Verona Area School District Pre-K ProgramWhat is Verona Area Pre-K?

Verona Area Pre-K is a community based preschool program for four-year-old children residing within the Verona Area School District.

Who is eligible for Verona Area Pre-K?Any four-year-old living in the Verona Area

School District (four years old by September 1). There are no early admissions.

When are the classes?Classes run Tuesday through Friday for 3

hours and 10 minutes / 7:50-11:00 AM or 8:30-11:40 AM (Times approximate.) The school year runs the same as the Verona Area School District calendar.

Where will my child attend?Children are enrolled in the Verona Area

School District’s program but taught in a local community preschool/childcare location. Families will list their 1st, 2nd, and 3rd choice preference when they register online.

Who are the teachers? The play-based, developmentally appropri-

ate programs are taught by highly qualified Wisconsin Department of Public Instruction licensed Pre-K teachers. A co-teacher is assigned to classrooms of more than 12 students.

What is the cost? This is a tuition-free program. A fee may be

charged for supplies or snacks. Some locations offer optional extended childcare. Families are responsible for childcare cost beyond the Pre-K program. Families must arrange childcare on a first-come, first-serve basis.

What will my child learn?Children will participate in play-based activ-

ities that provide rich learning experiences. A focus on learning through play allows children to gain skills in all areas including: social-emo-tional, cognitive, creative expression, early lit-eracy, early math, and self-help. Teachers will use materials and curriculum that enhance those experiences through a hands-on approach.

What if I don’t have transportation?

Transportation will be provided if the child lives, or is cared for, at least ¼ mile or more from the Pre-K site! Families needing bussing services anytime during the year will be limited to picking a Pre- K site within their atten-dance area. Your attendance area school will

be determined by where your child is picked up and dropped off. Families participating in the Spanish Two-Way Immersion Program will be bussed to Pooh Bear Child Care and Preschool. Pick-up and drop-off will be close to the resi-dence but busses will not go down cul-de-sacs or dead-end roads.

How do I register?Step 1 – Your family needs to provide

paperwork to initiate the registration process. (Child’s birth certificate and proof of residency)

Step 2 – Your family will receive a Snapcode with instructions for online registration in the mail.

Step 3 – Once step 1 and 2 are completed your child will be placed at a Pre-K site. Your

family will receive a letter in the mail in May giving you the information about your child’s Pre-K site and session times.

What is family outreach?

The Pre-K pro-gram has a strong focus on family and school communication with regular family out-reach workshops, activities and conferences.

Superintendent’s GreetingDear VASD families,

Welcome to the 2019 – 2020 school year! The mission of the Verona Area School District is: Every Student Must Be Successful. The entire staff of the Verona Area School District (VASD) from teachers to support staff, food service, custodians, administrators and Board of Education is completely committed to our mission. Everyone’s role in the district will continue to focus on making this the best education-al experience for your child(ren)!

We are an active school district with so much to offer our students and their families. I want to focus this communi-cation on four areas of activity.

Our Strategic Plan - Last summer the Board approved our five-year strategic plan which is built to support the mission of Every Student Being Successful. Additionally, last year the Board established two goals of removing the predictability of student outcomes and resource allocation. As we start year two of the plan, our first full academic year utilizing the plan, we will be aligning systems, policy and resources in support of that plan and the Board goals. Visit verona.k12.wi.us/Strategic Plan to view our 2018-2019 dashboard and the entire five-year plan!

Building for 2020 - In April of 2017, the voters of the Verona Area School District overwhelmingly approved three referendum questions to build a new high school, remodel and repurpose

Badger Ridge Middle School/Core Knowledge Charter School and the existing high school and K-Wing. Additionally, voters approved an operational referendum to pay for additional staff related to the new building. We are on schedule to open our new high school in the Fall of 2020. I encourage you to visit our web-site to see pictures, drone video and other documents related to this construction project.

