x 250 MW)

17.3.1 In the 23rd Meeting of SRPC, the following had been noted:

Modified Coils had reached site and erection works were in full swing. M/s BHEL was planning to achieve full load by January 2014. BHEL & NLC had jointly formed different teams for supply & erection and each activity had been planned meticulously.

CoD of Unit-I was expected during January 2014 and Unit-II by March 2014.

Chairperson, SRPC had requested NLC to expedite and commission the units at the earliest.

17.3.2 NLC vide letter dated 28th November 2013 had filed Petition before Hon’ble CERC for

maintaining status-quo in the injection of infirm power under UI mechanism for NLC-

TPS-II Expn. till declaration of COD or 31st March.2014 whichever is earlier. The unit

has been synchronized to the grid.

17.3.3 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

NLC had informed that CoD of Unit-I would be by 31st March 2014 while CoD of Unit-II was expected by May 2014.

NLC had also informed that the Petition before Hon’ble CERC for maintaining status-quo in injection of infirm power under UI mechanism till declaration of CoD or 31st March 2014 had been heard and Order was awaited. NLC had been requested to obtain orders from Hon’ble CERC immediately.

17.4 NLC - New Thermal Power Project (2x 500 MW) at Neyveli

17.4.1 NLC had proposed to construct a new lignite based Thermal Power Project of 2x 500

MW capacity at Neyveli, as a replacement for the existing and old Thermal Power

Station-I of 600 MW capacity at an estimated cost of `5596 Crores. The project was

likely to take 40 months after PIB approval and was targeted to be commissioned in

2014. The beneficiaries of Southern Region had signed the PPA. The sanction of

Government of India for the project had been received vide letter dated 9th June 2011.

17.4.2 The following had been noted in the 23rd meeting of SRPC:

Tendering activities had been completed and Order would be placed by 1st week of November 2013. Due to litigation issues with earlier bidder, tendering activities had got delayed. CoD of Unit-I & Unit –II was expected by October 2017 & April 2018 respectively.

PGCIL had stated that firm commissioning schedules were required to be communicated to Empowered Committee since ATS was to come through the TBCB route. LTA had already been granted to NLC New Thermal Power project.

TANTRANSCO & NLC would mutually resolve issues relating to land for the proposed 230 kV substation at Neyveli.

17.4.3 In the Meeting, MS I/c, SRPC informed that in the TCC Meeting it was noted that there

was no change in schedule and CoD of Unit-I & Unit –II was expected by October 2017

& April 2018 respectively. PGCIL had enquired whether these dates were firm since the

evacuation system was to come through TBCB route. NLC had confirmed the dates.

17.5 NPCIL-Kudankulam Nuclear Power Project (KKNPP) Stage-I (2x1000 MW)

17.5.1 The following had been noted in the 23rd Meeting of SRPC:

Unit-I had test synchronized on 22nd October 2013 with about 160 MW generation and was subsequently taken out from the grid for statutory checks. Unit-1 had resynchronized at 21.43 Hrs on 25th October 2013.

Generation level would be increased to 400 MW and subsequently to 500 MW which was presently the approved quantum of AERB.

Power level would subsequently be increased to 1,000 MW within one month after obtaining AERB approval.

Unit-II would be synchronized after about 6 to 8 months.

TCC had placed on record the appreciation of NPCIL in commissioning of the KKNPP unit despite various challenges faced during the course. It had also suggested that issues relating to GT tap position needed to be addressed by NPCIL in the interest of system security.

Chairperson SRPC had suggested that technical issues such as tap position etc. be resolved at the earliest.

17.5.2 In view of non-compliance of SRLDC’s instruction in the matter of changing of GT Tap

position and absorption of MVAR as per capability curve for maintaining the bus

voltage around 400 kV level at KKNPP, a Special Meeting with NPCIL, SRLDC & SRPC

Secretariat was conducted on 2nd January 2014. A Copy of the Minutes of this Meeting

is at Annexure-XXIV.

17.5.3 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Another Meeting with KKNPP/NPCIL, SRLDC & SRPC Secretariat had been held on 12th March 2014. Copy of the Minutes of this Meeting is furnished at Annexure-XXV.

NPCIL had informed that Unit-I CoD was expected by 22nd April 2014. However, in case CoD was getting delayed, NPCIL would approach CERC for extension of period for injection of infirm power as advised in the Meeting held on 12th March 2014. Unit-II would be synchronized by December 2014.

17.5.4 Chairman, TANTRANSCO said that NPCIL should furnish the road map for increase in

generation level to 1,000 MW.

17.5.5 Director (O), NPCIL informed that they had obtained permission up to 75% level. All

tests at this level were over except net load rejection test which was being planned for

18th March 2014. After verification of test results by the Regulatory authorities, 90 %

generation level would be approved. Additional tests were planned at 90% level and

subsequently only 100% generation level would be approved. About 8 weeks’ time

was expected to reach generation level of 100%. They would approach Hon’ble CERC

for injection of in firm power beyond 6 months. Certain plant parameters at rated

capacity were to be demonstrated by the Russian OEM. Regarding Unit-II, he informed

that most of the construction jobs were over. Hydro test for the entire circuit was

being carried out at lower pressure. Reactor Criticality was expected during October

2014 while first synchronization was planned around November this year. Additional

manpower from other stations was being mobilized for expeditious commissioning.

17.6 BHAVINI- Kalpakkam PFBR (500 MW)

17.6.1 In the 23rd Meeting of SRPC, the following had been noted:

Firm commitment from BHAVINI was required to assess the load generation balance accurately. Further the asset i.e. Kancheepuram S/S should be put in use at the earliest. It was also noted that four 230 kV lines were already in place to evacuate BHAVINI generation and Kancheepuram S/S was being followed up by TANTRANSCO on priority basis. With the commissioning of Kancheepuram S/S, full evacuation system for PFBR would be in place.

BHAVINI had informed that the target date for commissioning of the unit was March 2014.

TANTRANSCO had informed that tender in respect of Kancheepuram S/S had been finalized and the substation was expected to be ready by September 2014.

17.6.2 RoP dated 26th November 2013 of Hon’ble CERC with regard to Petition No.

105/TT/2012 regarding transmission tariff for three transmission lines associated with

Kalpakkam PFBR is enclosed as Annexure-XXVI.

17.6.3 In the Meeting, MS I/c, SRPC said that it was learnt from BHAVINI that Reactor could

go critical by September 2014 and power injection expected by November 2014.

17.7 NTECL - NTPC & TNEB Joint Venture - Vallur STPS (3x 500 MW)

17.7.1 The following had been noted in 23rd Meeting of SRPC:

Unit-I (500 MW) was declared under commercial operation with effect from 00:00 Hrs of 29th November 2012 and Unit-II (500MW) with effect from 00:00 Hrs of 25thAugust 2013.

NTECL had informed that FSA for Phase I (2x500 MW) had been signed with MCL on 24thJuly 2013. FSA for Phase 2 (1x500 MW) of NTECL had also been signed on 30thAugust 2013.

NTPC had informed that Unit-II had been put under RGMO. Boiler light up of Unit-III had been completed and steam blowing was scheduled during November 2013. Synchronization of the unit was expected during February 2014.

TCC had suggested that the detailed programme/activities of commissioning of Unit-III be furnished by NTECL.

NTPC had assured that mandatory compliance would be ensured.

17.7.2 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

NTPC had informed that Unit-III had been synchronized on 28.02.2014. CoD of Unit-III was expected by August 2014. They had identified all activities including RGMO which would be completed before CoD.

SRLDC had expressed concern that recently NTECL had increased generation unilaterally without obtaining code from SRLDC, especially when grid was running in alert condition. This could have led to grid disturbance. Such practice by generators could not be allowed in the interest of grid security.

17.8 NLC Tamil Nadu Power Limited (NTPL- JV Company of NLC & TANGEDCO) at Tuticorin (2x500 MW)

17.8.1 The following had been noted till 23rd Meeting of SRPC:

PGCIL & SRLDC had stated that the firm schedules of power injection should be furnished by NLC as it would impact the TTC/ATC computations.

NLC had informed that CoD of Unit-I was expected by February 2014 and Unit-II by May 2014.

17.8.2 In the 23rd Meeting of Commercial Sub-Committee of SRPC, NLC had informed that

NTPL was availing startup power through 230 kV line as HT consumer of TANGEDCO.

However, NTPL would revert back to availing of startup power through 400 kV system

as soon as the 400 kV GIS switchyard becomes ready. TANGEDCO had agreed to

dispense with the HT consumer arrangement immediately after commissioning of the

400 kV GIS switchyard of NTPL. It was also informed that they had taken up the

matter with SRLDC regarding availing of startup power under UI mechanism.

17.8.3 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

NLC had informed that Boiler light up of Unit-I was planned by March 2014 and CoD was expected by June 2014. Unit-II CoD was expected by August 2014.

SRLDC had observed that the data and communication links were yet to be established and requested completion of pending works at the earliest.

17.9 Krishnapattanam UMPP (6x660 MW)

17.9.1 The following had been noted till 23rd Meeting of SRPC:

The project had been awarded to Reliance in the year 2007. The initial configuration of 5x800 MW was subsequently revised to 6x660 MW with CERC approval. LOI had been placed with M/s. Shanghai Electric Corporation.

Maharashtra was yet to enter into PPA with CAPL while the other beneficiaries had signed the PPA.

The generation developer had stopped the works at site and the project may get delayed.

In the 19th SRPC Meeting, APTRANSCO had informed that APSPDCL the lead procurer had tried to encash the bank guarantee. However, Reliance had approached Hon’ble Delhi High Court and obtained stay. Hearing on the petition was again held on 31st May 2012. The Hon’ble Court had reserved the judgment on the matter. The present developer could be recommended for cancellation. SRPC may have to approach MoP for entrusting this project to some other developer.

PCKL had informed that under the leadership of AP all the procurers had adopted a tough stand. Concerted action had been taken and once the stay was vacated the bank guarantee could be encashed. They were also ready with the Caveat in this regard. After encashing the BG, future course of action could be decided as per the terms of PPA. Since bidding route was adopted, there was no scope for revision of the prices and Reliance should have had proper back to back arrangement for coal supply.

In the 21stMeeting of SRPC, APTRANSCO had informed that they had conducted a meeting with the procurers. The consensus was to go ahead as per PPA. However, it was also learnt that the developer had approached CERC.

In the 22ndMeeting of SRPC, APTRANSCO had stated that matter was still pending before the Division Bench of Delhi High Court regarding termination of the contract. CAPL petition regarding revision of tariff was also pending before Hon’ble CERC.

In the 23rdMeeting of SRPC, KPTCL had informed that it was learnt that though the stay had been vacated, Reliance had approached the Bench of Hon’ble Delhi High Court. APPCC had informed that hearings were still going on in Hon’ble Delhi High Court.

It had been agreed that AP on behalf of other beneficiary states would take up the matter regarding early disposal of the petitions.

17.9.2 In the Meeting, MS I/c, SRPC said that APTRANSCO had informed that petition was

being heard by Hon’ble Delhi High Court.

17.11 Statement showing details of MoP allocation/power requirements indicated by various constituents of SR from the New Projects is furnished at Annexure-XXVII.

18. IMPLEMENTATION OF GRID SECURITY EXPERTSYSTEM (GSES)

18.1 In the 23rd Meeting of SRPC, it had been agreed to convene a Special Meeting with

participation from State Utilities, SRLDC and PGCIL to resolve the issues in this regard.

Subsequently, PGCIL could have one to one meetings with the State Utilities. PGCIL had

pointed out that the data portion needed to be frozen for any BOQ to be finalized.

18.2 Accordingly, issues raised by constituents in respect of implementation of GSES were

deliberated in the Special Meeting of TCC held on 5th December 2013 & 16th December

2013. In the Meeting held on 16th December 2013, following had been agreed:

All Constituent States would update their requirement as per the format circulated by PGCIL. Constituents would ensure that maximum stations (including generating stations) and feeders are covered which would enable flexibility in putting the feeders under various schemes as per requirements. RTU/OPGW status requirement needed to be assessed with due care. This exercise would be completed by SLDC/STU/DISCOMs/GENCOs by 15th of January 2014.

Subsequently, one to one Meetings would be held between 16thJanuary 2014 to 31st January 2014 to finalize the BoQ. Representatives of SRLDC/NLDC/SRPC would also participate in the meeting.

18.3 Subsequently KSEB had furnished the data for fiber connectivity of the stations pertaining

to the Kerala system upto 66 kV level for implementation of GSES.

18.4 The following is contained in Order dated 20th February 2014 of Hon’ble CERC in respect

of Petition No 265/MP/2012:

Performance of Grid in regard to parameters envisaged to be controlled under GSES scheme should be monitored for six months before considering the scheme for implementation of GSES.

POWERGRID had been directed to file performance of Grid after 6 months from the date of issue of the order indicating necessity of GSES, even after implementation of ADMS, SPS, AUFRS.

If the situation warrants need for implementation of GSES, POWERGRID was at liberty to approach the Commission along with technical details of defense mechanism equipment, comprehensive scheme of OPGW, etc.

18.5 In the Meeting, MS I/c, SRPC informed that as per Orders of Hon’ble CERC, grid parameters envisaged to be controlled under GSES scheme were to be monitored for six months, before considering the scheme. It would thus be prudent to await further orders in this regard.

19. CONSTRAINTS IN TRANSMISSION SCHEMES FOR ISTS

19.1 RoW of 400 kV Mysore-Kozhikode D/C line

19.1.1 In the 23rd Meeting of SRPC the following had been noted:

PGCIL had informed that 4-5 attempts had been made to start the works under police protection. Except environmentalists and certain fringe groups, most of the protests had been withdrawn. If a conducive environment was ensured, the line could be completed at the earliest.

TANTRANSCO had requested MD, KPTCL to kindly look into the issue since line completion would help ease S1-S2 congestion. This line had to be facilitated so as to relieve transmission congestion in TN due to power flow to Kerala.

MD, KPTCL had assured that they would extend support including at local administration level to complete this line at the earliest.

19.1.2 In the Special TCC Meeting held on 16th December 2012 on a query from KSEB,

POWERGRID had intimated that works in forest areas were under progress and there

was no breakthrough in the coffee plantation location.

19.1.3 In the Meeting, MS I/c, SRPC informed that in the TCC Meeting PGCIL had informed

that works were being undertaken with the help of Police Protection. Agitation had

not subsided and aggrieved people were approaching Court/Green Tribunal etc. Tower

works were planned to be completed before monsoon. Stringing would be taken up

after monsoon and if situation was favorable, line was expected to be completed by

January 2015.

19.1.4 ED, SRTS-II PGCIL informed that they were receiving assistance from the Karnataka

Administration. Considerable agitation was being encountered, but works were taken

up with police protection. If conducive environment is maintained, the line could be

completed by January 2015.

19.1.5 Director (Tr & SO), KSEB observed that the line needed to be completed at the earliest

and requested KPTCL to kindly render all support to PGCIL.

20. PROGRESS OF BUS/LINE REACTORS TO BECOMMISSIONED IN SR

20.1 In the 23rd Meeting of SRPC, the following had been noted:

Line reactor at Guttur S/S was required in addition to the bus reactor and should also be in place.

It had also been suggested to utilize the 80 MVAR shunt reactor at GMR Expansion Plant to contain HV issue at 400 kV Vemagiri.

APTRANSCO had informed that M/s GMR had refused to keep the reactor in Expansion Plant in service since the unit was not commissioned due to gas

unavailability. They had also informed that there were commercial implications like guarantee and warranties involved since the plant had not yet been handed over by the EPC contractor.

In the 36th Standing Committee Meeting held on 4th September 2013, NPCIL had stated that 1x63 MVAR reactor at Kaiga had already been installed. However, KPTCL had not installed the reactor at Guttur, which was overdue. NPCIL had also stated that there was no space in the switchyard to accommodate any additional reactor. NPCIL had however been requested to examine the possibility of providing additional reactor at Kaiga / replace the 63 MVAR with 125 MVAR.

SRLDC had expressed concern over the delay in commissioning of the reactors by KPCL/KPTCL. NPCIL had also expressed concern over non- commissioning of line and bus reactors at Guttur S/S by KPTCL.KPTCL had informed that the delay was on account of BHEL. However, the matter regarding supply/commissioning was being followed up with BHEL and a meeting was scheduled to be held next week. The reactor at Hoody would be shifted to Guttur on a priority basis and would be commissioned within six months.

PGCIL had informed that 765 KV reactor could be utilized for voltage regulation at Nellore PS. They would come up with a concrete proposal in this regard.

SRPC had approved that reactors at GMR & LANCO be used for voltage regulation. Energy consumption on this account would be accounted as Regional loss.

The existing 63 MVAR Reactors at Hyderabad & Narendra would be maintained as Regional spare after refurbishment.

20.2 Subsequently, SRPC Secretariat vide letter dated 18th December 2013 had taken up the

matter regarding usage of reactors at GMR & LANCO with APTRANSCO. ED, SRLDC letter

dated 24th December 2013 addressed to LANCO is at Annexure-XXVIII.

20.3 Hon’ble CERC had issued RoP dated 26th November 2013 in respect of Petition No.

81/TT/2012. This was regarding 63 MVAR line reactor being used as bus reactor at Kochi is

at Annexure-XXIX.

20.4 Matter regarding high voltage at Nellore PS was discussed in the 91st OCC Meeting held on

21st January 2014. OCC forum had observed that commissioning of 765 / 400 kV ICTs and

1 No. reactor would have technical advantages and help in improved system operation.

Accordingly, POWERGRID had commissioned one number 765 / 400 kV transformer and

one number reactor at Nellore PS.

20.5 Updated information noted in the Meeting in respect of pending Bus/Line reactors to be

commissioned by the SR constituents as identified in the 22nd Standing Committee

20.7 The following had been noted in the TCC Meeting:

PGCIL had commissioned two sets of 765 / 400 kV transformer and reactors at Nellore PS.

LANCO had agreed for utilization of the Reactor for voltage management at Kondapalli. As agreed in the earlier SRPC/TCC Meeting, energy consumption by Reactor would be considered as Regional loss. A Meeting with LANCO, SRLDC and SRPC Secretariat could be called to finalize the issue.

NPCIL had made a presentation on the voltage/tripping issues at Kaiga GS. It was noted that number of trippings of 400 KV lines from Kaiga was showing a downward trend over the years. Voltage profile had improved due to reasons such as commissioning of Narendra-Mahalingapur D/C & Ghatprabha- Chikkodi D/C lines, installation of 63 MVAR reactor at Kaiga and also improved absorption by Kaiga units etc. However, NPCIL expressed concern over the frequent trippings of 400 KV Kaiga-Guttur lines and requested that recommendations of Protection Committee be implemented urgently. Requested that installation of bus reactor at Guttur by KPTCL be expedited. He added that the 400 KV lines from Kaiga to Narendra were stable to a great extent.

MS I/c, SRPC had said that tap optimization had been carried out at nearby generating stations of KPCL at Kadra, Kodasalli etc. MVAR absorption by Kaiga units may need to be optimized as per grid requirements. He had also requested CTU to revert back on the query raised by NPCIL regarding 125 MVAR reactor at Kaiga. CTU had informed that they were examining this issue and would furnish their comments shortly.

On a query, SRLDC had clarified that the line reactor at Kochi S/s was being effectively utilized as bus reactor as per system requirements.

Few visits to Guttur and Raichur stations had been made by the Protection teams to study the trippings. Frequent trippings in these critical nodes was a matter of concern. Action on the remedial measures was needed to be taken on priority basis by the concerned utilities.

SRPC noted the above.

21. PROPOSALS TO RELIEVE CONGESTION IN S1 – S2 POWER CORRIDOR/INTER-REGIONAL CORRIDOR

21.1 Edamon-Cochin 400 kV line

21.1.1 KSEB had stated that completion of this line was essential for increasing the import

capability of Kerala and also for efficient evacuation. Construction of this line had

been held up due to severe RoW issues.

21.1.2 In the previous SRPC Meetings, the following had been noted:

PGCIL had informed that adoption of original alignment for Edamon-Cochin 400 kV line was confirmed.

KSEB had informed that lot of discussions were being held between the farmers and Government to evolve some solution.

PGCIL had stated that additional compensation of about `330-350 Crores was not viable. The matter had been discussed a number of times with the State Government. Payment of additional compensation would send wrong signals to various other projects of PGCIL in the country. The material was lying unutilized since there was no progress since past 5-6 years. Despite all efforts, it appeared that PGCIL would be constrained to withdraw from the scheme.

KSEB had expressed surprise that being CTU, PGCIL was suggesting withdrawal and closure of the package which needed to be noted.

PGCIL had suggested that KSEB may develop this line and maintain as its own asset after taking over from PGCIL.

KSEB had informed that they would arrange another High-level Meeting with PGCIL to try to come out of the present impasse.

Chairperson, SRPC had suggested that PGCIL with assistance from KSEB/local administration may make attempts to resolve this issue and put the same to next SRPC for decision.

In the 22nd Meeting of TCC, KSEB had informed that a high level Meeting had been scheduled to be held on 28th October 2013 on this matter.

21.1.3 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

PGCIL had informed that there had been no progress after the High Level meeting in December 2013. PGCIL Board had considered dismantling of the asset on account of severe RoW problem. They may subsequently approach Hon’ble CERC for relief since they wanted to minimize losses.

KSEB had stated that out of Rs 1800 Crores scheme cost, PGCIL had already invested about Rs 1400 Crores and the project could not be abandoned at this stage. KSEB had also surrendered RoW for a section of this line. KSEB also assured further coordination to sort out this issue. Discussions and efforts to resolve the issue were underway.

PGCIL had stated that Hon’ble Chief Minister of Kerala had already taken a couple of Meetings in this connection. They had approached Court for getting suitable directions to complete the work. The Court had not passed any orders. Since the project was much delayed, IDC may also not be approved by Commission. PGCIL was also willing to handover this project to KSEB.

21.1.4 ED, SRTS-II, PGCIL informed that for the last three years they were unable to carry

out any work on this project. The works had commenced during 2007. Though they

had approached the Court, there had been no verdict so far. POWERGRID would also

be put to considerable loss with regard to IDC etc.

21.1.5 Director (Tr & SO) KSEB said that during the last one year, Hon’ble Chief Minister had

convened three Meetings on this issue. There were court orders with regard to

compensation. In Kerala, about 30- 40% compensation was payable for the corridor

and 100% for the tower foot print.

21.1.6 Chairperson SRPC & CMD APTRANSCO suggested that the issue be mutually

discussed between KSEB and PGCIL, once the election process is over.

21.2 400 kV Trichur-Kozhikode line (Madakkathara-Areakode)

KSEB had stated that this line had already been approved as Regional System Strengthening Scheme. North Kerala would benefit as 400 kV supply could be availed either from Udumalpet or from Mysore for all the 400 kV substations in Kerala.

PGCIL had sought utilization of existing 220 kV Madakkathara-Malaparamba-Areakode S/C feeder. In the 14th SRPC Meeting, KSEB had denied the possibility of surrendering the RoW of the KSEB line since energy security of Malabar region was involved.

KSEB had stated that multi circuit &multi-level circuit was their requirement for surrender of corridor.