School Attendance Boundary Changes: At their July 23 meeting, the Board of Education voted on attendance area bound-aries for our elementary and middle schools taking effect in the 2020 - 2021 school year. The Board has not yet made a decision on the extent of grandfathering, if any, for elementary school stu-dents. For families who have a middle school student sometime in the 2020 -2021 to 2022 – 2023 school years, the Board approved carrying out a “phase-in” plan over a three-year period. Those families have already received a letter detailing that process. Additional information to families will come from the district as it unveils. In the meantime, you can find all things related to the boundaries process by visiting verona.k12.wi.us/Buildingfor2020.

Personalized Learning - In April of 2013, the Board of Education approved the goal that every student in VASD would have a personalized learning plan. A great deal of work on build-ing the necessary technology infrastructure and staff training has occurred and this past year, we implemented personalized learning in every classroom of every school! Each student has now completed the goal of having a Personalized Learning Plan (PLP). We also created a personalized learning progression to support teacher practices in the classroom. Our focus remains on:

• Academic goal setting• Learner profiles• Continual teacher professional development (this has been

on-going since 2013)• A new software platform to support the work of student PLPs• Engaging with families during the PLP processYou can find the most up-to-date information on our website

at verona.k12.wi.us/PersonalizedLearning.These are only four of the many exciting and engaging

activities going on in our District. I invite you to checkout our website and follow us on Facebook and Twitter to learn more. Additionally, there is a standing invitation to all members of our school district community to call or email me or any district staff with questions you may have regarding your child or any school district operation.

The Verona Area School District is an outstanding school district because of the commitment, hard work and sacrifice of the entire staff and community. Working together with families and the community, we can make this the best school district in Wisconsin and achieve our mission.

We look forward to this school year and we thank you for continuing to make learning the most important endeavor for all of our children!

Kind regards, Dean Gorrell, Superintendent

Behavioral ManagementSugar Creek has been recognized by the State of

Wisconsin as a Positive Behavior Intervention Systems (PBIS) School of Merit AND School of Distinction! PBIS

is a process of teaching and supporting students and staff to follow four basic school-wide expectations:

1. Be Kind and Respectful2. Be Responsible3. Be a Problem Solver4. Be SafeFamilies can play a large role in

advancing the positive behaviors of our students by reinforcing the same school-wide expectations at home. Bedtime, meals, playtime, or trips to the store are all great opportunities to apply the same concepts. Engaging children in conver-sations about what is going well at school, talking about how celebrations are being enjoyed, or talking about what strategies your learner used to solve a problem are all great ways to make the home-school connection around positive behavior. We will continue to keep parents informed and partner with parents on behavioral management so all students are safe and achieving high levels of academic success.

Health and Wellness at Sugar CreekSugar Creek has won state (Gold level Wisconsin School

Health Award) and national (Alliance for a Healthier Generation Bronze Award and USDA Silver Award) recognition recently for our incredible work towards creating a fit and healthy school.

Verona Area School District Bullying Policy

The Verona Area School District strives to provide a safe, secure and respectful learn-ing environment for all students in school buildings, on school grounds, in school buses and at school-sponsored activities. Bullying has a harmful social, physical, psychological and academic impact on bullies, victims and bystanders. The District shall consistently and vigorously address bullying so that there is no disruption to the learning environment and learning process.

Bullying behavior is prohibited in all schools, buildings, property and education-al environments, including any property or vehicle owned, leased or used by the District. This includes public transportation regularly used by students to go to and from school. Educational environments include, but are

not limited to, every activity under school supervision.

“Bullying” is defined as deliberate or inten-tional behavior using words or actions, intend-ed to cause fear, intimidation or harm. Bullying may be repeated behavior and involves an imbalance of power. The behavior may be moti-vated by an actual or perceived distinguishing characteristic, such as, but not limited to: age; national origin; race; ethnicity; religion; gen-der; gender identity; gender expression, sexual orientation; physical attributes; physical or mental ability or disability; and social, econom-ic or family status.

Parental Rights to Seek Information Regarding Staff Qualifications

All teachers employed by the Verona Area School District (VASD) have at least a bach-elor’s degree, and approximately 75 percent have a Master’s degree or equivalent. All VASD teachers are DPI licensed for their assignment. Finally, all instructional aides employed by VASD are considered qualified for their work assignments.