KSEB had reiterated that the line could be taken up only after commissioning of the 400 kV Mysore-Kozhikode line. PGCIL had been requested to initiate the process so that construction could commence immediately after 400 kV Mysore-Kozhikode line was commissioned.

22. COAL STOCK POSITION IN THERMAL STATIONS OF SOUTHERN REGION

22.1 Need for maintaining statutory coal stock position in all the thermal stations at all times

had been deliberated in various forum of SRPC. Constituents/Generating Companies were

requested to please apprise the Committee of the coal stock position in thermal stations.

22.2 Chairperson, SRPC vide letter dated 10th December 2013 (Annexure-XXX) addressed to

Secretary (Power), Government of India had brought to kind attention various

infrastructure issues that were affecting coal supply to thermal power station in Southern

Region. MoP was requested to use its good offices so that the matter is taken

appropriately with Ministry of Railways & Ministry of Shipping to evolve suitable long term

solutions to improve coal supply.

22.3 In the 23rd Meeting of Commercial Sub-Committee of SRPC held on 4th December 2013,

during deliberation on the matter of huge rise in energy charges of RSTPS Stage-II for the

period from August 2013 to October 2013, NTPC had stated that shortfall was being met

by means of procurement of coal through the MoU / e-auction/additional coal supplied

from M/s SCCL. It had been agreed that TCC/SRPC would be requested to consider for

taking up regarding formulation of methodology to be adopted in case of e-auction etc.

This was important since in future too, fuel supply constraints were likely to surface.

22.4 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that the

supply by MCL to TANGEDCO for the month of December 2013 and January 2014 is very

less compared to same period last year. In case the same trend continues, there would be

no indigenous coal for blending and TANGEDCO Thermal stations may be forced to shut

down. In view of the need to maintain full generation in the forthcoming summer months,

MCL had been requested to dispatch adequate coal to TANGEDCO.

22.5 A Meeting was held with MCL on 28th February 2014 at Secunderabad. Record Notes of

discussions are furnished at Annexure-XXXI. During the Meeting, contents of the gazette

notification dated 2nd January 2014 of Ministry of Environment & Forests (MoEF)

(Annexure-XXXII) were discussed. This relates to supply / use of raw or blended or

beneficiated coal with ash content not exceeding 34 % in coal based thermal power

plants. Following are the salient points:

Thermal Power Plants shall be supplied with, and shall use, raw or blended or beneficiated coal with ash content not exceeding 34%, on quarterly average basis

Power Plant (of any capacity ) or a captive thermal power plant of

installed capacity of 100 MW or above, located beyond 1,000 kilometers from the pit head or, is in an urban area or in an ecologically sensitive area critically polluted industrial area, irrespective of distance from the pit-head, except a pit head power plant with immediate effect.

With effect from 1st day of January 2015, power plants located

between 750 – 1,000 kilometers from the pit head. With effect from 5th day of June 2016, power plants located between

500 - 749 kilometers from the pit head

It was agreed that the matter would also be taken up in the ensuing SRPC Meeting.

Chairperson, SRPC vide letter dated 3rd March 2014 (Annexure-XXXIII) addressed to

Member (Traffic), Railway Board had taken up the issues discussed in the meeting.

22.6 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

In the Meeting held on 28th February 2014, MCL had committed supply of coal as per programme. MCL had also sought legal opinion on the MoEF Notification. The Matter regarding indemnification was also to be considered. Higher realization of coal supply has been observed in RSR Mode rather than all Rail Mode. Chairperson, SRPC had taken up the issues with Member (Traffic), Railway Board.

On a query regarding impact of ongoing 3 days strike by MCL Executives, Generators had informed that generation had not been affected so far on account of the strike.

NTPC had informed that coal being utilized at Ramagundam STPS was having ash content of around 31-32%.

It was observed that generating stations could suitably blend domestic coal with imported coal, so as to ensure average ash content (on quarterly basis) less than 34%. TCC recommended that Chairperson, SRPC be kindly requested to take this matter suitably with MOEF.

On a query from ED, SRLDC, NTPC had clarified that NTECL generation was less on account of coal shortage. NTECL would inform the coal supply/generation schedule of the units in the OCC forum. Coal from Paradip port to Chennai was being transferred through private shipping company. Next shipment was expected around 17th March, after which the generation level was expected to improve.

22.7 MS I/c SRPC informed that MCL had informed their inability to attend the SRPC Meeting.

He invited kind attention of the Members to the Gazette Notification dated 2nd January

2014 of Ministry of Environment & Forests.

22.8 Chairperson, SRPC & CMD APTRANSCO said that time frame for putting washeries in place

could first be finalized by generators. In case required, necessary exemption could be

sought for that period.

22.9 MD, APGENCO informed that washery could be installed either by generators or Coal

Company. Washery of 11 MT capacity was ready for APGENCO and they would avail the

facility shortly. He opined that it would be much easier for coal companies to establish

washeries at the source itself. The cost in this regard could be borne by the generating

companies.

22.10 Chairman, TANTRANSCO opined that generators in Southern Region may not get affected

since they were utilizing imported coal for blending. Ash content of imported coal was low.

22.11 After discussions, it was agreed that the matter would be taken up with the coal companies

for supply of washed coal as per requirements.

23. S1-S2 BID AREA SPS LOGIC MODIFICATION

23.1 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that

modification of logic combined with power flow in the 400 kV inter-state feeders

connected to K.R Thoppur was to be carried out as discussed in the original proposal.

23.2 In the Meeting, MS I/c, SRPC said that TCC had noted that POWERGRID had already

carried out SPS modification works on 12th March 2014 (as decided in the 93rd OCC

meeting held on 6th March 2013) and as per logic advised by SRLDC.

24. IEGC RELATED ISSUES

24.1 Restricted Governor Mode of Operation (RGMO)/FGMO of Generating Units & MVAR Interchange

24.1.1 In the 23rd Meeting of SRPC the following had been noted:

SRLDC had expressed concern over the fact that the actual response observed was only about 15% - 20% of the expected response. The response was mostly from hydro units and from thermal units in an inconsistent manner. About 30,000 MW out of 40,000 MW capacity in the region had been declared to be RGMO/FGMO compliant. About 5% of this was expected to be available any time for system contingencies. At times, even negative response was witnessed. A Special Web Group had also been created for this purpose. In the Special Meetings, the generators had agreed that the data and the analysis portion were in order. Toggling, technical minimum, water spillage, fuel quality etc. were some of the issues which were being reported by the generators for non-performance. SRLDC also added that in case there was any delay was anticipated in RGMO implementation, adequate response should be ensured through operator intervention. For this purpose, the alertness and promptitude of the unit operators was highly essential. They also stated that SRLDC may be constrained to approach Hon’ble CERC on this matter.

APGENCO had informed that with regard to its units, Hon’ble CERC had passed an Order dated 29th April 2013. Administrative approval for `67 Crores had been accorded by the Board for completion of the works identified but the installation works were likely to be completed between 2014-16. There were a number of old units available and hence the works were consuming more time.

KPCL had informed that the GT Taps at Kadra & Kodasalli had been changed as per the recommendations finalized in the Special Meeting on RGMO/MVAR.

MS I/c, SRPC had said that it was a matter of great concern that despite conducting a number of Meetings, the response had not shown much improvement. Adequate RGMO response was one of the pre-requisites for NEW-SR Grid synchronization scheduled in the first quarter of 2014. MVAR capability demonstration procedure had been finalized in consultation with the generators. In the OCC Meeting, NTPC had enquired whether the demonstration was stipulated in IEGC Regulations. It was clarified that demonstration was not stipulated IEGC Regulations. It had however been observed during deliberations in the MVAR Interchange Meetings that machines in some of the stations were not performing as per capability limits. Similar exercise had been carried out in Western Region & Eastern Region.

After deliberations, all generators had agreed to carryout MVAR Capability Demonstration as per the finalized procedure. The schedule for this purpose would be finalized shortly.

SRLDC had pointed out that in many cases the RGMO performs and give relief. But as per assessment, during any wet coal or poor coal quality conditions etc, adequate margins may need to be maintained while declaring. Frequency excursions during load changeover were mainly on account of non-response by the machines in RGMO. Three Meetings had taken place in this regard, and adequate response was highly essential to ensure that grid security was not threatened. Sudden changes in load were also happening. The matter was being constantly taken up with the States and also under clause 1.5 of IEGC. In case load transitions were smoother, the requirement of RGMO response would get reduced to that extent.

Chairperson, SRPC had suggested that feedback in this regard could be further analyzed. Generators could adopt measures to the extent possible, while load management could also be improved in the interest of grid security.

24.1.2 MVAR capability demonstration was carried out between 18th November and 20th

November 2013 at Srisailam, N’Sagar & VTPS with participation from SRLDC, SRPC

Secretariat & KPCL. Proactive effort and support of APGENCO, APSLDC & SRLDC

for this demonstration needs to be placed on record. MVAR demonstration for

KPCL stations was also held between 22nd January and 25th January 2014.

24.1.3 Another Meeting had been conducted on 29th January 2014 regarding RGMO &

MVAR Interchange. Salient points discussed in the Meeting are furnished below:

RGMO

Data validation would be carried out between state generators and the respective SLDCs and the ISGS generators and SRLDC. Validation exercise would be completed and compliance report would be furnished by 15th February 2014.

Action plan to ensure the RGMO / FGMO with MI performance in Southern Region near to the level mandated in & compliance of IEGC Regulations would be furnished by 15th February 2014 by all the generators. The respective SLDCs shall co-ordinate in this regard and ensure effective implementation.

It was agreed to continue analysis for one minute; however generators could furnish 60 second/120 second data for consideration.

It was decided that SRLDC would post events for analysis within 3 days of the incident and the generators would revert back with analysis/comments within 3 days of the posting of the event in the web group.

It was noted that frequency excursions were still continuing. States were requested to stagger the changeover and minimize the effect on the Regional Grid/generators.

It was recommended that all the stations should have data logging facility (up to six months) for fruitful analysis/deliberation.

RGMO should always be in service including at technical minimum level.

Generators would initiate steps to ensure visibility of RGMO status (On/Off) in the SCADA system by extending status data to respective SLDCs / SRLDC.

Parameters would be maintained so as to ensure that RGMO response is available at all instances.

SLDCs also to take proactive role for RGMO implementation/monitoring. In addition to the participation of members from generating stations, representation from respective SLDCs shall be ensured in all the future meetings of RGMO & MVAR performance analysis.

TN SLDC to ensure participation/data furnishing of data in respect of STCMS units.

Representation from hydro stations of APGENCO and TANGEDCO to be ensured.

It was agreed that status of FGMO not operational/functional in respect of KSEB stations would be considered as locked governor/constant MW in CEA/MoP status report.

The RGMO shall be always in service including at Technical minimum level. The SLDCs may facilitate scheduling such that the RGMO performance is being ensured at all generation level.

In case of technical limitation that warranted keeping the RGMO / FGMO out of service temporarily, the same needed to be communicated to SRLDC immediately and obtain consent for the same.

Whenever there is a situation of wide valve open condition at lower generation level due to coal quality, the operator would suitably adjust the load set point of the generator to current generation level, such that performance of RGMO / FGMO with MI is ensured.

MVAR

All other stations to ensure their GT Tap positions are optimized so as to bring Grid Voltages to Nominal values.

Respective SLDCs would monitor VAR Interchange of the generators under their control and ensure better voltage profile.

Respective SLDCs would also participate in reactive power demonstration testing along with the testing team for the units under their control area.

SRLDC could issue messages for Violation of IEGC clause 6.6.6.

All Generators agreed to take action on the recommendations. Dates of Tap changes and set tap positions needed to be communicated to SRPC/SRLDC as and when changes are carried out. The same should also be reflected in the information which would be furnished for future analysis

400 kV Tap changing is to be carried out only after concurrence of SRLDC.

Number of Generators were not furnishing timely information. It was emphasized that information should be furnished in a timely manner.

Calibration of meters needed to be undertaken to ensure accurate visibility of the parameters to the plant operators.

Limiter setting would be as per the capability curve.

Some of the stations AVR voltage control was not going to +/- 5%. The same would be examined and rectified.

Stations could undergo themselves reactive demonstration periodically as per the Procedure.

It was agreed that the demonstration of MVAR would be carried out only up to 95% of the rated auxiliary voltage.

MVAR data to be posted on [email protected]. Data to be validated and to be submitted in the format already circulated.

It was recommended that all stations should have data logging facility (up to six months) for fruitful analysis/deliberation.

Any, change in capability curves w.r.t. as furnished for MVAR document would be communicated. Wherever, capability curve is not clear information can be sent in table format also.

24.1.4 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Number of Meetings had been held in this regard. However, the RGMO response of units as a whole was not consistent. Inadequate RGMO response was being viewed with concern by higher bodies. There had been some improvement however with regard to MVAR absorption by the units. Proactive role of SRLDC, APSLDC, APGENCO & KPCL was needed to be placed on record. MVAR capability demonstration test of NTPC

Simhadri by the joint team had now been rescheduled to be held during March 2014.

SRLDC had stated that participation of SLDC of the respective control area during MVAR demonstration tests was highly essential. As regards RGMO, analysis was being carried out for about 260 units of the region. SLDCs needed to take more active role in MVAR/RGMO analysis of generating units in their respective control area.

SRLDC had also informed that MVAR demonstration had been carried out at Srisailam (LB and RB) and Vijayawada units. Against MVAR absorption capability of 100 MVAR/unit, units at Srisailam were absorbing only about 60 MVAR each. APGENCO had been requested to take up this matter immediately with the OEM. Higher absorption would help improve the voltage profile with use of existing resources itself. MVAR absorption by VTPS (500 MW) unit had improved to about 140 MVAR as against earlier level of about 70 MVAR. MVAR demonstration had also been carried out at Raichur, Kadra, Kodasalli and Nagjheri units of KPCL. Calibration of all the meters (other than Energy meters also) and data logging facility was however highly necessary. Testing at Raichur TPS could not be completed on account of mismatch of system parameters in various meters. Kaiga representative had not participated in the MVAR demonstration at Kadra and Kodasalli, though due prior intimation had been given. It was also requested that the concerned generators may study the reports and arrange for necessary remedial measures.

24.1.5 SRLDC had filed a petition before Hon’ble CERC regarding inadequate/non-

performance of RGMO/FGMO with manual intervention observed with respect to the

generating units in the Region. In this regard, Hon’ble CERC had heard the petition on

13th February 2013 (Petition No.302/MP/2013). Hon’ble CERC had also directed to

issue notice to all SLDCs of Southern Region. This petition had been listed for further

hearing on 18th March 2014.

24.1.6 The following had also been noted in the TCC Meeting:

SRLDC had pointed out that SCADA visibility of RGMO status at SLDC/RLDC was also required. During recent disturbance at Mundra on 12th March 2014, only about 66 MW of relief had been obtained against expected relief of about 1,000 MW. The frequency had fallen from 50.02 Hz to 49.6 Hz. The low quantum of response observed in this incident was a matter of great concern. It was also suggested that generators could raise their concerns, if any, with regard to RGMO operation before Hon’ble CERC. However after issuance of orders, the same was needed to be followed both in letter and spirit.

APGENCO had expressed concern that since 17th February 2014 (IEGC Amendment), the units had exhibited RGMO response up to 28 times in a day. The added that this was affecting boiler parameters.

NLDC had pointed out that primary response was very essential for safe and secure operation of the grid. More than 1,500 units in the country were to be put under RGMO/FGMO. Even small contribution by each would help smoothen frequency variations.

It had been suggested that all generators may attend the hearing scheduled to be held on 18th March 2014 and take up their concerns with Hon’ble Commission appropriately. It was also noted that CEA representative had also been called to attend the hearing.

SRPC noted the deliberations in the TCC Meeting.

24.2 Arranging of interruptible loads in four groups

In the OCC meetings, it was noted that as per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads. This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS Scheme. These loads were to be grouped in such a manner that there was no overlapping between different groups of loads.

SRLDC & SRPC Secretariat had pointed out that existing schemes were not meeting the Regulatory requirement fully and further action was required in this regard.

SRPC noted the above.

24.3 Automatic Demand Management Schemes

Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be provided by all the constituents by 1stJanuary 2011.

SRLDC & SRPC Secretariat had pointed out that automated scheme was to be in place to meet Regulatory requirement.

Following may kindly be noted from Hon’ble Commission’s Order dated 18.12.2013 in respect of Petition No. 208/SM/2011:

“ We had directed in our order dated 1.12.2011 to all SLDCs to file the current status of the Automatic Load Management Scheme, reasons for not implementing the scheme and status of contingency procedures. None of the respondents, except DTL, has complied with our directions. We are of the view that these respondents have not only failed to comply with our directions but have also failed to discharge their responsibility under the Act and Grid Code. We direct the staff of the Commission to process the cases for initiation of action under Section 142 of the Act against the officers-in-charge of STUs/SLDCs of the respondent states issuing show case notice as why penalty should not be imposed on them for non- compliance with our directions and the provisions of the Act and grid Code.”

Following is also contained in Order dated 22nd February 2014 in Petition No. 120/2011 regarding Maintaining grid security of the Southern Regional Grid by curbing overdrawal and effecting proper load management by Tamil Nadu Electricity Board:

Respondent to take necessary steps to implement automatic demand management scheme to deal with the emergency situations such as sudden variation of wind generation or forced outages etc. and submit the monthly progress report to SRLDC and SRPC in this regard.

SRPC shall inform the Commission about any deficiency in the action taken by the respondent and non-compliance with the directions of the Commission.

24.3.1 In the Meeting, MS I/c, SRPC said that in accordance with Order dated 22.02.2014 of

Hon’ble CERC in respect of Petition No 120/2011, TN is to submit monthly progress

report to SRPC and SRLDC.

24.3.2 SRPC noted the above.

24.4 Automatic Load Disconnection Schemes for overdrawing constituents

In the 14th meeting of SRPC held on 27th August 2010, it had been agreed to implement

Automatic Load Disconnection Scheme for overdrawing constituents with the following

relief:

It was noted that the Automatic Load Disconnection Scheme was part of Automatic Demand Management Scheme.

States had been requested to ensure adequate load relief in the interest of grid security.

SRLDC & SRPC Secretariat had pointed out that the scheme needed to be in automated so as to meet the Regulatory requirements.

24.5 Sudden Change in Drawal/Frequency Excursion

24.5.1 States had been requested to adhere to drawal schedule and also not to under draw

during high frequency conditions.

24.5.2 In the earlier Meetings, SRLDC had brought to kind attention provisions of clause 5.2 (j)

of IEGC Regulations. No user was to cause sudden variation in its load by more than

100 MW without prior intimation to and consent of the RLDC. Similarly no user should

reduce the generating unit output by more than 100 MW without prior intimation to

and consent of the RLDC. Necessary action was sought in respect of demand and

generation management as well as power purchases, so that clause 5.2 (j) of IEGC

Regulations is not violated.

24.5.3 In the 23rd Meeting of SRPC, Utilities had been requested to kindly initiate corrective

action to meet Regulatory requirements.

24.5.4 SRLDC had been reporting instances of violation of IEGC clause 5.2(j) with the

constituents for necessary compliance.

24.5.5 In this regard the following may kindly be noted from the Order dated 19.12.2013 of

Hon’ble CERC in respect of Petition No. 249/250/251/MP/2012:

“Accordingly, we direct all STUs/SLDCs/Regional entities to comply with Regulation 5.2 (j) of the Grid Code failing which appropriate proceedings shall be initiated against them for non-compliance with the provision of the Grid Code and directions of Commission.”

24.5.6 In the Meeting, MS I/c, SRPC informed that the violations were still being regularly

reported by SRLDC and requested entities to initiate necessary corrective action.

24.5.7 SRPC noted the above.

24.6 Inadequate UFRs and df/dt reliefs

24.6.1 In RoP in respect of Petition 263/MP/2012, it was mentioned that the loads available

for relief in the identified feeders were far below the value declared by the

constituents. It was noted that Hon’ble Commission had directed that the issue be

discussed in RPC level meeting to decode the quantum of load which should be

increased to give desired result in a time bound manner.

24.6.2 Issue regarding inadequate relief through UFRs and df/dt relays had consistently been

raised by SRLDC & SRPC Secretariat. SRLDC had also reported the issue under 1.5 of

IEGC on a number of occasions. SRPC Secretariat had taken up the matter with

Constituents for necessary compliance.

24.6.3 On 19th December 2013, Hon’ble CERC had issued its Order in respect of Petition No

263/MP/2012. It had been directed that SR constituents identify additional feeders

and install UFR and df/dt relays to ensure relief as decided by SRPC from time to time.

Compliance Report duly certified by SRLDC and SRPC was to be submitted regarding

implementation of quantum of relief of AUFR as per the table furnished in the Order

and also proper functioning of df/dt relays within one month of issuing the Order.

SLDCs had also been directed to map the relays on the SCADA system within three

months of issuance of the Orders. The certified relief quantum by SRLDC and SRPC had

been furnished to the constituents.

24.6.4 Based on TCC recommendations, stage wise and state wise analysis for the period

24.6.5 In the Meeting, MS I/c, SRPC informed that the observed relief was less than the declared.

SRLDC had also been reporting noncompliance under clause 1.5 of IEGC on a regular basis.

SCADA mapping of the identified feeders was to be completed in three months i.e.

19.03.2014. Deficit in quantum as per the compliance report certified by SRLDC/SRPC was

also required to be fulfilled.

24.6.6 CEO, POSOCO informed that there had been no UFR operation since October 2013.

Opportunity for operation of df/dt relays had existed only during the recent incident of

loss of generation of 4,000 MW. As part of the ongoing exercise, review of the relay

settings as well as quantum was necessary.

24.6.7 MS I/c, SRPC informed that the deficit in the certified quantum and SCADA mapping was

to be completed by the utilities. The status in this regard could kindly be communicated to

SRPC/SRLDC.

24.6.8 SRPC noted the above.

24.7 Issuance of violation messages

24.7.1 In OCC Meetings, States had suggested that issuance of messages by RLDCs needed to

be on uniform basis. They had also felt that there could be differentiation in

nomenclature for messages issued for violations when system parameters were within

IEGC range and beyond. SRPC had taken up the issue vide letter dated 16th May 2013

& 20th June 2013. In this regard, NLDC had replied vide letter dated 11th July 2013.

Subsequently SRPC vide letter dated 7th January, 2014 (Annexure-XXXIV) had taken up

the issue regarding harmonization with NLDC.

24.7.2 TANTRANSCO vide letter dated 07.01.2014 to SRLDC had brought to attention paras 23

& 24 of CERC Order in Petition no. 121/MP/2013 as given below :

“23…….. It seems that RLDC is acting in a very cautious manner even under normal conditions and do not allow over drawal beyond 150 MW even when the frequency is above 50.2 Hz. However, it is clarified that normal situation means that the line flows are within limits prescribed in Revised Congestion Management Procedure in Real Time system Operation read in conjunction with CEA’s manual on Transmission Planning Criteria.

24. SRLDC shall keep the above observation in view while giving any instructions to the State constituents for over drawal at frequencies higher than threshold limit specified under UI regulations.”