Federal law requires schools to share infor-mation with parents who ask about the qual-ifications of teachers employed by the school district. Parents may ask for information con-

cerning licensure, waiver of any requirements, major(s) and degrees held. Parents can also ask about instructional aides working with their children and their qualifications.

Information concerning state qualifications for teachers can be found on the DPI website at www.dpi.state.wi.us/dpi/dlsis/tel/lisearch.html. Please direct any other questions regarding qualifications of VASD staff to Jason Olson, Director of Human Resources, at 845-4335 or at [email protected].

Application forms are being sent to all homes with a notice to parents or guardians. To apply for free or reduced price meals, households must fill out the application and return it to the school (unless notified at the start of the school year that children are eligible through direct certifica-tion). Additional copies are available at the office in each school. The information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year by agency or other program officials. Applications may be submitted at any time during the year.

To obtain free or reduced price meals for children in a household where one or more household members receive FoodShare, FDPIR, or Wisconsin Works (W-2) cash benefits, list the FoodShare, FDPIR or W-2 case number, program name, list the names of all school children, sign the applica-tion, and return it to the school office.

For the school officials to determine eligibility for free or reduced price meals of households not receiving FoodShare, FDPIR or W-2 cash benefits, the household must provide the following information requested on the application: names of all household members, total number of house-hold members, and the adult signing the application form must also list the last four digits of his or her Social Security Number or mark the box to the right of “Check if no SSN”. Also, the income received by each household member must be provided by amount and source (wages, welfare, child support, etc.).

Under the provisions of the free and reduced price meal policy Theresa Bull, Child Nutrition Secretary, or Cindra Magli, Director of Child Nutrition at 845-4139will review applications and determine eligibility. If a parent or guardian is dissatisfied with the ruling of the official, he/she may wish to discuss the decision with the determining official on an informal basis. If the parent/

guardian wishes to make a formal appeal, he/she may make a request either orally or in writing to: Cindra Magli, Director, Child Nutrition Services at (608) 845-4139 or Child Nutrition Services, P.O. Box 930007, Verona, WI 53593.

If a hearing is needed to appeal the decision, the policy contains an outline of the hearing procedure.

If a household member becomes unemployed or if the household size changes, the family should contact the school. Such changes may make the household eligible for reduced price meals or free meals if the household income falls at or below the levels shown above, and they may reapply at that time.

Children formally placed in foster care are also eligible for free meal benefits. Foster children may be certified as eligible without a household application. Households with foster children and non-foster children may choose to include the foster child as a household member, as well as any personal income available to the foster child, on the same application that includes their non-foster children.

The information provided by the household on the application is confidential. Public Law 103-448 limits the release of student free and reduced price school meal eligibility status to persons directly connected with the administration and enforcement of federal or state educational pro-grams. Consent of the parent/guardian is needed for other purposes such as waiver of text book fees.

rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, sex, disability, age, or reprisal or retaliation for prior civil rights activity in any program or activity conducted or funded by USDA.

Child NutritionWe provide healthy meal choices while emphasizing fruits and

vegetables, and whole grains that meet the USDA guidelines. Verona Area Schools have an “offer” rather than a “serve” meal program. Students are required to take only three of the five food groups for lunch. Lunch includes a protein, vegetable, fruit, whole grain/bread and milk group. The USDA regulations do require that one of the three food-group choices on a student’s tray must be a serving of fruit or vegetables. Students are required to take three out of the four food groups for breakfast. High school students have access to ala carte items, which features individually priced items such as sandwiches, fresh fruit, yogurt, string cheese, bagels and cream cheese, etc. Ala carte items may not be purchased unless funds are available in their meal account.

The Verona Area School District has a policy for children unable to pay the full price of meals served under the National School Breakfast and Lunch Programs. Each school office and the District office have a copy of the policy, which may be reviewed by interested parties. Meal applica-tions are available on line and at each school office. You may contact the Child Nutrition Services Office at 845-4139 or email [email protected].

If your child has a special diet or food allergy, please contact the school nurse, or the Child Nutrition Office at 845-4139.