24.7.3 TANTRANSCO had requested that violation messages given for curtailment of

overdrawal at higher frequency given so far may be arranged to be withdrawn

immediately and treated as invalid.

24.7.4 In the 91st OCC Meeting SRLDC had informed that overdrawal messages above 50.2 Hz

would be issued only during transmission congestion constraints, till Deviation

Mechanism becomes operational.

24.7.5 CERC (Deviation Settlement Mechanism and Related Matters) Regulations 2014 and

CERC (IEGC and Related matters) (Second Amendment) Regulations 2014 had been

implemented with effect from 17th February 2014. Accordingly, SRLDC had intimated

revised Message formats and issuance Procedure in compliance of the provisions of

the above Regulations for ensuring secured and integrated grid operation in SR.

24.8 Demand Estimation for Operational Purpose (Clause 5.3 of IEGC)

24.8.1 Each SLDC was to create mechanism and facilities to facilitate on-line demand

estimation of demand for daily operational purpose for each 15 minutes block by

01.01.2011.

24.8.2 In this regard, following may kindly be noted in respect of Order dated 19th December

2013 of Hon’ble CERC in Petition No. 249/250/251/MP/2012:

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to forecast their demand and make adequate arrangements to avoid dependence on Unscheduled Interchange for meeting their demand or for injecting short term surplus power, irrespective of the frequency.”

24.8.3 In the Meeting, MS I/c, SRPC also informed that day ahead (block wise) demand

forecast along with portfolio management was to be displayed in website of SLDCs as

per directions of MoP.

24.8.4 SRPC noted the above.

25 IMPLEMENTATION OF ENQUIRY COMMITTEE RECOMMENDATIONS

25.1 Implementation of measures to prevent Grid Disturbance

(A) Third party Protection Audit

In the 23rd Meeting of SRPC, after deliberations, it had been agreed that Chairperson, SRPC would address a letter to Secretary (Power), MoP requesting support from PSDF for protection up gradation works planned by the Utilities with provision for retroactive funding. It was also felt that a mechanism should be in place for disbursement based on the hierarchy of needs and prioritization. Utilities would carry out implementation of Recommendations relating to Third Party Protection Audit as per prioritization in a phased manner. The Schedule of activities would be furnished within one month and would be discussed in the Meeting of Protection Sub Committee.

A.1 Chairperson, SRPC vide letter dated 10th December 2013 (Annexure-XXXV)

addressed to Secretary (Power), Government of India had requested for 100%

funding from PSDF for renovation and upgradation works of protection system in

Southern Region.

A.2 Hon’ble CERC had observed the following in the RoP in Petition No. 146/MP/2013

with I.A 36/2013 (date of hearing 19.12.2013):

“5. The Commission took serious note of the deficiencies pointed out by the petitioner and observed that the matter assumes added importance as NEW Grid is to be shortly synchronized with Southern Grid. The commission directed the petitioner to analyze as to whether Southern Grid can be connected synchronously with NEW grid under such deficiencies and file and affidavit in this regard by 10.1.2014. 6. The Commission further directed the petitioner to file detailed deficiencies in the systems of respondents on affidavit by 10.1.2014 with an advance copy to the respondents. The respondents were directed to file an affidavit stating the deadline for attending to the deficiencies within two weeks of issue of RoP.”

A.3 Hon’ble CERC had pronounced Orders in respect of the above Petition on 20th

February 2014. Following are the salient points for kind compliance:

Respondents are to implement the works as mentioned in Phase-I and Phase-II by 1.5.2014 and 1.9.2014 respectively.

SRPC has been directed to coordinate the protection setting issue and submit a report regarding implementation of Phase-I activities by 1.6.2014.

SRPC has been further directed to submit bimonthly status report for works mentioned in Phase-II to the Commission.

Respondents are to take all possible measures permissible under the Act and the Grid Code to provide data /information to RLDC and RPC for maintaining reliability and security of the grid.

SRLDC and SRPC to coordinate and monitor the progress and compliance of Commission's directions and ensure compliance of Regulations 5.2 (r) of the Grid Code and report instances of non-compliance to Commission.

Respondents to strictly comply with the provisions of Regulation 5.2(e) of the Grid Code and CEA Grid Standards.

SRLDC has been directed to monitor the progress and compliance of the Commission's directions and ensure compliance of provision of regulations.

Respondents have also been directed to ensure proper maintenance of transmission lines and adopt best O&M practices.

All RPC’s to formulate patrolling/guidelines by 1.6.2014 the protocol must also take into account the terrain forest cover and reach in that areas and ensure regular monitoring as per requirement in that area to ensure efficient operation.

A.4 It was noted that the matter regarding Patrolling guidelines had been discussed in the recent OCC Meeting.

A.5 SRPC noted the above.

(B) Reactive Power Planning

In the 23rd Meeting of SRPC, it had been agreed that Utilities would furnish the schemes relating to Reactive Power Planning including at distribution level within one month indicating also the time schedules for implementation. Progress of these schemes would be monitored in the SRPC forum. Request for funding through PSDF could be sought at a later date.

B.1 In the Meeting, MS I/c, SRPC requested the utilities to kindly furnish the schemes at the earliest, wherever due.

(C) Ensuring proper functioning of UFRs and df/dt relays

In the Second Meeting of NPC, it had been decided that all SLDCs and RLDCs would upload the details of feeders to be tripped through the UFRs and the expected load relief at different frequency levels in their respective States/Regions on operations of UFRs. It had been also decided that RPCs would send inspection report of healthiness of UFR and df/dt regularly on a quarterly basis to the NPC Secretariat.

In the 23rd Meeting of SRPC, it had been agreed that detailed analysis would be carried out in the OCC Meetings to identify critical improvement areas. Utilities agreed to ensure desired relief through identification of additional feeders. In case required, feeders would also be added at lower voltage levels (distribution level). States after internal analysis would come up with an action plan in this regard.

C.1 As stated above, Hon’ble CERC vide Order dated 19th December 2013 in Petition No.

263/MP/2012 had directed SR constituents to identify additional feeders and install

UFR, df/dt relays to ensure relief as decided by SRPC from time to time.

(D) Islanding schemes

In the Second Meeting of NPC, CEA had requested all RPCs to submit the details of progress of preparation/approval/execution of islanding schemes to NPC Secretariat regularly on fortnightly basis.

In the 23rd Meeting of SRPC the following had been noted:

Modified S1-S2 islanding scheme had been implemented. Balance works in respect of other identified islanding schemes pertained to Tamil Nadu system alone.

Other utilities had implemented their respective portion of the islanding schemes.

TANTRANSCO had informed that procurement of UFRs was underway and implementation of the islanding schemes would be completed by end November 2013.

D.1 It was kindly noted that TANTRANSCO had completed all the pending works relating

to islanding schemes

25.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee

Status as on last day of the month to be forwarded by 3rd day of the following month, and that as on 15th of the month to be forwarded by 17th of the month. All the constituents had been requested to furnish timely status updates on the status of implementation.

In the 23rd Meeting of SRPC it was noted that all the utilities were furnishing the data within the prescribed time schedules. Similar cooperation in the future had kindly been sought.

In the Meeting, MS I/c, SRPC thanked the utilities for the cooperation in this regard.

25.3 Review of Zone -3 Philosophy

25.3.1 In the Second Meeting of NPC, PGCIL had agreed to forward the details of pending data to NPC Secretariat for onward transmission to all the RPCs for further action.

25.3.2 In the 23rd Meeting of SRPC , the following had been noted:

PGCIL had informed that they had collected Zone-3 settings adopted by various utilities in respect of different lines. Certain discrepancies were noted in this regard. Deliberation in the Protection Sub Committee on this matter was needed. In the Protection Sub Committee Meeting, POWERGRID would put up details of observed line wise deficiency for review.

It had agreed that PGCIL would furnish the observations to SRPC Secretariat for inclusion in the Agenda for the Protection Sub-Committee Meeting scheduled on 21st November 2013.

25.3.3 This issue had been deliberated in Protection Sub-Committee Meeting held on 21st

November 2013 and settings for critical 400 kV lines had been finalized for

implementation.

25.4 Ring Fencing of Load Despatch Centers (LDCs)

25.4.1 In the 23rd Meeting of SRPC the following had been noted:

Chairperson, SRPC had opined that SLDC could be ring fenced within the TRANSCO itself. Mere creation of one more Government Company may not achieve the desired objective of ‘Ring Fencing’. Fixing appropriate responsibility on the existing company could be the right way forward.

TANTRANSCO had stated that CEA had already been requested to consider 3 to 5 years’ time period for implementation, this being a major regulatory issue. TN had also filed a separate petition before TNERC with regard to ARR for SLDC. Ring fencing in the form of revenue stream, ARR etc. could be carried out while in parallel Capacity building could also go on. System Operator Certification could continue under the guidance of POSOCO. However, some more time was required to make SLDC a separate Company. CEA and the Government of India could be requested in this regard.

APTRANSCO had stated that as suggested, financial independence within the present framework could be granted while later a separate company could be contemplated. Capacity building exercise could also go on.

After deliberations, it was decided that Chairperson SRPC would convey the views of the forum to CEA/MoP.

25.4.2 Chairperson, SRPC vide letter dated 11th December 2013 (Annexure-XXXVI) addressed

to Chairperson, CEA had conveyed the opinion expressed by the constituents in the

23rd SRPC Meeting with regard to ring fencing of Load Despatch Centres.

25.4.3 MoP had conveyed operationalization of PSDF vide notification dated 10th January 2014.

An Appraisal Committee had been constituted for the purpose of appraising the

scheme submitted by the entities. To assist this Appraisal Committee, a sub-group

comprising of officers of CEA, POWERGRID and POSOCO headed by Director, CEA has

been constituted. The first Meeting of the sub-group was held on 20th February 2014

and taken up the DPRs for R&U of protection and control system of the States.

25.4.4 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that

works relating to protection, renovation and up gradation of S/S, GSES and Reactive

Power Control be funded through PSDF to the extent of 100%. Balance amount, if any,

could be disbursed to the constituents.

25.4.5 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

Procedure for Disbursement of Fund from PSDF had been deliberated in the Special NPC Meeting held on 14th February 2014. A copy of the Minutes is at Annexure-XXXVII. The draft procedure had been put up to MoP for approval. After necessary approval, Disbursement from PSDF could commence as per the Procedure.

SRLDC had informed that one week course at NPTI Faridabad was to commence from 24th March 2014. States were requested to send the nominations for the same.

25.4.6 CEO, POSOCO informed that the best of the faculty had been arranged and SLDCs

should therefore take full advantage by nominating officials to the training in NPTI.

The fee was being borne through LD fund and only nominal charges towards boarding

and lodging were being collected.

25.4.7 Chairperson, SRPC & CMD, APTRANSCO informed that two officials had been

nominated from APSLDC and suggested other utilities to kindly nominate their officers

for the training.

26. REVIEW OF PERFORMANCE OF ULDC SCHEME

26.1 In the 92nd Meeting OCC held on 13th February 2014, SRLDC had informed the following:

a) Standby Data Channel Status

Non-availability of standby data channels at Hiriyur, Nelamangala, Talcher RCI, NLCTS-II Expansion, Kochi, LANCO, Nellore PS, Nellore SAS, NTECL, Warangal & HVDC Bhadravathi.

b) Voice Communication status

Non-availability of voice communication at Pugalur, Kolar HVAC, Hiriyur, Kalavindapattu, Mysore, Narendra, Trivandrum, Talcher HVDC, Hassan, Kochi, Palakkad, Puducherry, Munirabad, Nellore, NTPC Kayamkulam, MAPS, Kaiga, NLC Stg-II, NLC TS-I Expansion& NLC TS-II Expansion.

c) Internet communication

Dual internet communication required for the Reliable/Dedicated communication for system operation.

d) Pending field inputs

Details of pending inputs were also available on SRLDC website. Members with login details could download the details for necessary action.

In the 23rd Meeting of SRPC, the following had been noted:

POSOCO vide letter dated 25th September 2013 had furnished copy of telemetry status submitted to the Hon’ble Commission to SRPC for perusal and necessary action.

SRLDC had informed that in respect of pending data from Talcher, all links for ICCP configuration at ERLDC had been utilized. PGCIL needed to explore provision of hardware splitter at Talcher. In the meeting, PGCIL had stated that they would explore the possibility and complete this works at the earliest by having the splitter at Talcher as suggested. They also informed that the standby data channel in respect of Hiriyur and Kochi had been made available. Nelamangala would be made available by December 2013.

All the utilities had been requested to furnish status updates with regard to pending field inputs within 15 days for further reporting to Hon’ble Commission.

26.2 In accordance with RoP in respect of Petition No. 56/SM/2013, SRPC vide letter dated 9th

December 2013 (Annexure-XXXVIII) had furnished status update to Hon’ble CERC with

copy to utilities for necessary action.

26.3 In the 90th OCC Meeting, SRLDC had informed that they were procuring DCPC (Data

Concentrator cum Protocol Converter) for the new SCADA. Additional DCPC would be

procured for Talcher which would be handed over to SRTS-II by 20th January 2014 to

complete pending works at Talcher Stage II. In the Special meeting of TCC held on 11th

January 2014, KPTCL had expressed concern over non-completion of pending field inputs

by UPCL despite repeated follow up. UPCL had informed that necessary action would be

taken to complete the works.

26.4 The following had been noted In the TCC Meeting:

SRLDC had presented the status of the pending field inputs, standby data & voice

channels and dual internet connection (Annexure-XXXIX).

PGCIL had informed that they were providing a RTU splitter at Talcher and the PGCIL

Talcher RCI points were liked to be attended shortly. New PBX was to be installed,

after which voice communication issues would get resolved in phases. It was also

enquired whether voice communication was necessary for unmanned station also.

SRLDC had clarified that voice communication was required for all stations as per

the Regulations. It was also pointed out that 8 points of bus reactor of NTPC

Ramagundam had not been configured.

NLC had stated that they were having dedicated internet connection and voice

communication. SRLDC clarified that dual internet connection and dual voice

communication was required.

27. AMC FOR SCADA

27.1 In the 23rd Meeting of SRPC, the following had been noted:

SRLDC had furnished the quote details received from OEM

AP, Kerala& SRLDC were agreeable for AMC for a period of six months.

TN was agreeable for AMC for a period of three months.

Puducherry had mentioned that in case the cost was more than the present cost, they would not be requiring AMC.

SRLDC had informed that they had already requested M/s GE to continue the AMC on the same rate, terms & conditions. However, GE had communicated that they would not be in a position to reduce the quoted rate.

AP had requested SRLDC to look into the requirement of AMC beyond six months period also, considering the progress of the civil works of the new SCADA system in AP and accordingly negotiate with GE for such details also.

Forum had felt that the rate reduction by OEM may not happen so easily. However, the constituents requested SRLDC to put all possible efforts to negotiate the price to the extent possible and finalize the contract, thus maintaining continuity of AMC service.

SRLDC had informed that they were negotiating with the vendor to try and bring down the cost. The order would be placed sometime next month.

Chairperson SRPC had suggested that for future supplies, maintenance requirements should also form part of the initial contract. ED, SRLDC informed this aspect had been taken care in the new SCADA system under implementation.

27.2 In the Special Meeting of TCC held on 5th December 2013, SRLDC had informed that in

accordance with decision taken in the last SRPC meeting they were going ahead with

processing AMC extension. SRLDC letter dated 28th November 2013 in this regard is at

Annexure-XL. Since there would be a likely delay in the commissioning of the new SCADA

system, Members had agreed the proposal to avail extension of AMC of the existing

SCADA by three more months.

27.3 In the TCC Meeting, the following had been noted:

SRLDC furnished the cost details (Annexure-XLI) for Q1, Q2 & Q3. APTRANSCO and KSEB agreed for AMC for Q1 and Q2. APTRANSCO agreed for Q3 also while KSEB stated that regarding AMC for Q3 they would revert back by first week of April 2014. SRLDC stated that confirmation was needed to be furnished to M/s GE by first of April 2014.

TANTRANSCO had requested to include in Q2 for AMC. SRLDC had clarified that request of TANTRANSCO could not be considered at this stage.

27.4 Constituents noted the above.

28. NON-PAYMENT OF TRANSFORMER CHARGES TO TN BY SOUTHERN REGION CONSTITUENTS AND PENDING ARREARS PAYMENT BETWEEN BENEFICIARY STATES IN SR

28.1 In the 23rd Meeting of SRPC, the following had been noted:

KPTCL had stated that while the DISCOMs of Karnataka were to pay around Rs.1 Crore to TN, KPTCL was to receive an amount of around Rs.6 Crores towards wheeling charges. Issues needed to be settled in totality and had suggested for one to one Meeting to discuss payment related issues.

TANTRANSCO had informed that in the 16thMeeting of SRPC, the Committee had approved the payment to TANTRANSCO and AP & Kerala were paying the charges. The issue should not be linked to other pending commercial issues and had requested KPTCL to release the payments that were due. In true spirit the decisions taken in the SRPC forum needed to be honored and implemented by all the utilities. TANTRANSCO expressed concern over the delay in payment by Karnataka.

KPTCL had stated that they were willing to have one to one Meetings and settle the issues. However, reconciliation with regard to payment of wheeling charges was also to be carried out.

Chairperson, SRPC had suggested that payments in respect of settled issues be released. Payments may not be linked with other unsettled issues to the extent possible. Efforts should also be made to sort out unsettled issues and come up with amicable solutions in the spirit of healthy regional cooperation. He also suggested that payments in respect of issues settled in the SRPC forum such as the monetary compensation scheme be released by the concerned states, without linking it to other disputed issues.

KPTCL had assured that needful would be done in the matter. However, sought similar reciprocation in respect of dues payable to Karnataka.

TANTRANSCO had stated that as a general principle, undisputed amounts should be cleared without linking to disputed ones. Discussions/Meetings in respect of disputed amounts or issues could always be held among the States.

All undisputed payments needed to be cleared without linking to other payments. Disputed issues could be discussed/reconciled amicably among the States.

As agreed in the 22nd Meeting of SRPC, TANTRANSCO would take up issues relating to ‘Frequency Linked/Incentive Scheme for overdrawal/under drawal of shares’ with Karnataka & AP bilaterally.

28.2 This issue had been further deliberated in the 23rd Meeting of Commercial Sub-Committee

held on 4th December 2013. Following had been noted in that Meeting:

KPTCL had stated that there were some issues in clearing old pending outstanding. The accounts had been audited and closed but suitable liability had not been created earlier, during formation of ESCOMs etc. Hence, the matter may be required to be taken up at a higher level and Government may have to take decision in this regard.

TANTRANSCO had requested KPTCL to take up with the matter with the higher management to settle the long pending payment issue at the earliest.

KSEB had informed that KSEB had the previous day released a payment of about `1.73 crores to TN towards transformer charges, wheeling charges etc. TANTRANSCO had thanked KSEB for making the payment and requested similar action from APTRANSCO & KPTCL.

APPCC had informed that the payment in respect of monetary compensation would be processed in line with the decision taken in the 23rd Meeting of SRPC. KSEB had been to release the wheeling charges payable by them to APTRANSCO. He suggested that past cases could be settled at a later stage. The payments pertaining for the month of November 2013 could be released by KSEB. KSEB had stated that all payment issues needed to be settled in a time bound manner.

28.3 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had stated that

payment of transmission charges for TNEB owned transformers at Sriperumbudur and

Salem has been made by APPCC, KSEB and MESCOM. However, the other four ESCOMS of

Karnataka i.e. BESCOM, HESCOM, GESCOM and CESC have yet to start payment. In this

regard, one to one Meeting was held with Director (Transmission), KPTCL on 28th January

2014 at Bangalore. Further, they have stated that an amount of around Rs.26.50 crore is

to be paid by KPTCL to TN towards monetary compensation claims. In the one to one

Meeting held with Director (Transmission), KPTCL on 28th January 2014, Tamil Nadu had

been requested to send the complete set of documents including Minutes of Meeting etc.

The required documents were said to have been sent to KPTCL and PCKL for further

necessary action.

28.4 As regards transmission and wheeling charges, TANTRANSCO vide letter dated 18th

February 2014 (refer Annexure-VI) had stated that during the one to one meeting held

with Director (Transmission), KPTCL on 28th January 2014, it had been agreed that

payment should be carried out from January 2013 onwards. For the earlier period,

necessary reconciliation would be carried out between KPTCL and TN. The required

documents were said to have been sent to KPTCL and PCKL for further necessary action.

28.5 TANTRANSCO vide letter dated 18th February 2014 (refer Annexure-VI) had further stated

that issue regarding frequency linked penalty/incentive for over/under drawal of shares is

pending for a long time. It has thus been suggested that APTRANSCO and KPTCL may give

suitable dates for the visit to Chennai so that a Meeting in this regard could take place. It

is also stated that the Nodal Agency SRLDC has to forward the invoices sought by KPTCL on

the above issue.

28.6 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (refer Annexure-XVI) had been

stated that the outstanding payment from KPTCL and AP was yet to be received and

resolved.

28.7 In the TCC Meeting, the following had been noted:

TN had agreed to make payments for the undisputed amounts as per the Minutes

of the Meeting held with KPTCL. Similarly, they requested that undisputed

payments, due to TN be released. They also informed that all relevant documents as

per the MoM had been furnished to KPTCL.

Regarding transformer charges, KPTCL had informed that 3 ESCOMS had paid while

TANTRANSCO informed that payment was being received from one ESCOM only.

KPTCL requested that TANTRANSCO may coordinate with PCKL in this regard.

APTRANSCO had informed that they had settled the issue regarding monetary

compensation and due payments had been released to TANTRANSCO.

On a request, APTRANSCO had informed that they would consider the issue

regarding monetary compensation payment to KSEB

TANTRANSCO had requested APTRANSCO and KPTCL to finalize a convenient date

for a Meeting at Chennai to settle the long pending issue regarding frequency linked

penalty/incentive.

29. OUTSTANDING DUES BETWEEN WR & SR

29.1 A Meeting regarding outstanding payments position in respect of energy transactions

between the constituents of WR & SR was held on 4th December 2013 at Bangalore. After

deliberations, it had been agreed that by end of December 2013, required documents, if

any, would be furnished by the Constituents. Further, verification of records/ clarifications

in this regard would be completed by month end.

29.2 The matter was followed up with WRPC / WR constituents for early resolution of the

issues. TANTRANSCO vide letter dated 18th February 2014 (refer Annexure VI) had stated

that an amount of around Rs.1.13 crore was net receivable from Western Region

(Maharashtra & Madhya Pradesh). Officers of TANTRANSCO had visited MSETCL and

MPPMCL and held one to one deliberations on the matter of outstanding payments.

29.3 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (refer Annexure-XVI) had stated

that an amount of about Rs.2.59 Crores with interest was pending to KSEB. The matter

had been sought to be reviewed.

29.4 In the TCC Meeting, the following had been noted:

TANTRANSCO had held one to one Meetings with MSETCL and MPPMCL

Issues raised by MPPMCL had been circulated to the constituents for their

comments.

WRPC would be requested to conduct one more Meeting at an early date.