Come join us for breakfast• Breakfast is served at all of the schools for only $1.05 per middle school student, $1.10 per high

school student. Reduced and elementary breakfast in the classrooms is no charge.• The National School Breakfast Program meals must meet the current Dietary Guidelines for

Americans and must provide at least ¼ of a child’s daily requirement for calories, protein, calcium, iron, vitamin A and vitamin C.

• Generally, school breakfast will consist of milk, fruit and 100% fruit juice, and a main dish or item that includes grains, and/or protein source. Children who eat breakfast show an increased ability to learn, better academic performance and may have a decreased risk of being overweight.

• Elementary breakfast in the classroom. Core Knowledge Charter School, middle and high school begin breakfast in the cafeterias at 8:00 a.m. We hope to see you there!

More about us…In 2018 and 2019, Stoner Prairie was recognized at the

Bronze Level by the Wisconsin RtI Center and the Wisconsin Department of Public Instruction. We were recognized for our efforts to implement equitable and responsive systems for all students. While we are proud of this accomplishment, we still have some expansion, refinement and adjustments to make as we strive for a fully inclusive school community. We are excited to build on our systems and structures designed to support the learning of all students. At the core of our system, which sup-ports and teaches school-wide behavior expectations, are these beliefs: I am Kind, I am Safe, I am Responsible, I am a Problem Solver. We also have a strong emphasis on social emotional learning which includes a focus on empathy, calm down strat-egies and problem solving. The use of Zones of Regulation and Mindfulness support our students and staff with the ability to identify feelings and manage emotions.

The Wisconsin Student Assessment System

The Wisconsin Student Assessment System (WSAS) is a com-prehensive statewide program designed to provide information about what students know in core academic areas and whether they can apply what they know. The WSAS includes:

• The Wisconsin Forward Exam at grades 3-8 in English Language Arts (ELA) and Mathematics, at grades 4 and 8 in Science, and 4, 8, and 10 in Social Studies

• ACT Aspire at grades 9 & 10• The ACT Plus Writing at grade 11 for Reading, English,

Mathematics, Science, and Writing

Student performance on these assessments is reported in proficiency categories and used for accountability determination at the school, district and state levels. These tests together create the Wisconsin Student Assessment System.

Notice of Nondiscrimination PolicyStudent Nondiscrimination

It is the policy of the Verona Area School District that no person may be denied admission to any public school in this district or be denied participation in, be denied the benefits of, or be discriminated against in any curricular, extracurricular, pupil services, recreational or other program or activity because of the persons’ sex, color, race, religion, national origin, ancestry, creed, pregnancy, marital or paren-tal status, sexual orientation, gender identity, or physical, mental, emotional or learning disability as required by s.118.13, Wis. Stats.

This policy also prohibits discrimination as defined by Title IX of the Educational Amendments of 1972 (sex), Title VI of Civil Rights Act of 1964 (race, color, and national origin), Section 504 of the Rehabilitation Act of 1973 (disability), McKinney-Vento Homeless Assistance Act (homelessness).

All vocational education programs follow the district’s policies of nondiscrimination. In addition, arrangements can be made to ensure that the lack of English language skills is not a barrier to admission or participation.

The district encourages informal resolution of complaints under this policy. A formal complaint resolution procedure is available, however, to address allegations of violations of the policy in the Verona Area School District.

Any questions concerning s.118.13, Wis. Stats., or Title IX of the Education Amendments of 1972, which prohibits discrimina-tion should be directed to Ann Franke, the Equity Coordinator, at the following address and phone number: Ann Franke Director of Instruction, Verona Area School District, 700 N. Main Street, Verona, Wisconsin 53593, 608-845-4311.

Inquiries related to Section 504 of the Rehabilitation Act of 1973, should be directed to Emmett Durtschi, the Section 504 compli-ance Officer, at the following address and phone number: Emmett Durtschi, Director of Student Services, Verona Area School District, 700 N. Main Street, Verona, Wisconsin 53593, 608-845-4314.

If any person believes that the Verona Area School District or any part of the school organization has failed to follow the law and rules of s.118.13, Wis. Stats., Title VI, Title IX, Section 504 of the Rehabilitation Act of 1973 or in some way discriminates against pupils on the basis of sex, race, color, religion, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation, gender identity, or physical, mental, or emotional or learning disability, he/she may bring or send a complaint to the Administration Office at the following address: 700 N. Main Street, Verona, Wisconsin 53593.

Step 1: A written statement of the complaint shall be prepared by the complainant and signed. This complaint shall be presented to the district employee designated to receive complaints. That employee shall send written acknowledge of receipt of the complaint within 45 days.

Step 2: A written determination of the complaint shall be made by the board within 90 days of receipt of the complaint unless the

parties agree to an extension of time: appeals under 20 USC s.145 and Ch. 115, Wis. Stats., relating to the identification, evaluation, educational placement or the provision of a free appropriate public education of a child with an exceptional educational need shall be resolved through the procedures authorized by Ch. 115, Subch. V., Wis. Stats.

Complaints under 20 USC s.1231e-3 and 34 CFR ss.76.780-76.782, commonly referred to as EDGAR complaints, that the state or a subgrantee is violating a federal statute or regulation that applies to a program shall be referred directly to the state superintendent.

Step 3: If a complainant wishes to appeal a negative determina-tion by the board, he/she has the right to appeal the decision to the state superintendent within 30 days of the board’s decision. In addi-tion, the complainant may appeal directly to the state superinten-dent if the board has not provided written acknowledgment within 45 days of receipt of the complaint or made a determination within 90 days of receipt of the written complaint. Appeals should be addressed to Sate Superintendent, Wisconsin Department of Public Instruction, 125 South Webster Street, P.O. Box 7841, Madison, Wisconsin 53707.

Step 4: Discrimination complaints on some of the above bases may also be filed with the federal government at the Office for Civil Rights, U.S. Department of Education, 300 South Wacker Drive, 8th Floor, Chicago, Illinois 60606.

There shall be no retaliation against any person who in good faith files a complaint under this policy.

NOTE: The s.118.13 complaint procedure does not apply to district employees or job applications. Also, it does not replace the federal regulations that require a school district to have Title IX and Section 504 complaint procedures.

Equal Opportunity Employer The Verona Area School District is an equal opportunity

employer. Personnel hiring and administration in the District shall be conducted so as not to discriminate against applicant or employee on the basis of age, race, religion, sex or sexual orien-tation, gender identity, marital status, national origin, disability or handicap, creed, color, political affiliation, pregnancy, citizen-ship, ancestry, arrest record, conviction record not substantially related to a person’s job or activity in the school, membership in the national guard, state defense force or any other United States or Wisconsin reserve component of the military forces, use or nonuse of lawful products off school premises during non-working hours, or any other reason prohibited by state or federal law.

The District carefully and systematically examines all of its employment policies and practices to be sure they do not either purposely or inadvertently operate to the detriment of any per-sons. Reasonable accommodations shall be made for qualified individuals with a disability or handicap, unless such accommo-dations would impose an undue hardship to the District.

Employee Complaint ProcedureAny employee or applicant for employment who believes that

the District or any part of the school organization has in some way violated the District’s equal employment opportunities policy may bring forward a complaint in accordance with this procedure. This procedure may also be used for filing and responding to other employee-related complaints.

Informal ProcedureAny person who believes he/she has a valid basis for a complaint

shall attempt to resolve the complaint promptly by discussion with the building principal or his/her immediate supervisor. The prin-cipal or supervisor shall keep a written record of the discussion, provide a copy to the complainant, and reply to the complaint in writing. If this reply is not acceptable to the complainant, he/she may initiate formal procedures according to the steps listed below.

Formal Complaint ProcedureStep 1: A written complaint statement shall be prepared by

the complainant and signed. It shall be presented to the Director of Human Resources who shall immediately undertake an inves-tigation of the suspected infraction. He/she shall review with the building principal, or other appropriate persons, the facts comprising the alleged discrimination or other complaint. The Director of Human Resources shall decide the merits of the case, determine the action to be taken, if any, and report in writing the findings and the resolution of the case to the complainant.