30. GRID OPERATION

In the TCC Meeting it had been noted that information being furnished under Grid events/ highlights was as furnished by the utilities. Any item bearing commercial implications needed to follow specified procedure for CoD etc.

30.1 Grid events/highlights during October 2013

Southern region met a maximum day consumption of 770.70 MU during the month which was maximum till date.

Andhra Pradesh drew 5616 MW on 09.10.2013 from the grid which is highest till date.

220 kV DIC line from 400/220 kV SS Oglapur (PGClL) to 220 kV SS Durshed of 142 CkM was charged on 09.10.2013 by APTRANSCO.

Bidadi 400kV to Bidadi 220kV lines: 220kV evacuation lines from Bidadi PGCIL Station for 6.72 CKM, Commissioned on 16.10.2013 by KPTCL.

220 kV UG Cable Elephant gate-Mylapore 230 kV SS radially energized from Mylapore end on 02.10.2013 and tied to the grid on 19.10.2013 by TANTRANSCO.

230 kV D/C line on DC tower with Zebra conductor from Kalivanthapatu 400 kV SS upto loc. 70 of 230 kV Tharamani - Veerapuram line for making Kalivanthapatlu – Veerapuram and Kalivanthapatlu - Tharamani line energized on 20.10.2013 by TANTRANSCO.

230/110 kV, 80 MVA Transformer at Thiruvavur is enhanced to 100 MVA and commissioned on 28.10.2013 by TANTRANSCO.

KKNPP Unit 1(1000 MW) was synchronized to grid on 22.10.2013 at 02:45 hrs by NPCIL.

32.2 During the period under review, caution / violation messages (Annexure-XLIII) were issued

to the constituents by SRLDC. Matter regarding overdrawal at low frequency by some

constituents is being regularly deliberated in the OCC forum. Utilities were requested to

kindly adhere to Regulations in this regard.

33. TRIPPING DETAILS

33.1 In the OCC/Protection Sub Committee Meetings, SRLDC had expressed serious concern

over the fact that information regarding tripping details with relay indications was awaited

from nearly all the constituents. They had stated that the entities needed to furnish the

preliminary report on ‘events’ in compliance of IEGC Regulation, 5.9.6(a). Detailed report

along with necessary information as mandated by IEGC should be followed. CEA

Regulations mandate furnishing of the reports within 24 hrs. It was also a matter of

concern that certain events had not been reported at all to SRLDC.

33.2 In the 23rd Meeting of SRPC, the following had been noted:

SRLDC had expressed concern over non receipt of tripping details in a timely manner as per provisions of the Regulations. Web based application had also been developed for this purpose by SRLDC. Constituents could log in and upload the relevant details. User Name and Password had been made available to the constituents. Hence, they could also monitor whether the relevant details had been submitted or not. It was disturbing that in certain cases, data for events that had occurred in July 13 were still awaited. Number of events were recurring like at Sharavathi & Srisailam. It was highly essential to analyze events, identify and implement remedial corrective actions which would be possible only if complete / timely information was furnished. Petition has been filed before Hon’ble CERC and listed for hearing.

PGCIL had informed that necessary instructions had already been communicated to the field to furnish the tripping details in a timely manner. However, in certain cases the ends were under operational control / owned by other utilities, though the line belonged to PGCIL. Regarding the issue of using the 765 kV line reactors at Nellore PS, the matter was being studied and they would come up with a proposal in this regard.

Constituents had been requested to post the details in SRLDC web portal and to SRPC Secretariat (by e-mail) within the specified time frame.

Chairperson, SRPC had stated that a system should be in place to submit the required tripping details to SRLDC/SRPC within the scheduled timeframe.

33.3 This matter was being regularly discussed in the meetings of the Protection Sub

Committee. SRLDC vide letter dated 18th February 2014 had also referred the matter

under clause 1.5 of IEGC. It had been stated that non reporting or delayed reporting of the

tripping events by the utilities results in multiple violations of the Grid Code as well as CEA

Standards. This also obstructs the completion of the procedural requirements by SRLDC.

33.4 In the TCC Meeting, it was informed that as per Order dated 20.02.2014 of Hon’ble CERC

in respect of Petition No. 146/MP/2013, the petitioner (SRLDC) and SRPC are to

coordinate and monitor progress and compliance of Commission's directions and ensure

compliance of Regulations 5.2 (r) of the Grid Code and report instances of non-compliance

to the Commission.

33.5 SRPC noted the above.

34. OPERATION OF TALCHER-KOLAR HVDC TRANSMISSION SYSTEM IN GROUNDRETURN MODE

34.1 In various forums it had been noted that the flow needed to be restricted to 150 MW in

GRM. Till 23rd Meeting of SRPC, the following had been noted:

KPTCL had expressed that the safety of the equipment was of utmost importance to them. Neutral current beyond the permissible limits could not be allowed under any circumstances.

PGCIL in consultation with CEA had subsequently appointed International Consultants with the approved Terms of Reference. PGCIL had furnished the preliminary findings in respect of GRM operation of Talcher- Kolar link by the international experts.

A Special Meeting of TCC with the International Consultants for Review of Ground Return Mode Operation of Talcher- Kolar HVDC Link was held on 9thMay 2012 at Bangalore.

Copy of the Report prepared by the Consultant Group forwarded by PGCIL was circulated to the Members vide SRPC letter dated 1st August 2012. As agreed in the 19th SRPC Meeting held on 1st June 2012, the matter was to be discussed bilaterally between KPTCL & PGCIL.

KPTCL had sought opinion of their consultant (M/s PRDC) on the report furnished by PGCIL. It was also desired that after the finalization of the issue between PGCIL and KPTCL, the outcome would be deliberated in the OCC meeting before putting up to TCC/SRPC. PGCIL had also sought the status of measurement as recommended by the International Consultants.

TCC had decided that the matter would be deliberated in OCC meeting to finalize the course of action.

In the 87th Meeting of OCC held on 11th September 2013 it was noted that M/s PRDCL required another set of reading. For the next GRM testing, KPTCL had informed that it was learnt from PGCIL that any date during September/October 2013 would be suitable to them. KPTCL had accordingly taken up the matter with the consultants M/s. PRDC.

In the 23rd Meeting of SRPC, PGCIL had agreed that the second set of measurements could be carried out on 9th November 2013.

35. PHYSICAL AND CYBER SECURITY/ CRISIS MANAGEMENT PLAN/ BLACK START PROCEDURES

35.1 Physical and Cyber Security 35.1.1 Status update on Crisis Management Plan (C&DMP) of Power Sector is to be furnished

quarterly. Information regarding Cyber Security was to be furnished to Chief Engineer,

DPD, CEA, Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock

Drills for CMP, Mock Drill for Black Start Restoration was to be furnished to Chief

Engineer, DMLF, CEA, Sewa Bhavan, New Delhi-66. Copy of the report was to be sent

to SRPC Secretariat ([email protected] and [email protected]). Practices

being followed in respect of Cyber Security/Physical Security/CMP/Mock Drills w.r.t.

Black Start were also required to be communicated

35.1.2 CEA vide letter dated 26th November 2013 (Annexure-XLIV) had enclosed copy of MoP

letter dated 21.11.2013 regarding Security of power installations and status. In the

90th OCC Meeting, constituents had been requested to furnish the requisite

information to CEA, New Delhi with a copy to SRPC secretariat. Details in this regard

are still awaited.

35.1.3 As regards Cyber Security, NTPC had communicated that they were awaiting

coordinators from State Utilities and had requested for the contact details of Thermal

Utilities. However, in order to initiate the activities in this area each organization is

desired to:

Nominate a Chief Information Security Officer for the Organization (CISO). To create an incident response Team identifying Nodal Officers to handle

Cyber Security incidents at each Entity/Plan Levels.

To draw IT security Policy and Framework for the respective organization.

To get vulnerability assessment audit exercise (from Cert-in empanelled auditors, Ministry of Communication& IT) to further implement information Security Management System (ISMS) in line with ISO 27001 Information Security Standards.

To define Contingency Plan w.r.t. Business Continuity in order to counteract interruptions.

To establish Disaster Recovery Plan.

35.1.4 MS I/c, SRPC requested the constituents to furnish timely information in this regard.

35.2 Black Start Procedure

Mock drill on Black Start Procedure was being followed up in the monthly Meetings of the

OCC.

35.3 CMP – Indian Railways/Metro

A couple of Meetings had been conducted with Railways & Metros to discuss issues

concerning CMP in respect of Power Backup arrangements. Minutes of the meetings held

in this regard on 22nd November 2013 & 12th February 2014 are at Annexure-XLV.

36. SHUTDOWN OF RAMAGUNDAM UNIT-V

36.1 In the 89th OCC Meeting, NTPC Ramagundam had informed that shutdown of Unit V which

was earlier planned from 07.11.2013 to 21.012.2013 had been deferred to next year. OCC

had observed that since Regional demand would pick up, shutdown of Unit-V could not be

agreed before June 2014 in case not availed as per schedule. NTPC letter dated 18.11.2013

in this regard is furnished at Annexure-XLVI.

36.2 In the TCC Meeting, the following had been noted: The issue had been deliberated in a number of OCC meetings. It had been

noted that adequate opportunity had been given to NTPC for availing shutdown. Shutdown of Unit- V was to have been completed by December 2013. At this stage, shutdown approval for 500 MW unit was not possible in view of the grid requirements.

SRLDC had pointed out that NTPC had earlier been given opportunity to complete the shutdown. However, NTPC had not availed the shutdown earlier due to its reasons. Hence shutdown of the unit during peak months cannot be agreed.

NTPC had informed that the vibration levels were observed to be very high. Operation of the unit was being closely monitored. They would not avail the shutdown unless situation grossly warranted the same. The endeavor was always to provide maximum support to the grid.

TCC had suggested that unit shutdown be availed only after May 2014.

37. ENERGY GENERATION DATA MANAGEMENT FROM RENEWABLE ENERGY SOURCES

37.1 It had been decided that CEA would bring out a Monthly Report of RES containing data of

generation in MU from RES Month-wise, State-wise, Sector-wise and Category-wise etc

including details like Peak Generation from RES, time of occurrence etc. In this regard,

CEA had already requested SLDCs to nominate Nodal Officers for that purpose. In this

regard, Meetings were held at CEA & Bangalore on 31.05.2013 & 31.08.2013. Another

Meeting was also held at Chennai on 8th November 2013 (Minutes enclosed as Annexure-

XLVII).

37.2 Constituents were kindly requested to initiate necessary steps on the action plan and also

furnish status updates to CEA/SRPC Secretariat.

38. REQUIREMENT OF 2 NOS. 230 KV BAYS AT SHOOLAGIRI 400/230 kV S/S

38.1 Director (Operation), TANTRANSCO vide letter dated 27th February 2014 (Annexure-XLVIII)

had proposed 2 Nos. 230 kV bays at Shoolagiri 400/230 kV S/S . These were required to

provide second link between existing Hosur 230 kV S/S and Shoolagiri 400/230 kV S/S and

also provide connectivity to new 230 kV S/S at Uddnapally.

38.2 In the TCC Meeting, PGCIL had confirmed that two bays were available at Shoolagiri.

39. RELIABILITY MARGIN

Director (Tr & SO), KSEB vide letter dated 3rd March 2014 ( refer Annexure-XVI) had stated

that the National Reliability Council be convened as early as possible in view of the fact

that allocation of STOA and even URS power was denied to KSEB.

It was noted that the first Meeting of National Reliability Council had been scheduled to

be held on 20th March 2014 at New Delhi.

40. RESTRICTION OF LOAD ON 220 kV KANIYANMPETTA – KADAKOLA FEEDER

40.1 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (refer Annexure-XVI) had

stated that import through this line at a level of 180 MW is critical for Kerala for

managing demand in North Kerala. Due to limit insisted by KPTCL, KSEB was being

forced to impose load restrictions in the area. It had been stated that imposing load

restrictions in Kerala alone solely on account of overloading in Mysore ICT cannot be

admitted.