Step 2: If the complainant is not satisfied with the decision of the Director of Human Resources, he/she may appeal the decision in writing to the Superintendent. The Superintendent shall meet with all parties involved, formulate a conclusion and respond in writing to the complainant.

Step 3: If the complainant is not satisfied with the Superintendent’s decision, or in lieu of utilizing this complaint procedures, the complainant may pursue alternate actions avail-able under state or federal laws (i.e. the State Superintendent of Public Instruction, the Equal Rights Division of the Department of Workforce Development, the U.S. Office for Civil Rights - Region V and/or courts having proper jurisdiction).Responses to discrimination complaints shall be made within applicable time-lines established by law.

Annual Notice on Homeless Children And YouthThe McKinney-Vento Act defines homeless

children and youth as:• Children and youth who lack a fixed, reg-

ular, and adequate nighttime residence, and includes children and youth who are:

o sharing the housing of other persons due to loss of housing, economic hard-ship, or a similar reason

o living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations

o living in emergency or transitional shel-ters

o abandoned in hospitals o living in a primary nighttime residence

that is a public or private place not designed for or ordinarily used as a reg-ular sleeping accommodation for human beings

o living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings; and

o migratory children who qualify as home-less because the children are living in circumstances described above

If you are personally aware of, or are acquainted with, any children or youth who may qualify according to the above criteria, the Verona Area School District provides the following assurances to parents and guardians of homeless children and youth and unaccom-panied homeless youth:

• The child or youth shall be immediate-ly enrolled and allowed to fully partici-pate in school, even if unable to produce

records normally required for enrollment (e.g., academic records, immunization and other required health records, proof of residency, or other documentation) or has missed application or enrollment dead-lines during any period of homelessness.

• Homeless children and youths are not stigmatized or segregated on the basis of their status as homeless and have full and equal educational and related oppor-tunities.

• Meaningful opportunities to participate in the education of their children including special notices of events, parent-teacher conferences, newsletters, and access to student records.

• Immediate enrollment and transportation to the school of origin. “School of origin” means the school that a child or youth attended when permanently housed or the school in which the child or youth was last enrolled, including a preschool.

• Written explanation of any decisions related to school selection or enrollment made by the school, the local educational agency, or the State educational agency involved, including the rights of the par-ent, guardian, or unaccompanied youth to appeal and receive prompt resolution of such decisions

Please contact Emmett Durtschi, homeless liaison for the Verona Area School District, at (608) 845-4314 or [email protected] for additional information about the rights and services described above.

VASD BACK TO SCHOOL 13August 14 and 15, 2019 Great Dane Shopping News and The Verona Press

Verona Area High School

There is a buzz of excitement in the air as we anticipate the opening of a brand-new high school in Fall, 2020. I believe we are just the group to meet the challenges and possibilities of such an endeavor because I see our Wildcat Family as capable, adaptable and strong.

Did you know?• Total work hours that have gone into

building the new VAHS so far are well over 375,000.

• The academic core of the building is three stories high with six bridges crossing the atrium. It is more than two football fields long between exit doors in the atrium.

• There are 670 Rooms in the new school.• There are 148,000 square feet of polished

concrete floors.• The new building totals 590,000 square

feet throughout four levels.

Did you also know students are…

• Athletes, scholars, musicians, and artists• Qualifiers for career, business, debate,

athletic, agricultural, speech, AND history competitions

• Founders of clubs like Latino Nation, Black Student Union, and more.

• Innovators, making a 3-D printed artificial hand to assist people with a missing limb

• Explorers of other countries like Spain, Italy, France, and Costa Rica

• Organizers of blood drives, fundraisers for relief efforts, creators of a food pantry for students experiencing food insecurity, educators on microaggressions, and work-ers for human rights at the Dane County Youth Social Justice Forum

Do you see what a perfect pairing our amazing Wildcat Family is with a State-of the Art School? I have goosebumps. On that note, it is with tremendous Wildcat Pride that we welcome you to the 2019-2020 school year at Verona Area High School. Let’s make it great!

20 Years of Experience!

Check out updates on student transportation for the 2019-2020 school year:• Final bus routes can be found by visiting our website,

verona.k12.wi.us/Transportation (note Pre-K and Special Education routes are coming next week to this webpage). Also note that a small number of bus routes may adjust during the first couple weeks of school, so keep checking this webpage for the most up-to-date times.

• Lastly, don’t forget to download the SafeStop Bus Tracking App which also has instructions shared on the webpage above. NOTE THIS WILL NOT BE READY UNTIL AUG. 23 since bus routes are still being uploaded into the app. If you signed up last year, you will need to open your App, and create a brand new account with a valid email and cell phone number and follow the steps to upload your childs bus, using your child(rens) student number to get access. If you are brand new to the app, you can download instructions on the webpage listed above. Questions? Call (800) 843-8936.

SBRSession 1 will focus on developing swimmers’

aerobic fitness, strength and speed in the water. We will incorporate technique work into the workouts through drills and personal stroke feedback from the coaches. This will develop the swimmers’ base for sessions 2 and 3.

This will be a great class for you if you have only spent 10 hours in the pool, or spend 10 hours per week swimming. The goal is for each swimmer to get the most out of any time spent in the pool. Confidence is built with having proper attention from a coach, and workouts to help you reach new levels.

Annual Notification of Rights Concerning Pupil Records The Verona Area School District is required

to locate, identify, and evaluate all children, with disabilities, including children with dis-abilities attending private schools in the school district, and homeless children. The process of locating, identifying, and evaluating children with disabilities is known as child find. Each year, child development days are conducted to allow families the opportunity to talk with qual-ified professionals about the progress their child is making or to discuss any concerns they have. Additionally, any parent or guardian, qualified health professional, or other person familiar with a child that suspects a disability exists is encouraged to contact Emmett Durtschi, Director of Student Services, 608-845-4314 or write to [email protected] or Verona Area School District, 700 N. Main Street, Verona, WI 53593.

This notice informs parents of the records the school district will develop and maintain as part of its child find activities. This notice also informs parents of their rights regarding any records developed.

The school district gathers personally identifi-able information on any child who participates in child find activities. Parents, teachers, and other professionals provide information to the school related to the child’s academic performance, behavior, and health. This information is used to determine whether the child needs special educa-tion services. Personally identifiable information directly related to a child and maintained by the school is a pupil record. Pupil records include records maintained in any way including, but not limited to, computer storage media, video and audiotape, film, microfilm, and microfiche. Records maintained for personal use by a teacher and not available to others and records available only to persons involved in the psychological treatment of a child are not pupil records.

The school district maintains several classes of pupil records.

• “Progress records” include grades, courses the child has taken, the child’s attendance record, immunization records, required lead screening records, and records of school extra-curricular activities. Progress records must be maintained for at least five years after the child ceases to be enrolled.

• “”Behavioral records” include such records as psychological tests, personality eval-uations, records of conversations, writ-ten statements relating specifically to the

pupil’s behavior, tests relating specifically to achievement or measurement of abil-ity, physical health records other than immunization and lead screening records, law enforcement officers’ records, and other pupil records that are not “progress records.” Law enforcement officers’ records are maintained separately from other pupil records. Behavioral records may be main-tained for no longer than one year after the child graduates or otherwise ceases to be enrolled, unless the parent specifies in writing that the records may be main-tained for a longer period of time. The school district informs parents when pupil records are no longer needed to provide special education. At the request of the child’s parents, the school district destroys the information that is no longer needed.

• “Directory data” includes the student’s name, address, telephone listing, date and place of birth, major field of study, partic-ipation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, photographs, degrees and awards received, and the name of the school most recently previously attended by the student.

• “Pupil physical health records” include basic health information about a pupil, including the pupil’s immunization records, an emergency medical card, a log of first aid and medicine administered to the pupil, an athletic permit card, a record concerning the pupil’s ability to participate in an education program, any required lead screening records, the results of any routine screening test, such as for hear-ing, vision or scoliosis, and any follow-up to the test, and any other basic health information, as determined by the state superintendent. Any pupil record relating to a pupil’s physical health that is not a pupil physical health record is treated as a patient health care record under sections 146.81 to 146.84, Wisconsin Statutes. Any pupil record concerning HIV testing is treated as provided under section 252.15, Wisconsin Statutes.