40.2 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

KSEB had requested that power up to 160 MW could be permitted by KPTCL since severe transmission constraint persisted for power supply to North Kerala. Corridor had been surrendered to PGCIL with the condition that KPTCL would extend full support from Kadakola.

KPTCL had stated that overloading of ICTs at Basthipura (PGCIL- Mysore S/S) was an issue of concern. There was requirement of additional ICT. Restriction was being carried out only during peak hours.

It was noted that an additional ICT had already been agreed in the Standing Committee Meeting. PGCIL informed that NIT was floated for additional ICT at Mysore.

KSEB had requested KPTCL to kindly explore reconfiguration of loads which could enable additional supply to Kerala. KPTCL had assured that they would reexamine the system.

40.3 Director (Tr & SO), KSEB requested PGCIL to expedite commissioning of 3rd ICT at Mysore.

He also requested MD, KPTCL for maximum possible assistance over this line.

40.4 Director (Tr.), KPTCL observed that the issue would get addressed with commissioning of

3rd ICT at Mysore and further with the commissioning of 400 kV Mysore-Kozhikode line.

41. OPTIC FIBRE CABLE LAYING

41.1 Director (Tr & SO), KSEB vide letter dated 3rd March 2014 (refer Annexure-XVI) in order to

have SCADA visibility and connectivity of six RTU stations, had proposed to lay 69.26 Kms

of OPGW cable at various locations. It had been requested that Powergrid may carry out

these works as additional work of OPGW expansion project in SR with the same terms and

conditions.

41.2 In the TCC Meeting, KSEB had requested PGCIL to take up the optical fiber works of their

system. PGCIL had pointed out that this may not be possible since the existing contractor

was not in a position to take up any additional works.

42. FIBRE OPTIC BASED COMMUNICATION NETWORK

42.1 POWERGRID vide letter dated 10th March 2014 (Annexure-XLIX) had furnished the revised

communication network which was under implementation and around 1000 Km had been

completed. Total identified requirement which was under implementation 5221 Km

besides sharing of 1161 Km POWERGRID Telecom Fibre Optic Links. The Fibre Optic

Expansion project of SR being implemented under Central Sector and tariff shall be

recovered as determined by CERC.

42.2 In the Meeting, MS I/c, SRPC informed that the following had been noted in the TCC

Meeting:

POWERGRID had informed that the revised communication network was under implementation and around 1000 Km had already been completed. Total identified requirement which was under implementation was 5221 Km besides sharing of 1161 Km POWERGRID Telecom Fibre Optic links.

TCC had recommended revised communication network as intimated by POWERGRID for approval by SRPC.

42.3 SRPC approved the revised communication network as intimated by POWERGRID vide letter

dated 10th March 2014.

43. COMMISSIONING OF LILO OF ONE CIRCUIT OF 400 KV NEYVELI-TRICHY DC LINE AT NAGAPATTANAM POOLING STATION

43.1 POWERGRID vide letter dated 10th March 2014 (Annexure-L) had sought concurrence of

TCC & SRPC for commissioning of LILO of one circuit of 400 kV Neyveli-Trichy DC line at

Nagapattanam Pooling station under common transmission scheme associated with ISGS

projects in Nagapattanam / Cuddalore area of Tamil Nadu.

43.2 In the TCC Meeting, the following had been noted:

NLC had suggested that LILO of Neyveli TS II – Trichy line could instead be carried out. NLC TS-II units were having more evacuation paths, while NLC TS-I Exp was having relatively fewer evacuation lines. Reliability of evacuation to the extent possible, was necessary for NLC TS-I Exp Station. It was agreed that the matter would be resolved mutually between POWERGRID and NLC.

SRLDC had reiterated that this arrangement could only be used for the purpose of drawal of startup power.

TCC had recommended for approval LILO of one circuit of Neyveli– Trichy D/C line at Nagapattanam PS for purpose of drawal of startup power only.

43.3 SRPC approved LILO of one circuit of Neyveli– Trichy D/C line at Nagapattanam PS for the

purpose of drawal of startup power only.

44. JURALA HYDROELECTRIC PROJECT (6x39MW)

44.1 In the TCC Meeting, the following had been noted:

KPTCL had informed that Karnataka had a share in Jurala hydroelectric Project of APGENCO. In this connection Karnataka had already deposited about Rs.70 Crores and was also ready to sign PPA with APGENCO. KPTCL had constructed double circuit lines for drawal of power from this project. Correspondence in this regard was going for past four years. Karnataka was ready in all respects to avail power from the project. They were agreeable for drawal of power in radial mode or through split bus mode.

APGENCO had informed that signing of PPA was pending. They would revert back on the issue.

44.2 Director (Tr.), KPTCL requested APTRANSCO & APGENCO to kindly resolve the issues so that

transfer of power could commence. He stated that Karnataka was agreeable to draw power

in any of the modes.

44.3 Chairperson, SRPC & CMD, APTRANSCO suggested a joint meeting of AP and Karnataka to

resolve this issue.

SRPC noted the following:

45. BRINGING THE DRAWAL OF POWER BY PUDUCHERRY FOR KARAIKAL REGION UNDER THE REA OF SR

45.1 Puducherry had proposed that accounting of drawal of power for Karaikal Region be

brought under Regional Energy Accounting of SR. In the 23rd Meeting of SRPC held on 26th

October 2013, Puducherry had been suggested to place a detailed proposal in the

Commercial Sub-Committee so that the outcome could be placed in the ensuing

TCC/SRPC.

45.2 Subsequently, Superintending Engineer-I, EDP vide letter dated 8th November 2013 had

informed that it may not be possible for them to include Karaikal drawal under REA now

with the present power availability from various Central Generating Stations to UT of

Puducherry. Inclusion of Karaikal drawal could be considered after getting additional

allocation of power from future CGS to Puducherry and after erection of 230kV line to

Karaikal through LILO of existing 230 kV line. The proposal was thus deferred for the

present.

46. POLLUTION MAPPING OF SOUTHERN REGION

In the 22nd SRPC Meeting, the Committee had concurred for Pollution Mapping in SR and for

one time reimbursement of project cost (Rs. 3 Crores) to POWERGRID from beneficiaries. A

kick off Meeting was conducted on 30th October 2013 at SRPC, Bangalore to discuss the

implementation strategy of the Scheme with participation from CPRI. Time schedule for

various activities was also finalized in that Meeting (Minutes enclosed as Annexure-LI). It

was noted that the next Meeting in this regard was scheduled to be held on 25th March

2014 at Bangalore.

47. SCHEDULING OF INFIRM POWER INJECTION OF KUDUNKULAM NPP

47.1 In the 23rd Meeting of Commercial Sub-Committee of SRPC held on 4th December 2013,

TANTRASCO had stated that in the interest of beneficiaries of KKNPP, SRLDC could

consider inclusion of KKNPP power in the schedules during real time operation. KSEB had

also requested SRLDC to consider scheduling of KKNPP power, keeping in view the

quantum of power injected by KKNPP.

47.2 It had been suggested that KKNPP generation be apportioned to the schedules of

beneficiaries based on allocation. SRLDC had informed that NLDC was taking all India view

on treatment of injection of infirm power and they would come with some decision in this

regard. Subsequently, scheduling of infirm power from KKNPP had commenced with effect

from 21st January 2014.

48. CERC (DEVIATION SETTLEMENT MECHANISM AND RELATED MATTERS) REGULATIONS, 2014

48.1 CERC (Deviation Settlement Mechanism and related matters) Regulations, 2014 had come

into force w.e.f. 17th February 2014. On implementation of this Regulation, CERC

(Unscheduled Interchange charges and related matters) Regulation, 2009 had been

repealed. Weekly Unscheduled Interchange charges Accounts were being prepared by

SRPC Secretariat, based on the decision / methodology finalized by erstwhile SREB & SRPC

and in line with CERC Regulations/orders.

48.2 A Special Meeting of Commercial Sub-Committee of SRPC was held on 19th February 2014

at Bangalore to deliberate whether methodology being followed in the UI accounting

based on SREB/SRPC decision is to be adopted in the regime of Deviation Settlement

Mechanism also. The Methodology followed in UI accounting in respect of the following

matters had been reviewed for adoption in the deviation accounting:

Lesser of the two principle in respect of weekly Payable/ Receivable

Accounting of drawl by ISGS under complete shutdown of the station

Post facto energy credit adjustment – such as adjustment for Nuclear Stations under injection / over injection, wheeling losses for wheeling MAPS & KGS power etc.

After deliberations, it had been agreed to adopt the methodology being currently

followed in respect of Lesser of the two principle in weekly Payable / Receivable Deviation

Charges and also accounting of drawal by ISGS (Tariff determined by CERC) under

complete shutdown of the station. It was further agreed that post facto energy credit

adjustment – such as adjustment for Nuclear Stations under injection / over injection,

wheeling losses for wheeling MAPS & KGS power etc. would be in terms of Rupees instead

of energy.

SRLDC had informed the following in the Meeting:

All payments on account of charges of deviation including Additional Charges for Deviation would be credited to a fund called “SRPC- Regional Deviation Pool Account Fund”. The name of the bank and other details would be communicated to the Regional Entities shortly.

Korba frequency would be adopted as Master Frequency and Durgapur as stand by for accounting purpose during SR synchronous operation with NEW grid. During grid separation, Ramagundam Frequency would be adopted.

49. JOINT MEETING OF THE STANDING COMMITTEES OF POWER SYSTEM PLANNING OF SR AND WR

Joint Meeting of the Standing Committees of Power System Planning of SR & WR was held

on 26th December 2013 at SRPC, Bangalore. Transmission System to be implemented by

KPTCL for evacuation of power from Yermarus TPS (2x 800 MW) under Stage-I and Stage-II

matching with the Edlapur TPS (1x 800 MW) generation project was discussed and finalized

in the Meeting.

50. COLLECTION OF DATA REGARDING POWER SUPPLY TO ALL VILLAGES

Government of India launched Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY) to

provide access to electricity to all the rural households in the country. As per the scheme,

states have to provide minimum 6-9 hours power supply in the villages electrified under the

scheme. It had been decided by MoP that the monthly status on the power supply to all the

villages including villages electrified under RGGVY scheme may be collected by CEA through

RPCs from States of their Region. Relevant correspondence received from MoP/CEA is

enclosed at Annexure-LII. Constituents were requested to kindly furnish the information in

this regard in the required format by 1st of each month in respect of previous month since it

needs to be communicated by SRPC to CEA along with Provisional Power Supply Position

which is being submitted by 2nd of each month.

51. NATIONAL RELIABILITY COUNCIL

CEA vide Notification dated 21st February 2014 (Annexure-LIII) had constituted the National

Reliability Council in compliance of Order dated 11th December 2013 of Hon’ble CERC.

52. RELINQUISHMENT OF LONG TERM OPEN ACCESS BY LANCO KONDAPALLI POWER LTD. Hon’ble CERC had pronounced Order dated 21st February 2014 in Petition No.63/MP/2013 regarding relinquishment of long term open access by Lanco Kondapalli Power Ltd. As per the Order, Lanco Kondapalli has been allowed to relinquish long term access to the tune of 250 MW without payment of any compensation from the date of its application (14th August 2012). In compliance of CERC Order, necessary amendment in the RTA etc. would be carried out by SRPC Secretariat

53. DATE & VENUE OF THE NEXT SRPC MEETING

It was decided to hold the 25th Meeting of SRPC in due course. TANTRANSCO/ TANGEDCO

kindly agreed to host the Meeting.