The Family Educational Rights and Privacy Act (FERPA), the Individuals with Disabilities Education Act (IDEA), and sec-tion 118.125, Wisconsin Statutes, afford par-ents, guardians, and students over 18 years of age (“eligible students”) the following rights with respect to education records:

• The right to inspect and review the student’s education records within 45 days of receipt of the request. Parents, guardians, or eligible students should sub-mit to the school principal [or appropriate school official] a written request that iden-tifies the records(s) they wish to inspect. The principal will make arrangements for access and notify the parent, guardian, or eligible student of the time and place where the records may be inspected. The school district will comply with the request without unnecessary delay and before any meeting about an individualized educa-tion program, or any due process hearing, and in no case more than 45 days after the request has been made. If any record includes information on more than one child, the parents or guardians of those children have the right to inspect and review only the information about their child or to be informed of that specific information. Upon request, the school dis-trict will give a parent, guardian, or eligi-ble student a copy of the progress records and a copy of the behavioral records. Upon request, the school district will give the parent, guardian, or eligible student a list of the types and locations of educa-tion records collected, maintained, or used by the district for special education. The school district will respond to reasonable requests for explanations and interpreta-tions of the records. A representative of the parent or guardian may inspect and review the records.

• The right to request the amendment of the student’s education records that the parent or eligible student believes is inaccurate or misleading. Parents or eligible students may ask the Verona Area School District to amend a record that they believe is inaccurate or misleading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the district decides not to amend the record, the district will notify the parent or eligible student of the deci-sion and the right to a hearing regarding the request for amendment. Additional

information regarding the hearing pro-cedures will be provided to the parent or eligible student when notified of the right to a hearing.

• The right to consent to disclosures of personally identifiable information in the student’s education records, except to the extent that federal and state law authorize disclosure without consent. The exceptions are stated in 34 CFR 99.31, Family Educational Rights and Privacy Act regulations; Sec. 9528, PL107-110, No Child Left Behind Act of 2001; and section 118.125(2)(a) to (m) and sub. (2m), Wisconsin Statutes. One exception that permits disclosure without consent is dis-closures to school officials with legitimate educational interests. A school official is a person employed by the district as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company with whom the district has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance commit-tee, or assisting another school official in performing his or her tasks. A school offi-cial has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her profes-sional responsibility. Upon request, the district discloses education records without consent to officials of another school dis-trict in which a student seeks or intends to enroll. Also the district discloses “directory data” without consent, unless the parent notifies the district that it may not be released without prior parental consent.

• The right to file a complaint with the U. S. Department of Education con-cerning alleged failures by the District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA is: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, S.W., Washington, DC 20202-4605.

Annual Notice of Special Education Referral And Evaluation Procedures

Upon request, the Verona Area School District is required to evaluate a child for eli-gibility for special education services. A request for evaluation is known as a referral. When the district receives a referral, the district will appoint an Individualized Education Program (IEP) team to determine if the child has a dis-ability, and if the child needs special education services. The district locates, identifies, and evaluates all children with disabilities who are enrolled by their parents in private (including religious) schools, elementary schools and sec-ondary schools located in the school district.

A physician, nurse, psychologist, social work-er, or administrator of a social agency who rea-sonably believes a child brought to him or her for services is a child with a disability has a legal duty to refer the child, including a homeless

child, to the school district in which the child resides. Before referring the child, the person making the referral must inform the child’s par-ent that the referral will be made.

Others, including parents or guardians, who reasonably believe a child is a child with a disability may also refer the child, including a homeless child, to the school district in which the child resides.

Referrals must be in writing and include the reason why the person believes the child is a child with a disability. A referral may be made by contacting Emmett Durtschi, Director of Student Services, Verona Area School District, at 608-845-4314, or by writing him at [email protected] 700 N. Main Street, Verona, WI 53593.
